Emergency Ventilation of Clean Rooms

Постановка задачи. В современной промышленности для обеспечения контроля за состоянием воздушной среды часто используют технологии чистых помещений. Использование токсичных газов в чистых помещениях может приводить к аварийным ситуациям, для ликвидации которых необходима аварийная вентиляция. Для расчета аварийного воздухообмена необходимо создание модели аварийного воздухообмена, учитывающей значительное количество влияющих факторов. Результаты. Модель аварийного воздухообмена для чистого помещения разработана на основе уравнения материального баланса по вредному газу, выделяющемуся из оборудования при возникновении аварийной ситуации. Получено решение модели аварийного воздухообмена для чистого помещения, позволяющее рассчитать концентрации вредного газа в зависимости от расчетной аварийной ситуации. Исследованы свойства полученного решения. Введено понятие аккумулирующей способности вентилируемого помещения и оценено влияние аккумулирующей способности на изменение концентраций вредного газа. Выводы. Выполненные расчеты позволяет глубже понять процессы развития аварийной ситуации в чистом помещении и учесть эти риски при проектировании аварийной вентиляции чистых помещений. Statement of the problem. In modern industry, clean room technology is commonly used to monitor the state of the air. The use of toxic gases in clean rooms might result in emergencies that call for emergency ventilation. In order to calculate the emergency air exchange, it is necessary to design a model of emergency air exchange considering a significant number of influencing factors. Results. The model of emergency air exchange for a clean room is developed based on the equation of material balance on the harmful gas allocated from the equipment in case of an emergency. The solution of the model of the emergency air exchange for a clean room is obtained allowing the concentrations of harmful gas to be calculated depending on a specific emergency. The properties of the resulting solution are investigated. The concept of accumulating capacity of the ventilated room is introduced and the influence of accumulating capacity on change of concentrations of harmful gas is evaluated. Conclusions. The performed calculations allow one to understand the processes of development of an emergency situation in a clean room more profoundly and to allow for these risks while designing emergency ventilation of clean rooms.

This paper is the part of an extensive study which analyzes and examines the processes on the Bulgarian market that unfold in the emergency situation resulting from the COVID-19 pandemics. The focus is on the state of the labour market before the pandemic crisis and the subsequent changes in the current national employment plan in view of the challenges of the situation caused by COVID-19. It proposes measures and supports actions for restructuring the financial resource for adaptation of the plan to the new challenge to the labour market in Bulgaria.

The article analyzes the Bulgarian administrative legal framework on emergencies (state of emergency, crisis management and overcoming, emergency situation and emergency epidemic situation). It indicates the temporary restrictions of the right of free movement of the citizens provided in the legislation. The article discusses the competence of the central executive authorities, interdepartmental bodies and territorial authorities (regional governors and mayors) to deal with a pandemic. The article discusses also the legal basis and justifications for the introduction of the curfew by some of the regional governors and mayors during the state of emergency, caused by SARS-CoV-2 (COVID-19).

Industrial enterprises of chemical, petrochemical, energy complexes, in the technological process of which combustible gases, flammable and combustible liquids rotate, have flare systems, which are designed for smokeless combustion of combustible and toxic gases or vapors as a result of their periodic, emergency or permanent venting. The main task of flare systems at enterprises is to prevent gas from atmosphere entering by flaring. Flare systems of a manufacturing entities are a complex of structures of high fire danger. The task of the work is to analyze the parameters of the explosion that may occur during the formation of an emergency situation on flare systems.

With the respect to the fast development of new computer technologies, it is unconditionally necessary that school furniture reflected this trend and adapted to it. Our use of computer technologies and utilities in teaching is increasing. Therefore, it is necessary to improve school desks so that they would be fit for new computer technology. Creation of a compact set of information relative to the issue concerned, which would comprise of needs and requirements for individual pieces of furniture, represented an important step undertaken. The goal was to assess current conditions of school furniture used in computer classrooms. The analysis aims to stipulate requirements related to the actual type of furniture, in which many influencing factors are taken into consideration. History of school furniture is interesting as well. A survey on the state of school furniture intended for computer classrooms is the main output. The analysis presents foundations for development of closely specialized furniture.

