The development of national qualifications frameworks (NQFs) around the globe has been influenced by Anglo-Saxon countries and a global policy of intergovernmental organisations. The main aim of this paper is to explore how recently developed NQFs in diverse global con-texts—Ghana, Malaysia, and Serbia—fulfil two proclaimed objectives: recognition of prior learning (RPL) and support for lifelong learning. Based on a comparative analysis of official national and international policy documents relevant to the NQFs in these selected countries, conducted using the method of documentary analysis, our findings indicate that despite dif-ferences according to type, scope, and stage of development, all three NQFs are used as a policy instrument for lifelong learning on the one hand, while on the other hand, they rein-force a vocational perspective of RPL, lifelong learning, and adult education.

New energy vehicles(NEV) as a new thing for sustainable development, in China, on the one hand has faced the rapid expansion of the market; the other hand, for the new NEV users, the current NEVs cannot keep up with the degree of innovation. This paper demonstrates the reasons for the existence of this systematic challenge, and puts forward the method of UX research which is different from the traditional petrol vehicles research in the early stage of development, which studies from the user's essence level, to form the innovative product programs which meet the needs of users and being real attractive.

This paper investigates Anglo-Saxon address terms against the background of politeness and face work. Using the Dictionary of Old English Corpus, it examines the most prominent Old English terms of nominal address associated with polite or courteous behaviour, their distribution, the typical communicative settings in which they are used and their basic pragmatic meaning. The results suggest that, at least in this field, politeness as face work may not have played a major role in Anglo-Saxon England. Rather, the use of the address terms may reflect accommodation to the overriding importance of mutual obligation and kin loyalty on the one hand, and obedience to the basic Christian ideals of humilitas and caritas on the other.

This article illustrates the theme of the poetic in Ben Okri’s stokus from his Tales of freedom. It does this principally through an exploration of this new literary mode and its use of serendipity. As a sudden insight, serendipity becomes, in this Nigerian writer’s hands, a poetic device equivalent to illumination or an epiphanic moment. The introduction is an attempt to show the interrelationship between poetry and thought, on the one hand, and poetic experience, creative consciousness and serendipity, on the other. This is followed by a brief digression to outline the paucity of critical reception of this prose anthology, followed by a focused discussion of the storytelling form, in general, and the stoku, in particular. This elliptical form to which Ben Okri gives the name stoku is, as he states in Tales of freedom, ‘an amalgam of short story and haiku’. A comparison between the conventions inherent in the ancient Japanese art of tanka or haiku (short poems), also known as waku and displaying the poet’s imaginative wit (derived from the Anglo-Saxon witan [to know]), and those of Okri’s newer art form, the stoku, follows. The core of the article focuses on a brief analysis of a select number of Okri’s 13 rhapsodies in prose, showing how each stoku serves to illustrate a poetically rendered moment of insight, a vision or a paradox. In Okri’s Tales of freedom, the mythic conjunction between short story and haiku reveals hitherto hidden aspects of life. Through this innovative medium, akin to flash fiction, the subconscious can illuminate unknown worlds. This is akin to experiencing serendipity, linked to interiority, to inner vision. The argument concludes by pointing to the serendipities captured obliquely yet poetically in the stokus selected for discussion.Die pleidooi vir die digterlike in Ben Okri se stokus uit Tales of freedom (2009). Hierdie artikel illustreer die tema van die poëtiese in Ben Okri se stokus uit sy Tales of freedom. Dit ondersoek hierdie nuwe literêre vorm en die gelukkige (maar onbedoelde) saamval van denke en poësie (serendipiteit) daarin. As ‘n skielike insig, word serendipiteit in die Nigeriese skrywer se hande ‘n digterlike kunsgreep vergelykbaar met illuminasie of epifanie. Die inleiding is ‘n poging om die onderlinge verwantskap aan te dui tussen poësie en denke, enersyds, en digterlike ervaring, kreatiewe bewussyn en serendipiteit, andersyds. Daarna volg ‘n kort uitweiding oor die gebrek aan kritiese reaksie op hierdie prosaversameling, gevolg deur ‘n gefokusde bespreking van die vertelling in die algemeen, en die stoku, in die besonder. French psychiatry is currently facing a period of profound change, as many of what were considered its most specific characteristics and traditions have been called into question. It is therefore difficult to draw a profile of French psychiatry, because it has to take into account a radical splitting between, on the one hand, what is still the common profile of most French psychiatrists and, on the other, the new model imposed by stakeholders and policy makers who want French psychiatry to take on a more Anglo-Saxon profile, with evidence-based practice coming to the fore, for instance.

