E-Learning is as an approach to instruction and learning that utilize Information and communication technologies to communicate and collaborate in an educational milieu. This includes technological expertise that supplements traditional classroom training with web-based components and learning environments where the educational process is experienced online. This paper reflects the importance of e-learning in higher education with its extent and growth in Indian LIS education. Some of the major Indian initiatives and the target segments covered by the online education have also been detailed in this article. Emphasizes the importance of perception in relation of information technologies and communication, so that futures leaders will be better prepared regarding these technologies. The paper presents future perspective in relation to e-learning in India, where demand within higher education is no different from that seen in developed countries. The e-learning was being considered useful only for distance learning programs. But no one can deny the fact that e-learning is the most innovative application of the Internet and it has done wonders globally and currently is achieving education classroom as well.

Online education requires careful thinking about how students and teachers are equipped to change traditional education to the new digital technology requirements. Digital learning management systems, communication tools and e-learning platforms play a crucial role in the new conditions of online learning. Programs and applications can help learning providers manage, plan, deliver, and track learning. Teachers, in addition to specialized skills in the field of teaching subjects, are presented with new skills of knowledge and management of digital tools. Digital competence is one of the eight key competences, materializing in the confident and critical use of the entire range of information and communication technologies for information, communication and problem solving in all areas of life. The use of digital technologies and living speech, represents a whole didactic creation, which individualizes the presented discourse to become an art in shaping the souls of the young generation.

The most often used information technologies in the future professional activity of students of pedagogical universities are computer technologies of text, tabular and graphic data processing, work with multimedia data, as well as computer telecommunications. Mastering the skills of working with these technologies involves the study of office suites that allow you to perform data processing work. The use of information and communication technologies provides ample opportunities for the organization of educational and cognitive activities of students. Therefore, it is important to teach students the effective use of information and communication technologies in their professional activities. As far as much attention is paid not only to the knowledge that graduates must master, but also the formation of their professional skills, the most modern requirements for higher education meets a new type of educational tasks – professionally-oriented tasks. The article clarifies the main aspects of the introduction of professionally-oriented tasks in the educational process of pedagogical higher educational institutions. New possibilities and ways of using a package of office programs in the work of a teacher have been investigated. The professionally-oriented tasks have been applied in creating an educational and methodological complex for students in the study of Microsoft Office 2010. An example of step-by-step and sequential system of tasks for obtaining a certain outcome result taking into account the professional orientation of students has been given. New approaches to the introduction of professionally-oriented tasks in teaching the course “Modern information technologies in the educational process” have been developed. They will allow students to apply skillfully the acquired knowledge and skills to work with office suite programs in their studies, flexibly adapt to situations that arise in the professional activities of teachers, independently acquire the necessary knowledge, effectively use them to solve various problems in practice. A set of interrelated methods was used to solve the tasks included in the study: theoretical: analysis and generalization of scientific and pedagogical literature, modeling of the educational process; empirical: observation of the educational process at school during pedagogical practice and at the university. The introduction of information technology into the educational process of higher education allows teachers to qualitatively change the content, methods and organizational forms of learning.

The Health Care department specialities are regulated professions whose training programmes require the graduates to be competent in a number of issues and activities related to their work. The subject of their professional activity is the individual with their health-related conditions. Healthcare specialists draw conclusions in a variety of clinical situations and perform different healthcare procedures aiming to achieve prevention and recovery in a patient’s health. They have to establish a number of practical psychomotor skills in the field of compliant medical and healthcare handling, as well as communication skills for liaising with the patient and their relatives. In addition, the healthcare specialists have to learn how to overcome negative emotions, and to seek balance between the development of their technological knowledge and professional behavior. In the changing profile of healthcare trainees – nurses and midwives, there is a strongly-influenced tendency towards technological development and digital revolution. Video methods are developing educational technologies. They have their own place in the acquisition of healthcare patient-handling and communication skills when they are effectively included within the standard curriculum. This poses a challenge for the academic staff to draw up and provide educational tools and technologies that are liked, and match the students’ contemporary learning styles. It has become necessary for academic staff to withdraw the traditional didactic educational models and to adopt more constructive approaches for greater involvement and participation of the trainees in the educational process.The article justifies the necessity for optimizing education in the healthcare field through implementing e-learning within higher education. This need is driven by the ever-increasing inclusion of information technologies in healthcare, as well as in all other aspects of life. The design and development of e-learning technology and methodology in university contributes to solving great many pedagogical and psychological problems. Implementing information and communication technologies presents us with a new level of mediation for mental and communicative activities of both lecturers and students. Video education has been explored in the current scientific report and an educational cycle is presented in regard to the healthcare experts training. Implementation of social media and its inclusion within the educational process of both midwives and nurses are discussed. The necessity to include video tutorials in the educational process is justified. It is concluded the aforementioned are educational resources which should not be ignored but, on the contrary – they have to be used as complementary educational content within the contemporary education of healthcare experts.

