This article is about the famous sound engineer, talented musician and teacher Vitaly Nikolayevich Gushchin, who made an invaluable contribution to the development of various areas of sound engineering in Uzbekistan, including music, audiovisual and radio ones. He is one of those who carried out highly professional sound recording of classical, folk and pop music works, which made up the richest fund of national culture and are in great consumer demand. V. N. Gushchin trained several generations of specialists who successfully work in many areas of sound engineering in the republic and abroad.

This paper primarily provides relevant theoretical framework forexplaining the phenomenon of organizational culture, but also itanalyzes its impact on the business of an enterprise/company andworking atmosphere that occurs as a result of the impact of the organizationalclimate of a given company. Empirical studies on thissubject have been carried out in Serbia and the Republic of Srpska,which allowed us to compare the implementation and the impact ofthe organizational culture in these areas. In an integral part of thesestudies were included: types of organizational culture, the influenceof national culture on organizational culture and determination ofthe level of development of the same, all in order to improve businessoperations in Serbia and the Republic of Srpska.

Статья посвящена творчеству современного бурятского живописца, скульптора, сценографа Бато Дашицыренова, выставка работ которого состоялась в 2019 году в Художественном музее им. Ц. Сампилова (Улан-Удэ). Произведения художника были представлены на многочисленных выставках России, Франции, США, Нидерландов. Автор ставит целью исследования определить соотношение национальных и общекультурных смыслов в творческом наследии Бато Дашицыренова. Для этого в живописи, графике и скульптуре мастера отмечены образы, мотивы, сюжеты, укорененные в национальной культуре, традициях, обычаях монгольских народов, древней культуре Центральной Азии. С другой стороны, определены элементы техники, средства художественной выразительности, характерные для европейского экспрессионизма и символизма или метаисторического экспрессионизма. Почерк мастера включает и опыт театрального художника, и приверженность музыкальной тематике, и интертекстуальность, и связь знака и архетипа, и своеобразие пластики, палитры, фигуративные особенности (например, акцент на голове персонажа, где, по представлениям бурят, сосредоточен источник души человека), и свободу переходов от живописи к пластическим образам. Результаты и выводы исследования значимы в контексте изучения современных художественных процессов Республики Бурятия, России и Центральной Азии. The article is about the work of a modern Buryat painter, sculptor, stage designer Bato Dashitsyrenov. The exhibition of his artworks took place in 2019 at The Buryatia Republican Art Museum named after Ts.S. Sampilov (Ulan-Ude). The artists works were previously presented at numerous exhibitions in Russia, France, the USA, and the Netherlands. The purpose of the study is to determine the correlation of national and general cultural meanings in the creative heritage of Bato Dashitsyrenov. For this, the author notes images, motives, plots rooted in the national culture, traditions, customs of the Mongolian peoples, the ancient culture of Central Asia in the painting, graphics and sculpture of the master. On the other hand, the author defines elements of technology, means of artistic expression, characteristic of European expressionism and symbolism or metahistorical expressionism. The masters manner includes the experience of a theater artist, commitment to musical themes and intertextuality, the connection of the sign and archetype, the originality of plastics, palettes, figurative features (for example, emphasis on the characters head, where, according to Buryat ideas, the source of the human soul is concentrated), and freedom of transition from painting to plastic images. The results and conclusions of the study are significant in the context of studying contemporary art processes in the Republic of Buryatia, Russia and Central Asia.

The article analyzes the features of the modern language trilingual’s policy in the Republic of Kazakhstan under conditions of modernization of public consciousness. The author studies cause and effect relationships of the occurrence of this phenomenon in the state, assesses the prospects for its development, identifies the difficulties faced by the Kazakhstan’s society on the path to introducing trilingual’s, and shows the current development priorities of the linguistic personality of the most developed countries of the world. Nowadays many difficulties arise in the way of ensuring a new language policy in Kazakhstan, caused by the fact that the Kazakh language lacks many scientific terms and concepts. Their use in the state has always been provided by the Russian language. At the same time, a number of scholars evaluate the transition to the Latin alphabet as a destructive phenomenon in language policy that can harm the Kazakh language and national culture. The article examines the issues of modern trends in the development of small business in the Republic of Kalmykia. One of these trends is entrepreneurship, which actively uses ethnic, national components in its line of business. The purpose of the article is to study the ethno-economic aspects of modern entrepreneurship in Kalmykia. The main research method is an expert survey. A total of 12 experts were interviewed. The study was conducted in May-June 2020 in Elista. As experts, restaurateurs or owners of national cuisine cafes, ateliers, clothing manufacturers, representatives of the tourism business, manufacturers of souvenir products, owners of souvenir shops, manufacturers of ethnic furniture, etc. Experts note the popularity and demand for ethnic goods, handicrafts in the segment of ethnic fashion, ethnic design. And also services of ethno-tourism, ethno-restaurants, which testifies to the prospects of ethno-business and ethno-entrepreneurship in the republic. Active revival of Buddhism, restoration, development of national culture, natural resources make Kalmykia especially attractive for tourists. However, one of the problems in the development of ethnic entrepreneurship is the fact that there are very few masters of national instruments, masters of making complex souvenirs (leather, wood, metal). An expert survey has shown that the development of ethnic entrepreneurship is an important resource for economic development in Kalmykia.

