The purpose of this study is to explore the implementation of the poverty alleviation acceleration program policy through the regional government's leading programs, especially maize commodity, in Bokat District, Buol Regency.  It relied on a qualitative descriptive approach by revealing the phenomenon encountered by the farmers who received assistance in several villages, Bokat District. Data collection techniques involved interviews with several informants, continuous observations, and documents related to the poverty alleviation policy in Buol Regency. Further, data analysis was performed by data reduction and presentation, along with conclusion drawing. The results show that the policy has been implemented according to the predetermined stages through Regional Regulation Number 7 of 2015, including community outreach, business capital strengthening, empowerment, monitoring, and evaluation. However, it is found out that the policy is yet to be optimal. The community outreach conducted by the government has not been effective since only a few people took part. This stage also provides business capital strengthening by giving them processing fees, seeds, fertilizers, and pesticides. Still, both stages are only carried out in the first year at each location where the poverty alleviation acceleration program is promoted. In addition, an empowerment program that can support the development of maize commodity as the regional government's leading program has not been executed. Monitoring and evaluation of such a policy have not been entirely performed, impacting different levels of success each village reaches. On this ground, the poverty alleviation acceleration program policy needs to be re-evaluated to also detect any problems in the area, increase people's income, and bring success to the policy implementation.

Solo is one of the two Cities in Indonesia that received the highest award of District / City Worthy Children's implementation from President JokowiWidodo as the City of Eligible Children. The success of Solo to get the award of Decent Child's City can not be separated from the leadership FX.HadiRudyatmo as the Mayor of Solo. The objectives of this research are: (1) To know and explain the leadership of FX.HadiRudyatmo in realizing the Solo of Decent City, (2) To analyze and analyze the factors that make Solo Municipal Children's Favorite and (3) to know and analyze the actors who contribute greatly in Solo Kota Decent Children. The method used in this study is a qualitative descriptive approach that explains the results of research, assessment and other references reinforced by empirical data conducted through interviews and observation. The results showed that the leadership of FX.HadiRudyatmo in realizing the Decent City Solo is very democratic but the egosektoral among the Organization of Regional Devices in realizing the Solo Municipal Decent Children is still high and there are still problems that can not be resolved even though Solo gets the predicate Solo Kota Major Main is the number of children who exposed to HIV / AIDS is still high and the availability of child data information management system. Recommendations given to the Government are to build more intense communications and improve routine coordination among the Regional Device Organizations through scheduled meetings amongst the WTO, promoting socialization and education to all levels of society on HIV / AIDS as well as the creation of a web data base on child data.Keywords: Leadership, Head of Region, District / City Eligible Children

