The purpose of this study is to analyze the factors that hinder the implementation of government policies against the elimination of minimal capital of legal entities as an effort to develop MSME to improve the regional economy in Palu of Central Sulawesi. This research was an empirical research method using a qualitative descriptive approach. The results showed the factors inhibiting the implementation of government policy on the elimination of minimal capital of legal entity making is the lack of information about Government Regulation Number 29 of 2016 concerning Changes in The Basic Capital of The Establishment of Limited Liability Companies, Constraints on the requirements of making Limited Liability Companies both due to large capital constraints for the manufacture of Limited Liability Companies and Due to Administrative System Constraints that are quite difficult, and the latter is the Orientation of Individualist Thinking.

Research on legal certainty the amount of basic capital establishment of limited liability company based on the norms of conflict between article 32 paragraph (1) of the limted liability company law concerning "the limited liability company capital of at least Rp 50,000,000.00" with article 1 paragraph (3) of government regulations The limited liability of the company's capital of limited liability concerning "the founding capital of the company is determined by agreement”. 2 problem are formulated: (1) What is the form for deposit of stock capital on the provisions of article 33 of the limited liability company law, (2) How is the legal certainty of the number of basic capital of the limited liability After the validity of government regulation change of the limited liability company. This purpose research is finding form of the deposit of stock capital and the basic capital of the limited liability company before and after enforcement of government regulation of limited liability of the company. The legal research method used normative legal research method with statute approach and conceptual approach. Capital deposits of shares can be made in the form of money and other forms of immovable tangible objects such as land and intangible objects in the form of bill of Rights; and arrangements regarding the underlying capital applicable in the establishment of the limited liability company is Article 1 paragraph (3) of government regulation of the limited liability of the company.

This study is a qualitative research that analyzes the level of accountability for the use of village funds which is studied through the competence aspect of village fund managers and the internal control system of village funds. The subjects were village in rural village fund manager Beo Rahong Village, District of Ruteng,  Manggarai Regency, East Nusa Tenggara Province. Meanwhile, the object of research is the competence of managers, internal control systems and accountability of village funds. The data collection technique used a triangulation approach, namely from the source, method and time aspects. While the data analysis used a qualitative descriptive approach by analyzing the results of the data obtained by the triangulation approach. Based on the results of the data and after being analyzed, it shows that the competency aspect of village fund budget managers is still less competent due to the limitations of five things, namely, knowledge, understanding, abilities, values, attitudes and interests . Meanwhile, in terms of aspects of the internal control system that are still not in accordance with the standards as stipulated in Government Regulation Number 60 of 2008 concerning the government's internal control system, this is due to the manager's competence not being maximized. Then in terms of accountability for the use of village funds, this has not been realized, this is due to the not yet maximal competence, internal control which is also still not carried out optimally due to limited human resources in mastering information technology and the lack of support for information technology facilities.

This research aims to find out: (1) the urgency of religious literature on religious understanding’s development; (2) potential radicalism presented in religious education books both in schools and madaris (3) countermeasure of potential radicalism through evaluating religious education books assessed by the Ministry of Religious Affairs (MORA). The study uses a qualitative descriptive approach with interviews, observation, and documentation studies as the data-gathering tool. In data analysis, researcher uses interactive model involving data reduction, data serving, data display, and conclusion drawing/verifiying. The research findings yield the evaluation policy in the books emerges various cases of religious textbooks, while the various researches and developments findings relate to educational textbooks. Other findings responsed to the law implementation number 3 year 2017 about book matters’ system, Government Regulation number 75 year 2019 on Law Enforcement Regulation, and Minister of Religious Affairs Regulation number 9 year 2018 about religious books evaluation. Quick, precise, and accurate innovation on the evaluation is highly recommended, and technology as well as application is way to solve the problems. Hence, the regulation about religious education book should be immediately issued.  It is also required (special) institutions whose duties and functions are specific to writing, evaluation, and publication in terms of religious educational books (at least equivalent to the first echelon). MORA is expected to charge the issuer openly and transparently as a form of public service with measurable SOP and targets, so that all community guidances of religions could create their respective guidelines on writing and publication.

