ABSTRACT Influence of the quality of Human Resource and motivation to work the Performance of employees and the Impact on the effectiveness of the organization of the people’s welfare regional secretariat District Karawang. the Purpose of this study to obtain empirical evidence and found the clarity of the phenomenon and conclusions about the influence of Quality of Human Resources and Work Motivation Against Employee Performance and Its Impact on Organizational Effectiveness in the Public Welfare Section Karawang District Secretariat. Basedon data analysis, it indicates regression equation Z = 0,35 X1 + 0,62 X2 + 0,889 Y + ԑ1 + ԑ2. The result show that the quality of human resource, motivation to work and the performance of employees perform positive and significant effect on effectiveness of the organization. Determination test indicates that the value of adjusted R square is 0,79 which means that 79%quality of human resource and motivation to work. Meanwhile, 21,1% is affected by other variables which are not investigated in this research Keywords : Quality of Human Resources, Motivation, employee performance and organizational effectiveness

Human resources are the foremost vital component in an organization, since it includes a part as a driver and controller of organizational exercises. All organizations will certainly make each effort to advance the shape and progress the quality of worker execution with awesome human asset administration. Great employee execution will be fulfilled in case the company can recognize any components that can make strides employee execution, one of the factors that can impact employee performance is work motivation, and the work environment. This composing points to decide the impact of work motivation on employee performance, and decide the impact of the work environment on employee performance. By giving great inspiration, giving more consideration and accomplishment to employees, and giving a work environment that can back employee performance, to diminish worker turnover within the company. And of course, employees will be more faithful to the company.

The public spotlight on performance is getting bigger, especially regarding the sub-optimal and the minimum standard of apparatus performance. Therefore attention to the performance and effectiveness of the organization's work is a central topic to be a busy topic of discussion. This study examines the extent of the influence of employee performance on the organizational effectiveness of the District Education Office of Tanah Bumbu. To administer this condition, the apparatus's behavioral dimensions include abilities, skills, knowledge, attitudes, and motivations while the dimensions of organizational effectiveness on work productivity, efficiency, and job satisfaction. The article deals with human resource management, its theoretical principles, and its use in practice in the era of globalization. The main goal of this paper is to analyze and describe human resource management focused on the process of human resource development and education. The article shows how the principles are applied in a selected Information-Communication Technologies (ICT) company in Slovakia as an attractive employer who is interested in satisfaction, education, and growth of its employees, thus employer branding. The data was collected through a questionnaire survey with employees in the selected company. Secondary data from corporate sources were used, too. The aim of the survey was to point out the human resources management in a selected company and to examine the perception of the impact of employees development on their performance and to design effective approaches to personnel development in a selected company with an impact on employee performance. The aim of the survey was to find out whether there was a dependence between the subjectively perceived performance of the employees and individual aspects, which are the completion of technical training programs, individual evaluation of the employee, relocation of the employee, and the number of completed training activities. A questionnaire survey was used to achieve this goal.

The implementation of Good Amil Governance as one of important aspects in standard of international zakat management institution that stated in Zakat Core Principles requires an approach that is more than just amil competence and qualification aspect. Psychological aspect of amil in work also needs to be considered in order to obtain and maintain the best human resources. As a profession that is oriented towards social benefits, amil has different working rhythm and consequences from profit institutions. This research aims to measure the happiness of amil in the workplace and see the impact on amil productivity. The result show that amil is a satisfying job, the most blissful factor for amil is work motivation, while the most unhappy factor for amil is unclear career path and less promising. In addition, the happiness level of amil also has positive relationship to the work productivity level of amil. Therefore, psychology condition of amil should be considered in order to increase the performance of zakat institutions.