Sektor pariwisata yang saat ini sedang banyak diminati masyarakat adalah konsep pariwisata pedesaan, seperti desa wisata. Di Gresik sendiri terdapat banyak sekali wisata yang dikembangkan oleh Pemerintah melalui Badan Usaha Milik Desa atau BUMDes seperti Desa Wisata Lontar Sewu di Desa Hendrosari. Berawal dari potensi desa yang apabila dikembangkan secara optimal dapat meningkatkan pendapatan masyarakat sekitar sehingga mampu meningkatkan perekonomian masyakat Desa Hendrosari. Sebab itu perlu untuk dilakukan penelitian lebih jauh mengenai pentingnya pemberdayaan masyarakat. Sehingga penting untuk dilakukan pemberdayaan masyarakat dimana di Desa Hendrosari terdapat sumber daya alam yang mumpuni untuk dikelola sehingga jika dikelola lebih baik bisa untuk menambah pendapatan desa. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan fokus penelitian menggunakan teori Pemberdayaan Masyarakat oleh Tim Delivery (Totok Mardikanto, 2013: 125-127). Karena pada awalnya dahulu desa hendrosari terkenal dengan desa penghasil minuman fermentasi sehingga konotasi dari Desa Hendrosari lebih ke arah negatif. Sehingga dengan adanya program kerja tersebut mampu mengubah image masyarakat tentang desa tersebut menjadi desa wisata. Masyarakat Desa Hendrosari mempunyai peran penting untuk melestarikan dan mengembangkan potensi yang ada seperti sumber daya alam dan sumber daya manusia. Sehingga mereka memiliki peran penting dalam tindakan pengambilan keputusan, mempengaruhi serta memberi manfaat bagi kondisi lingkungan yang ada disekitar. Pengelolaan yang baik menghasilkan tempat wisata yang dikenal dengan nama lontar sewu. Dengan adanya tempat wisata baru tersebut menghasilkan banyak pemberdayaan masyarakat melalui pengembangan desa wisata lontar sewu. Kata kunci :Lontar Sewu, Desa Hendrosari, Desa Wisata, Pemberdayaan Masyarakat,   The tourism sector which is currently in great demand by the public is the concept of rural tourism, such as a tourist village. In Gresik itself, there are lots of tours developed by the Government through Village-Owned Enterprises or BUMDes such as Lontar Sewu Tourism Village in Hendrosari Village. Starting from the potential of the village which, if developed optimally, can increase the income of the surrounding community so as to improve the economy of the Hendrosari Village community. Therefore it is necessary to conduct further research on the importance of community empowerment. So it is important to do community empowerment where in Hendrosari Village there are natural resources that are qualified to be managed so that if they are managed better they can increase village income. This study used a qualitative descriptive approach with a research focus using the theory of community empowerment by the delivery team (Totok Mardikanto, 2013: 125-127). Because in the beginning, Hendrosari Village was known as a village that produced fermented drinks, so the connotation of Hendrosari Village was more negative. So that the existence of this work program is able to change the image of the community about the village into a tourist village. The Hendrosari Village community has an important role to play in preserving and developing existing potentials such as natural and human resources. So that they have an important role in decision-making actions, influence and benefit the surrounding environmental conditions. Good management produces a tourist spot known as lontar sewu. With this new tourist spot, it has resulted in a lot of community empowerment through the development of the Lontar Sewu tourism village. ABSTRACT This paper tries to explain and describe the position of UMKM in the Kepuh, Boyolangu Village, Banyuwangi, as an effort to reduce the unemployment rate, especially in the lower middle class and to see how the strategy of the UMKM founders in maintaining their position in all conditions. So it is hoped that readers can find out and analyze UMKM within the scope of the region as an effort to minimize unemployment and increase living standards. This paper use qualitative research method with a qualitative descriptive approach. Establishing UMKM is certainly not an easy thing, because the large number of workers does not guarantee UMKM, who is determined by the appropriate expertise and strategy. In addition, the Government has not been maximally perfect in overcoming problems and financial assistance for community UMKM which in reality is able to absorb many new workers, and has an impact on reducing the unemployment rate.

Senior High School Muhammdiyah 10 Surabaya is a school that dares to make a different curriculum from Diknas. It was rejected because it did not fit the existing curriculum. In its first year, the school receives two classes of students. This achievement soared in the second year. Second year there are five classes. The curriculum used at Senior High School Muhammadiyah 10 Surabaya is called "Talent Executive School." This study aims to find out the development of outstanding school culture at Senior High School Muhammadiyah 10 Surabaya, also describe the form of outstanding school culture, the process of planting values and ethos of achievement to students and knowing the implications of the development of outstanding school culture at Senior High School Muhammadiyah 10 Surabaya. Although the facilities and infrastructure at Senior High School Muhammadiyah 10 Surabaya have limitations but they are able to continue to develop the potential and ethos of interpreting in the academic and non-academic fields. So it becomes an attraction for researchers to conduct a researcher in the school with a different school style than usual. This study uses a qualitative descriptive approach. Data collection using observation techniques, interviews and documentation. The planting of values and ethos of achievement in students is carried out through school orientation activities, learning process, learning evaluation, extracurricular, achievement awards, love for alma mater, teacher conscientiousness, cooperation with parents of students and planting an outstanding culture. The results showed that the school culture developed at Senior High School Muhammadiyah 10 Surabaya is through educational programs and potential interests including archery, futsal, athletics, pencak silat, archery, music, hockey, dance and others.