The purpose of this study is to explore the implementation of the poverty alleviation acceleration program policy through the regional government's leading programs, especially maize commodity, in Bokat District, Buol Regency.  It relied on a qualitative descriptive approach by revealing the phenomenon encountered by the farmers who received assistance in several villages, Bokat District. Data collection techniques involved interviews with several informants, continuous observations, and documents related to the poverty alleviation policy in Buol Regency. Further, data analysis was performed by data reduction and presentation, along with conclusion drawing. The results show that the policy has been implemented according to the predetermined stages through Regional Regulation Number 7 of 2015, including community outreach, business capital strengthening, empowerment, monitoring, and evaluation. However, it is found out that the policy is yet to be optimal. The community outreach conducted by the government has not been effective since only a few people took part. This stage also provides business capital strengthening by giving them processing fees, seeds, fertilizers, and pesticides. Still, both stages are only carried out in the first year at each location where the poverty alleviation acceleration program is promoted. In addition, an empowerment program that can support the development of maize commodity as the regional government's leading program has not been executed. Monitoring and evaluation of such a policy have not been entirely performed, impacting different levels of success each village reaches. On this ground, the poverty alleviation acceleration program policy needs to be re-evaluated to also detect any problems in the area, increase people's income, and bring success to the policy implementation.

This article discusses the strengthening public participation in the countermeasure and prevention of coronavirus disease-19. The main issue in this study is related to the complexity of the problem to counteract and prevent Covid-19, such as the existence of a gap between planning and objectives in government policy instruments, lack of public participation, and awareness in supporting government policies in preventing Covid-19.  Preliminary observations made by researchers indicate the importance of examining research issues using dynamic governance theory and policy instruments.  The research was conducted using a qualitative descriptive approach with data collection techniques through interviews, observation, and documentation study.  The preliminary findings of the study indicate that the implementation of dynamic governance capacity, and public participation in the countermeasure and prevention of Covid-19 has not been fully implemented due to several factors, such as the inadequate capabilities of public sector organizations, internalization of government organizational culture and problems of community participation. Therefore, it is necessary to encourage strategic policy instruments through the dynamic governance concept approach to support the success of the countermeasure and prevention of Covid-19.

<p class="JurnalASSETSABSTRAK"><strong>ABSTRACT</strong></p><p>This study aims to determine the financial management in Tomira from planning, recording, reporting, and controlling. This study is expected to help Tomira manage finances to be more effective and efficient in order to improve the regional economy. It used a qualitative descriptive approach. The data were collected from interviews and documents. Then, the data were analyzed analytically. The results show that Tomira has implemented financial management quite well, but it still needs improvement in the planning, recording, and reporting aspects. Meanwhile, the budget use and control run quite well.</p><p class="JurnalASSETSABSTRAK"><strong><em>ABSTRAK</em></strong><em></em></p><p><em>Penelitian ini bertujuan untuk mengetahui penerapan pengelolaan keuangan di Tomira dari mulai perencanaan, pencatatan, pelaporan hingga pengendalian. Penelitian ini diharapkan dapat membantu Tomira dalam mengelola keuangan agar lebih efektif dan efisien, sehingga dapat meningkatkan perekonomian daerah. Alat analisis yang digunakan untuk menganalisis hasil wawancara yaitu analisis tematik. Penelitian ini dilakukan dengan menggunakan pendekatan kualitatif deskriptif. Penelitian ini menggunakan teknik wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa Tomira telah melakukan penerapan pengelolaan keuangan dengan cukup baik. Namun masih harus ditingkatkan dalam aspek perencanaan, pencatatan dan pelaporan. Sedangkan dari sisi penggunaan anggaran dan pengendalian telah berjalan dengan cukup baik.</em></p>

The determination of conservation areas without providing a solution overcoming the poverty of society has led to conflict between society and the state. Therefore, Sigi Regency Government-run programs Agrarian Reform in 2016 to reduce poverty and the rare arable land of the community in the area. This study aims to examine the implementation of Agrarian Reform in Sigi, in the perspective of law and human rights. This study applied a qualitative descriptive method by conducting interviews with informants from various sources. The results of this study indicated that there are discrepancies between the regulations and the implementation of agrarian reform in this area, considering the Perpu Number 56, 1960 about the determination of the vast farmland and Government Regulation Number 224, 1961 on the implementation of distribution of land and reparation, as implementing regulations and Presidential Decree Number 86, 2018 of Agrarian Reform. According to the rules of agrarian reform was the distribution of land to the community, as well as eliminating the inequality of land ownership and not solely land certificates. The priority of the recipient of the land was a community that has a land area of less than 0.5 hectares and extensive land in government given aim was an area of 2 hectares. The facts found in Sigi Regency were a free certification for people who already have the land instead of the distribution of land to the people in accordance with the Agrarian Reform, so the programs were conducted in Sigi was not the Agrarian Reform.

