The low absorption of the budget in capital expenditures can have an impact, including, for example, the poor local infrastructure that is currently owned and the absence of a significant additional number of projects in the new infrastructure sector, the absence of basic infrastructure such as ports, roads, clean water processing and generators electricity. The purpose of this study was to determine how much influence local revenue and general allocation funds have on capital expenditures in 19 districts and cities in West Sumatra for the 2015–2019 period. Total sampling method is used for the sampling technique and obtained 95 data. The Central Bureau of Statistics of West Sumatra Province is a place for data collection through the website www.sumbar.bps.go.id. Panel data regression analysis is the analysis method used  with the help of the E-Views 8 application. After the Hausman-Test was carried out, it was decided to use the Fixed Effect Model method. The results showed that there was a positive effect of PAD and DAU on capital expenditures, both individually and collectively.

The allocation of expenditure in the Regional Revenue and Expenditure Budget (APBD) in the form of capital expenditure aims to increase the fixed assets and the development of the region so as to create equitable development in each region, but the allocation of capital expenditure is not used productively by local governments, it can be seen from the imbalance of development between regions. The purpose of this study is to examine the effect of Economic Growth (PE), Regional Original Income (PAD) on the allocation of Capital Expenditure (BM) and General Allocation Funds (DAU) as moderating variables in Regencies / Cities in North Sumatra Province. The type of data used in this study is secondary data with multiple linear regression tests. The results of this study partially Economic Growth does not affect the allocation of Capital Expenditures, but Regional Original Revenue partially influences the allocation of Capital Expenditures. Simultaneously Economic Growth, Local Own Revenue and General Allocation Funds have positive and significant effect on capital expenditure. The General Allocation Fund moderates the effect of Economic Growth on the allocation of Capital Expenditures and the General Allocation Fund does not moderate the influence of the Local Revenue to the allocation of Capital Expenditures. Keywords: Economic Growth, Local Own Revenue, Capital Expenditures, General Allocation Funds

His study aims to analyze the role of Local Revenue, General Allocation Funds, Special Allocation Funds and SiLpa on Capital Expenditures in Districts/Cities in Central Java Province 2016-2017. The population in this study amounted to 35 districts/cities in Central Java. The sampling technique in this study used purposive sampling and obtained a sample of 33 districts/cities in Central Java. The data analysis technique used is multiple linear regression. The  results showed that the Regional Revenue and the Difference in Budget Financing have a positive and significant effect on capital expenditure, then the General Allocation Fund and the Special  Allocation Fund have a positive but not significant effect on capital  expenditure. The results of the determination test show that capital  expenditure is influenced by variables Independent of 79.5% and  the remaining 20.5% explained by variables outside this study. So the highest contribution is PAD in contributing to Capital Expenditures, because the contribution of the Balancing Fund, namely the General Allocation Fund and the Special Allocation Fund, is relatively small, meaning that the dependence on the Central Government is small,so the conclusion is that the higher the Regional Original Revenue, the greater the authority of the regional government in implement policies so that the region can be independent.

<p><em><span>Economic growth is an indicator to determine the overall of economy condition. There are some leading sectors that become jump-start economic growth of a country. They are the primary sectors consist of agriculture and mining, and the secondary sector is processing industry. This research aims to understand the impact of export, investment, and productivity to economic growth in Indonesia’s primary and secondary sectors. This research uses the panel data regression method (Panel Least Square). From the estimation result, fixed effect is the best model of the model selection using the Chow test. It is shown by partial test (t-test) that exports, investment and productivity have a positive and significant impact to economic growth in Indonesia’s primary and secondary sectors.</span></em> <em><span>In a cross-sectoral, relative estimation results indicate that exports of agricultural and industrial have positive impact on the growth while the mining sector has a negative impact. The technique of collecting data used documentation method. The test of prerequisite analysis used classical assumption test, those are normality, multicolinearity, heteroscedasticity and autocorrelation. The hypothesis test in this research used simple and multiple linear regression analysis. The results show that local revenue, general allocation funds, and profit sharing funds simultaneously affect capital expenditure where together these three variables have a 48% effect on capital expenditure, while partially local revenue has a positive and significant effect on spending. capital with a coefficient of 0.370 for general allocation funds also has a positive and significant effect on capital spending with a regression coefficient of 0.211 and profit-sharing funds partially also have a positive and significant effect on capital spending with a regression coefficient of 0.514.
