The President of Russia proclaimed national strategic development goals for the period up to 2030, which necessitated the development of methodological approaches to monitoring the achievement of target indicators, specifying goals, as well as identifying challenges and threats in the development of science and technology. This article substantiates the feasibility of developing an indicative method for diagnosing the achievement of target indicators of strategic planning documents by introducing the method of intervals (ranges) into it. On the basis of time series, the ranges of admissible values of indicators for achieving the goals of the Russian Federation in the field of scientific and technological development were constructed. It is shown that the "movement" of the analyzed indicator within the boundaries of the range of permissible values, as well as going beyond these limits, allow monitoring risks and threats in the field of scientific and technological development of Russia and, on this basis, to develop timely and adequate control actions aimed at minimizing and eliminating risks and threats.

Topic. The subject of the article is the analysis of approaches to overcoming the stagnation of scientific and technological development of the Russian economy in the context of the emerging system of strategic planning in the Russian Federation.Purpose. The authors set the following main tasks. First — based on the assessment of the current situation in the field of scientific and technological development of the Russian Federation — to analyse the tools used for strategic planning of scientific and technological development for their internal connectivity. Second — based on analysis mentioned above — to form the directions of further development and improvement of the formed system of strategic planning of scientific and technological development in the RF.Methods. The logistic analysis of the developed documents of strategic planning of scientific and technological development of the Russian Federation on the subject of their substantial conjugacy and compliance with the logic and requirements of the Federal law No. 172 “On strategic planning in the Russian Federation” made it possible to formulate proposals for its further development and improvement.Results. The analysis showed that Federal law No. 172 “On strategic planning in the Russian Federation” forms the conceptual basis for strategic planning of scientific and technological development in the RF. Further development and improvement of the formed system of strategic planning of scientific and technological development of the RF should take place in the direction of strengthening the substantive interface of strategic planning documents (strategies and programs) at the Federal level with similar documents at the industry and regional levels. To this end, it is necessary, first, to finalize, in the context of the tasks of scientific and technological development, the methodological requirements for the documents of the sectoral and regional level and, secondly, to ensure the logic (sequence) of the development of such documents, allowing to really ensuring their meaningful internal relationship.

In the framework of improving the methodological approach to state strategic planning, the study of the contingency of legal acts forming the system of strategic planning documents of the Russian Federation is of particular importance. The solution of complex problems that provide fundamental long-term interconnections of the issues of national security, territorial integrity and socio-economic development of the country on the basis of a strategic planning document system that is balanced by priorities and indicators affects the ability of the state to achieve its national development goals with limited resources. Ensuring meaningful coherence of the provisions of regulatory acts that form the system of strategic planning documents is an important management task, the solution of which should be based on bringing the strategic planning activities of all its participants to a single methodological basis. The aim of the study is to analyze and assess the status of substantive contingency of the provisions of regulatory legal acts regulating the requirements for the content, development and adjustment of the Strategy for scientific and technological development of the Russian Federation as part of the goal-setting process of the national strategic planning system. The methodology of work is based on a number of general scientific and special research methods: analysis, comparison, generalization, interpretation and qualitative analysis of documents. The conclusions are made that: the existing legal and methodological support does not actually allow to really improve the quality of strategic planning within the framework of goal-setting at the federal level in the field of scientific and technological development; the identified gaps in the strategic planning system require adjustments to the existing legal framework in terms of concretization of the provisions, in accordance with which the fundamental relationship and interdependence of regulatory legal acts should be ensured, as well as the concretization of existing relationships and coordination of the periods of development and timing of the adjustment of strategic planning documents in the field of scientific and technological development. The results of the expert developments obtained make it possible to clarify the gaps in the system of strategic planning documents in the field of scientific and technological development and substantiate the directions for its improvement and solving the identified problems and shortcomings.

In this article, the authors assess the possibilities and formulate the directions of potential using Chinese experience of scientific and technological strategic planning in the Russian Federation. Analysis of the development and experience in managing strategic planning of scientific and technological development of the PRC made it possible to identify some areas of improving the system of strategic planning and management of scientific and technological development in Russia. The main directions of improving the innovative economic policy of Russia are proposed: to actively develop the private sector; to reduce the role of government intervention in the economy; to attract foreign investors for stimulating the economy at the macro and micro levels; to support all spheres of production, to create favorable conditions for national enterprises; to stimulate the development of production, to develop infrastructure: transport, construction, communications, the financial sector; to increase investment in education and health; to raise the standard of living of the population; to develop and improve innovation policy (in particular, increase funding for R&D, development of high technologies, improvement of the sphere of innovation and implementation services). A conclusion was made about the possibility of using various elements of the “Chinese economic miracle” in Russia, first of all, it is a systematic, consistent approach to the formation of medium-term and long-term development plans; and appropriate recommendations were given. The authors give recommendations on the possible using in Russia the Chinese experience in the development and implementation of the strategic program “China Manufacturing 2025”. The main provisions that determine the successful technological development of China, which may be of interest for use in the Russian Federation, are formulated.

The purpose of this work is to prepare proposals to improve the effectiveness of state strategic planning by increasing the level of validity of the planned and forecast calculations. In modern conditions, the main important directions for ensuring the further development of domestic strategic planning are target management and production regulation. In this work, the following issues have been resolved: 1) As a result of the analysis of methodological approaches to strategic planning in the USSR and Russia, the initial methodological premises were identified and the most expedient area of using the above mechanisms of its development was substantiated; 2) Based on the study and scientific generalization of domestic and foreign research in the field of long-term planning, methodological and methodological foundations for creating its regulatory framework have been developed, including principles, procedures, composition and structure; 3) Proposals have been substantiated for the creation in the Russian Federation of a special ministry - strategic development.

