For the implementation of all three levels of targeting of target audience for key message delivery complexes in e-government platforms, it is possible to use meta-information locking systems using DPI technologies. Algorithms and generalized strategies for managing social impact are developed by the authors of this publication. This paper briefly discusses the overall statement of the task of implementing a managed social impact strategy in the information space based on hybrid information communication platforms. A graphical and algorithmic description of information operations related to the targeted distribution of a given information content and to the collection of data on the reactionary changes in the preferences of particular groups of users in the relevant social information environments is presented. Classification of types of digital services user profiles in the information space has been made, which can be practically useful in the development of e-government systems based on modern ICT tools. A brief description of the profiling process for creating a target audience for the purpose of conducting these information operations on the basis of information communication platforms operating in an open internet space. The authors find it effective to move to hybrid cloud communications technologies to implement the processes discussed in the article. The need for the attention of the state to the issues raised in this work is undoubted, since the benefits of active interaction with society are not only the conduct of certain information campaigns, but its consequence is, in fact, the achievement of the pinnacle of the process of informatization of society in the postindustrial era, which directly contributes to the consolidation of a single monolithic nation.

The joining of ICT instruments can change the course of calculative study to calculative upgrade which further prompts higher concept understanding and perspective development. This paper discusses the new improvement in the field of advanced calculation and how it is limiting the weight on understudies. As per Prytherch (2000), "ICTs are networks that provide new opportunities for teaching, learning, and training through the delivery of digital content. “Integration technology in education means giving experiential learning to the students. Software tools for calculation are utilized in the study hall for improving intellectual capacity and abilities in students especially to diminish computation stress among them.

Abstract Information operations are considered a central element of modern warfare and counterinsurgency, yet there remains little systematic evidence of their effectiveness. Using a geographic quasi-experiment conducted during Operation Enduring Freedom in Afghanistan, we demonstrate that civilians exposed to the government’s information campaign resulted in more civilian security cooperation, which in turn increased bomb neutralisations. These results are robust to a number of alternative model specifications that account for troop presence, patrol-based operations, and local military aid allocation. The paper demonstrates that information campaigns can lead to substantive attitudinal and behavioural changes in an adversarial environment and substantially improve battlefield outcomes.

The role of and use of ICT by extension officers, the trends of ICT in agricultural information management, how ICT bridge the digital divide as well as the types of ICT tools used by extension officers such as radio, television, computers and internet. It also gives the perspective about the factors that influences use of ICT by extension officers which are seen as playing an important role human development.

<p>With the advent of Information Communication Technology (ICT) tools like mobile phones, computer, satellite TV, smartphones, internet, among several other devices, gross neglect use of libraries is very rampant among Nigerian students while a tremendous use of the ICT devices is on the increase. This has led to “Stereotyping” and “Xeroxing” of what ought to be a serious academic work as only a few students are regarded as ardent users of libraries. The population of the study consists of two government-owned universities and two privately owned universities in the North Central Zone of Nigeria. Random sampling technique was employed to select 25 male and 25 female students from each of the four universities, but only 196 students out of 200 made available their questionnaire that was used in computing the result. Two library experts and two English experts’ advice were sought on the questionnaire for content validity. The instrument was subjected to test re-test technique producing 0.57 at 0.05 alpha level of significant. The finding of the result showed that very high percentage of the respondents favoured the use of ICT related gadgets for their academic pursuit. Based on this, it was concluded that the use of ICT related gadgets now affects students’ serious academic work since they rely mostly on stereotype and Xerox kinds of studying. To this end, it was recommended among other things that teachers should, as a matter of seriousness, cross check all submitted assignments by students to make sure that they are devoid of stereotype or Xerox.</p>

<p>The purpose of this research study was to explore the use of information communication technology (ICT) to support leadership development in the New Zealand early childhood education (ECE) sector. There is currently a lack of policy and provision supporting leadership development in this sector. Previous research has identified the value of leadership development programmes that encourage reflective practice, peer collaboration, and a focus on problemsolving in reallife situations. ICT has the potential to support leadership learning using action learning, a process that involves groups of learners working on issues or problems that they face in their professional contexts with the support of a facilitator. Although action learning groups most often meet facetoface, ICT is increasingly being used to support or in some cases replace traditional meetings. This research study, which took the form of interpretive case research, involved the establishment of two blended action learning groups facilitated by the researcher. The participants in this study both met facetoface in facilitated workshops and interacted online while back at their respective workplaces for ongoing reflection, discussion and the sharing of knowledge and resources. The open source software Moodle was the enabling technology used in this study and the ICTs employed included email, online reflective journals, forum discussions and chat sessions. A model of leadership learning using ICT was developed through the analysis of data from this study. This model illustrates the leadership journeys taken by participants who increased their awareness of leadership through a process of recognising, reflecting, realising and responding. This led to increased confidence in their leadership practice and in some cases resulted in a greater distribution of leadership. Four key factors contributing to the leadership learning process were identified to be the blended action learning process, the blended action learning groups, the ICT tools used and the role of the blended action learning facilitator who acted as both an enabler of learning and a trusted inquisitor. This study contributes to our understanding of the process of leadership development using ICT, in particular the role of the blended action learning facilitator and the process of leadership learning.</p>

