The problems and the tasks of land provision for construction of transport facilities which are recognized as «public need» are analyzed in the article. The study also illustrates the peculiarities of Ukraine in the development of transport and the importance of road and rail transport for the economy. The specifics of the construction of road and railway transport objects consist of their large lengths and the need for a huge number of land plots of private property to be bought. In the article, the method construction of transport facilities with land compulsory purchase is proposed. This method is based on the generalized foreign experience on compulsory purchase and Ukrainian legal regulations and existing practice of transport facilities construction in urban condition and natural environment.

Abstract The article presents 9 water alerts illustrating the state and problems of water management in Poland three years after the entry of the new Water Act into force on January 1, 2018. The alerts were developed by a group of experts critically assessing some of the introduced legislative changes. The alerts analyzed the main problems related to drought and flood protection as well as the specificity of water management in cities and rural areas. Postulates to improve the legal regulations in the field of water management and financing, its integration with spatial planning and educational needs in this regard were also presented. The content of 8 alerts is briefly discussed, and the problem of water–agriculture interaction is presented in more detail. The article indicates that legal regulations of water management are particularly difficult as they apply to the entire society, almost all economic sectors and the natural environment, and its preparation must be carried out with extreme care after many analyzes and debates.

The features of management of domestic railway transport at different stages of its development have been disclosed. The main principles and conditions of structural reform in the industry have been formulated. The main models of management of the railway complex, principles and features of the organization of suburban railway communication in different countries have been characterized. Statistical data on suburban rail transport on the infrastructure of JSC «Russian Railways», confirming their importance and significance for the Russian Federation, have been adduced. The economic results of the activity of domestic suburban passenger companies have been considered. The shortcomings of the existing methodology for assessing the financial condition of suburban passenger companies have been indicated. The proposals to improve the current methods of calculations taking into account the conditions of prospective development of companies have been given. The scheme of scientific and methodical approach to the analysis of economic condition of the suburban passenger companies, including set of procedures of calculated and analytical character, has been offered.

Over the last few years, there has been a clear increase in interest in rail transport among local authorities, especially the agglomeration rail. A particular emphasis in this respect is being observed in large agglomerations and the surrounding suburban areas, where transport problems are becoming increasingly frequent. The fact that the number of passengers of agglomeration and regional railways in Poland is growing gives a positive overtone to the issue in question. The project of creating a system of Suburban Rail in the Podkarpackie Voivodeship is to significantly affect the development of the region. A reduction in commute time, the improvement of the transport offer and the increase in the accessibility to rail transport in Rzeszów area and thus the improvement of mobility of the society are some of the advantages of the investment. The project will encompass municipalities located within railway lines running from Dębica to Przeworsk and from Kolbuszowa to Strzyżów. The aim of the article is to present general assumptions of the project and to estimate the benefits resulting from the project for the region and its inhabitants. The research methodology and data sources consist mainly of an analysis of the documents concerning the Feasibility Study for the project The Construction of Suburban Rail obtained from the Marshal's Office in Rzeszów, with particular emphasis on Stage II - A marketing analysis of investment variants and Stage III – A technical analysis of all investment variants of the project together with cost estimation. The basis of the study also included research of the subject literature and interviews with the people responsible for project implementation. This chapter focuses on international humanitarian law’s (IHL) limitations on warfare to protect the natural environment from extremely serious damage and to prevent unnecessary or wanton harm. IHL protection of the environment developed from the principle of protection of civilians, and it has similar motives and goals. The chapter then describes a legal regime that is undergoing development. The International Law Commission (ILC) termed the overall topic ‘Protection of the Environment in Relation to Armed Conflict’ (PERAC). The central rules of IHL that are well accepted as customary law provide protection to aspects of the environment that can be considered public or private property, or that are essential to human survival. These aspects of PERAC are firmly rooted in the earliest law of war protections for drinking water, crops, and cultural elements, and in modern domestic environmental law and social norms. Yet protection of the environment during armed conflict as a specific legal obligation is a sufficiently recent international norm that its status as binding law has been more contested than early humanitarian commitments like neutrality of medical personnel. This reflects the tension between recognition of the importance of ecological integrity to peace and the interests of states in retaining freedom in their conduct of military operations.

