The Perils of E-Governance: Impact of Trump’s Tweets within US-Pakistan Relations

Theory of e-governance postulates the integration of Information and Communication Technology (ICT) for delivering information, government services and transactions. It enhances efficiency and effectiveness in the government system through three main elements; improving government processes (e-administration); connecting citizens (e- citizens and e-services) and building external relations (e-society). The global political arena is witnessing an increasing number of leaders expressing their ideas, policies, and sentiments through social media platforms such as Twitter, Facebook, and WhatsApp etc. In this vein, the US President Donald Trump stands out among most world leaders because of his excessive use of Twitter for the domestic as well as international relations,. Ever since taking over the office, President has handled thousands of tweets, with many of these influencing the US relations with foreign governments. To this end, this paper is an analysis of Trump‟s one year (June 2017 to June 2018) tweets, relating to Pakistan, and how they have affected the already deteriorating US-Pakistan relations and broader peace-building process within Pakistan

This paper examines the abduction of the schoolgirls in Chibok Local Government Area of Borno State, Nigeria in 2014. The paper examined how the abduction of the schoolgirls generated responses and support for the rescue of the abducted girls from people and organization from different parts of the globe. The Islamists terrorist organization operating in Borno State has attracted the attention of the world since 2009 when they started attacking government establishments and security installations northeast which later escalated to major cities in Northern Nigeria. Methodologically, the paper utilized secondary sources of data to analyze the phenomenon studied. The paper revealed that the development and innovations in information and communication technology which dismantled traditional and colonial boundaries enabled people to express support, solidarity and assist victims of conflict who resides millions of Kilometers away. This shows that Internet-based communications technology has reduced the distance of time and space that characterised traditional mass media. The campaign for the release of the schoolgirls on the social media platforms particularly Twitter and Facebook has tremendously contributed to the release of some of them. Furthermore, the girls freed from abduction have received proper attention: education and reintegration programmes which enable them to start post-abduction life. In this regard, social media has become a tool for supporting the government in moments of security challenges which the Bring Back Our Girls campaign attracted foreign and domestic assistance to Nigeria in the search of the abducted girls and the fight against the Islamist insurgents.

This study aimed to explore the effectiveness of Pela Gandong in the process of social reconciliation and peacebuilding in Ambon. Using a sociocultural approach, this qualitative research attempted to examine the theory of social reconciliation in the peace-building process between two conflicting groups. The data that had been collected in the form of interviews, FGDs, and documentation sources related to pela gandong were qualitatively analyzed. The results of the research showed that structural segregation becomes a barrier to the process of social reconciliation because some communities and local elites still maintained inter-group beliefs about the existence of a common enemy due to past conflicts. Pela gandong played a role in strengthening social reconciliation amid actor antagonisms that were difficult to subside, factions among local elites that were still strong, and people who were still trapped in past traumas. Based on the spirit of pela gandong, the government and civil society, including educational institutions in Ambon, presented a peaceful atmosphere with various initiatives, starting from the formation of multi-ethnic villages, providing facilities and infrastructure for harmony, strengthening the curriculum for local wisdom "Pela Gandong" and “Pendidikan Orang Basudara” (POB), to strengthening interfaith mediation institutions in Maluku: Baku Bae, Maluku Interfaith Institution, and Maluku Interfaith Institution for Humanitarian Action. All of them were an effort to create a peaceful Ambon, make Maluku a laboratory for peace, a learning medium for other regions in Indonesia.

E-government is an exciting area for applying information and communication technologies (ICT). ICT can improve the efficiency and effectiveness in the provision and delivery of citizen services. A critical issue for the e-government implementation is the interoperation problem among heterogeneous legacy government systems. In this aspect, the universal system interoperability supported by the XML-based Web service technologies can be a useful component in a holistic e-government infrastructure. A key requirement of the e-government systems is the establishment and the implementation of the right access policy to the government resources. This in turn requires an appropriate mechanism to specify the access rules. Due to the nature of Web service and the specific requirements in the e-government context, we propose that a more powerful and flexible mechanism is required to express the access policy more effectively in a Web services e-government infrastructure.

Since 1965 Belgian has stopped recognizing governments confining itself to the recognition of states only and maintaining diplomatie relations with the recognized states through wathever government able of exercising effective controle of those states' territory. Nota single exception to this doctrine was made untill 1979.In 1979 however Belgium refused to recognize the government installed in Phnom Penh following the Vietnamese intervention. One year later it also stopped recognizing the Khmer Rouge. In the UN however Belgium went on to accept the Khmer Rouge delegation as the representatives of Cambodia, a state thus being represented by a delegation accredited by an entity that Belgium did not consider to be a government. This contradiction was maintained untill present since neither the coalition between the Khmer Rouge, Sihanouk and Son Sann (created in 1982) nor the Supreme National Council (created in 1990) were regarded by Belgium as governments.The article reconstructs the Belgium position out of the many statements and arguments the government bas put forward in the UN and the Belgian Parliament.  The Belgian position is than examined in the light of international law, its own recognition doctrine and the international and domestic political context.This led to the conclusion that the legal grounds for the Belgian policy were rather weak and that its position almost completly differred from its traditional doctrine. In the Cambodian case however political considerations appeared to have prevailed Belgium chose to join the US, China and Asean and manoeuvred as to follow them in their condemnation of the Vietnamese intervention. Acting even as one of the most faithfull followers of the Asean policy towards Cambodia, Belgium enjoyed the improvement of its own relations with Asean, also in the commercial field.The continuous domestic opposition in and out of the Parliament was not able to change this policy. Even the present Minister of Foreign Alf airs who declared to be inclined to adjust the Belgian position had to hold back in order not to affect the esthablised relations.

