ABSTRACTM-learning  is  presented  as  a  response  to  the  constant  technological  modifications  emerging  in  our  time,  such changes are potential candidates to improve the traditional education system.Today, there are still some current models used in the traditional education system that have become obsolete due largely to lack of renovation and engaging emerging technologies of our time. In today's worldthe student has to reach a lot of information  which  was  previously  difficult  to  access,  however,  the  challenge  is  now,  not  only  focuses  on  the  approach  to  such information, but that the student is ready to analyze it and use it properly in the present.Within this panorama, the mobile e-learning (m-learning) is a response to the constant technological changes emerging in the world, taking into account these changes renewed and enriched education resulting in better development and preparation of students obtained .To  support  this,  several  case  studies  are  analyzed  in  different  educational  levels  where  the  m-learning  is  applied  as  an effective learning strategy, it seeks to publicize the advantages and disadvantages posed by the use of such technology, and identifying the challenges that are needed to address.Furthermore, data were also collected through the application of a survey on the state of Veracruz in Mexico, in different high  schools  about  using  mobile  devices,  the  method  to  use  is  judgmental  sampling,  with  the  aim  of  finally  establish  proposals to achieve a successful implementation of m-learning.As  a  last  step,  in  order  to  measure  the  effectiveness  of  the  given  proposals,  they  are  applied  in  a  case  of  study  conducted within a secondary school, also in the state of Veracruz in Mexico.RESUMENEl aprendizaje electrónico móvil se presenta como una respuesta a los constantes cambios tecnológicos emergentes en nuestro tiempo, dichos cambios son candidatos potenciales para mejorar el Sistema Educativo Tradicional.Hoy en día, aún existen algunos modelos actuales utilizados dentro del Sistema Educativo Tradicional que se han vuelto obsoletos, debido en gran parte a la falta de actualización y de acoplamiento a las nuevas tecnologías emergentes de nuestro tiempo. En el mundo actual el alumno tiene al alcance de la mano una gran cantidad de información a la cual anteriormente era difícil acceder, sin embargo, el reto que se presenta ahora, no solo se centra en el acercamiento a dicha información, sino en que el estudiante se encuentre preparado para analizarla y utilizarla adecuadamente en el presente.Dentro de este panorama, el aprendizaje electrónico móvil (m-learning) surge como una respuesta a los constantes cambios tecnológicos emergentes en el mundo, tomando en cuenta estos cambios se obtiene una educación renovada y enriquecida que resulta en un mejor desarrollo y preparación del estudiante.Para fundamentar lo anterior, se analizan diversos casos de estudio en diferentes niveles educativos en donde se aplicó el m-learning como una estrategia efectiva de aprendizaje, con ello, se busca dar a conocer las ventajas y desventajas que representa la utilización de dicha tecnología, así como identificar los retos que son necesarios encarar.Por otra parte, también se recogerán datos a través de la aplicación de una encuesta en el estado de Veracruz, México, en diferentes secundarias acerca del uso de dispositivos móviles, el método a utilizar es el de muestreo discrecional, con el objetivo de, finalmente, establecer propuestas para alcanzar una exitosa implementación del m-learning.Como último paso, con el propósito de medir la efectividad de las propuestas dadas, se aplicarán en un caso de estudio que se realizará dentro de una escuela secundaria, también dentro del estado de Veracruz, México.

 Education system is upgrading these days with advance technologies that are from conventional learning to E-learning and this is relevant for learner as it is providing flexibility in learning with optional choices for study to the learner with unlimited access of information. E-learning is the effective tools of teaching and learning process these days and different universities of Nepal also broadly adopting this E-learning strategy and offering for distance education or online learning. Here we study the educational situation of rural areas of Nepal comparing to urban areas as well as the barriers of E-learning. The purpose of this paper is to show the changing of learning process from the conventional learning to E-learning in the rapidly changing world and to provide a view of the state of E-learning in Nepal focusing on impact and challenges. It aims to integrate a review of literature to provide a high level comparative view of the state of education system with E-learning. The emergence of pedagogical technologies and their mass introduction dates back to the 1960s. Reformation of the American and European schools was provoked by reinterpretation of the learning goals. However, the historical roots of some pedagogical technologies are much older than studies of J. Carroll and D. Bruner – renowned authorities in this area of research. One of these technologies is cooperative learning. Initially recognized as a key component of humanistic pedagogy of J. Dewey, this technology has been further developed in works of many Soviet and foreign scholars. In the 1920s, the works by J. Dewey had a serious impact on the reformation of the Soviet education system, which aimed to educate the entire population of the Soviet Union. However, for some reasons, the gradual introduction of cooperative learning into learning process took a break in the 1930s. Since the late 1990s, a serious pedagogical crisis has emerged in the Russian Federation, which cannot be mended by traditional education system; it encourages many teachers to look at the well-studied pedagogical technologies from a different perspective. Today the social order sets new requirements concerning a major breakthrough in training a person. Teamwork and analytical thinking skills, the ability to lifelong self-education and self-develop-ment require fundamental changes in the traditional education system. At the same time, for the successful implementation of pedagogical technology, it is necessary to resolve a number of issues related to the essence of the concept of cooperative learning and the definition of components. Research relevance is indicated, the historical roots and essence of the concept of pedagogical technology of cooperative learning are determined, examples of the practical application of models of this pedagogical technology are exemplified.