Chile has managed to avoid the St Augustine Syndrome of fiscal procrastination. This has required the prudent management of both fiscal flows and stocks. On the one hand, a fiscal policy rule has permitted Chile to save in sunny good times and to spend extraordinary resources on rainy days. The stabilizing fiscal policy rule has been key to smooth fiscal expenditure and avoiding the economic sins present in several countries: those of deficit bias and procyclicality. On the other hand, the management of fiscal stocks through its sovereign wealth funds (SWFs) has transformed Chile into an international example of transparency, good management, and responsibility. This sounds easy but it requires both political courage and economic responsibility. Several lessons could be learned from this which would be useful for other countries in any stage of development.

Eduard Norden's great bookDie antike Kunstprosais grounded on first-hand acquaintance with an astonishingly wide range of literature, both from classical antiquity and from the Middle Ages. But at the authors of Anglo-Saxon England Norden does seem to have drawn the line. ‘The two great writers, Aldhelm and Bede’, he says, ‘write, like all Anglo-Saxons, a stylistically uncultivated (verwildertes) though grammatically correct Latin.’ There is no need to labour the point that Aldhelm and Bede are not to be mentioned thus cavalierly in the same stylistic breath: we are all familiar today with the distinction between the ‘hermeneutic’ Latin of the one and the ‘classical’ Latin of the other. But at least Norden could not fall victim to another widely accepted doctrine that purports to explain the origin of that distinction: the doctrine that Aldhelm's style was influenced by Ireland, Bede's by the continent of Europe. I doubt if this is true even of Bede. But my present business is with Aldhelm; I shall try to show that his literary origins are not to be found in Ireland. At the same time I shall be challenging Norden's claim that his Latin was uncultivated. I shall suggest, indeed, that its cultivation was of a kind that Norden himself would have been uniquely qualified to analyse.

The derivation of the word “Mass” having lately been the subject of our conversation, I am induced to offer you the following Remarks upon it, from which I think it will appear that the word, as used to signify the service of the Roman Catholic Church, is wholly distinct, both in derivation and sense, from “mas” the adjunct to Christ, &c. in the words, “Christmas,” “Candlemas,” “Lammas,” &c. In the former sense it seems to come from the Latin “Missa,” and in the latter from the Anglo-Saxon “mærre;” the one having been used in the early ages of the Church as a word of dismission to the congregation, or a part of it, and the other signifying a feast or solemn festival.

Any historico-cultural type creates its own model of the world which is formed by universal for the society ideas and thoughts. The Middle ages are one of the most complicated, very many-sided and contradictory epochs. It was built by several large and active strata. Such subdivision was manifested in mosaicism of cultural heritage, where different phenomena can be viewed as a pattern of separate culture, though coherent in sociocultural characteristics. The dualism of the epoch reflects on the one hand in cultural globalism for whole Europe, one the other hand in variations within. Aesthetic views were mostly manifested at court, accumulated and shown as a signs. Aristocracy partly artificially synthesized its culture, shaping in the most attractive form. It was structuralized in common European context, having absorbed local cultures, primary so called Anglo-Saxon. Though any 3–5 centuries the territory of the British Isles was being marched through by a new wave of invaders, changed the culture. So it is possible to examine the unique cultures of these peoples and their impact to British one. Although the history of Russia exists in another context, it is the history of not consequent main cultures but the history of one nation. Certainly, as the multiethnic state Russia includes many cultures of many peoples but the central and cementing one, made the country as it stands, is Russian.

The article provides an analytical review of contemporary British historiography in the field of Anglo-Saxon and Norman ethnicity. On the one hand, modern scholars shift the focus on periphery and frontier regions of the kingdoms of Scotland and England and the Duchy of Normandy; on the other hand, the concept of “Atlantic archipelago” emphasizes the specificity of insular variant of ethno-political development. The phenomenon of “the Norman world”, encompassing whole communities and territories inhabited by the Normans, is a fertile ground for realization of such “regional” approach. Both its strengths and limitations can be seen in the fundamental study “Heirs of the Vikings: History and Identity in Normandy and England, c. 950 — c. 1015” by Katherine Cross. She demonstrates that the denotation of the term “Norman” was not stable, and its interpretation was determined by the historical memory of a concrete region or community. Comparing two regions where, on the one hand, a complex ethnic landscape had been preserved by the 10th–11th centuries, and where, on the other hand, centralizing tendencies of the ambitious ruling dynasties had been developing, K.Cross seeks answers to the question “Why and how did Viking identity come to mean different things in England and Normandy?” The comparative approach to exploring Norman and English identities chosen by the author is realized exclusively on the basis of textual evidence: genealogies, ethnogenetic narratives, hagiography and charters. The analysis of “ethnic” discourse of the sources carried out by K.Cross is a vital, yet intermediate step towards a more fundamental debate.
