Together with decentralization and assistance tasks (medebewind), deconcentration constitutes basic principles in managing central-local government relationships. From a historical point of view, the degree of deconcentration and decentralization has been up and down. Until recently, there is no single belief among Indonesian experts and officials regarding the best form of deconcentration. Therefore, deconcentration continues to transform and still searching for its best formula. Under such consideration, this paper tries to tracking back the history of deconcentration and its limitations. Before coming to conclusion, it proposes four agendas to recover the implementation of deconcentration in Indonesia, i.e. clarifying the position of the head of region, improving the election system, redesigning the deconcentration affairs and authorities, and explicating goals of decentralization and deconcentration.

In analysing the symbolic language of Holocaust memorials, the author uses the concept of lieux de mémoire, elaborated by the French historian Pierre Nora. Nora highlights the essential differences, even rupture, between history and memory and the growing importance of lieux de mémoire, places of memory that lie between memory and history. The task of these places is to return the event to the present, reviving it in both the individual memory and the memory of society. Therefore, a memorial can also be considered a lieu de memoire. Moreover, the memorial is a more complicated case with material, symbolic and functional significance, a lieu de mémoire and a historical text with changing relations between them. The paper will briefly describe the basic principles of Holocaust iconography and the history of the development of Holocaust memorials as a new genre of commemorative art. The author will look at the development of this genre in Latvia using the example of memorials dedicated to victims of Nazism in Vidzeme. The monument’s symbolic language and whether it has been influenced by the specific place and events or whether artists have followed a specific iconographic canon will be explained. The examples will also be considered from the point of view of the dialectics between a place of memory and a historical text, mentioned above.

Pemilihan kepala daerah (pilkada) secara langsung adalah suatu mekanisme yang berfungsi sebagai pelaksanaan demokrasi. Namun, dalam perjalanannya muncul ketidakpuasan berbagai pihak untuk tidak lagi menggunakan sistem pemilihan gubernur secara langsung. Hal itulah yang menjadi dasar bagi Pemerintah untuk mengusulkan sistem pemilihan gubernur oleh Dewan Perwakilan Rakyat Daerah (DPRD) melalui Rancangan Undang-undang tentang Pemilihan Kepala Daerah (RUU Pilkada). Usulan perubahan sistem tersebut merupakan topik yang sangat serius, karena berpotensi mengingkari kedaulatan rakyat yang dijamin dalam UUD 1945. Dengan menggunakan metode penelitian yuridis normatif, dapat disimpulkan bahwa, pertama , pemilihan secara langsung merupakan satu-satunya cara yang paling efektif untuk memaknai frasa ”dipilih secara demokratis” sebagaimana dimuat dalam Pasal 18 ayat (4) UUD 1945. Kedua , sejarah pemilihan kepala daerah ditandai dengan diberlakukannya berbagai peraturan perundang-undangan terkait dengan pemerintahan daerah mulai sejak masa kolonial hingga reformasi. Ketiga , sistem pemilihan gubernur secara perwakilan oleh DPRD merupakan kemunduran bagi demokrasi. Oleh karena itu, pemerintah perlu mengambil pelajaran dari sejarah sistem pemilihan kepala daerah. Setelah itu, diharapkan pemerintah dapat meninjau kembali kebijakannya tentang sistem pemilihan kepala daerah oleh DPRD yang tertuang dalam RUU Pilkada.<p>Local government election directly is a mechanism of democracy implementation. However, it doesn’t work as expectation while disappointing parties urge to not use governor election system directly anymore. That’s the basis for the Government to propose Governor election system by House of representatives through Draft Law About the local government elections. The proposal to change the system of the local government elections is a very serious topic, because it has to deny the sovereignty of the people in the Republic of Indonesia’s 1945 Constitution potentially. Using normative legal research method approach, it could be concluded that, first, government election directly is the most effective way to interpretate the phrase ”democratically elected” as mentioned in article 18 verse (4) of the Republic of Indonesia’s 1945 Constitution. Second, the history of local government elections marked by the enactment of various regulations on Local Government since the colonial era to the reform. Third, the Governor election system by House of representatives is a setback for democracy. Therefore, the Government needs to learn from the history of local government election. After all, the government expected to review its policy about local government election system by House of representatives in draft Law About the local government elections.</p>