The authors analyze the work of law enforcement bodies in the conditions of the pandemic when the situation has not been recognized as an emergency by the government authorities and the state of emergency has not been announced (using the example of the situation in March — April of 2020 connected with the COVID-19 pandemic). They stress the importance of a comprehensive assessment of how critical the situation is and of carrying out certain actions even before it is recognized as an emergency. The authors also analyze various approaches to this situation used in difference regions of Russia and point out negative consequences of the implementation of some decisions. It is shown that law enforcement activities, in comparison with other functions of the state, provide fewer opportunities for avoiding personal contact with citizens. In this connection, different ways of carrying out criminalistic activities effectively that take into consideration the necessity of minimizing personal contact for the investigator are presented, such as: distance communication, investigative activities in virtual reality, use of unmanned aerial vehicles to examine the scene of crime without visiting the area during lockdown, use of criminalistic robotics and other robotic complexes. The authors note with regret that while the administration of law enforcement during an emergency situation or a state of emergency is supported by research-based recommendations, it is left in a virtual vacuum, research- and methodology-wise, in the situation of restrictive measures and self-isolation. The article describes both measures of general prevention (use of medical masks, disposable gloves, disposable clothes, hazmat suits), and special possibilities provided by information and communication technologies available in the conditions of the fourth information revolution. The latter, according to the authors, are a wider use of videoconferencing (including its use for such investigative actions as interrogation, confrontation, identification parade, examination), use of computer-augmented reality, implementation of the concept of electronic justice and the use of robotic complexes for criminalistic purposes.

One of the eternal influencing factors on the development of people´s place of living is the problem of burying. These problems change in time but consequentially require long-term planning, the reservation of an area in a proper territorial community with all planned consequences thoroughly thought through. Cemeteries come close to the course of life in society and its relationship to the values of previous generations. According to the state of the cemetery and its tidiness it is possible to make a judgement on the cultural advancement of society. The loss of rituals and the encroaching secularization of society are connected to making the problems of burials and burying taboo. The objective of this work is an attempt to change this state by leading a discussion on the tradition of burying as part of life in the European context of selected cemeteries in Vienna, Brno and Prague. There are taken into consideration the historical influences and the reasons of introducing legal arrangements, historical connections, urban establishments, funereal arts, architecture and pictures of the cemeteries that were studied. There are observed the present trends in burying and the arrangement of existing cemeteries and comparing them with inter-European influences. The problems of cemeteries are presented with their projection into the future on the cultural and ethical level of the moral code.

The article describes the objects of administrative influences from the position of development of the sphere of fire safety. Mechanisms of state management of the fire safety sphere in Ukraine are investigated. The main causes of fires in Ukraine are identified according to experts. Proposals have been made on the necessary changes to the law of Ukraine “On the Fundamentals of National Security of Ukraine”. The proposed scientific and theoretical foundations of mechanisms for the implementation of state governance in the field of fire safety. It was determined that the state should always act as a reliable guarantor of mandatory liability of organizations operating hazardous industrial facilities, establish criteria for determining the amount of financial security for civil liability for damage caused by an emergency situation related to the occurrence of a fire; introduction of scientifically sound approaches to the assessment of fire damage with the involvement of independent expert organizations; development of the regulatory and legal framework for the implementation of supervisory functions and ensuring the responsibility of managers of enterprises (institutions, organizations) and executive authorities in the field of fire safety. At the same time, it is justified that the main indicators in the state regulation should be considered: the frequency of fires, losses, the costs of measures to prevent and eliminate emergencies associated with the occurrence of a fire and prevented damage. It is specified that the understanding of the importance of fire safety as a priority component of national security is not very deep in our opinion, is also due to the fact that the losses that result from the occurrence of fires are not always properly calculated. In our opinion, the calculations of only a set of known losses can not expose all the costs that the state and society bear on the results of fires. The most obvious example is the consequences of a fire in the forest.
