The article analyzes the theoretical approaches to the classification of subjects of administrative offenses prevention. This leads us to believe that both the subjects of administrative offenses, as well as the subjects of offenses committed by public administration officials, who constitute the system of prevention of offenses, are rather multilevel and complex. The author proposes his own classification of subjects of prevention of administrative offenses committed by public administration officials. It is stated that the system of subjects of prevention of administrative offenses of officials of public administration bodies consists of state bodies, local self-government bodies, public associations and citizens. Their legislator has mandated to prevent and eliminate the causes, conditions that create a favorable environment for public officials to commit administrative offenses. They should also prevent such offenses from being performed by officials in the performance of their duties or actions that may induce them to commit an administrative offense.The most important criterias for the classification of subjects of prevention of administrative offenses of public administration officials are distinguished: 1) by structure; 2) subject to such competence for the prevention of administrative offenses by officials of public administration bodies; 3) by the levels of implementation of prevention of administrative offenses of public administration officials. It is concluded that the subjects of prevention of administrative offenses of public administration officials are a rather complex element in the system of prevention of offenses. The proposed classification of these subjects accumulates the implementation of prevention administrative offenses of officials of public administration at different levels. At the same time, the proposal for legislative consolidation of the list of entities authorized to prevent administrative offenses by public administration officials remains open for discussion.

Abstract This article deals with the Lacandon cosmology, one of the few Maya cosmologies which has been exceptionally structured and until today, very well preserved. The present study is based mainly on associations related to stone. There are investigated the emic classifications of the Lacandon. Their classification of divine beings according to their location, and their connection to the stone houses, whether of natural or cultural origin. In the article are analyzed the most sacred Lacandon sites such as the rock shelters, cliffs and caves around the Lake Mensäbäk and Lake Yahaw Petha, as well as Yaxchilan, the archaeological site with the long tradition of Lacandon pilgrimages. The Lacandon believe in different types of transfer of spiritual energy through stone. The stones could be considered on different levels as the seat, heart or embodiment of deities. These relationships and contexts are very complex. The article tries to identify it and to offer some linguistic and theoretical approaches.

Abstract:In 1987, the American Rheumatism Association issued a set of criteria for the classification of rheumatoid arthritis (RA) to provide a uniform definition of RA patients. Fuzzy set theory and fuzzy logic were used to transform this set of criteria into a diagnostic tool that offers diagnoses at different levels of confidence: a definite level, which was consistent with the original criteria definition, as well as several possible and superdefinite levels. Two fuzzy models and a reference model which provided results at a definite level only were applied to 292 clinical cases from a hospital for rheumatic diseases. At the definite level, all models yielded a sensitivity rate of 72.6% and a specificity rate of 87.0%. Sensitivity and specificity rates at the possible levels ranged from 73.3% to 85.6% and from 83.6% to 87.0%. At the superdefinite levels, sensitivity rates ranged from 39.0% to 63.7% and specificity rates from 90.4% to 95.2%. Fuzzy techniques were helpful to add flexibility to preexisting diagnostic criteria in order to obtain diagnoses at the desired level of confidence.

The article discusses the features of the introduction and use of modern information technologies in the management activities of state institutions. The role of the state in the regulation of information activities in the context of reforming the territorial organization of power has been clarified. The content and scope of the concept of "public management of information flows" has been determined, as well as the main tasks of ensuring information activities of public authorities. The classification of national interests in the information sphere according to their subjects has been carried out. The concept of information support in various scientific sources covering its purpose has been determined. Provided, the classification of management information according to certain categories. Tasks are proposed to overcome the negative influence of factors and ensure the effective work of state authorities of Ukraine in the field of information activities. Mechanisms for regulating the use of information potential in order to ensure the effective functioning of information policy in the field of public administration are given.

ABSTRACTA classification is proposed, based mainly on major element analytical data plotted in a coherent set of three simple chemical-mineralogical diagrams. The procedure follows two complementary steps at two different levels. The first is concerned with the individual sample: the sample is given a name (e.g. granite, adamellite, granodiorite) and its chemical and mineralogical characteristics are determined. The second one is more important: it aims at defining the type of magmatic association (or series) to which the studied sample or group of samples belongs. Three main types of association are distinguished: cafemic (from source-material mainly or completely mantle-derived), aluminous (mainly or completely derived by anatexis of continental crust), and alumino-cafemic (intermediate between the other two types). Subtypes are then distinguished among the cafemic and alumino-cafemic associations: calc-alkaline (or granodioritic), subalkaline (or monzonitic), alkaline (and peralkaline), tholeiitic (or gabbroic-trondhjemitic), etc. In the same way, numerous subtypes and variants are also distinguished among the aluminous associations using a set of complementary criteria such as quartz content, colour index, alkali ratio, quartz–alkalies relationships and alumina index.Although involving a new approach using partly new criteria, this classification is consistent with most of the divisions used in previous typologies. The method may also be used in the classification of the volcanic equivalents of common plutonic rocks.

This work aimed to characterize and discriminate genealogical groups of coffee as to the chemical composition of the grains through the model created by PLS-DA method. 22 accessions of Coffea arabica, from the Active Germplasm Bank of Minas Gerais, were divided into groups according to the genealogical origin. Samples of ripe fruits were harvested selectively and processed by the wet method, to obtain pulped coffee beans, with 11% (b.u.) of water content. The raw beans were assessed as to the content of polyphenols, total sugars, total lipids, protein, caffeine, sucrose, and fatty acids. The data were submitted the chemometric analysis, PCA and PLS-DA. The results of PLS-DA identified the variables which most influence the classification of genealogical groups and possible chemical markers to accessions processed by the pulped method. The sucrose content was an important marker for the Exotic accession group. However, the content of polyphenols has been identified as a marker for the group Tymor Hybrid, and the caffeine for the bourbon group. The different fatty acids have been identified as markers for all genealogical groups, at different levels. The model PLS-DA is effective in discriminating genealogical groups from the chemical composition of the beans.