The number of voters in the elections post reform tends to decline. The reality has made the General Election Commission (KPU) take the policy of democracy Volunteers (relationships) that the management is located in the city level or districts. The main objective of the volunteer democracy policy is increasing voters participation. In Padang City, the Program policy is assessed successfully. This can be seen from voters ' participation in the 2013 election which is only about 52%, declining from the local 2008 elections where the community participation rate of Padang is around 56% and then at the election 2018 where there is a policy of volunteer democracy level Community participation increased by 12% with a participatory rate of 64%. It can be scientifically researched about how the implementation of the program of Democratic volunteers by the KPU in Padang city elections 2018 if viewed from the factors of success. The research method uses a qualitative descriptive approach. The results of the research gained that the implementation of the policy of Democratic Volunteer Program in KPU in Padang city elections there are factors of success such as effective communication, the resources of adequate democratic volunteers, even though the budget is limited, Disposition, where the volunteers of democracy have a strong commitment to run the program, and the bureaucracy structure, KPU has operational standards and a clear principal task. The purpose of the study was as one of the evaluations in the policy of KPU to increase voters participation in the elections.

The formation of farmer groups will make it easier for farmers to carry out their farming activities. This study aims to examine the role of farmer groups in cocoa farming activities in Ketulungan Village. The approach used in this study is a qualitative descriptive approach. Respondents were cocoa farmer groups selected using a purposive method. Data collection is done by in-depth interviews with respondents and informants. The informants in this study were extension agents both from related institutions and from the private sector. The results of this study indicate that the role of farmer groups in farming activities includes: (1) Farmer groups as a forum for sharing information, namely farmer groups disseminating information obtained from instructors to their members through meetings; (2) Farmer groups as a place of discussion, namely farmer groups as a place to find solutions to problems in cocoa farming activities such as maintenance and handling of pests and diseases; (3) Farmer groups as a forum for learning, namely farmer groups as a place to get knowledge about cocoa cultivation; (4) Farmer groups as production units, namely farmer groups as providers of facilities and infrastructure in farming activities of their members such as providing fertilizer and cocoa seeds; (5) Farmer groups as a place of cooperation, namely farmer groups capable of cooperating with extension agents, PT Mars and its members in carrying out their farming activities. It is expected that farmer groups, more actively collaborate in farming activities and can cooperate with the government and other parties to improve their farming activities.

School accreditation from the government is an evaluation that must be passed by every unit of education in Indonesia based on the standards set by the Badan Akreditasi Nasional/Madrasah. School accreditation is not just a requirement that must be met just for formality, but it is an effort to improve school quality. However, the large number of administrative documents that must be completed by schools for accreditation plus the number of teachers’ workloads resulted in teachers viewing school accreditation as an additional work burden. The purpose of this research is to analyze teacher's perception and commitment to the accreditation of XYZ School in Depok, West Java as well as obstacles experienced during accreditation. This is the focus of research because teachers' perceptions and commitments are keys to realize a smooth accreditation process with satisfactory results. This research use qualitative descriptive approach. Data collection was done by interview method to two school principals and 12 teachers of XYZ School, supported by questionnaire. The results showed that teachers' perceptions of school accreditation is fairly good, but commitment to accreditation were moderate. The constraints experienced by teachers in accreditation were also considered moderate.   Akreditasi sekolah dari pemerintah merupakan evaluasi yang harus dilalui tiap satuan pendidikan di Indonesia berdasarkan standar yang ditetapkan oleh Badan Akreditasi Nasional Sekolah/Madrasah. Akreditasi sekolah ini bukanlah sekedar persyaratan yang harus dipenuhi tanpa tujuan, tetapi merupakan suatu upaya meningkatkan kualitas sekolah. Di sisi lain, banyaknya dokumen administratif yang harus dilengkapi sekolah untuk akreditasi ditambah banyaknya load kerja guru mengakibatkan guru memandang akreditasi sekolah hanya sebagai beban pekerjaan tambahan. Tujuan dari penelitian ini adalah untuk menganalisis persepsi dan komitmen guru, terhadap akreditasi Sekolah XYZ di Depok, Jawa Barat beserta kendala yang dialami selama akreditasi. Hal ini menjadi fokus penelitian dikarenakan persepsi dan komitmen guru menjadi kunci yang sangat penting bagi pihak Sekolah XYZ untuk mewujudkan proses akreditasi yang lancar dengan hasil yang memuaskan. Pengumpulan data dilakukan dengan metode wawancara kepada 2 orang kepala sekolah dan 12 orang guru Sekolah XYZ yang didukung dengan kuesioner. Pendekatan penelitian ini adalah kualitatif deskriptif. Hasil penelitian menunjukkan bahwa persepsi guru terhadap akreditasi sekolah termasuk cukup baik, tetapi dan komitmen guru tergolong sedang. Sedangkan kendala yang dialami guru dalam akreditasi juga dinilai sedang.

