The issues of land rents are of particular importance today, the new times have brought them to the fore, now they are new dimensions. Previously in the works of Plato, Xenophon and others it was mentioned but not used as a term. With the entry of capitalism into agricultural politics - everyone talks about it. Agriculture became the main branch of social production, and rent became the object of study. Contribution to the development of the problem have: У. Petit, Fr. F. P?ti, F. Kenet, A. Smith, D. The work of Marx is indisputable. The neoclassical theory advocates a subjective treatment of the problem -opposed to Marx. The reasons are to be sought in the following circumstances: capitalism has undergone fundamental changes; it has entered a stage of global integration; the scientific-technical revolution has raised it to a greater height; new technologies have entered the economy; electronization, robotization, computerization, science has penetrated all spheres of life, has become an immediate productive force; it is rising to a higher level; production is being naturalized, it is becoming a field of application of science. History, however, follows its own logic. The immature economic forms of production do not submit to exact theoretical reflections; as they change, so do our ideas about them.

In this paper the urban real estate market is dealt with in the context of broad societal changes. Particular restructuring processes, such as the social and economic polarization between urban regions and the uncoupling of the spheres of production and financial investments, are leading to a rehierarchization of urban land markets and significant changes in the formation of urban land rents. The restructuring of urban land markets is demonstrated with empirical data on cities in West Germany. Against this background the author pleads for a partial reformulation of urban rent theory.

the growth of the need for social production in the leaders due to the dynamic development of industry and the acceleration of the cycle of aging and technological change is justified. It is shown that the organization of training of these leaders and the new humanitarian and technical elite should be carried out in higher education institutions of engineering profile. It is proved that in order to qualitatively train the elite and leaders as real carriers and organizers of scientific, technical and social progress in the conditions of formation of industry 4.0 it is extremely necessary to pass to education 4.0.

Scientific support provided for activities accomplished by the Federal Service for Surveillance over Consumer Rights Protection and Human Well-being is considered to be a most significant tool for raising productivity and efficiency of the system functioning. A concept on scientific support provided for Rospotrebnadzor’s organs and authorities in 2021–2025 focuses on creating an integral, coordinated, efficient, stable, and adaptive system of scientific support provided for activities aimed at securing sanitary-epidemiologic welfare of the population. A peculiar feature of this concept for 2021–2025 is an emphasis on science-intensive analysis technologies and predictions based on digital informational and analytical support provided for strategic and operative decisions on minimizing risks and damage to population health. Another emphasis is on significance of fundamental hygienic research. The concept sets the tasks to develop scientific grounds for cellular and sub-cellular technologies applied to diagnose health disorders under exposure to occupational and environmental factors as well as lifestyle-related ones. It is necessary to create a personified medical and preventive platform for preserving life and health; the platform should be based on risk assessing, monitoring and prediction, mathematical modeling of processes occurring in a body, and the latest data on physiology and toxicology. The Concept also covers issues related to developing innovative technologies for preventing and rehabilitating diseases associated with environmental and occupational factors basing on science-intensive cross-disciplinary studies and the most up-to-date hardware and software complexes. More enhanced hygienic and epidemiologic research is an extremely important and promising vector in scientific development. The Concept outlines the necessity to promptly make new technologies available to experts who are responsible for control, surveillance, inspections, licensing, and other activities within Rospotrebnadzor system. The Concept on scientific support is being implemented via «Scientific substantiation for the national system for providing sanitary-epidemiologic welfare, health risk management, and raising life quality of the RF population», a specialized scientific-research program for 2021–2025. More than 80% resources allocated within the specialized program will be assigned for solving the most vital tasks and preventing future threats. Finding solutions to major strategic tasks set by the Concept and the specialized scientific program will allow achieving greater contributions made by organs and authorities of the sanitary-epidemiologic service into scientific, technological, and socioeconomic development of the country including a contribution into developing and implementing competitive scientific-technical products.

The evolution of the concept of the individual body / social body, specifically from modernity, industrialization and the current implementation of technologies, leads us to a vision of the human subject in a continuum of ‘egotistic’ progress as well as its corresponding repercussions in the totality of its natural environment. According to some scientific, it is necessary to consider the possibility of a new geology era:the Anthropocene. The idea of the automaton body persists in our Western imaginary. It is also remarkable that the body is proposed as a machine and not as a natural object, an issue not without consequences, when exercising activities with / on the body and on its vital space. The new technologies offer the possibility of overcoming the limits imposed by our biological inheritance in a sort of explicit desire to accept neither our past, nor our natural-organic origin, in the face of self-improvement and modification in a system of progress Ad infinitum. In this sense, an important series of thinkers, scientists and artists have produced new approaches of the body as something completely obsolete, as an empty shell that must be abandoned to technologically give way to the next level in the human evolution: the Techno Sapiens or the Cyborg. It calls for the object of study of anthropology goes from human being to cyborg, considered as a more suitable representative of our present, and above all, of our future, with all its positive and negative consequences. At the same time in the realm of art, some figures who want to represent this techno-evolution have appeared such as Stelar, Marcel·lí Antúnez, Carlos Corpa, among others.