The main subject of the research is implementation of information and communication technologies in teacher education system of Nordic countries. The article offers a comparative analysis of the main stages in the ICT development in the professional teacher training systems of four developed countries in the Scandinavian region: Denmark, Norway, Sweden and Finland, which are world leaders in the impact of ICT on education and society and have gained a positive experience in creating their own strategies for reforming of all the important teacher education components based on the widespread use of modern information and communication technologies. The author considers that one of the key factors explaining Nordic innovation and digital literacy strength lies in the fact that the progress of using ICT in the system of professional teacher training has taken place in parallel with the processes of informatization, computerization, technological changes and prioritization of the 21-st century skills development in all countries of the Nordic region. Three essential stages of ICT implementation in Nordic educational environment were substantiated. The first is induction (or introductory) stage, connected with the gradual implementation of computer technologies into the educational process. The second is infusion (or partial use) stage, distinguished by joining all the educational institutions to the worldwide information systems. The third is incorporation (or systematic integration) stage, identified by the conceptualization of ICT-related teacher education. These three stages are characterized by the main similar and different principles of the information technologies use in the Nordic pedagogic dimension. The research findings may help to efficiently implement the information and communication technologies into the system of Ukrainian teacher education.

The article deals with the main strategic aspects of the development of information and communication technologies in the European higher education institutions. The Council of Europe documents on strategy issues have been analyzed. The ways of implementation of information and communication technologies at the national and international levels have been determined which will ensure the competitiveness of the knowledge and competences of prospective specialists who should contribute to innovation in order to successfully enter the European labor market. It has been emphasized that the basis of modern information environment of the University is the provision of all types of support (technical, software, informational, methodological, organizational) that promotes learners’ interaction, implementation of pedagogical technologies and algorithms for managing the educational process, preconditions for innovation and research activities. The strategic trends of ICT implementation in Slovenian universities have been defined: the development and testing of innovative pedagogical approaches, models and strategies of training; creation of ICT open platform, electronic content, services, pedagogical concepts and approaches, models of motivational mechanisms, cloud technologies in educational space, updating of educational network, creation of synergistic and interdisciplinary environment for partnership of all interested parties; ensuring a high level of digital competence and the use of ICTs within the entire education system; promoting the enhancement of the key competencies in general, higher education and adult education: the introduction of e-learning in higher education as a way of achieving the objectives of formal education, expanding e-learning in non-formal education; ensuring the efficiency of the ICT implementation strategy on the basis of regular measurement and evaluation, analysis of indicators of the impact of ICT on education at the national level, and its comparative analysis at the international level, ensuring the implementation of international standards of quality and comparability of ICT indicators in education.

Genesis and modern content of the concept «blended learning» in the foreign pedagogical theory are grounded in the article based on modern approaches. The components (traditional full-time education, distance learning (independent and collaborative) and e-learning (synchronous and asynchronous) education) are distinguished. The levels (activity, course, educational programme, university) of practical realization of the blended learning in educational practice are defined. It was determined, that the concept evolved from understanding blended learning as combination of traditional education elements, distance and e-learning with facilities of information and communication technologies to its awareness as synergetic concept of enriching educational experience of educational process subjects. It is realized by means of integration of different strategies and levels of direct and computer-mediated pedagogical cooperation. Conceptual principles of blended learning are distinguished based on generalization and systematization of foreign researchers’ scientific works. First, it can be realized only within the frames of the formal educational programme. Second, it is done under teacher’s control in conditions when one part of educational cooperation takes place in the training room in the process of direct communication (face-to-face); the other part is realized in the mediated virtual environment. It can be individual or group work in the training room, or independent distant work with educational materials, for example, at home; in its turn, it creates possibility for the students of determining time, place, way and/or their pace of learning. Third, such educational cooperation results in forming student’s individual cognitive experience where components of traditional and interactive online-education supplement each other, and are characterized by differentiated, integrative, open, accessible, flexible and adaptive models of physical and virtual interaction.