Purpose The purpose of this paper is to substantiate the perspectives and to develop recommendations for managing digital modernization of regional markets of educational services in the conditions of formation of Industry 4.0 by the example of modern Russia. Design/methodology/approach The methodological basis of the research consists of the hypothetical and deductive method. The offered hypothesis of the necessity for decentralization of managing digital modernization of regional markets of educational services in the conditions of formation of Industry 4.0 is verified with the help of a complex of methods of economic statistics (econometrics), namely, the method of regression analysis and analysis of variation. The research objects are regions of modern Russia that are peculiar for the highest level of scientific and technological development (top 15 of 83 regions at the beginning of 2019), which shows their largest progress in formation of Industry 4.0. The information and empirical basis of the research consists of the materials of the report on human development in the Russian Federation “Human and Innovations”, prepared by the Analytical Center for the Government of the Russian Federation (values of the education index are taken from it), and analytical materials of the rating “Level of Development of Science and Technologies in Regions of Russia” as a result of 2018, prepared by Ria rating (values of the index of scientific and technological development are taken from it). Findings It is determined that regional specifics are not sufficiently considered during management of modernization of regional markets of educational services in the conditions of formation of Industry 4.0 in modern Russia. This reduces efficiency of managing digital modernization of regional markets of educational services and leads to the fact that these markets do not perform their function of infrastructural provision of Industry 4.0, slowing down the process of its formation. Originality/value The necessity for managing modernization of the markets of educational services in the conditions of formation of Industry 4.0 at the regional level, in view of specifics of the regional economy, is substantiated. For this, a conceptual model and recommendations for its practical application in modern Russia are offered.

The article substantiates the need for a scientific and practical orientation in organizing modern education, which meets the challenges of the time and the requirements for ensuring the competitiveness of our country, outlined in the “Forecast of the Scientific and Technological Development of the Russian Federation for the Period until 2030”. The possibilities of binary lessons in elementary school, integrating the content of instruction in mathematics and computer science, are revealed. Examples of educational tasks that are aimed at developing the skills of primary schoolchildren to put into practice the acquired theoretical knowledge are given.

Introduction. The implementation of priorities of the scientific and technological development of the Russian Federation involves an assessment of the trends in the development of human, scientific, technological and innovation potential within the framework of these directions. In modern conditions of transformation of science and technology into key factors of Russian development, it is necessary to provide the country’s economy with human resources capable of withstanding “big challenges”, but at this stage there is a shortage of highly qualified specialists in many key industries that can offer a new scientific result, taking into account the prospects for its application. The purpose of the article is to develop an approach to assess the human, scientific, technological and innovative potentials in the context of priorities in the scientific and technological development of the Russian Federation and its validation using the example of three priorities. Materials and Methods. The materials of this study draw on Rosstat and FSMNO ; Rospatent; Web of Science and Scopus. The object of research is to assess human, scientific, technological and innovative potential in the context of priorities in scientific and technological development of the Russian Federation. In the course of the research, a multiplicative model of the impact of the availability of human, scientific, technological and innovative capacity on labour intensity was developed. In the process of research, the following research and analysis methods were used: comparison, induction and deduction method, generalisation method, chain substitution method, logical structure study, system analysis, and special methods of statistical, comparative analysis. In the methodological plan, we used the system and process appro aches in the basis of the study. Results. The study revealed that the labour intensity in 2016 for all three priorities of the scientific and technological revolution of the Russian Federation has increased. Therefore, according to the priorities of the scientific and technological revolution of the Russian Federation, the availability of scientific, technological and innovative potential is not sufficient, which leads to a decrease in the reverse indicator of labour intensity - labour productivity in the markets within the framework of these priorities. Concerning the impact on labour intensity in all three priorities, one observes: the growth of “collaborations” in fundamental research, the applied effectiveness of scientific activity, “collaborations” of applied research; reduction in citations from scientific articles, low patent activity of engineering and technical workers, technological demand for patents. Therefore, against the background of emerging collaborative activity of actors in the process of research and development and the growth of the applied effectiveness of scientific activity, there is a low level of orientation of scientific and scientific-technical results to c ommercialisation. Discussion and Conclusions. On the basis of the multiplicative model developed by the authors for assessing the impact of the provision of human, scientific, technological and innovative capacities on labor intensity, it was tested on the example of the three priorities of the scientific and technological development of the Russian Federation (a, b, c). It was revealed that the labour intensity in 2016, according to the priorities of the Scientific and Technical Council of the Russian Federation, increased, and the availability of scientific, technological and innovative potential is not sufficient, which leads to a decrease in the inverse measure of labour intensity - labour productivity in high-tech markets within the framework of these priorities. Concerning the impact on labour intensity for all three priorities, it was revealed: the growth of “collaborations” of fundamental research, the applied effectiveness of scientific activity, “collaborations” of applied research; reduction in citations from scientific articles, low patent activity of engineering and technical workers, technological demand for patents. It was also revealed that against the background of the emerging collaborative activity of actors in the process of research and development and the growth of the applied effectiveness of scientific activity, there is a low level of orientation of scientific and scientific-technical results to commercialisation.
