The Health Care department specialities are regulated professions whose training programmes require the graduates to be competent in a number of issues and activities related to their work. The subject of their professional activity is the individual with their health-related conditions. Healthcare specialists draw conclusions in a variety of clinical situations and perform different healthcare procedures aiming to achieve prevention and recovery in a patient’s health. They have to establish a number of practical psychomotor skills in the field of compliant medical and healthcare handling, as well as communication skills for liaising with the patient and their relatives. In addition, the healthcare specialists have to learn how to overcome negative emotions, and to seek balance between the development of their technological knowledge and professional behavior. In the changing profile of healthcare trainees – nurses and midwives, there is a strongly-influenced tendency towards technological development and digital revolution. Video methods are developing educational technologies. They have their own place in the acquisition of healthcare patient-handling and communication skills when they are effectively included within the standard curriculum. This poses a challenge for the academic staff to draw up and provide educational tools and technologies that are liked, and match the students’ contemporary learning styles. It has become necessary for academic staff to withdraw the traditional didactic educational models and to adopt more constructive approaches for greater involvement and participation of the trainees in the educational process.The article justifies the necessity for optimizing education in the healthcare field through implementing e-learning within higher education. This need is driven by the ever-increasing inclusion of information technologies in healthcare, as well as in all other aspects of life. The design and development of e-learning technology and methodology in university contributes to solving great many pedagogical and psychological problems. Implementing information and communication technologies presents us with a new level of mediation for mental and communicative activities of both lecturers and students. Video education has been explored in the current scientific report and an educational cycle is presented in regard to the healthcare experts training. Implementation of social media and its inclusion within the educational process of both midwives and nurses are discussed. The necessity to include video tutorials in the educational process is justified. It is concluded the aforementioned are educational resources which should not be ignored but, on the contrary – they have to be used as complementary educational content within the contemporary education of healthcare experts.

A key role in improving the quality of higher education belongs to the executive staff, teaching employees, and academic staff as direct performers. The purpose of the article is to analyze the possibilities of advanced training of university academic staff using innovative educational technologies based on information and communication technologies (ICT). The article notes the relevance of the search for new approaches to the organization of the professional development of the higher education system employees, as well as analyzes the experience of European countries in the professional development of university academic staff. The authors specify the requirements for the meaningful components of methodical system of training at the university, the prospects of ICT use in professional activity of academic and administrative employees of the university, training areas of university staff of different professional orientation, as well as highlight innovation areas of professional development of the academic staff in Russian universities.

Digital transformation of society and economy led to the rapid spread of information and communication technologies (ICT) in higher education, which became a new driver of development for global education and for the emergence of the phenomena of e-learning and blended learning, introduction of new types of educational resources, and increased diversity of information and communication technologies in higher education, which also led to a rise in the number of publications in this field. The article considers the essence and offers a classification of technical tools of e-learning. The authors conducted a comparative analysis of approaches to the formation of models of quality of electronic services and information technologies, as well as specific models of e-learning quality. This allowed the authors to propose a model of e-learning quality and determine the set of consumer properties of e-learning technology. The reported study was funded by RFBR, project number 20-010-00571 "The Impact of Digital Transformation on Improving the Quality and Innovation of Services".

The article deals with the main strategic aspects of the development of information and communication technologies in the European higher education institutions. The Council of Europe documents on strategy issues have been analyzed. The ways of implementation of information and communication technologies at the national and international levels have been determined which will ensure the competitiveness of the knowledge and competences of prospective specialists who should contribute to innovation in order to successfully enter the European labor market. It has been emphasized that the basis of modern information environment of the University is the provision of all types of support (technical, software, informational, methodological, organizational) that promotes learners’ interaction, implementation of pedagogical technologies and algorithms for managing the educational process, preconditions for innovation and research activities. The strategic trends of ICT implementation in Slovenian universities have been defined: the development and testing of innovative pedagogical approaches, models and strategies of training; creation of ICT open platform, electronic content, services, pedagogical concepts and approaches, models of motivational mechanisms, cloud technologies in educational space, updating of educational network, creation of synergistic and interdisciplinary environment for partnership of all interested parties; ensuring a high level of digital competence and the use of ICTs within the entire education system; promoting the enhancement of the key competencies in general, higher education and adult education: the introduction of e-learning in higher education as a way of achieving the objectives of formal education, expanding e-learning in non-formal education; ensuring the efficiency of the ICT implementation strategy on the basis of regular measurement and evaluation, analysis of indicators of the impact of ICT on education at the national level, and its comparative analysis at the international level, ensuring the implementation of international standards of quality and comparability of ICT indicators in education.