This article aims to discover the competence of early childhood teachers in developing early grossmotor skills based on academic qualifications and find out the improvement efforts. This library researchiwith qualitative descriptive approach, was conducted as from September 2016 through January 2017.The data obtained from internet and other resources were processed and analyzed qualitatively. Theresults indicate that the competence of early childhood teachers whose academic qualification of earlychildhood education is adequate, although there are differences in quality based on the study program.The competence of teachers whose academic qualification of other relevant educational and psychologicaldegrees is not sufficient because their provision of knowledge is also lacking. This research recommendsto revise the existing regulations stated in the Government Regulations and Ministry Regulations relatedto the provision of the early childhood teachers. The many problems faced in life that cause a lot of negative access that is very troubling to the community. Access is, among others, increasingly widespread irregularities in the norms of religious and social life that are manifested in the form of juvenile delinquency. The purpose of this study was to find out what forms of juvenile delinquency occurred in Belawa Village, Belawa District, Wajo District. Knowing what strategies are used to overcome juvenile delinquency in Belawa Village, Belawa District, Wajo Regency. Then find out how the influence of juvenile delinquency strategies carried out by the government of Belawa Village, Belawa District, Wajo Regency. This research method uses a qualitative descriptive approach and in data collection using the method of observation, interviews, observing and documentation. As for the data analysis technique used is an inductive analysis technique, meaning that the data obtained in the field is specifically described in words that draw conclusions are general. The results of the study are related to juvenile delinquency coping strategies in Belawa Village, Belawa District, Wajo Regency, namely: (1) Forms of juvenile delinquency that occur in Belawa Village include: racing and recklessness, using glue (fox glue), drinking oplosan ( komix), drinking liquor and drugs (2) The strategy carried out by the police in collaboration with the government of Belawa Village, religious leaders, and the community, including: counseling / socialization, patrolling, raids to sellers, parental attention, planting religious knowledge (3) Efforts to overcome juvenile delinquency committed by the government of Belawa Village, religious leaders, and parents have been maximized. Actions that are preventive ineffective, repressive have been effective and curative have been effective enough to overcome juvenile delinquency.

Teaching is an educator activity in the learning process, which aims to develop the potential that students have in the form of knowledge, skills, and attitudes. Since the Covid 19 pandemic, the government has issued a policy of "Belajar Dari Rumah" (BDR) as an effort to overcome the spread of the virus. Teaching in accordance with BDR policy makes educators at private universities in Jambi city who do not have a Learning Management System (LMS) conduct teaching management in accordance with their expertise and knowledge. This study aims to describe the experience of educators in universities who do not have LMS in managing teaching during the Covid 19 pandemic so that learning can run according to learning objectives using a qualitative descriptive approach, involving ten educators with different scientific fields and courses. This research uses a qualitative research method involving ten educators from private universities in Jambi who do not have LMS. Data have collected through observations, interviews, and documents. The data collected have analyzed through the stages of reducing data, displaying data, and drawing conclusions in accordance with research objectives. The data analyzed is using the technique validity of data through data triangulation. The study found that the management of educator teaching in private universities in Jambi city who do not have LMS is implemented BDR policies during the pandemic period following the established implementation rules without leaving the meaning of learning and learning process standards that have set out in government regulations through the stage of teaching management.
