The solution of economic problems is closely related to social problems, therefore, investment policy should be understood as a key direction of socio-economic policy of the state, which is able to achieve its goals through the management of financial instruments at all hierarchical levels. Attracting investments at the regional level should be based on the principles of equality and proportionality, able to address various planned issues, ensure the stability of economic development in individual economic regions and territories, and ensure optimal state regulation of investment processes. This is primarily due to the fact that large investment projects affect one sector of the economy or another. Therefore, there is a need to develop a unified investment policy that addresses both sectoral and regional issues. It is necessary to find the optimal direction in the sphere of interaction of spheres and regions, as well as in their regular interaction. For this reason, the solution of theoretical, methodological and methodological issues in the field of improving the regional management of investment activities, the development of new sectoral investment projects in interaction with the regions and their effective practical application are of particular relevance and importance.

This paper reviews several current methods of calculating buffer on the basis of pointing out each merits and pitfalls and then introduces Bayesian statistical approach to CCS / BM domain to calculate the size of the project buffer, to overcome that the current method of the buffer calculation is too subjective and the defect on lacking of practical application. In Crystal Ball, we compare the simulation results of implementation process on the benchmark of C&PM, RESM and SM. The results show that the buffer using this method can ensure the stability of the project’s completion probability, and this method has great flexibility.

The paper describes the architecture of a Spiking Neural Network (SNN) for time waveform analyses using edge computing. The network model was based on the principles of preprocessing signals in the diencephalon and using tonic spiking and inhibition-induced spiking models typical for the thalamus area. The research focused on a significant reduction of the complexity of the SNN algorithm by eliminating most synaptic connections and ensuring zero dispersion of weight values concerning connections between neuron layers. The paper describes a network mapping and learning algorithm, in which the number of variables in the learning process is linearly dependent on the size of the patterns. The works included testing the stability of the accuracy parameter for various network sizes. The described approach used the ability of spiking neurons to process currents of less than 100 pA, typical of amperometric techniques. An example of a practical application is an analysis of vesicle fusion signals using an amperometric system based on Carbon NanoTube (CNT) sensors. The paper concludes with a discussion of the costs of implementing the network as a semiconductor structure.

Theoretical, methodological, scientific, methodical and applied principles of managing environmentally and socially oriented investments in sustainable development of rural areas have been developed and substantiated in the article. The model of investment process of ecologically and socially oriented economy has been developed. The analysis of corresponding existing models of investment process enabled to specify the management model, which corresponds to the environmentally and socially oriented economics. The block scheme of the system of analyzing and evaluating the efficiency of investment processes of sustainable rural development has been made. The determined methodological provisions and specified concepts enabled to ground the system of complex analyzing and assessing the effectiveness of investment processes in sustainable development of rural areas, including the evaluation of economic, social and environmental efficiency of investment projects. The mechanism of sustainable rural development, comprising consolidated elements and connections, has been grounded. The ecological aspects of investment policy as a component of the economic mechanism of sustainable rural development have been systematized. It has been determined that attracting investments in environmentally and socially oriented investment projects and programs has to be based on strengthening the ecological aspects of investment policy as part of stimulating sub-system of the economic mechanism of sustainable rural development.

The article examines the relevant issues related to the investment projects, the creation of investment programs and to carrying out the investment policy on the municipal and regional levels. Any municipality has to solve a lot of problems concerning a decent level of economic and social development of the area and the life standard of their residents. In conditions of the constant shortage of financial resources needed to solve the objectives, the investment policy becomes the major tool. Its main aim is not only to attract extra resources but also to distribute them properly. It requires both some certain legal conditions which allow correct evaluation of the social and economic situation in the municipalities, investment climate, conditions for the investment activities infrastructure development and the properly developed business, investment and corporate culture of the population.For most of the Russian territories the problem of attracting investments into the real production sector remains urgent. The solution of this problem requires rational approach to the determination and selection of the most appropriate investment directions and the evaluation of the perspective investment projects development – suggestions and activities aimed at the achievement of the particular economic, social, ecological and other objectives requiring capital funds.The relevance of the examined problem leads to another important issue connected with the training of a highly skilled personnel capable of giving proper evaluation of the political situation in the country, specific features of tax policy, microeconomic indexes of the certain area and other factors essential for the investment activity.

The scenario of global competitiveness demands more and more of the organizations the search for continuous improvement. For survival, in the face of adverse market conditions, modern production management strategies are essential to make production processes increasingly efficient, lean and sustainable, minimizing losses in their production systems. In this sense, when thinking about changes in production lines, in search of improvements in their process, criteria that provide Benefits, Opportunities, Costs and Risks (BOCR) should be considered. In this way, managers and executives should rely on tools and methods that allow them to guide their decisions in a clear way. The objective of this work is to apply a method of Decision Making with Multiple Criteria to the alternatives of investment projects in production lines in Lean Manufacturing concept. As a general result, it was possible to observe the applicability of the AHP BOCR method for the decision-making case involving several criteria and subcriteria for choosing the Lean investment project in the steel environment, the preferred alternative being the discontinuity of the production line 1 and the absorption of their respective production volume by production lines 2 and 3 through investments in them.