Modern higher education (including pharmaceutical) is inextricably linked with the use of new information and communication technologies in the educational process. In the current conditions, the question arose about the implementation of educational programs in accordance with the federal state educational programs of higher education with the help of mixed (hybrid) training, which involves a combination of traditional (full-time) and distance learning. One of the forms of e-learning used as part of hybrid learning is Learning Management Systems (LMS), created on the basis of Internet technologies. LMS MOODLE is most often used in Russian universities. At Kursk State Medical University, the LMS MOODLE system has been actively used for many years as a platform for distance learning in the organization of continuing medical education courses. At the Faculty of Pharmacy, LMS MOODLE was used in organizing and conducting training practices in botany. To organize and conduct practical training in the LMS MOODLE system, a training course «Educational field practice in botany» was created. For each day, separate sections were organized, in which the necessary information for students was placed. In general, the following LMS MOODLE elements were used to create a training course on educational practice: «SCORM Package», «Test», «Task», «Hyperlink», «File», «Folder», «Forum», «Chat». Analysis of the use of LMS MOODLE showed that this system can be used quite successfully for the organization of the educational process as an element of e-learning and allows you to control the assimilation of educational material.

The forms and methods of pedagogical college students’ training for innovative activities implementation at school are considered. We analyze the values of innovative activity that are necessary for the professional activity of a future teacher. It is proved that the following innovative learning technologies are the most effective for teaching students: contextual; problem-based; modular learning; technology of full assimilation of knowledge. The specifics of the use of innovative technologies in the educational environment of the college is the presence of a tendency to rebuild, update to the required standards; a new vision of traditional material and modern ways of teaching it to students; the use of active methods for the formation of universal and professional competencies; the modernity of information and communication technologies involved in the educational process. The forms and methods of teaching that contribute to the formation of students initiative, the ability to set and deal with the challenges for solving emerging problems in professional activity, the ability to quickly respond to changes, show flexible skills, be able to work in a team: fishbone, solving practical problems, didactic games, creating interactive presentations, cinquain and essay contests, express research, developing and conducting lesson fragments, searching for original and non-standard methods and techniques for organizing classes, etc.

The article is devoted to the survey results of academic staff of the Borys Grinchenko University of Kyiv on identifying topical subjects for qualification training as part of the didactic, research, leadership modules and the module on ICT. The list of topics for training courses was formed in accordance with certain current trends of higher education institutions academic staff continuing professional development, as well as taking into account the European experience of organizing advanced training courses for lecturers at universities. The survey showed that the lecturers’ choice for continuing professional development is fully consistent with pan-European tendencies. The largest number of choices received trainings related to innovative teaching methods, as an improvement of teaching skills and an innovation establishment in teaching are a priority in the European higher education area. The respondents’ great interest was caused by trainings on internationalization in education, which is an important aspect of both European and Ukrainian educational policy. The research showed that lecturers were less interested in training on general and social competencies, motivation and leadership qualities. As part of the module on ICT, academic staff chose trainings, dedicated to teaching improvement with innovations in ICT, that is, didactic issues of introducing the new technological tools into an educational process. The results of the survey can become a basis for a modernization of universities academic staff qualification improvement program in order to acquire new and / or improve previously acquired competencies within professional activity. The perspectives of the further researches will be a justification of competency profiles within the lecturers training program modules.