Crowdsourcing online has been popularly utilized especially among business organizations to achieve efficiency and effectiveness goals and to obtain a competitive advantage in the market. With the governments' increasing interest in using information and communication technologies for a variety of purposes, including generation of public value(s) and innovative practices, online crowdsourcing has also entered into the public administration domain. Accordingly, studies have investigated critical success factors for governmental crowdsourcing, or explored citizen participation in crowdsourcing activities in case studies. However, governmental decision to adopt online crowdsourcing as innovation has not been sufficiently examined in the extant literature. The objective of this chapter is to propose a theoretical model that explains the government adoption of crowdsourcing. Based on the review of case studies on governmental crowdsourcing, an integrated theoretical model of factors affecting government crowdsourcing decisions is developed.

The signing of a comprehensive peace agreement (CPA) is often seen as a historic milestone in a peace process, and its implementation takes a highly legitimized set of reforms and puts it front and center in national politics. This article examines the aggregate implementation of CPAs signed since 1989 and future conflict behavior between the negotiating parties and between the government and non-signatory groups. It argues that implementation is both a peace-building process and an outcome that normalizes political relations between hostile groups, solves commitment problems and addresses the root causes of civil conflict. Statistical tests utilizing new data on the implementation of CPAs support the argument. The extent to which an agreement is implemented is shown to have significant long-term effects on how long peace lasts – an effect that applies not only to the signatories of the agreement, but also to the government and non-signatory groups.

This study aims to determine the effect of the government's internal control system on the effectiveness of the regional financial management of the Musi Banyuasin Regency Government. The types and sources of data used by the author in this study are primary and secondary data. In this study, the author used quantitative analysis techniques. The results of the study stated that the government internal control system in the Government of Musi Banyuasin Regency was adequate, this was supported by research indicators namely elements of the government's internal control system consisting of the control environment, risk assessment, control activities, information and communication and monitoring. The effectiveness of regional financial management in the Musi Banyuasin District Government is very effective, this is supported by research indicators, namely the objectives of regional financial management consisting of responsibilities, being able to fulfill financial obligations, honesty, efficiency and effectiveness and effective and controlling activities. There is an influence of the government's internal control system on the effectiveness of regional financial management in the Musi Banyuasin District Government.

In promoting the use of Information and Communication Technology (ICT) in order to improve efficiency and effectiveness of government service institutions, the Government of Indonesia issued Presidential Instruction No. 3 of 2003 on e-Government. The directive requested that all government institutions in Indonesia should take advantage of ICT to improve public services. In line with this, the Ministry of Agriculture has launched several efforts to support the implementation of Presidential Instruction. One of these efforts is the implementation of the Web Site Competition between Work units under the Ministry. The contest has been held since 2004. The participants were grouped into three categories: 1. Directorate General / Agency 2. Provincial Agricultural Office 3. District Agriculture Office. To carry out the website competition, the Ministry of Agriculture has appointed a five person jury. To evaluate whether there are significant differences between the judges in scoring on the website which was considered and the factors that may affect the assessment, some analysis has been done. The variables included in the analysis was judge scores, level of institution, previous achievements in the competition, the location of both institutions in Java and outside Java. The statistical methods used in the analysis are Multiple Linear Regression and Variance Analysis. The analysis uses data from the Ministry of Agriculture Web Site Competition 2008-2010.

Information and communication technologies occupy a central position in the Covid-19 pandemic. Public response has been deemed extremely important, with social media platforms playing a key role in both institutional and bottom-up information sharing processes. The emerging field of platform studies has shown that platforms increasingly influence how society works; however, such studies often adopt a highly Western-centric approach. By developing an exploration of Twitter and Weibo use in the early stages of the pandemic, this study provides a comparative investigation of the role of platforms in societies. Our findings indicate that during the Covid-19 outbreak, Weibo worked as a propaganda tool to unite the Chinese people and promote public policies under the control of the government and the guidance of the mainstream media. Twitter functioned more like a public discourse platform open to personal expression, often showing the influence of defined partisan political discourses. We argue that the participatory dynamics characterising Weibo and Twitter conversations at the outbreak of the pandemic at least partially mirrored the different ‘platforms societies’ currently developing in China and the West.