Relevant issues of the administrative and legal status of subjects of special competence in relation to public administration in the field of intellectual property are considered. Main  content. A circle of specified subjects in the system of subjects of public administration is determined. The role of subjects of special competence in the fulfilment of tasks of public administration in the sphere of intellectual property is identified. Classification of subjects of special competence regarding public administration in this field is presented. Features of the administrative or legal status of each group of subjects of special competence in relation to public administration in the field of intellectual property are analyzed. Specifics of the influence of these subjects on legal relations arising in the sphere of intellectual property are characterized. Materials and methods research based on the analysis of documentary sources. the  basis  is  the  dialectical  method  of  cognition  of  the  facts  of  social  reality,  on  which  the  formal legal and comparative legal approaches are largely based. Conclusions are drawn about the place of subjects of special competence in relation to public administration in the field of intellectual property among other subjects. Основное содержание. Определен круг указанных субъектов в системе субъектов государственного управления. Выявлена роль субъектов специальной компетенции в выполнении задач государственного управления в сфере интеллектуальной собственности. Представлена классификация предметов особой компетенции государственного управления в этой области. Анализируются особенности административно-правового статуса каждой группы субъектов особой компетенции применительно к государственному управлению в сфере интеллектуальной собственности. Охарактеризована специфика влияния этих субъектов на правоотношения, возникающие в сфере интеллектуальной собственности. Материалы и методы исследования на основе анализа документальных источников. в основе лежит диалектический метод познания фактов социальной действительности, на котором в значительной степени базируются формально-правовой и сравнительно-правовой подходы. Сделаны выводы о месте субъектов особой компетенции по отношению к государственному управлению в сфере интеллектуальной собственности среди других субъектов. The sphere of tourism is one of the multipliers of economic development. Thus, the development and application of technologies for building a strategy for tourism image development at the state level will not only create a competitive environment for domestic tourism enterprises, but also contribute to the development of regional and national economy, which determines the relevance of the article. The paper provides a detailed analysis of ways to increase the competitiveness of the region through the introduction of public administration mechanisms for the implementation of strategic measures to develop the tourist image. Theoretical approaches to defining the concepts of marketing, strategy, image of the region are considered. The calculations suggest that the industry has high competition and one of the ways to increase the efficiency of positioning the region as a tourist can be the development of an effective tourist image at the level of state and regional government, its promotion, which will ensure market competitiveness. The article analyzes the tourist potential of Kharkiv region. On the example of Kharkiv region, an algorithm for the implementation of public administration mechanisms aimed at providing a system of public marketing in the region for its positioning as a tourist center. According to the results of the study, the theoretical definitions of the concept of public marketing, marketing strategy, mechanisms of state management of tourism development were analyzed. According to the results of determining the main trends in the development of tourism in Kharkiv region, the great tourist potential of the region was determined, however, the need for the development of tourist infrastructure to increase the efficiency of tourism activities was noted. Proposals for the formation of mechanisms for state management of marketing communications for tourism development in the region were developed, tasks, action programs and resources needed to implement the strategy were identified. The ways of forming a positive tourist image of Kharkiv region as a component of marketing strategy are analyzed.

The relationship between information technologies (IT) and organizational (structural) change has been a topic of interest for public administration and policy scholars for a long time (Dawes, Gregg, & Agouris, 2004; Fountain, 2001; Garson, 2004; Heeks, 1999; Heintze & Bretschneider, 2000; Kling & Lamb, 2000; Kling & Schacchi, 1982; Kraemer & King, 2003; Kraemer, King, Dunkle, & Lane, 1989; Rocheleau, 2000). Initially, most studies were somewhat deterministic in nature, arguing that either IT had the power to transform organizational structures, or that organizational and institutional factors largely determined the characteristics and effects of IT. Current research in information systems (W. Orlikowski, 2000; W. J. Orlikowski, 1992; W. J. Orlikowski & Robey, 1991), organizational studies (Barley, 1990; De- Sanctis & Poole, 1994), and public administration and policy (Fountain, 2001), however, indicate that the relationships between IT and organizational structures are not so simple. In fact, they are recursive, complex, and somewhat unpredictable. Employing what has been called the ensemble view of technology (W. J. Orlikowski & Iacono, 2001), these studies argue that research on IT in organizations should focus not only on the technological artifacts themselves, but also on the social relationships around their adoption, development, and use. Thus, they use, and encourage others to use, theoretical approaches that call attention to the social and complex nature of IT in organizations. Structuration theory (Giddens, 1984) is one such theoretical approach that has proved to be useful in studying the dynamic relationship between IT and organizational structure.

Data science as the interdisciplinary collection of methods and techniques to support businesses is becoming more and more popular. This article begins with definitions and shows how systematically competitive advantages can be built up on the basis of digital data. Essential sources and types of data-driven knowledge are introduced. Then a classification of approaches of data science concepts is explained. A distinction is made between Business Analytics and Business Intelligence as different levels of analytical skills. The paper goes into depth with these concepts and presents concrete techniques, algorithms, and application scenarios. Thus, the contribution introduces State of the Art approaches to analysis, control, monitoring but also to advanced approaches such as prediction, simulation, and optimization.