The article analyzes the trends in the functioning of railway transport in Ukraine, which allowed to identify the manifestations of the systemic crisis in the industry. On this basis, the risks and threats to the economic security of rail transport are highlighted. The concept of management of economic safety of railway transport is formed. The object and subject of management of economic safety of railway transport, principles and purpose are defined. The tools of management of economic safety of railway transport in the following directions are revealed: formation of institutional and organizational basis of development of railway transport; providing innovative transformations to improve technological capabilities and raise the level of security; ensure social development and competencies of staff to increase loyalty; create communications to maintain effective communication of railway transport and development of partnerships.

Rail transport is a dynamic and progressive process. It is important that the requirements of individual carriers be meet as efficiently as possible in accordance with the current train schedule. In the case of extraordinariness situations (delay, reconstructions activities, different routing of a train, etc.), which affect the fulfilment of train schedule, are applying so called “operational traffic management according to the applicable internal regulations”. In the event of the occurrence of these extraordinary situations, it is necessary to compile a written injunction in order to inform the train drivers about these extraordinary circumstances. The introduction of an electronic injunction system causes the opposite effect in selected situations, such as rapid, accurate, and effective delivering this paper injunction. The article focuses on the current problem of introducing a new information system for the compilation and creation of written injunctions in relation to selected types of injunctions and situations in the railway transport.

The article presents an outline of the law governing railway transport in comparison with the regulations for road transport. The comparison shows that railway entrepreneurs are much more encumbered with legal obligations than road carriers, which in part is due to the specificity of this branch of transport. The essential constraints to the competitiveness of railway transport relate to the cost of access to railway infrastructure and its condition. The article also points out the faulty legislation, disadvantageous to both modes of transport, and attempts to determine the impact of legal solutions for the development of rail transport.

The object of this study was evaluation of state land concentration in farms within 1992-2015. After economy transformation processes the agricultural public sector was opened for private ownership land turnover. The purpose of new law legislations was to distribute land to family farms with lighter accessible to agricultural land. From the other hand since 1992 existed law regulation promoted large scale farms functioning on the basis of sale and land lease. In the region of Lover Silesia small share of land contrahents (2.74%) purchased or leased 53.6% of total State Land in transactions over 100 ha. This confirms large scale of land concentration and lower accessible for family farms. Current legal regulations improved small and medium size farm situation by introducing new grade- points system and memorandum for State Land purchase.

This paper aims to present the role railway transport plays in European Union and in Romania. The importance of this mode of transport is shortly put to the reader forefronts, while at the same time there is presented its share in land transport market. Road transport has its advantages, but its market share cannot be motivated only by market considerations; there are other factors which put this type of transport on a predominant position. The advantages of rail transport are presented face-to-face with road transport especially for passengers’ transport, how railway transport can gain a greater share in land transport market, and how it can contribute to create the conditions of a more sustainable future.

The structure and architecture of many European cities has started their development during the Middle Ages or even earlier. The historic cores gradually had become centers of contemporary cities and are constantly evolving. They are affected by the tendencies of destruction, initiatives and movements of preservation are also taking place there. The comprehensive works of rehabilitation of Lithuanian historic urban centers were carried out during the period of soviet occupation. The insularity of the Soviet empire, ideological reasons and the absence of the private property has determined certain architectural expressions and solutions for the social problems. After the restoration of the country‘s independence the problems and tendencies typical to Western city centers, such as commercialization and gentrification, started to appear in Lithuanian historic urban cores. This justifies the aim of the article which is to analyze the tendencies of revitalization of historic city centers in Western countries with the main attention to the social and architectural aspects.