Since the use of technology in education is considered critical in terms of both teaching and learning, technology integration into instructional methods and teaching environments is a must. This requirement is indispensable for the education organizations at all levels of education, including higher education organizations. The use of instructional technology not only increases the success of the students but also offers many advantages to the academic staff. To benefit from technology for educational purposes, the staff must first adopt the technology and use it to support their teaching and then restructure their teaching experience with technology. The purpose of this study is to investigate the issues in technology integration of academic staff at a Turkish university located in Central Anatolia. Both qualitative and quantitative data analysis techniques were used in this study designed as a correlational survey research. The results showed that the techno-pedagogical competence of academic staff was almost at the advanced level. Moreover, the staff had high level of information and communication technologies (ICT) acceptance so they used technology in their teaching quite often. The participants reported that they used technology during the presentation of slides, and listed their major problems as insufficient infrastructure, limited ICT skills, inadequate technical support, and student- and software- related problems. The findings indicated that it was the daily life experiences of the academic staff rather than the in-service trainings that enhanced their technological and pedagogical skills.

 In the article on the basis of the analysis of scientific and methodological literature and network sources the content of the concepts of "mobile learning", "mobile technologies", "mobile learning technologies" is investigated. So by the concept of mobile learning (m-learning) in the WFD we mean a form of e-learning using the personal mobile devices of students, learning in different contexts - through social and meaningful interaction, using the learning technologies of mobile devices at a convenient time for students. The experience of introducing mobile technologies (m-learning) into the school's educational process is generalized. The article highlights the pedagogical conditions, didactic functions and principles of mobile learning in the HLS. The main aspects of the introduction of mobile learning in the HLS are the use of mobile technology, that is, when a technology tool mediates schoolchildren and knowledge as an extension of e-learning and is one of the possible areas of blended learning, this is learner-centered learning. The peculiarities of the introduction of mobile education in general secondary education institutions are identified, the advantages of the use of mobile learning in the educational space of the WSS are outlined. With the introduction of mobile learning, the educational process adapts to the environment, becoming compact, focused and interactive. In mobile learning, it is important that the information is delivered in small portions, as clearly as possible to the situation and, at the same time, that the process of interaction with the product is satisfying. Accordingly, users' habits are changing: students increasingly want the learning process to be simple, effective and fun. They use mobile devices to communicate with participants in the educational process, providing a new level of communication and learning management. For teachers, the advantage of using mobile learning is the ability to ask students in response to the task, and parents to monitor the progress of children through obtaining relevant information from school.Keywords: mobile learning, e-learning, learning principles, information and communication technologies.

The article shows the influence of using modern educational technologies on the preparation efficiency of future bachelors in machine engineering specialties. An overview of pedagogical and methodological literature on this problem is carried out, which proves that higher education institutions in Ukraine provide technical education for graduates with the use of innovative pedagogical technologies. The types and classification of modern teaching technologies, which have become widespread in the practice of higher education, are indicated. Modern technologies put forward new requirements for the quality of specialists training whose level of qualification is determined primarily by professional qualities and abilities. It is important and efficient to use such pedagogical technologies as credit rating, personal-oriented learning technology, interactive, information and communication technologies and their varieties in teaching natural sciences and engineering disciplines such as general chemistry. It is determined that the development of information technologies opens up new opportunities for organizing the educational process of professional training and is aimed at raising the technical thinking of a future specialist. The following methods for activating cognitive activity of students are used: brainstorming, presentations, multimedia technologies, virtual laboratory work. The analysis of influence of nonconventional modern teaching methods on formation of basic professional competence of future bachelors of machine engineering specialties is carried out. It is proved that the formation of the basic professional competence of bachelors in the process of studying natural sciences and engineering disciplines is justified by the need of society in ensuring the quality training of competitive specialists.

Recently the major changes take place in the higher education. They relate to foreign and Russian universities. They are associated with the following trends: implementation of the concept of lifelong education, globalization of the educational space, change of educational paradigm, large-scale introduction of information and communication technologies in the educational process of universities. The article presents an overview of the main cases for the use of distance education technologies (DET) in the practice of the higher education. There are many examples, such as the introduction of systems for distance support of educational process (LMS - Learning Management System), use the MOOC - Massive Open Online Courses. The description of the characteristics of the webinar (a new form of training in a virtual educational environment of the University) is the focus of attention. The purpose of the webinar technology learning for the university teachers is improvement of information culture and competence formation of effective interaction with students in a rapidly changing environment of e-learning tools. This article describes the possibilities of webinar software technology platform that define the teacher tools, such as audio and video in real time, slide show presentations, use of virtual board, screen sharing of teacher desktop. It presents scenarios of webinar tools usage for online lectures and online seminars, technical and pedagogical preparation for them.