One  measure  of  the  success  of  advertising  is  its  ability  to  create  perspective  space  in  the minds of audiences and consumers. Advertising as a message delivery tool that does not only function  to  provide  information,  persuasive  and  reminds  audiences,  but  must  also  have  an impact  on  consumers  in  the  form  of  purchasing  actions  and  attitudes  towards  products  as expected   by   producers.   This   study   aims   to   analyze   the   impact of   AQUA   product advertisements  with  the  tagline “Ada  AQUA”to  consumers  by  using  the  EPIC  model (Emphaty,  Persuation,  Impact,  Communication).  The  research  method  used  is  quantitative descriptive.  The  results  showed  that  AQUA  ads  with  the  tagline  "Ada  AQUA"  were  in  the effective  category  asevidenced  by  the  results  of  Emphaty  dimensions  of  4.15,  which  meant consumers  liked  and  were  interested  in  AQUA  ads.  The  persuation  dimensions  of  3.89 showed  AQUA  ads  were  able  to  strengthen  their  image  and  character  in  the  minds  of consumers, the Impact dimension of 3.93 shows consumers more easily recognize AQUA ads with  that  tagline  and  Communcations  dimensions  of  4.06  indicate  consumers  are  able  to remember AQUA ads well. Broadly speaking, the conclusions obtained are AQUA ads with the  tagline “Ada  AQUA”effective  in  delivering  the  message  to  the  target   audience (consumers)

PURPOSE: The purpose of this study was to conduct a comparative analysis of knowledge management (KM) initiatives in small, medium, and large enterprises operating in Ukraine, and to highlight the specific characteristics of KM policies, as well as the scope and intensity of KM tools application in these categories. In particular, the study focused on the consistency between the awareness of knowledge/KM importance and KM policies, and the scope and intensity of the application of both human-centered tools and information communication technology (ICT) tools. METHODOLOGY: The concept of the study was developed on the basis of an integrative socio-technical perspective. The empirical data were obtained through a questionnaire survey among 90 managers of small, medium, and large Ukrainian enterprises and were analyzed statistically. FINDINGS: Both common and distinctive characteristics of these categories in terms of KM were highlighted. Although all enterprises, regardless of their size, showed a high awareness of knowledge/KM importance for their business, significant distinctions between small and large enterprises were found with regard to their KM policies, the scope of advanced KM tools application, and the intensity of some traditional and advanced KM tools application. In all cases, large enterprises showed higher levels of these characteristics compared to small enterprises, whereas medium enterprises were more similar to large enterprises. In contrast to the common view on SMEs as a homogeneous sector in terms of KM, the study shows its heterogeneity in terms of KM initiatives. According to a number of indicators studied, significant differences were observed between small and large enterprises, whereas the distinctions between medium and large enterprises were much less obvious. IMPLICATIONS FOR THEORY AND PRACTICE: The theoretical contribution of this study was the provision of SMEs sector heterogeneity evidence based on a number of KМ characteristics. This finding allows us to deepen our knowledge of conceptual differences in KM approaches, applied by different enterprise categories. From a practical perspective, an enterprise size should be taken into account while designing specific KM policies, programs and tools to meet enterprises’ needs to a greater extent. The larger the enterprise is, the more structured, deliberate, and conscious the KM approach that should be applied is. ORIGINALITY AND VALUE: No empirical research that addresses the comparative analysis of KM initiatives in small, medium, and large enterprises operating in Ukraine, as well as in other transition economies of post-Soviet states, has been previously performed, and this study fills the gap.

The study investigated the integration of information communication and technology (ICT) with library instruction (LI) in Clifford University Owerrinta (CLU), Abia State, Nigeria. The study adopted total enumeration method with a population of 124 first year students of 2016/2017 academic session. Two instruments were developed and validated by two professors in the field of Library and Information Science with a reliability result of 0.82 and 0.84 respectively using Cronbach alpha procedure. The instruments were administered face-to-face to the same respondents who registered for the course in the first and second semesters with 100 per cent participation. The finding showed that a change from the traditional method of instruction to an inclusive LI with ICT integration has a significant effect on students’ use of ICT tools and related IT facilities in private university. The study recommended that ICT-based courses should be inculcated in LI curriculum; ICT tools such as projector, interactive board, computers, laptops and Internet connection should be made available for use during LI course while librarians should support and instruct students to acquire ICT skill in order to use ICT-based library information resources effectively.

Two recent technology-driven tendencies in library-faculty collaboration – (1) embedding librarians in the online components of courses, and (2) repurposing certain library spaces to become makerspaces – often embrace the learning strategy of focusing on students as creators. Booth Library at Eastern Illinois University, in collaboration with a faculty-led Faculty Development office and a Humanities Center, has advanced both the leveraging of technology in learning and the creation of a library makerspace, and added a third component, (3) placing an active learning classroom (ALC) connected to a design lab as the first stage of a Center for Student Innovation (CSI). This process, grounded in research on learning spaces and universal design, had led us to ask: what space best encourages creativity in the learning process? We propose to showcase a “think-pair-share” card game to demonstrate how we are re-centering the library as a center for knowledge creation, and a space for promoting discovery, in a format that invites Creating Knowledge participants to fine-tune our model or advance alternatives. That is, the library is building collaborations for re-thinking space, and re-positioning the library as central to teaching and learning, to foster 21st century skills around information, communication, and ethical/social impact. The card game will demonstrate ways to help students and faculty to create knowledge, and how information as a product is modeled, remodeled and reinterpreted for pedagogically creative teaching and learning. The implementation of the CSI has stimulated larger discussions in the library and across campus about the role of a “future-present” library. How can faculty and students embrace discovery as a means rather than an end? What role does the library play in facilitating teaching and learning? What does the future library look like? The presentation and card game will answer these questions through audience feedback and participation.
