By aiming at improving social welfare and well-being, social policies, social innovation, and smart territories are closely related to each other. Local authorities are in direct contact with citizens and regional needs, which makes them an important actor in overcoming challenges ranging from housing, spare-time activities to education to improving democratic standards. There are many successful examples of social innovations, including FixMyStreet.com, participatory budgeting, and Open Government Vienna, which are supported by local governments that can contribute to the formation of smart cities and territories. By elaborating related examples from various perspectives, this chapter highlights the relation between social policy, social innovation, and smart cities.

The aim of the study is to analyse the effectiveness of personnel social development management tools. The essence of social policy, social guarantees, social programs has been considered in the article. The importance of managing social development of personnel for large companies has been substantiated, the functions and tasks of social management have been highlighted. The implementation of the functions considered will help to attract and retain more qualified and talented employees, improve the effectiveness of professional interaction in the team and, accordingly, increase the efficiency of the staff and the enterprise as a whole.The influence of the level of planning social programs on increasing the level of employee loyalty to the organization, the growth of labor productivity, social activity, creativity, rationalization of activities have been noted. The role of management of the personnel social development, the social working conditions and social infrastructure has been argued. The most important tools for managing social development of enterprise personnel have been highlighted.

Territory is a concept that has been approached from different scopes of social sciences. As a result of its study, currently is understand as a multidimensional and complex form, where not only take into consideration the geographical aspect and availability of resources, but also includes a relational and dynamic aspect. Consequence of this view it can be used as a framework to analyze the different connections that social actors presents between them, and the causes, implications and effects they have on the territory where they operate. The aim of this paper is to present how different actors have been integrated into the territory as a result of the breakdown in social roles that state, civil society and companies traditionally had been doing. These schemes of collaboration and integration can be understood as social innovations that generate socioeconomic processes aimed to improving living conditions for all inhabitants. The analysis is a framework that serves as the basis for the study of social innovations that occur most frequently in the current context.Palabras clave: actores sociales, alianzas intersectoriales, innovación social, integración empresarial, territorio. El territorio es un concepto que ha sido abordado desde diferentes ramas de las ciencias sociales, sin embargo, y como resultado de su estudio, actualmente es visualizado de una forma multidimensional y compleja, en donde no solamente se toman en consideración su aspecto geográfico y la disposición de recursos, sino que también se incluye su aspecto relacional y dinámico. Consecuencia de esta visualización éste puede ser utilizado como un marco de referencia para analizar las diferentes articulaciones que presentan los actores sociales que en él convergen, así como las causas, implicaciones y efectos que éstas tienen en el entorno donde se encuentran y en los mismos actores que las generan. El objetivo de este trabajo es presentar la forma en que los diferentes actores se han ido integrando al territorio como consecuencia de la ruptura en los roles sociales que Estado, organizaciones de la sociedad civil y empresas tradicionalmente venían realizando. Estos esquemas de colaboración e integración pueden ser entendidos como innovaciones sociales que generan procesos socioeconómicos orientados a la mejora de condiciones de vida de todos los habitantes. El análisis realizado es un marco de referencia que sirve como base para el estudio de las innovaciones sociales que se presentan con mayor frecuencia en el contexto actual.

I forbindelse med de nationale strategiplaner ”Det fælles ansvar II” og ”Den nationale hjemløsestrategi” er der blevet iværksat flere aktiviteter i Københavns Kommune for at skabe øget viden og forbedre indsatsen i forhold til hjemløse og andre grupper af socialt udsatte kvinder. Flere af disse er sociale innovationer. De har som formål at imødekomme kvindernes behov og problemer på nye og bedre måder. I artiklen analyseres tilblivelsen af en af disse sociale innovationer, ”Café Klare – Natcaféen for kvinder”. Det undersøges således hvorledes ideen til natcaféen er fremkommet, og hvordan processen bag implementeringen af den er forløbet. Analysen viser bl.a., at der er tale om en længerevarende proces, hvor medarbejdere og ledere i Socialforvaltningen og i organisationer på hjemløseområdet, mere eller mindre strategisk har skabt, udnyttet og forhandlet muligheder for at skabe en forbedret indsats for de hjemløse kvinder, heriblandt natcaféen. Analysen er baseret på et længerevarende, kvalitativt casestudie. ENGELSK ABSTRACT: Catharina Juul Kristensen: Social Innovation in Services for Homeless Women – the Creation of a Night Shelter Within the framework of the Danish national action plans ”Our Common Responsibility II” and ”The National Homeless Strategy”, the municipality of Copenhagen launched a number of initiatives to improve social services for socially vulnerable and homeless women. Another goal of these initiatives was to increase awareness and knowledge of these women’s needs. Many of these efforts are social innovations that endeavor to meet the needs and problems of homeless women in new ways. This article analyzes the emergence of one of these social innovations, ”Café Klare – the night shelter for women”. It focuses on the process of idea generation and implementation of the night shelter. The analysis shows how employees and managers in both the municipal social administration and in organizations for homelessness created, used and negotiated the opportunity to improve the social services for homeless women more or less strategically. Among these services was ”Café Klare”. The analysis is based on an in depth case study. Key words: Social innovation, innovation processes, entrepreneurship, night shelters, homeless women.

