CICA AND ASIAN COOPERATION ORGANIZATIONS (SCO, ASEAN, OIC): COOPERATION POTENTIAL AND PROSPECTS

The article contains an overview of the activities of the Conference on Interaction and Confidence-Building Measures in Asia (CICA), a structure aimed at creating a comprehensive mechanism for developing and reconciling the positions of Asian countries on key security issues. The CICA is a forum that many regional states have joined as permanent participants. Eight countries and five international organizations, including the U.N., currently have an observer status at the CICA, which cooperates with existing regional organizations such as SCO, ASEAN, and OIC in a number of specific areas. The current concept of CICA’s work is aligned with five main spheres: military and political collaboration; the fight against new challenges and threats, including terrorism; drug trafficking; transnational crime and human trafficking; as well as the economic, environmental and human dimensions. Cooperation with the Shanghai Cooperation Organization, whose members (including the observer countries) are all also members of the Conference, will be of great importance for the further development of CICA. The presence of both resource-producing countries and large oil and gas importers in the organization creates the preconditions for the formation of an energy block within its framework, which will increase the energy security of its member states. The authors note that the interaction between ASEAN and the CICA can be based on five points required for building a “community of common destiny,” which were set forth by President of the People’s Republic of China Xi Jinping in Jakarta: (1) adhere to the principle of trust and strive for good neighborliness; (2) adhere to the principle of cooperation and mutual benefit; (3) constantly provide mutual assistance; (4) adhere to the principle of “living in perfect harmony”; (5) adhere to the principle of openness and tolerance. The authors note that the problem of Afghanistan can become a point of contact and development of joint approaches and strategies of the CICA and the OIC in the context of international and regional security. The author concludes that the transformation of the CICA into the Organization for Security and Development of Asia, proposed by Kazakhstan, would mean an expansion of the conference format and a turn towards solving new problems. In addition, the urgent task of the CICA at present is the transition to qualitatively new levels of cooperation—preventive diplomacy and conflict prevention.

The article is dedicated to the global, regional and bilateral aspects of the current Russian-Chinese strategic partnership, including its strengths and existing weaknesses. The author analyses potentialities of the Treaty on Good Neighborliness and Friendly Cooperation between the People’s Republic of China and the Russian Federation, which celebrated its 20th anniversary this year, as well as the Russian-Chinese dimensions in Greater Eurasia, including the complexities and problems of the conjugation processes and the Shanghai Cooperation Organization (SCO). The author describes positive and constraining factors for the further development of the Organization. The article describes the problems of Russia-China cooperation with regard to Siberia and the Far East, including some difficulties of investment and infrastructure projects. It is being noted that the Chinese vision of the Russian Far Eastern regions does not always coincide with the Russian one. It is important, relying on political will and mutual trust, to frankly and objectively discuss all sensitive issues and contradictions.


Since the dissolutionof Soviet Union, theUS and its Western allies have dominated the globalaffairs through numerous political and economic organizations. In the same token China and Russia have established close ties after the termination of Cold War to attain regional security so that to minimize the US penetration in the Central Asian region.Inthis article,the area of Central Asia has been taken as a case studyto demonstrate the China-Russia partnership through a multilateral organization;specifically the Shanghai Cooperation Organization. Thisarticle discussesthe theoretical underpinnings of the Soft Balancing in the SCO. It furtherelaboratesthe Sino-Russian cooperation through SCO in terms of balancing the US preponderance. This paperevaluateshistoricalcompetition amongGreat Powersin Central Asian region,and furtherelaborates onthe formation of the Shanghai Cooperation Organization1. While this article argues that the main focusof SCO was strengthening regional security issues, fight against terrorism, ethnic separatism and religious extremism. Howeverit also aimed to counter the US influencein the region through multilateral organization.

The article is devoted to the consideration of geopolitical challenges for the analysis of geoenvironmental risks (GERs) in the hydrocarbon development of the Arctic territory. Geopolitical risks (GPRs), like GERs, can be transformed into opposite external environment factors of oil and gas industry facilities in the form of additional opportunities or threats, which the authors identify in detail for each type of risk. This is necessary for further development of methodological base of expert methods for GER management in the context of the implementational proposed two-stage model of the GER analysis taking to account GPR for the improvement of effectiveness making decisions to ensure optimal operation of the facility oil and gas industry and minimize the impact on the environment in the geopolitical conditions of the Arctic.The authors declare no conflict of interest

AbstractThe article examines security issues of the Transcaucasian region with the focus on nonmilitary and trans-border security threats and a regional security community that also includes non-state security actors of the region, such as not-recognised autonomous entities, nations, ethnic groups, minorities, etc.This approach to regional security shifts the focus of policies from balance of power to closer regional integration and cooperation, as well as joint provision of regional security. Despite many objectives and existing obstacles to this scenario of regional development, the author sees it to be the only way toward a stable and long-term security in the region. The article argues that closer regional cooperation and integration would allow to accommodate interests and security concerns of non-state actors of the region and would bring the fate of regional issues back in the hands of the regional powers and create bases for sustainable and lasting peace in the region.