The aim of this study is to recognize the flexible education system in primary education stages and preschools in the Arab world. Along with the justifications for acknowledging such a system، including its contributions in solving the issues of the school education system and its application methods. This study is based on both descriptive and analytical approaches to analyses the findings by identifying the justifications for acknowledging this system، together with previous studies and successful examples، and make comparison between the traditional education and the flexible education system and this study was the tool in observation and analysis the stories،pictures and videos of learning experiment for families who adopt flexible education system and apply that in two public education schools and twenty flexible education systems. This study formed from observation and analysis eight points : the objectives of the educational process، the teacher، the curriculum، student needs، teaching strategies، educational environment and its preparation،educational speed and evaluation .And determination the advantages and disadvantages to everyone from these eight points . The results of the study according to the eight points above show that the flexible education system in primary education stages and preschools is outperform the traditional education system . They also show the reasons and justifications to experiment the flexible education system and its application methods . According to the result the study confirm to apply the flexible education system in primary stages and preschools in Saudi Arabia to keep up with modern educational systems، and for its benefits to society as a whole .

Promising areas for improving the education system, and with the advent of coronavirus online mode has become critical in education, in this regard are at home. Schools have started using Zoom software, and the role of the modular learning environment has grown significantly. At the same time, many problems were identified, such as the lack of Internet access for students from rural areas or disadvantaged families, which has become an obstacle to learning and access to educational materials. In response, the United Nations Educational, Scientific and Cultural Organization has made a number of recommendations for distance learning. Modern distance education is an extensive system of knowledge transfer at a distance using various tools and technologies, the result of which is the receipt by users of the necessary information for its successful implementation in practice. There are a variety of ways to disseminate knowledge today: mailing books, writing assignments, audio and video discs, telephone consultations, and virtually limitless possibilities of the World Wide Web. The use of distance learning methods allows to provide educational services of various kinds in remote areas, to teach without interruption from the main activity, to teach people with disabilities, to have access to educational resources of the world through the use of modern electronic communications. In today's world, education plays a key role in people's lives, which makes it necessary to constantly develop teaching methods, including distance learning. The coronavirus pandemic has revealed many shortcomings of distance education, as well as the absolute unpreparedness of students and educational institutions for this form of education. That is why it is important to develop this industry now in order to further provide comfortable education for both Ukrainian and foreign students and to ensure that in the future the education system will be ready for situations similar to the coronavirus pandemic. The article is written to assess the advantages and disadvantages of distance learning, its necessity, analysis of the requirements for distance learning materials. Prospects of technologies of multimedia representation of researched objects, processes, phenomena, adequate modeling of the subject area, and their realization.

Este artículo tiene como objetivo analizar algunas transformaciones sufridas por el sistema educacional chileno durante la Dictadura Militar (1973-1990), desde la perspectiva de la mutación del papel desempeñado por el Estado en el campo educacional. Para lograr dicho objetivo se siguen los siguientes pasos: en un primer momento, se caracteriza el sistema educacional chileno vigente hasta 1973. En un segundo momento, se analizan algunas Políticas Públicas Educacionales de orientación neoliberal diseñadas e implementadas por el equipo económico de la Dictadura Militar. Finalmente, se proponen conclusiones con respecto a los impactos de las acciones desarrolladas por la Dictadura Militar sobre el sistema educacional y el profesorado, resaltando un cuestionamiento en torno a la modificación de la comprensión oficial de lo educativo en el espacio público.Palabras clave: Políticas Públicas Educacionales; Dictadura Militar; Chile. ResumoEste artigo tem como objetivo analisar algumas transformações sofridas pelo sistema educacional chileno durante a Ditadura Militar (1973-1990), na perspectiva da mutação do papel desempenhado pelo Estado no campo educacional. To achieve this goal, the following steps are followed: Initially, the chilean education system in force until 1973 is characterized. In a second moment, some neoliberal-oriented Educational Public Policies designed and implemented by the economic team of the Military Dictatorship are analyzed. Finally, conclusions are proposed regarding the impacts of the actions developed by the Military Dictatorship on the educational system and the teaching staff, highlighting a questioning about the modification of the official understanding of education in public space.Keywords: Public Educational Policies; Military Dictatorship; Chile.

The purpose of the current study is to examine whether “learning by Zoom” or e-learning was a short-term temporary solution or whether there is a real chance that distance teaching and learning will become a teaching technique in the post-COVID era.. What is teachers’ personal preference for e-learning with regard to interpersonal interaction with the students, the benefits of e-learning for students, as well as interest, order, organization, and clarity in teaching. Moreover, the effectiveness of e-teaching was examined from a multicultural perspective – at schools in Israel, the hi-tech state, and in Belarus, where the culture of the book is a major symbol. We explored the perceptions of teachers in Israel and in Belarus on four measures: personal preferences, advantages and disadvantages for teaching and learning, measures of good teaching, and interpersonal interactions between the teacher, the students, and the faculty. E-teaching is not an alternative for traditional education but does generate a new reality that facilitates great improvements and advantages but produces new challenges for the educational system.

The aim of the research is to assess the learning process during a pandemic, provide feedback on this issue and promote a deeper understanding of the importance of the results of a Blended Learning Course project. This result clearly shows that effectiveness and satisfaction play an important role in involving students in this format of learning. It is obvious that the possibilities of self/ autonomous learning in BLC are significantly expanded. In general, it can be seen that the use of innovative and traditional forms of education makes it possible to obtain a much better result in the training of specialists. The experience of Vinnytsia State Pedagogical University in the implementation of blended learning shows that the integration of the traditional education system with e-learning is the most effective. The strategic plan for the development of the Pedagogical University for 2022 provides for the solution of a number of tasks that are directly related to the intensification of the use of digital technologies in the educational process.
