The article is devoted to the study of the problems of innovative development in the regions of the Russian Federation. The aim of this work was to determine the empirical relationship between the indicators of innovation activity, economic growth and the state of the institutional environment in the regions. For this purpose, the research methodology was formed and the analysis of the subjects of the Russian Federation was carried out with the establishment of current trends in innovative, institutional and economic development. The methodological basis of the study was the grouping method, the decision tree method, as well as economic and mathematical modeling for constructing production functions. In the course of the analysis, it was found that economic growth directly depends on the innovation and institutional factors. High values of these factors allow you to get GRP per capita at the level of 510 thousand rubles and above, with low values, this indicator is 180-200 thousand rubles. The rate of economic growth is also directly proportional to these factors. It is also revealed that, first; the quality of public institutions and business institutions determines the effectiveness of development and the growth of innovation indicators at the regional level. The most significant attribute for the classification of subjects by the level of innovative development is the innovation activity index. It defines the current classification by 36.7 %, the indices of socio-economic conditions and the quality of innovation policy by 26 %. Macroeconomic modeling of economic growth in the regions depending on the level of innovative development is carried out, and the prospects for using the innovative factor as a driver of economic growth are evaluated. It is established that for a significant number of regions of the Russian Federation, the innovative way of development is not relevant in the medium term. Only for 15 territorial subjects of the Russian Federation, economic growth is real, accompanied by the development of innovative activities. Based on the results of the simulation, proposals are formulated for the directions of economic development of the regions. Recognizing the special role of innovations in ensuring the economic development of Russia, the state authorities have been intensively looking for ways and means to strengthen innovation activity in Russia over the past decade. The main document proclaiming the goals and main directions of innovation policy is the Strategy of innovative development of the Russian Federation for the period up to 2020. Due to the fact that the implementation period has expired, the author analyzes the achievement of the goals and indicators defined in the strategy, and also draws some conclusions about the outcomes obtained by the analysis of the development of innovation activity in Russia.

The article emphasizes that Ukrainian government must choose the way of widespread innovation and building a competitive state. Increasing the competitiveness of Ukraine is possible only providing the establishing of innovative development mechanisms and technological improvement of the national economy. The main obstacles of Ukraine's transition to an innovative model of development have been identified. Innovation processes in the economy have not gained significant scale, the number of enterprises implementing innovations is decreasing every year and today is 12-14 %, which is 3-4 times less than in innovative economies countries. It is concluded that the intensive development of innovation in modern conditions provides a basis for sustainable economic growth, which provides an opportunity to argue about the innovative type of economic development in contrast to the stagnant, evolutionary, extensive. The course for innovative development in Ukraine determines the transition of the economy to a new qualitative state. It is proved that in the current crisis situation in Ukraine, there is a problem to develop a model of sustainable economic growth, the solution of which will be the basis for a qualitatively new type of economic development. The qualitative characteristic of innovative economy and principles of its full-fledged effective functioning are resulted. The current system and level of financing of innovation activity in Ukraine, which requires both qualitative and quantitative changes, introduction of state and non-state financial methods aimed at intensification of innovation activity are analyzed. The necessity of transition to the innovative economy has been substantiated, which will give an opportunity not only to bring Ukraine's economy out of crisis, but also to accelerate economic growth, which will ensure further stable socio-economic development of society. A conceptual model of innovative economic development is proposed. The role of State innovation policy in Ukraine is defined, which would ensure the creation of socio-economic, organizational and legal conditions for the effective reproduction, development and use of the scientific and technical potential of the country.

The existing global integration and the current trends in the development of the world leaders of innovative entrepreneurship show that the most promising way of development of the Russian economy is the formation of an innovative corporate sector that has effectively established the reproduction of full-cycle innovations. In modern economic conditions, it is the intellectual capital of corporations that is the basis of the innovation economy, and therefore the core of the knowledge economy. However, at present, innovation activity in the Russian Federation is not the main factor in the growth of the national economy. Over the past few years, the state leadership has been paying great attention to issues related to the state of the scientific and technical sphere, as well as to the formation of an effective innovation policy in Russia. The necessity of implementing the results of scientific research in various industries of the Russian Federation is noted. The article evaluates the innovative activity of Russian companies, highlights their strengths and weaknesses, and shows the role of intellectual capital in the innovative development of the Russian economy using the example of the oil and gas industry. The priority value of the corporate research and design complex (on the example of Rosneft) in the reproduction of the company's intellectual capital as a basic unit for making any scientific and technical decisions and producing organizational and managerial innovations in the production areas of economic activity is determined and justified. The study highlights the current problems and promising directions for the development of corporate intellectual capital in basic industries as a key factor in the innovative transformation of the real sector of the Russian economy.

Subject. The article deals with the innovative potential of Russian regions in light of the national goal of the Russian Federation development, reflecting decent and productive work. Objectives. The purpose is to study the innovation activity in Russian regions, using neural networks, to ensure breakthrough innovative development of the Russian economy. Methods. We employ a cluster analysis on the basis of neural network modeling, using information technologies. For the research, we selected neural networks (Kohonen self-organizing maps), which are focused on unsupervised learning and are a promising tool for clustering and visualization of multidimensional statistical data. Results. The result of neural network modeling was the ranking of 85 regions of the Russian Federation into 5 compact groups (clusters) regardless of their affiliation to federal districts of the Russian Federation. The study shows that there is a strong differentiation of the number of regions in these clusters. We obtained average values of indicators in the clusters and compared them with all-Russian indicators. Conclusions. Breakthrough in the socio-economic growth of the Russian Federation is associated with a set of measures that involve stimulating innovation activities in regions, which are characterized by different level of innovation development. Such measures will increase the interest of the real sector of the economy in using scientific development, advanced production technologies, higher-productivity employment opportunities, and, as a result, will encourage socio-economic growth and people's quality of life.