The article focuses on the system of developing linguistic and cultural competence through regional realities, values, personalities, etc. in general secondary educational institutions in the Republic of Belarus. The sociocultural aspect in the coherent linguistic methodological system of teaching Russian and developing learners’ speech is considered as a substantial component of all spheres - language, speech, communication, cultural linguistic study . Cultural linguistic (or linguocultural) aspect is realized through mastering language: 1) as a system of preserving and transmissing cultural values, 2) as a means of comprehending general and nationally-specific (for the Russian and Belarusian) ideals, traditions, customs, values and norms which guide the dialogue of cultures. As an interrelated educational process, the sociocultural aspect implies that students acquire the peculiarities of social relations expressed in meanings (peacefulness, non-aggressiveness, tendency to consent and search for compromises, helping another person, denying unmotivated violence, reasonable needs, etc.). The sociocultural aspect also means developing learners’ ability to comply with the norms that determine these relations.

AbstractWhat role did law play in articulating sovereignty and citizenship in postcolonial Africa? Using legal records from the secessionist Republic of Biafra, this article analyzes the relationship between law and national identity in an extreme context—that of the Nigerian Civil War (1967–1970). Ideas about order, discipline, and legal process were at the heart of Biafra's sense of itself as a nation, and they served as the rhetorical justification for its secession from Nigeria. But they were not only rhetoric. In the turmoil of the ensuing civil war, Biafra's courts became the center of its national culture, and law became its most important administrative implement. In court, Biafrans argued over what behaviors were permissible in wartime, and judges used law to draw the boundaries of the new country's national identity. That law played this role in Biafra shows something broader about African politics: law, bureaucracy, and paperwork meant more to state-making than declensionist views of postcolonial Africa usually allow. Biafra failed as a political project, but it has important implications for the study of law in postcolonial Africa, and for the nation-state form in general.

The subject of the study in the article is the phenomenon of cultural literacy of junior schoolchildren in the context of the educational process in secondary schools of the Republic of Belarus. The relevance of the investigated problem is due to significant changes in the education system, which implies the development of the student’s personality, which is not simply subject knowledge and skills, but by a whole complex of universal skills that make up new, or functional literacy. In the context of this literacy, our interest causes cultural literacy as the ownership of cultural and marked information, which is part of the ordinary consciousness of most national culture carriers. The purpose of this article is to disclose a possible approach to the process of forming cultural literacy of primary school students. To achieve the goal, a theoretical analysis of scientific literature was used, as well as a descriptive method, which allows to transmit the specific features of realities that are carriers of culturally significant information. The methodological basis was the cultural, anthropocentric and competence concept of education. The formation of cultural literacy of younger schoolchildren requires use in the educational process of adequate scientific and methodological support. As a base and tool, we offer a dictionary of cultural realities, which includes the optimal information on the student of primary classes the amount of information on the extralinguistic and linguistic signs of world and national culture. We consider the working notebook for the student and guidelines for the teacher to be the recommended accompanying elements of the dictionary. Such an educational and methodical complex will help to ensure not only the formation of cultural literacy as an element of functional literacy, but also the education of the student who has the qualities of a sincere patriot and a citizen of their country.

This research shows that 19 (nineteen) fatwas of 104 (one hundred and four) fatwas of the Indonesian Ulama Council (MUI) from 1983 to 2009 are reflecting modernity and the Indonesia-ness. The modernity of the fatwas is implemented in the using of maqasid shari‘ah, the maslahat principle, collective ijtihad, and flexibility in madhhab. As for the Indonesianess of the fatwas is implemented at the local wisdom which includes the consideration of: National Stability of Indonesia, the Republic of Indonesia (NKRI), Public Order, National Culture, and Legislation regulated in Indonesia.The research supports the thought of the contextualist group which is represented by Sahal Mahfudh, Ali Yafie and Munawar Chalil; both of them echo the contextual relationship between fiqh and the aspects of Indonesian people’s life. Also Muhammad Atho Mudzhar which states that the implementation of any Islamic law is the result of interaction between the jurist or mufti with his sociocultural and sociopolitical environment. Musfirin al-Qahtani as well states the importance of istinbat methodology in facing the development of the contemporary Islamic law (fiqh) by standing on the shariah arguments, the fiqh formulas (qaidah fiqhiyyah), takhrij, and maqasid al-shari‘ah.