As the primary productive force, education plays a huge role in the development of modern society. Traditional educational activities mainly focus on the teaching of students’ superficial knowledge and skills, which are no longer able to meet the current society’s demand for talents. At present, it is required to promote the development of in-depth thinking of college students, stimulate their innovation and creativity, and enable students to better contribute to social production. Therefore, it is very important to introduce the concept of deep learning for college students and establish a student-based teaching model. The author mainly uses mobile learning technology to analyze the functional role of mobile learning technology in promoting deep learning activities for college students, and proposes ways to effectively grasp mobile learning technology in future university informatization education activities.

Abstract: Society is currently experiencing scientific, technical and social progress, requiring constant renewal with higher quality dedicated to higher education. Distance education (EAD) allows the raise of new learning forms. EAD uses new technologies and the internet to raise the population education level, creating a higher professional qualification and providing training for specialists in several areas of knowledge. Despite the existing facilities and technologies, EAD has evasion rates that are around twenty-five percent. The question that raises from this data is; what are the critical factors associated to pedagogical management that led to this high evasion rate? The objective of the research was to determine the critical factors of pedagogical management, which have an impact on the evasion in undergraduate courses in the EAD. The research place was a higher education center in the north of Santa Catarina state. The identification of the critical factors and main variables that can cause evasion makes use of a method developed for this analysis, with data confronted with the literature, considering the main authors dealing with this topic. The tool chosen for the results analysis was the statistical correlation. Among the critical factors related to pedagogical management, it is possible to mention the adaptation to distance education, and support and feedback as fundamental questions to reduce evasion.

Abstract Occurrence of land rents in modern agriculture of the EU is confirmed by the long-lasting upward trend in agricultural land prices. However, a question arises whether these rents are differential ones, linked with a different productivity of agricultural land, absolute ones in the classical sense, or political rents in the meaning of the public choice theory? The objectives of the article are mainly theoretical. The authors made an attempt at verifying the concept of land rent formulated on the basis of studies carried out in Poland. This time, the scope of research includes a cross-section of all agricultural structures of the EU. According to the above-mentioned concept, the source of a modern land rent is higher expected productivity of capital in agriculture than in its market environment. This phenomenon is often justified by paying political rents within the CAP. Is it really the case? The conducted research answers i.a. the question: in which countries and agricultural structures the possible difference of the abovementioned capital productivity is the biggest and to what extent it results from political rents or other factors?

Scientific technical progress demands of technologists decision of questions concerning cardinal improvement of quality of engineering products, and also providing of breakthrough aggregation of features and their practicality measure. In particular, it is necessary for hardware which works under severe operation conditions, and to features of which great demands are made. There are a lot of different functions which affect products in operation conditions. And these functions have variable action parameters. That fact in some cases leads to quick product function loss and to reduction of operating properties of machine or technological system. So, engineering products should be provided by unconventional properties [1, 2, . In order to resolve the problems we need nontraditional approaches in development of fundamentally new technologies. They should allow solving complicated problems of new generation of machines development with properties composition, got through application of different in significance technologies [.

The Kemerovo Region is the leading coal cluster of Russia and Europe, where about 60% of all domestic coal is mined, 42 mines and 51 open-pit mines are operating, as well as 54 coal processing plants and installations. At the beginning of 2019, more than 90 thousand people worked in the coal industry of Kuzbass. The task of increasing the labor productivity of coal enterprises is largely determined by personnel potential, which is the main productive force in the post-industrial era. Enterprise staff is the creator of all the material and intellectual values of the coal industry, without exception. Today, the maximum use of all available internal production resources depends on the quality of university training of miners, the formation of their professional and communicative competences. This study focuses on the use of new technologies in learning foreign language by future mining engineers. It discusses a variety of attitudes and incentives which support the readiness of students in this field to increase their learning skills through using ICT. In this paper, the authors review practices and experience of using the technology in classroom summarized in expert opinions of foreign language teachers working with undergraduate students – future mining engineers.

Crises of seniors’ care in countries like the UK and Canada, further highlighted by the COVID-19 pandemic, have been connected to processes of privatization and financialization. In this paper I argue that rent theory is important for disaggregating mechanisms, including of accumulation by dispossession, the devaluation of labour, and assetization, that underpin the process of financialization in the sector. Work on rents often divides between critical approaches, especially to land rent, and mainstream institutionalist and public choice approaches to rent-seeking. Critical rent theory is evolving beyond this divide to understand a broader range of types of rent. Yet, despite attention to the increasing importance of economic rents and forms of rentierism, labour and social reproduction are often excluded from the analysis of how rent relations arise. This paper demonstrates the problems with these exclusions. The argument is illustrated through an analysis of the restructuring of eldercare in British Columbia, Canada, in the last two decades, and employs a feminist political economy approach to examine the social production of rent relations.