The transformation of cyber sovereignty into an independent concept is a recent phenomenon, and thus its development and distribution is currently underway, which indicates the relevance of studying this topic. Being one of the most influential actors of contemporary international politics, China uses the concept of cyber sovereignty to promote its national interests and is able to shape the rules in the highly volatile field of international cyberspace. The study is based on quantitative and qualitative content analysis of legal acts and concept of Chinas cyber sovereignty. The author defines a concept of cyber sovereignty and identifies its place in the system of international law and in the architecture of international information security. Chinas concept of cyber sovereignty does not imply the division of a common cyberspace into separate segments but contributes to the creation of a cyber community of a common destiny, in which states can exercise their rights to govern the Internet on the principles of equality, justice, cooperation, peace and rule of law. It is concluded that this concept can be used as the basis for the formation of an international legal framework that regulates relations between states in the field of cyberspace.

In 2010 Serbia faced with many social, economical and political issues such as the economic crisis, unemployment, uncertain candidate for membership in the European Union, cooperation with the International War Crimes Tribunal in The Hague and others. Recurrences of the past are still being felt in the political than some of the European Union with Serbia. Serbia has a long way toward permanent membership, and to intensify regional cooperation in Southeast Europe (SEE) through active membership in regional organizations and initiatives. Although this region for many years been burdened with the past and lack of understanding among nations, the steppes of integration is still achieved and is still stricken by stereotyped comparisons with a barrel keg, and so damn yard. The aim of this paper is to point out some directions for further development of the region and review of the circumstances that have contributed to this state, to show the events of the past who may be a message for the future. .

Tulisan ini membahas tipologi baru dalam regionalisme saat ini yang ada di kawasan Eurasia, Shanghai Cooperation Organization (SCO). SCO adalah SCO adalah permanen organisasi internasional antar-pemerintah yang awalnya dibentuk untuk memerangi terorisme, separatisme dan ekstremisme (3T) di kawasan Eurasia. Regionalisme muncul bisanya disebabkan beberapa faktor seperti faktor geografi, kondisi sosial budaya, kerjasama ekonomi dan lain sebagainya. Berdasarkan ciri regionalisme dan adanya globalisasi, makalah ini menganalisa karakteristik khusus regionalisme dikawasan Eurasia yang diwakili oleh SCO melalui pendekatan tatakelola keamanan dan regionalisme. Karakter regionalisme SCO terlihat dari bagaimana proses keanggotaan India dan Pakistan sebagai anggota SCO pada Juni 2017 dan faktor keamanan kawasan. Tulisan ini akan diuraikan melalui tiga komponen: dinamika dan perkembangan SCO dalam menghadapi ancaman keamanan kawasan, tatakelola keamanan: bagaimana SCO melihat ancaman keamanan kawasan saat ini, dan identifikasi regionalisme melalui studi kasus perluasan keanggotaan India dan Pakistan dalam SCO

The perfumery and cosmetic industry of Ukraine is distinguished by its dynamic development and makes a significant contribution to the country's economy. Several types of economic activities are involved in its functioning, including the development, research, production and sale of perfumery and cosmetic products, as well as the provision of cosmetic services to the population. The economic activity of each sector in the chain of creation, production and sale of cosmetic products / services determines both their individual success and the efficiency of the entire system as a whole. In this regard, the systematization and analysis of the indicators of economic activity of enterprises of each type of activity of the national cosmetic industry is an urgent task, the solution of which will reasonably determine the prospects for both the further development of this industry and the export potential of the Ukrainian economy as a whole. The aim of this work was to conduct a comprehensive study of the dynamics of the main indicators of Ukrainian enterprises of perfumery, cosmetic and related industries economic activity for the period 2010–2019 and determination of their development trends. The available data of the State Statistics Service of Ukraine, the Patent Office of Ukraine, as well as a database of scientific and professional publications publications were used as materials and methods. Retrospective, logical, research methods, as well as the method of content analysis were used. The results of a comparative analysis of the main indicators of the economic activity of business entities in the studied industry made it possible to establish trends in the development of this sector of the economy and substantiate the patterns observed at the present stage. Conclusions. The results of the study indicate that the production potential of the perfumery and cosmetic industry in Ukraine is promising, as well as significant opportunities for further development of the trade in these products and the provision of cosmetic services to the population.

In international system scene, interests and strategies for ensuring these interests are among key strategies of powerful countries. Therefore, super powers, organize security in different geographical areas through competition in order to challenge competitors and threaten them. Shanghai cooperation organization (SCO), as the most important security measure, has been developed by influence of competitive atmosphere in international system by help of Russian, China and some other important regional allies in response to transatlantic actions. As a result, this security measure could control peripheral threats in the region. In this regard, Islamic Republic of Iran, has considered emergence of this regional security measure as a serious threat for its national and regional interests and has acted to suppress them in the framework of its defense diplomacy. Considering this, authors try to answer this question that how Shanghai cooperation organization as security measure can influence the foreign policy behavior of Islamic Republic of Iran? By studying and analyzing how and why Shanghai cooperation organization (SOC) around Islamic Republic of Iran and determining foreign policy of super powers in establishing this organization, its effect on the foreign policy behavior of Islamic Republic of Iran is considered.