(9) analyzing motivation through the development of human resources affects the performance of employees (10) analyzing the development of human resources affects the performance of employees The object of this research is employees of the Ministry of Religious Affairs of South Sulawesi which is divided into 24 Offices of the Ministry of Religious Affairs of The City Regency and 1 Regional Office. The sample of this study was 386 out of a population of 10,293 employees. The research sample was obtained by random sampling cluster technique after which the population was proportionate using proportional random sampling. The data is analyzed with the Structural Equetion Modeling (SEM) program. The results showed: (1) Organizational Culture has no effect on employee performance. (2) Leadership Style positively and significantly affects employee performance (3) Work Motivation positively and significantly affects employee performance (4) Work Motivation positively and significantly affects employee performance (5) Leadership style positively and significantly affects Human Resource Development (6) Leadership Style positively and significantly affects Human Resource Development. (7) Leadership Style has a positive and significant effect on Human Resource Development (8) Organizational Culture positively and significantly affects Performance Through Human Resource Development (9) Organizational Culture positively and significantly affects Performance Through Human Resource Development. (10) Organizational Culture has a positive and significant impact on Performance through Human Resource Development. Tujuan penelitian ini adalah: untuk menganalisis pengaruh Kwalitas Sumber Daya Manusia dan sistem informasi terhadap peningkatan kinerja melalui pelatihan dan motivasi kerja pegawai di lingkungan pemerintah Kota Batu. Sampel yang digunakan dalam penelitian ini adalah Pegawai di Lingkungan Balaikota Among Kota Batu yang berjumlah 2500 orang dengan metode penyebaran kuisioner. The purpose of this study is to describe the influence of the quality of human resources, communication, and work motivation on employee performance at PT Alexa Medika Medan. This research was conducted at PT. Alexa Medika Medan which lasts for 5 (five) months, starting from May 2019 to September 2019.This research uses nonprobability sampling method. The population in this study were employees at PT. AlexaMedika Medan as many as 83 people. Determination of the number of samples using Sugiyono's opinion, so that the total sample is all employees of PT AlexaMedika Medan, amounting to 83 people. Data collection methods in this study used a questionnaire to collect data from human resources, communication, work motivation, and employee performance variables. The analysis technique used is validity test, reliability test, descriptive analysis, classic assumption test, double regression linear analysis, double correlation coefficient linear test, partial hypothesis test or T test, simultaneous hypothesis test or F test, and coefficient determination. Descriptive analysis result for the quality of human resources and communication are good. The result of descriptive analysis for employee performance fall into the quite good category and work motivation is in not very good category. Based on partial analysis, the variable quality of human resources has a positive and significant effect on the performance of employees of PT AlexaMedika Medan, communication has a positive and significant effect on the performance of employees of PT AlexaMedika Medan, and work motivation has a positive and significant effect on the performance of employees of PT AlexaMedika Medan. Simultaneously, there is a positive and significant influence on the quality of human resources, communication, and work motivation on the performance of employees of PT AlexaMedika Medan. From the coefficient of determination that employee performance is influenced by the quality of human resources, communication, and work motivation by 58.5%. While the remaining 41.5% of employee performance is influenced by other variables not observed in this study.

Research is motivated by the phenomenon of low employee performance, presumably due to suboptimal human resource development and a less conducive organizational culture. The study aims to identify and analyze: a. human resource development, organizational culture, employee performance; b) the magnitude of the influence of human resource development on employee performance; c) the importance of the impact of organizational culture on employee performance; and the extent of the effect of human resource development and organizational culture on employee performance. This research uses a quantitative approach with a survey method. The data collection tool used a questionnaire distributed to 44 employees. The data obtained were analyzed descriptively and through a statistical process. The results showed: a. From the results of descriptive analysis of human resource development, organizational culture and employee performance are in good condition, but there are weaknesses in certain aspects. The results of the verification analysis show; b) human resource development has a significant effect on employee performance with a magnitude of influence of 66.69%; c) organizational culture has a significant impact on employee performance with the importance of the result of 51.84%; and d) the development of human resources and organizational culture together have an effect on employee performance with the magnitude of the influence of 78.30%, the remaining 21.70% is influenced by other factors that are not included in the model. In conclusion, both partially and simultaneously, human resources and organizational culture's development affects employee performance.

The quality of Human Resource of any organization is regarded as an asset as well as a success factor. So every organization must improve the quality of Human Resource by investing time as well as resources. This can be achieved through the process of training. Training positively affects the job performance of the employees. Training plays an important role in inculcating positive changes in skill, knowledge and attitudes. So in today's fast changing world regarding technology and environment, training and development programmes are very essential to improve the performance of the employees at each and every level. Training is very necessary in Education sector also. This paper aims to determine the relationship between training and its impact on the performance of the employees in the education sector of Rajasthan. This study assesses whether training has positive impact on employee performance or not. For this study, a questionnaire was designed with structured questions to collect primary data from employees of various public and private sector institutions. In this paper, the impact of training and development on the working efficiency of employees especially in technical and professional institutes of Rajasthan .We all know that Education Industry is a growing industry now, where numerous private institutes have been opened so proper development of faculty as well as students has become an indispensable part since they are the future of our country.

In present situation, companies can gain strong competitive advantage through applying effective and efficient human resource practices. If the human resources are managed properly, they can contribute to the success for the company. The effective management of human resource is possible through the implementation of sound HRM practices. . The main objective of this research is studying the impact of HRM practices on employee performance in the context of cement industry in Bangladesh.  For this purpose the researchers have tried to investigate impact of the various components of HRM practices on employee performance of a sample of 160 employees from seven cement companies listed in the Dhaka Stock Exchange. The data were analyzed by a regression analysis to determine the impact of HRM practices on employee performance. The result shows that training & development and opportunity for career development have a significant positive impact on employee performances. On the other hand, Performance appraisal, Compensation & Benefits, and Leadership Practices have a positive impact on employee performance but the impact is not significant in the context of cement industry in Bangladesh. Moreover, work life balance has a negative impact on employee’s performance. Furthermore, efficient management of human resources can increase the performance of the employees of the cement companies in Bangladesh. JEL Classification Code: M12; J53