The problems arising in organizations during the process of investment activities have been considered. The results of financing and implementation of projects and programs have been analysed and interpreted consistently. The issues of expediency of using the profitability indicators of the capital or assets of the company, which requires for the project implementation, have been touched upon. Approaches to the possibility of using the project financing mechanism, have been substantiated. Attention has been paid to the positive and negative aspects of the application of project financing for the company investment activities. It has been noted that project financing is usually used in the implementation of large investment projects, which combine the economic interests of the state and private investors. Particular attention has been paid to the issues of project and program management within the digital environment in order to provide a unified information base. The analysis of possible risks when using the project financing mechanism has been provided and the approaches to influencing the emerging risks have been defined. The result of the study was the formation of factors affecting the effectiveness of the project financing mechanism in the implementation of investment projects and programs.

Abstract. One of the central objectives of gerontology is to provide categories and criteria for practical application. In contrast, cultural anthropology describes and interprets processes observed in various practical contexts but does not aim to create practical applications. For concepts such as “culture,” this discrepancy in goals might be the source of misunderstandings and even conflicting definitions. Bringing together the perspectives of both disciplines on culture, this paper illustrates the pitfalls of an understanding of culture grounded in geographical origins. It focuses on the situation in Germany and thereby addresses a universal problem using certain conceptions of culture in the context of aging and migration. In conclusion, it presents alternative approaches, while also addressing methodological issues.

This review article is devoted to the study of innovative strategies for managing the activities of insurance companies. In the condi-tions of risky environment, rather high probability occurrence of threats of natural and technogenic character, problems concerning the necessity of a scientific substantiation of the process of the insurance market stakeholders’ interaction aggravate. It is established that insurance in the world economic space is an indispensable financial and economic tool for neutralizing a variety of risks, especially given today’s the socio-economic, financial, epidemiological dangers. It is proved that despite the key parameters’ positive dynamics of the Ukrainian insurance market development for 2009-2019, there is a need to intensify business and investment activity of its participants. The competitive environment of the insurance market requires insurance companies to implement innovative management strategies focused primarily on solving two interrelated problems: firstly, the expansion of property risks’ insurance coverage, as well as risks related to citizens’ life, health and ability to work, secondly, the formation of the insurers’ solvency and ensuring an acceptable level of insurance operations’ profitability in terms of certain types of insurance. It is determined that one of the primary tasks of the insurance company’s management is the management of its business processes aimed at forming a model of customer-oriented behaviour in relation to potential customers. The article emphasizes the need to use a variety of innovative management strategies to achieve medium-term and long-term goals of the company in the insurance market. In particular, the expediency of diversification and the use of alternative pricing strategies for insurance services for long-term and general types of insurance is argued. Proposals aimed at digitalization of the insurance market and wide application of FinTech technologies in the field of insurance services are formulated: automated underwriting, IOT-technologies; blockchain in insurance. Summarizing the results of the study, the author’s vision of the further insurance relations’ functioning of in society is specified. Статтю присвячено дослідженню інноваційних стратегій управління діяльністю страхових компаній. В умовах ризикогенного середовища, досить високої ймовірності виникнення загроз природного та техногенного характеру загострюються проблеми щодо необхідності наукового обґрунтування процесу взаємодії стейкхолдерів страхового ринку. Аргументовано, що страхування у світовому економічному просторі є незамінним фінансово-економічним інструментом нейтралізації найрізноманітніших ризиків, особливо зважаючи на соціально-економічні, фінансові та епідеміологічні небезпеки сучасності. Визначено, що одним із першочергових завдань менеджменту страхової компанії є управління її бізнес-процесами, спрямованими на формування мо-делі клієнтоорієнтованості відносно потенційних клієнтів. Наголошено на необхідності використання різноманітних інноваційних стратегій управління для досягнення середньострокових та довгострокових цілей компанії на страховому ринку. Зокрема, аргу-ментовано доцільність здійснення диверсифікації та використання альтернативних стратегій ціноутворення на страхові послуги з довгострокових та загальних видів страхування. Сформульовано пропозиції, спрямовані на цифровізацію страхового ринку та широке застосування FinTech-технологій у сфері страхових послуг: автоматизований андерайтинг, ІОТ-технології; блокчейн у страхуванні. Abstract An improved Offner imaging spectrometer was proposed based on the optical system characteristics of Offner imaging spectrometer, which can ensure perfect imaging quality in a wider annular region. The operating wavelength of the improved Offner imaging spectrometer ranges from 900nm to 1700nm, and the magnification is 1. Improved Offner imaging spectrometer can be obtained by changing the meniscus lens position and further optimizing the design. The results indicate that the improved Offner imaging spectrometer can effectively improve compactness and lightweight, and reduce the difficulty of optical adjustment, which is conducive to the stability of practical application.
