Poverty and unemployment are on the increase in Nigeria. In recognition of this situation, the Federal Government in 2016 introduced four key social investment programmes which include the Conditional Cash Transfer, N-Power, Government Enterprise and Empowerment Programme, and the Home-Grown School Feeding Programme to reduce the poverty level and promote inclusiveness. However, there are questions about the adequacy and transformative capacity of the programmes because they are alleged to be shrouded in controversies of politics, corruption, and defective implementation strategies. Against this backdrop, the essay examined the impact of these programmes on poverty and youth employment in Plateau State. Secondary and primary data were obtained from the State office of the social investment programme and two major markets in the Jos North and South Local Government areas respectively. Findings revealed inconsistencies in the implementation as it was characterised by fraudulent and sharp practices on the part of officers in charge of disbursement of funds; cumbersome bank process in accessing the Marketmoni component of the Government Enterprise and Empowerment Programme and non-involvement of market officials for adequate flow of information. The study recommends less cumbersome and more transparent processes to check corrupt practices and other excesses of officials.

Abstract Despite the growing popularity of multidimensional poverty measurement and analysis, its use to measure the impact of social protection programs remains scarce. Using primary data collected for the evaluation of HIV Prevention Trials Network (HPTN) 068, a randomized, conditional cash transfer intervention for young girls in South Africa that ran from 2011 to 2015, we construct an individual-level measure of multidimensional poverty, a major departure from standard indices that use the household as the unit of analysis. We construct our measure by aggregating multiple deprivation indicators across six dimensions and using a system of nested weights where each domain is weighted equally. Our findings show that the cash transfer consistently reduces deprivations among girls, in particular through the domains of economic agency, violence, and relationships. These results show how social protection interventions can improve the lives of young women beyond single domains and demonstrate the potential for social protection to simultaneously address multiple targets of the SDGs.

Abstract In the last few decades, conditional cash transfer (CCT) programmes have become very popular for addressing different development challenges. The use of CCT programmes to promote enrolment in schools, improve preventive health care and increase household consumption in Latin America has been well documented. However, the potential of CCT programmes to change more deep-rooted norms is not very clear. The Shubh Laxmi scheme, a CCT programme, was started by the Government of Rajasthan, India, to improve the status of health and education among girls. A study was undertaken to understand the changes in beneficiaries’ perspectives due to scheme. A total of 95 beneficiaries were randomly selected and in-depth interviews were conducted in order to understand the impact of the scheme. In addition, two focus group discussions were conducted with 30 non-beneficiaries in order to understand their awareness about the scheme and their perceptions of girls. The findings show that the CCT programme has helped in generating a positive attitude among beneficiaries towards the survival, education and well-being of girls. The key challenge was low awareness of the scheme and of the procedures for claiming its benefits. This study highlights that CCT programmes are useful for nudging people to address gender-based inequalities in health and education among children; however, effective implementation remains key.

Abstract Background Malaria causes 400 thousand deaths worldwide annually. In 2018, 25% (187,693) of the total malaria cases in the Americas were in Brazil, with nearly all (99%) Brazilian cases in the Amazon region. The Bolsa Família Programme (BFP) is a conditional cash transfer (CCT) programme launched in 2003 to reduce poverty and has led to improvements in health outcomes. CCT programmes may reduce the burden of malaria by alleviating poverty and by promoting access to healthcare, however this relationship is underexplored. This study investigated the association between BFP coverage and malaria incidence in Brazil. Methods A longitudinal panel study was conducted of 807 municipalities in the Brazilian Amazon between 2004 and 2015. Negative binomial regression models adjusted for demographic and socioeconomic covariates and time trends were employed with fixed effects specifications. Results A one percentage point increase in municipal BFP coverage was associated with a 0.3% decrease in the incidence of malaria (RR = 0.997; 95% CI = 0.994–0.998). The average municipal BFP coverage increased 24 percentage points over the period 2004–2015 corresponding to be a reduction of 7.2% in the malaria incidence. Conclusions Higher coverage of the BFP was associated with a reduction in the incidence of malaria. CCT programmes should be encouraged in endemic regions for malaria in order to mitigate the impact of disease and poverty itself in these settings.