Innovation is important in enhancing the country's competitiveness and contributing to knowledge-based urban development. The development of innovation that focuses only on the economic perspective leads to the imbalance of development when there is a gap in economic growth and social development of society. The emergence of social innovation is a complement to corporate innovation that focuses only on profit. Thus, this article aims to highlight the strengths and weaknesses of social innovation in two countries which is Malaysia and Thailand. The findings show that both governments of Thailand and Malaysia have taken social innovations initiative as a serious matter by incorporating it as one important agenda in their economic planning and framework. However, besides of success stories discussed in this paper, there are also some weaknesses point out in this paper need to address seriously by the respected parties.

This chapter discusses how social innovation relates to debates in social and public policy analysis. The chapter outlines the respective normative, analytical and empirical questions raised by social innovation in relation to welfare provision and reform. It discusses how social innovations originate and develop, and the extent to which they can be actively cultivated by policy makers. The chapter examines the varying receptiveness to social innovation of different types of welfare regime. It considers how far social innovations provide secure entitlements upon which service users can rely. The chapter then discusses the potential transferability of social innovations beyond the particular socio-economic contexts and policy environments which germinate and nurture them. The respective impact of social innovation and social movements are considered. The chapter concludes by highlighting the potential conservative or regressive implications of social innovation, and how it could be used to justify withdrawing public welfare services.

The loss of country’s socio-economic development stability puts on the agenda the problem of finding solutions contributing to the maintenance of Russian households’ welfare. The authors believe that these solutions lie in the broader area than applying various instruments of monetary support. The most effective solutions are related to the actualization of own resources of households that can act as a safety margin as well as a source of social development. The attempt to evaluate the households’ resource provision and highlight the significance of each resource enabling or creating barriers to the growth of households’ welfare is made in this article. On the basis of received conclusions social policy areas directed at preserving or enhancing the welfare are defined.

Social innovations are targeted measures that are capable to resolve social problems (Rammert 2010) and they are directed towards an improvement of the situation (Gillwald 2000). Finally, they are directed towards an amelioration of the situation (Gillwald 2000). In Austria it is argued that ethnic business represents a type of social innovation (Haberfellner 2000). The question the paper addresses is if and to what extent ethnic business goes hand in hand with social developments and possibly boosts social change. Entrepreneurs of Turkish origin in Salzburg are the focus of analysis. The paper starts with a definition of the term ‚social innovation‘ (1), the issues of ethnic vs. migrant business (2.), followed by the description of the labour market situation of Turkish migrants in Salzburg and discrimination in the labour market (3.), and, to to round up, the analysis of biographic interviews with Turkish entrepreneurs in Salzburg (4.). The preliminary results show that there exist social problems such as the lower socio-economic situation of Turkish migrants in Salzburg and discrimination in the labour market. These problems can be seen as basis for the need of social innovations. But nevertheless Turkish run ethnic businesses in a strict sense of the word are no social innovation because they do not act against the problems in an intended way; they rather work on their own account. They may overcome disadvantages on the labour market but their actions are not directed towards overcoming the problem per se. It is much rather a transintentional aspect (Schimank 2010), which goes beyond the economic interest of the actors.

AbstractCurrent development of renewable energy systems (RES) is characterised by an increasing participation of citizens in the upstream decision-making process. These citizens can be future users of the RES but also members of a Renewable Energy Community that develop RES. They can be at the same time Renewable Energy producer, investor and consumer. Moreover, several type of businesses and terms are used to cope with social innovations within the energy sector: local renewable projects, sustainable energy communities or community of renewable energy production. So, actors' engagement opens new solutions for designers who are induced to share alternatives before making decisions. They usually impose constraints since the early phases of the design process. This approach implies for designers to consider new criteria related to citizens motivations and barriers. This paper presents a study to define the main factors that drive people to contribute in social innovation schemes for clean-energy transition. After a state of the art, a survey about 6 main factors and 18 criteria is presented. The analysis based on the responses from 34 participants (i.e. experts) reveals 2 most important factors of motivation and 2 principal barrier sources.

Purpose: The concept of social innovation as open, collaborative and social transformation process opens room to reinforce the need of legitimizing social impact businesses and of expanding partnerships for social change, as well as the urgency of establishing professional and more sustainable social innovation environments. Accordingly, we tried to answer the following research question: How can social business performance boost the development of social innovations?Design/methodology/approach: Therefore, we adopted the inductive approach of qualitative paradigm, based on the Grounded Theory, to investigate 24 social businesses. In addition, we adopted the Atlas.ti software for data organization and recovery.Aggregate results allowed us to  propose a descriptive model of sustainable performance for the development of social innovations in social business, based on the following propositions: sustainable performance in processes and social innovation, the prevalence of a cooperative environment to solve social issues, professional governance as causal factor to social innovation development, the development of actions focused on public interests as influencing conditions for social innovation development, technical and scientific evaluation of social impacts as strategy to measure the outcomes of developed innovations and the expansion of social impacts as the consequence of the self-negotiation of social affairs.Originality/value: A descriptive model of sustainable acting was proposed for the development of social innovations in social businesses.