The attempts to reconstruct the instruments of interbudget relations take place in all federations. In Russia such attempts are especially popular due to the short history of intergovernmental relations. Thus the review of the ¬international experience of managing interbudget relations to provide economic and social welfare can be useful for present-day Russia. The author develops models of intergovernmental relations from the point of view of making decisions about budget authorities’ distribution. The models that can be better applied in the Russian case are demonstrated.


The success of the Program of housing stock renovation in Moscow depends on the efficiency of resource management. One of the main urban planning documents that determine the nature of the reorganization of residential areas included in the Program of renovation is the territory planning project. The implementation of the planning project is a complex process that has a time point of its beginning and end, and also includes a set of interdependent parallel-sequential activities. From an organizational point of view, it is convenient to use network planning and management methods for project implementation. These methods are based on the construction of network models, including its varieties – a Gantt chart. A special application has been developed to simulate the implementation of planning projects. The article describes the basic principles and elements of modeling. The list of the main implementation parameters of the Program of renovation obtained with the help of the developed software for modeling is presented. The variants of using the results obtained for a comprehensive analysis of the implementation of large-scale urban projects are proposed.

AbstractAlthough visual culture of the 21th century increasingly focuses on representation of death and dying, contemporary discourses still lack a language of death adequate to the event shown by pictures and visual images from an outside point of view. Following this observation, this article suggests a re-reading of 20th century author Elias Canetti. His lifelong notes have been edited and published posthumously for the first time in 2014. Thanks to this edition Canetti's short texts and aphorisms can be focused as a textual laboratory in which he tries to model a language of death on experimental practices of natural sciences. The miniature series of experiments address the problem of death, not representable in discourses of cultural studies, system theory or history of knowledge, and in doing so, Canetti creates liminal texts at the margins of western concepts of (human) life, science and established textual form.

Abstract The Tour de France, a three week bicycle race has a unique place in the world of sports. The 100th edition of the event took place in 2013. In the past of 110 years of its history, people noticed unique stories and duels in particular periods, celebrities that became legends that the world of sports will never forget. Also many places where the races unfolded made history in the Tour de France. In this article we tried to point out the spatial context of this event using advanced technologies for distribution of historical facts over the Internet. The Introduction briefly displays the attendance of a particular stage based on a regional point of view. The main topic deals with selected historical aspects of difficult ascents which every year decide the winner of Tour de France, and also attract fans from all over the world. In the final stage of the research, the distribution of results on the website available to a wide circle of fans of this sports event played a very significant part (www.tdfrance.eu). Using advanced methods and procedures we have tried to capture the historical and spatial dimensions of Tour de France in its general form and thus offering a new view of this unique sports event not only to the expert community, but for the general public as well.

The history of local government in South Africa dates back to a time during the formation of the Union of South Africa in 1910. With regard to the status of local government, the Union of South Africa Act placed local government under the jurisdiction of the provinces. The status of local government was not changed by the formation of the Republic of South Africa in 1961 because local government was placed under the further jurisdiction of the provinces. Local government was enshrined in the Constitution of the Republic of South Africa arguably for the first time in 1993. Under the interim Constitution local government was rendered autonomous and empowered to regulate its affairs. Local government was further enshrined in the final Constitution of 1996, which commenced on 4 February 1997. The Constitution refers to local government together with the national and provincial governments as spheres of government which are distinctive, interdependent and interrelated. This article discusses the autonomy of local government under the 1996 Constitution. This it does by analysing case law on the evolution of the status of local government. The discussion on the powers and functions of local government explains the scheme by which government powers are allocated, where the 1996 Constitution distributes powers to the different spheres of government. Finally, a conclusion is drawn on the legal status of local government within the new constitutional dispensation.