Abstract, This study aims to discuss the existence of the regulation of the Minister of Trade No. 56/M.DAG/PER/9/2014 and analyze the implementation problems. This research is normative legal research (juridical normative) using a statutory approach and a conceptual approach where the analysis method is carried out qualitatively. The results of the study indicate that the state must promote Indonesian national culture, one of which is to maintain and maintain traditional markets in Indonesia as a manifestation of cultural identity and one of Indonesia's national cultures. This is enshrined in the constitution based on Article 32 paragraph (1) of the 1945 Constitution of the Republic of Indonesia. About the arrangement of traditional markets in Indonesia, specific and detailed arrangements relating to traditional markets are regulated by Presidential Regulation Number 112 of 2007 concerning Arrangement and Development of Traditional Markets, Shopping Centers, and Modern Stores was then followed up with Minister of Trade Regulation Number 70/MDAG/PER/12/2013 concerning Guidelines for Arrangement and Development of Traditional Markets, which was later updated with Minister of Trade Regulation No: 56/M/DAG /9 2014 the Year 2014. However, the Minister of Trade Regulation only regulates the arrangement of modern markets. The existence of people's markets or traditional markets which are in great demand by the community to this day still causes polemics in their management, so they are often considered not so necessary. Therefore, it is very important to pay attention to the interests of the community from all levels, especially government policies in the regulation and management of emerging markets. Because the Indonesian constitution has explained that the state is responsible for providing protection and is responsible for maintaining traditional markets in Indonesia.   Keywords: Arrangement, Regulation, and Management, People's Markets or Traditional Markets   Abstrak. Penelitian ini bertujuan untuk membahas eksistensi dari peraturan Menteri Perdagangan Nomor. 56/M.DAG/PER/9/2014 dan menganalisis problematika pelaksanaannya. Penelitian ini merupakan penelitian hukum normatif (yuridis normatif) dengan menggunakan pendekatan perundang-undangan (statute approach) dan pendekatan konsep (conceptual approach) dimana metode analisis dilakukan secara kualitatif. Hasil penelitian menunjukkan bahwa negara mempunyai kewajiban untuk memajukan kebudayaan nasional Indonesia salah satunya adalah dengan tetap menjaga dan mempertahankan pasar-pasar tradisional di Indonesia sebagai wujud dari identitas budaya dan salah satu kebudayaan nasional Indonesia. Hal ini termaktub didalam konstitusi berdasarkan Pasal 32 ayat (1) Undang-undang Dasar Republik Indonesia tahun 1945. Berkaitan dengan penataan pasar-pasar tradisional di Indonesia, pengaturan secara khusus dan terperinci yang berkaitan dengan pasar tradisional diatur dengan Peraturan Presiden Nomor 112 Tahun 2007 tentang Penataan dan Pembinaan Pasar Tradisional, Pusat Perbelanjaan, dan Toko Modern kemudian ditindaklanjuti dengan Peraturan Menteri Perdagangan Nomor 70/MDAG/PER/12/2013 tentang Pedoman Penataan dan Pembinaan Pasar Tradisional, yang kemudian diperbaharui dengan peraturan Menteri Perdagangan No: 56/M/DAG/9 2014 Tahun 2014. Namun Permendag tersebut hanya mengatur terkait penataan pasar modern saja. Keberadaan pasar rakyat atau pasar tradisional yang banyak diminati oleh masyarakat sampai hari ini masih menimbullkan polemik dalam pengelolaannya, sehingga sering kali dianggap tidak begitu diperlukan. Oleh karena itu, kepentingan masyarakat dari segala tingkatan sangat perlu diperhatikan terutama kebijakan pemerintah didalm pengaturan dan pengelolaan pasar-pasar yang bermunculan. Karena konstitusi Indonesia telah menjelaskan bahwa negara bertanggung jawab untuk memberikan perlindungan dan bertanggung jawab mempertahankan pasar-pasar tradisional di Indonesia.   Kata Kunci: Penataan, Pengaturan dan Pengelolaan, Pasar Rakyat atau Pasar Tradisional