The Web-based technological revolution has brought new teaching opportunities and concepts. This expands the range of educational opportunities based on new digital technologies, while certain obstacles and dangers appear that this type of education brings with it at the same time. Electronic education systems should be flexible and it would be ideal if able to meet the specific needs of each student individually. On the other hand, it is extremely important to standardize teaching electronic content, define all vertical and horizontal processes in the electronic education system, and set quality standards that must be respected. Higher education institutions must take an active part in the development and implementation of information technologies in teaching processes. DDLM (Demand-Driven Learning Model) clearly defines the structure of Web-based teaching delivery, so that it essentially defines the quality standard of e-learning programs based on Web technologies. The problem of non-standardization of electronic educational content, poorly defined processes in the system, such as the delivery of electronic content, control activities, personalization or irregular updates, is present everywhere in the world, and so with us. The research conducted in this paper examines the population of students of higher years of study, as well as students of the second and third cycle of study at 5 universities in Bosnia and Herzegovina, in order to get a clear picture of the current state of electronic education in our country. The survey was conducted on 565 students between October 2016 and January 2017. Following the methodology of scientific research, the empirical research was primarily conducted through a survey questionnaire, where primary quantitative data were stored in a database and further analysed, after which we reached the relevant scientific knowledge.

Modern higher education (including pharmaceutical) is inextricably linked with the use of new information and communication technologies in the educational process. In the current conditions, the question arose about the implementation of educational programs in accordance with the federal state educational programs of higher education with the help of mixed (hybrid) training, which involves a combination of traditional (full-time) and distance learning. One of the forms of e-learning used as part of hybrid learning is Learning Management Systems (LMS), created on the basis of Internet technologies. LMS MOODLE is most often used in Russian universities. At Kursk State Medical University, the LMS MOODLE system has been actively used for many years as a platform for distance learning in the organization of continuing medical education courses. At the Faculty of Pharmacy, LMS MOODLE was used in organizing and conducting training practices in botany. To organize and conduct practical training in the LMS MOODLE system, a training course «Educational field practice in botany» was created. For each day, separate sections were organized, in which the necessary information for students was placed. In general, the following LMS MOODLE elements were used to create a training course on educational practice: «SCORM Package», «Test», «Task», «Hyperlink», «File», «Folder», «Forum», «Chat». Analysis of the use of LMS MOODLE showed that this system can be used quite successfully for the organization of the educational process as an element of e-learning and allows you to control the assimilation of educational material.

Purpose of the study is carrying out the analysis of current trends in education in the conditions of digitalization. In the put modern economic and technological conditions new modern approaches to development of key competences of digital economy, ensuring mass digital literacy of experts and personalisation of educational process are required. For realization of the specified purpose the passport of the Federal project “Shots for Digital Economy” is approved on May 28, 2019. According to target indicators of the Project by 2024 have to be trained on online to programs of development of digital literacy; 120 thousand people have to be accepted on training in programs of the higher education in the sphere of information technologies; about 8 programs of the higher education for the benefit of digital economy are created. The research problem – to establish as far as realizuyema goals.Materials and methods. For the purpose of the description of the current situation methods of descriptive statistics are used. The analysis of information collected during the sociological poll organized and held by PPS of department of statistics together with ANO Council for Questions of Management and Development at Department of work and social protection of the population of the city of Moscow is provided. Methods of visualization of data are applied to evident data presentation. Data processing was carried out with application of MS of Excel and a package of the IBM SPSS Statistics application programs.Results. The carried-out analysis allowed to define top trends in education. The revealed trends proved need of improvement of quality of education with application of information and communication technologies. Results of a research show about demand in labor market of experts in the sphere of information and communication technologies, including among persons with limited opportunities. The world rankings testify to low positions of Russia on the level of involvement of the experts having the specified skills.Conclusion. At the same time, the programs implemented by the state in education will allow to build a qualitative education system at all levels, including both support of talented youth in mathematics and informatics, and training of the highly qualified personnel conforming to new requirements of digital economy and also programs of retraining and professional development for the most demanded professions.