The paper deals with the assessment of the level of innovative development of the Northern regions. Based on the data of the annual rating of innovative economies, performed by Bloomberg, a comparative analysis of the rating of innovative economies in the Nordic countries is presented. It is noted that Russia has been consistently ranked 25–27 in the last four years, although in 2016, it was in the 12th place. An overview analysis of methodological approaches and methods for assessing the level of innovative de-velopment of a region in Russia is carried out. On the basis of statistical data on the composite integral index, a comparative assessment of the level of innovative development of 17 regions of the Far North of the Russian Federation for 2017 is carried out, and the corresponding ranks are analyzed separately for 5 sub-indices of thematic blocks: socio-economic conditions, scientific and technical potential, innovation activity, export activity and the quality of regional innovation policy. The study shows a significant difference between the regions of the Far North of the Russian Federation in terms of the level of innovative development. In five subjects of the Far North of the Russian Federation, the values of the composite innovation index are higher than the average for the Russian Federation. Different positions occupied by regions are also observed in the rankings for individual sub-indices. The results of such ratings make it possible to assess the comparative advantages and disadvantages of specific regions for further consideration in the program documents on their innovative development.

Besides, it proposes controlling tasks of research structures that require an administrative basis, along with previously adopted decisions on the digitalization of management and its elements.

Macroeconomic dynamics is in the focus of attention of the scientific community due to the fact that it characterizes the key trends in the development of the national economy. The basic indicator in the system of national accounts is the gross domestic product (GDP), which in general form is the aggregate value of all goods and services produced within the national economy. GDP is widely used in the analysis of economic growth trends. Economic growth, creating conditions for it – the most important goal of economic development, both within the framework of ensuring the economic security of the entire national economy and at the level of an individual enterprise. Nowadays, economic development is characterized by an accelerated rate of scientific and technological progress: new technologies and approaches are being created that have higher efficiency. From a microeconomic point of view, the main factors of production are labor, capital and information. Fixed capital investments (buildings, structures, machinery and equipment) are a key instrument for renewing fixed assets. Investment activity is the process of renewing the capital of an enterprise as a result of modernizing its technical and technological base, which ensures its economic security. Investments, along with government spending, are key drivers of economic growth. As a result, we can confidently assert the high importance of investment activities, both throughout the country and at the level of individual economic entities, as well as their economic independence. The paper shows the ways to intensify economic growth and intensify investment activities in order to ensure the economic security of the Russian Federation.

Важным аспектом в современной политике управления инновационной деятельностью в регионах является система информационного обеспечения и мониторинга исполнения ключевых индикаторов эффективности, характеризующих инновационный потенциал и развитие инновационных процессов в регионах Российской Федерации, на основе которых строятся прогнозные оценки и разрабатываются новые механизмы инновационного развития. Научная статья посвящена анализу инновационного развития на мировом уровне и оценке положения (рейтинговая) России с точки зрения инновационной составляющей. Также представлены результаты рейтинговая эффективности инновационной деятельности в субъектах Российской Федерации и анализ качества инновационных политик регионов, входящих в Приволжский федеральный округ. Автором статьи предложены основные направления и даны рекомендации по повышению инновационного развития на региональном уровне и трансформации системы государственного регулирования инновационной политики в аспекте систематизации ключевых индикаторов эффективности инновационной деятельности и инновационной активности предприятий и компаний регионов и на их основе прогнозирования инновационного развития, а также организации системы мониторинга исполнения инновационной политики в регионах. An important aspect in the modern policy of innovation management in the regions is the system of information support and monitoring of the implementation of key performance indicators characterizing the innovation potential and development of innovation processes in the regions of the Russian Federation, on the basis of which predictive estimates are built and new mechanisms of innovative development are developed. The scientific article is devoted to the analysis of innovative development at the world level and the assessment of the position (rating) of Russia in terms of the innovation component. Also presented are the results of the rating efficiency of innovation in the constituent entities of the Russian Federation and the analysis of the quality of innovation policies of the regions included in the Volga Federal District. The author of the article proposes the main directions and gives recommendations for increasing innovative development at the regional level and transforming the system of state regulation of innovation policy in the aspect of systematizing key indicators of the effectiveness of innovation and innovative activity of enterprises and companies in the regions and, on their basis, predicting innovative development, as well as organizing a monitoring system implementation of innovation policy in the regions.

The article criticizes the strategy of spatial development of Russia, legally stated in the government document “The Strategy of Spatial Development of the Russian Federation for the period up to 2030. A Draft Concept”, released by the Ministry of Economic Development (2016). The author argues that the Strategy only states the existing situation, but does not enumerate a set of measures that are to be undertaken to strengthen the possibility of implementing any development scenario, and does not outline the ways of making assumptions a reality. The paper proves that the postulates of the Soviet settlement doctrine and urban planning theory still deeply impact the contemporary theory and practice of territorial planning.

The paper proposes an approach to the assessment of the financial potential of a region of the Russian Federation on the basis of an economic model including system-processing approach. The article examines the role of regional finance in modern conditions as an important tool to influence the process of maintaining economic growth. The financial capacity may be a fundamental tool in the management of social and economic development of regions, is an indicator of the actual state for the purpose of monitoring and make effective management decisions. The result of the study is to determine the most effective model of assessment of the financial potential of a region in order to ensure sustainable economic development. The article is devoted to the development of a model for assessing the financial potential of the region and the study of its elements. It is proposed to revise the elements that make up the financial potential. The author's interpretation of the conceptual bases of the study presupposes a significant expansion of the boundaries of the financial potential, which determines the systemic and complex research approaches. The authors identified the subjects of the economy that affect the formation and regulation of financial capacity.