Cultural heritage has values on the past cultural heritage that must be preserved and maintained in order to support urban development in the future. The city of Yogyakarta has been appointed as one of the "Liveable Cities" in Indonesia (IAP, 2014) in terms of preservation of cultural heritage. Based on the Government Regulation of Daerah Istimewa Yogyakarta No. 40/2014 in terms of “Determaning Cultural Heritage Areas”, stated that Yogyakarta has 5 (five) Cultural Heritage Areas (KCB) which are: Kraton, Kotabaru, Pakualaman, Malioboro and Kotagede. The purpose of this study is to identify the government's efforts to preserve the Yogyakarta cultural heritage building in terms of maintaning the Liveable City Index of Yogyakarta. Next, collecting data method is using observation, interviews and literature studies. The research method is a qualitative descriptive approach, by using preservation variables considering with liveable city criteria, such as: protection, development and utilitation of cultural heritage buildings. Furthermore, the results is the Yogyakarta`s government has prepared conservation guidelines and management of cultural heritage buildings for each cultural heritage area, but those guidelines and management are not integrated with the governor's regulation. The conclusion obtained is the lack of integration from several policies / regulations set by the government in the preserving of cultural heritage buildings

<p>This paper aims to find out how the legal aspects of companies operating special rental transportation are regulated based on the Regulation of the Minister of Transportation (Permenhub.) of the Republic of Indonesia Number 118 of 2018 which is amended by Permenhub. Number 17 of 2019. Transportation is the movement of people or goods from one place to another by using a vehicle in the road traffic room. The information technology system-based transportation adapum is a mode of transportation in the form of legal entities and micro-enterprises or small-scale business actors connecting from one place of origin to one's destination, where the ordering method uses an information technology system and the amount of the fare is listed in the application. Companies in the form of legal entities in the form of Limited Liability Companies, BUMN, BUMD, and Cooperatives as well as micro business actors or small business actors established in accordance with the provisions of laws and regulations. The form of this special rental transportation company is not in accordance with Law Number 22 of 2009 and Article 79 of Government Regulation Number 74 of 2014 concerning the Implementation of Public Transportation.</p>

The Small-Medium Scale Industries (SMIs) is the leading sector that has proven able to absorb labor which is contributed to economic development in North Maluku Region. The potential of SMIs in North Maluku has a very strong probability to develop, so be able to compete with other regions in Indonesia, especially in eastern Indonesia. Consequently, in this paper, we purposed to describe and analyze the development of SMIs in North Maluku and the roles and relationships among actors through the quadruple helix (QH) model approach. This article used literature research methods with a qualitative descriptive approach and systematic review. We found that the SMIs have increased year on year in terms of both the number of SMIs and the labor, however, it has less contribution on GDRB. The government involvement in SMIs development through QH can increase innovation and open opportunities to improving regional economy by increasing the number of SMIs, manpower, and SMIs productivity. Aspects of culture / local wisdom that develop in the community can encourage the successful implementation of collaboration.   Industri kecil dan menengah (IKM) di Provinsi Maluku Utara merupakan sektor penggerak unggulan daerah karena terbukti mampu menyerap tenaga kerja dan berkontribusi pada perekonomian daerah. Potensi pengembangan IKM ini masih memiliki peluang yang sangat tinggi untuk dapat dikembangkan dan bersaing dengan Provinsi lainnya, baik di wilayah timur Indonesia maupun Provinsi lainnya di Indonesia. Artikel ini bertujuan untuk mendeskripsikan dan menganalisis perkembangan IKM di Maluku Utara serta mendeskripsikan dan menganalisis peran dan hubungan antaraktor melalui pendekatan kolaborasi model quadruple helix (QH). Penulisan artikel ilmiah ini menggunakan studi kepustakaan dengan pendekatan deskriptif kualitatif dan systematic review. Perkembangan IKM di Maluku Utara dari tahun ke tahun mengalami kenaikan, baik dari segi jumlah IKM maupun jumlah penyerapan tenaga kerja namun memiliki kontribusi rendah pada PDRB. Upaya untuk mengembangkan IKM melalui QH membuat kolaborasi menjadi lebih terbuka dan meningkatkan inovasi sehingga mampu mendorong peningkatan ekonomi daerah melalui peningkatan jumlah IKM, baikpenyerapan tenaga kerja, serta peningkatan produktivitas IKM baik dari segi kuantitas maupun kualitas produk IKM yang dihasilkan. Aspek budaya/kearifan lokal yang berkembang di masyakarat mampu mendorong keberhasilan pelaksanaan kolaborasi.
