The article addresses the issue of financing and organising metropolitan rail transport. It identifies challenges for this segment, which include the absence of organisational and funding obligations on the part of metropolitan government structures. It describes the forms of vertical co-operation which are legally permissible for local government units and identifies the drawbacks in this respect. It cites the examples of management of the metropolitan railway transport in Poland, operated despite the existing restrictions. The absence of complete legal and financial instruments providing metropolis with legal certainty in the organisation of metropolitan transport is identified. Specific solutions are recommended, referring to information on dealing the described problem outside Poland. Unless federation and political representation are developed in metropolitan areas, compartmentalization of local government and fragmentation of public administration will continue. The unmistakable characteristics of American metropolitan areas make them easy to spot: dense populations, urban in nature; industrial and commercial resources; one or more central cities producing the mononucleated or polynucleated pattern; economic and social interconnections maintained by a daily inflow and outflow of traffic. The web of economic and social structure is, however, by no means equalled by political interconnections. The governmental services required by the people living in the area are either unresolved in their metropolitan aspects or are administered by authorities which are often autonomous and remote from coordinated control. Area-wide government to establish policy for the metropolitan population in its unanimity of need and interest is lacking. No political power is in existence to administer the metropolitan aspects of functions. Metropolitan government as such does not exist; it is a concept and possibly a tentative approach. So far, it is no more than that. Still less in esse is metropolitan self-government.

The aim of the paper is to compare the scale of regional train cancellation in Italy and Poland in the aftermath of COVID-19 pandemic and to answer the question whether different approaches to public transport limitation can be observed at national and regional scales in different European countries. The article is a preliminary study and as such contains the first observations and initial conclusions. From the analysis it results that the influence of COVID-19 on regional railway transport in both Italy and Poland is strong but much different. In Italy the scale of cancellation is generally larger and so are the differences between the regions. In both analysed countries the lines which have turned out to be mostly affected by suspension are urban and suburban connections with dense train traffic. It would seem that in Italy exactly as in Poland the train cancellations are more the result of the character of the operated rail system, the different approaches to regional rail transport and of the tendency to cut costs than of the actual epidemic situation in the regions.

Background: In a world where every municipality is pursuing the goals of more sustainable mobility, bicycles play a fundamental role in getting rid of private cars and travelling by an eco-friendly mode of transport. Additionally, private and shared bikes can be used as a feeder transit system, solving the problem of the first- and last-mile trips. Thanks to GIS (Geographic Information System) software, it is possible to evaluate the effectiveness of such a sustainable means of transport in future users’ modal choice. Methods: Running an accessibility analysis of cycling and rail transport services, the potential mobility demand attracted by these services and the possible multimodality between bicycle and rail transport systems can be assessed. Moreover, thanks to a modal choice model calibrated for high school students, it could be verified if students will be really motivated to adopt this solution for their home-to-school trips. Results: The GIS-based analysis showed that almost half of the active population in the study area might potentially abandon the use of their private car in favour of a bike and its combination with public transport systems; furthermore, the percentage of the students of one high school of Palermo, the Einstein High School, sharply increases from 1.5% up to 10.1%, thanks also to the combination with the rail transport service. Conclusions: The GIS-based methodology shows that multimodal transport can be an effective way to pursue a more sustainable mobility in cities and efficiently connect suburbs with low-frequent public transport services to the main public transport nodes.

The Quality of Life of Suburbanities: A Case Study of the Gdańsk Agglomeration The article explains the meaning of the concept of ‘quality of life’, placing emphasis on its subjective dimension. As the concept is more and more discussed in the literature, the author intends to examine the satisfaction within public spaces for which local government is responsible. According to research made in Canada it is worth measuring not only satisfaction as such but also the importance of its constituent dynamics. Therefore, a survey made in the suburbs of the Gdańsk agglomeration asked respondents about their satisfaction with public transport, roads, environment, etc., including questions about the relative importance of such issues. The combination of satisfaction and importance provide the overall quality of life. At the end of the paper the author considers if there is a chance to improve the quality of life through a brief analysis of local governments expenditure.

The features of management of domestic railway transport at different stages of its development have been disclosed. The main principles and conditions of structural reform in the industry have been formulated. The main models of management of the railway complex, principles and features of the organization of suburban railway communication in different countries have been characterized. Statistical data on suburban rail transport on the infrastructure of JSC «Russian Railways», confirming their importance and significance for the Russian Federation, have been adduced. The economic results of the activity of domestic suburban passenger companies have been considered. The shortcomings of the existing methodology for assessing the financial condition of suburban passenger companies have been indicated. The proposals to improve the current methods of calculations taking into account the conditions of prospective development of companies have been given. The scheme of scientific and methodical approach to the analysis of economic condition of the suburban passenger companies, including set of procedures of calculated and analytical character, has been offered.

Over the last few years, there has been a clear increase in interest in rail transport among local authorities, especially the agglomeration rail. A particular emphasis in this respect is being observed in large agglomerations and the surrounding suburban areas, where transport problems are becoming increasingly frequent. The fact that the number of passengers of agglomeration and regional railways in Poland is growing gives a positive overtone to the issue in question. The project of creating a system of Suburban Rail in the Podkarpackie Voivodeship is to significantly affect the development of the region. A reduction in commute time, the improvement of the transport offer and the increase in the accessibility to rail transport in Rzeszów area and thus the improvement of mobility of the society are some of the advantages of the investment. The project will encompass municipalities located within railway lines running from Dębica to Przeworsk and from Kolbuszowa to Strzyżów. The aim of the article is to present general assumptions of the project and to estimate the benefits resulting from the project for the region and its inhabitants. The research methodology and data sources consist mainly of an analysis of the documents concerning the Feasibility Study for the project The Construction of Suburban Rail obtained from the Marshal's Office in Rzeszów, with particular emphasis on Stage II - A marketing analysis of investment variants and Stage III – A technical analysis of all investment variants of the project together with cost estimation. The basis of the study also included research of the subject literature and interviews with the people responsible for project implementation. The problems and the tasks of land provision for construction of transport facilities which are recognized as «public need» are analyzed in the article. The study also illustrates the peculiarities of Ukraine in the development of transport and the importance of road and rail transport for the economy. The specifics of the construction of road and railway transport objects consist of their large lengths and the need for a huge number of land plots of private property to be bought. In the article, the method construction of transport facilities with land compulsory purchase is proposed. This method is based on the generalized foreign experience on compulsory purchase and Ukrainian legal regulations and existing practice of transport facilities construction in urban condition and natural environment.