The study compared the allocative efficiency and profitability of poultry-egg farmers in Jos metropolis of Plateau State, Nigeria, across different scales. To select 143 respondents, a two-stage sampling technique was used.   Using well-structured questionnaire and interview schedules, primary data on socioeconomic variables were collected. Collected data were analyzed using budgetary technique and stochastic production frontier model. Result of allocative efficiency showed the following: The mean allocative efficiency of the small, medium and large scales was 0.68, 0.12 and 0.11 respectively; the minimum allocative efficiency for small, medium and large scales was 0.30, 0.10 and 0.10 respectively. The maximum allocative efficiency was 0.59, 0.18 and 0.11 respectively for small, medium and large scale farmers. The profitability result indicated that egg production for small, medium and large-scale farms was profitable in the study area with N675, 671.79, N4, 897,236.09 and N16, 327,633.66 per farmer. The rate of return on investment per bird was found to be 19.51%, 31.21% and 83.13% respectively for small, medium and large farm sizes. For small, medium and large-scale farmers respectively, the capital turnover per bird was N 1.20, N1.31 and N1.83. Also, the profitability indices for the small, medium and large scales are N0.16, N0.24 and N0.45. A study was conducted from 2010 to 2012 around the flower growing areas in central Uganda to generate baseline information on the status of pollinators. Primary data were gathered using a questionnaire that aimed at determining farmers and flower farm officials’ perceptions on the impact of activities carried out inside greenhouses on pollinators, human health, and on crop production in the surroundings. Results indicated that the quantity of pesticides and fertilizers applied daily varied among the different flower farms visited. Bee species richness and abundance varied significantly (P<0.01) according to flower farm location, to the landscape vegetation type, and to field types found in the surrounding of flower farms. Bee richness found around flower farms varied in number from 20 to 40 species in total across seasons and years. Bee density increased significantly with the increase in flower density. Small-scale farmers were aware of the value and importance of pollination services in their farming business. There was no clear evidence of a direct effect of agrochemicals application on bee communities living in the surrounding habitats. There is a need for further research to be conducted on human health risks and for toxicological studies on soils, plants, flowers, and bees in the farm landscape.

Government Regulation No. 53 of 2010 regarding the discipline of the Civil Servant loading obligations, prohibitions, and disciplinary action which could be taken to the Civil Servant who has been convicted of the offense, is intended to foster a Civil Servant who has committed an offense, the form of disciplinary punishment is mild, moderate, and weight. Disciplinary punishment for the Civil Servant under Government Regulation No. 53 of 2010 Concerning the Discipline of Civil Servants. The formulation of this journal issue contains about how the process of disciplinary punishment, and constraints and efforts to overcome the impact of the Civil Servant disciplinary punishment in Government of Demak regency. The approach used in this study is a sociological juridical approach or juridical empirical, that is an approach that examines secondary data first and then proceed to conduct research in the field of primary data normative. The process of giving disciplinary sanctions for State Civil Apparatus in Government of Demak regency begins with the examination conducted by the immediate supervisor referred to in the legislation governing the authority of appointment, transfer and dismissal of civil servants. The results showed that in general the process of sanctioning / disciplinary punishment of civil servants in the Government of Demak be said to be good and there have been compliance with the existing regulations / applied in Government Regulation No. 53 of 2010, although it encountered the competent authorities judge still apply tolerance against the employee, but also a positive impact among their deterrent good not to repeat the same offense or one level higher than before either the Civil Servant concerned or the other. Obstacles in carrying out disciplinary punishment in Government of Demak regency environment is still low awareness of employees to do and be disciplined in performing the tasks for instance delays incoming work, lack of regulatory discipline, lack of supervision system and any violations of employee discipline. There must be constraints to overcome need for cooperation with other stakeholders comprising Inspectorate, BKPP, and the immediate superior civil servants in this way can be mutually reinforcing mutual communication, consultation, coordination so that if later there is a problem in the future could be accounted for.Keywords: Delivery of Disciplinary Sanctions; Civil Servant; Government Regulation No. 53 of 2010.

<p>This study aims to find empirical evidence about the role of accounting information system (AIS) as intervening factors that affect the quality of financial reporting information of the government. This study uses a questionnaire that primary data collected from respondents, namely employees of the accounting department of the government units, especially a partner institution in the State Treasury Office (KPPN) 2 Jakarta. Data processing is performed by the method of partial least squares (PLS). The results of this study are the accounting information system has significantly the impact on the quality of government financial reporting information. While the capacity factor of human resources, control data input and application of Government Accounting Standards (SAP) have a significant direct effect on the AIS, is larger when compared to a direct influence on the quality of financial reporting information. Other factors, organizational commitment and internal control system has a significant influence either directly or indirectly on the quality of financial reporting information. The findings of the study are expected to provide input to the government the importance of improving the accounting information system, such as strengthening the capacity of human resources and accounting applications in realizing quality financial information.</p>

Agricultural cooperatives have been established in Vietnam since the 1950s. During its development, agricultural cooperatives have made significant contributions to the growth of agricultural sector and to the improvement of farmers' income who are members of the cooperatives. Since Vietnam implemented the "Innovation-Doi moi" in 1986, the Government has continued to issue many policies to support for agricultural cooperatives. However, the impact of these policies on the development of almost all agricultural cooperatives has not been as expected. This paper aims to analyze the implementation of several policies supporting for agricultural cooperatives; to identify advantages and disadvantages of these policies; and to propose solutions for improving policies in the furture. In addition to secondary data from the Vietnam Cooperative Alliance, this paper uses primary data collected from 60 agricultural cooperatives in the Red River Delta to analyze the implementation of policies on cooperative staffs training, cooperative finance supporting, and cooperative land supporting. Bascially, the results show that the policy on training cooperative staff is quite well implemented, it helps to improve the capacity of cooperative managers in all surveyed cooperatives. In contrast, the finance supporting policy has many regulations that make it difficult for agricultural cooperatives to access capital, only nearly 30% of surveyed cooperatives get loans for production. Similarly, the land supporting policy also has unreasonable regulations which prevent agricultural cooperatives from scaling-up production because of the lack of farm-land. Consequently, about 60% of surveyed cooperatives are supported to rent farm-land for expanding agricultural production.
