Abstract Inter-ethnic relations between Albanians and Macedonians in Macedonia have been rather problematic since the times of former Yugoslavia. After independence, the new constitution of the Republic of Macedonia instead of improving it has further downgraded the position of Albanians and other minorities living in the country. The non-fulfilment of Albanians’ core demands led to an armed conflict in 2001. The Ohrid Agreement has in addition to ending the armed conflict, also provided for a range of legislative and policy measures to improve the position of the Albanians by ensuring equality and minority protection. However, 16 years after the Ohrid Agreement, inter-ethnic relations in Macedonia still remain burdened by prejudice and stereotypes, rather than cooperation and mutual prosperity. The main aim of the paper is to analyse the state of inter-ethnic relations in Macedonia, with special focus on relations between ethnic Macedonians and ethnic Albanians. The paper also offers an analysis of main factors that contribute to inter-ethnic tensions in the country and explores possible scenarios in the future. The most relevant part of the paper analyses the causality between inter-ethnic and interstate relations. The paper claims that similarly to most of the countries in the Western Balkans, inter-ethnic and interstate relations are basically the components of the same equation. The paper concludes that in Macedonia, Kosovo rather than Albania is much more relevant for the causality between inter-ethnic and interstate relations in Macedonia, and it also offers several reasons to support such thesis. Accordingly, the overall inter-ethnic relations between Macedonians and Albanians in Macedonia heavily depend on inter-state relations between Macedonia and Kosovo and vice versa.

The aim of the study is to assess the state administration of e-commerce development in the Republic of Kazakhstan. The development of e-commerce is causing inevitable structural changes in the economy. The complexity of regulating the digital environment lies mainly in its instability, constant development and change. For the first time, legal relations related to the exercise of rights in the digital space, the use of digital data and technologies are becoming the subject of regulation. In the opinion of many lawyers studying this area, the methods of legal regulation should be updated accordingly. The scientific significance of the study is substantiated by an analysis of the development of the e-commerce market in the Republic of Kazakhstan. The practical significance of the research is substantiated by the possibility of using research materials to assess the state management of e-commerce in the Republic of Kazakhstan. The study was carried out within the framework of available information from international, state and public organizations, as well as scientific and practical publications in leading periodicals and the Internet. The research was carried out using analytical, comparative and evaluative methods, based on statistical data, on which appropriate conclusions were made and recommendations were made.

Introduction. The solution to the problem of ensuring demographic growth is one of the most pressing issues of the state policy. In 2007, Russia’s demographic policy was supplemented by new measures to stimulate the birth rate. The objective of this paper is to analyze the effectiveness of the demographic policy programs aimed at supporting families and natality using the case studies of the Russian Federation and the Republic of Tatarstan. Materials and Methods. To identify the impact of measures to stimulate the birth rate, the method of regression analysis was used; time series based on age-specific birth rates for each age group were presented. Results. The data obtained showed that the steady trend of increasing the total fertility rate in Russia and Tatarstan since 2007 was almost completely related to the meas- ures under consideration, whereas the number of births was affected by many other factors. According to the results of the study, the impact of measures to increase the birth rate in the Republic of Tatarstan is slightly higher than in Russia as a whole. Discussion and Conclusions. State support measures reduce the costs associated with the birth of a child and can encourage women to have children, which con- firms the hypothesis of the positive impact of the state fertility policy. For a more accurate assessment of the effectiveness of the demographic policy measures, it is advisable to take into account the changing social and economic conditions of life in a region, as well as the consequences of the earlier or present-day demographic policy measures. The results of the study are of practical importance and may be used in the development of demographic policies in the country and in the region.

The transition period to a historically new qualitative development of society, unfortunately, occurs along with negative phenomena, including crime, which is a phenomenon that is socially dangerous for the individual, society and the state. As the first President of the Republic of Uzbekistan I.A. Karimov affirmed, "the growth of crime is not only a serious obstacle in the way of economic reforms, but also directly threatens the achievement of the goals set in the transition period"[1] . Consequently, in every country, including in Uzbekistan, the prevention of the number of illegal violations, a sharp decrease in the state of crime, counteraction and the fight against crime are of great importance. It should be noted in this connection, in order to achieve effective results in combating crime and preventing its forms in a particular area, reducing its quantitative and qualitative parameters, reducing the level of negative consequences, first of all, it is necessary to study the phenomena, events, circumstances and processes that serve as the main causes of the presence of crime in society, factors of its development and negative impact, as well as the causal relationship between them.

The author analyzes the state of institutional economics in contemporary Russia. It is characterized by arbitrary confusion of the ideas of «old», «new» and «mathematical» versions of institutionalism which results in logical inconsistency and even eclectics to be observed in the literature. The new and mathematical versions of institutionalism are shown to be based on legal, political and mathematical determinism tightly connected with the so-called «economic approach» (G. Becker). The main attention is paid to the discussion of theoretical and practical potential of the contemporary classical («old») institutionalism. The author focuses on its philosophical grounds and its technological imperative, the institution of science, the method of criticism, the opportunity of using classical institutionalist ideas as the ideology of economic reforms in Russia.

In spite of her troubled presidency at home and premature, ignominious exit from power, Park Geun-hye made serious attempts to bolster the main direction of the Republic of Korea’s (ROK) foreign policy toward the Middle East. A collaborative drive for accomplishing a new momentous boom was by and large a dominant and recurring theme in the Park government’s overall approach to the region. Park enjoyed both personal motivation as well as politico-economic justifications to push for such arduous yet potentially viable objective. Although the ROK’s yearning for a second boom in the Middle East was not ultimately accomplished under the Park presidency, nonetheless, the very aspiration played a crucial role in either rekindling or initiating policy measures in South Korea’s orientation toward different parts of a greater Middle East region, extending from the Gulf Cooperation Council (GCC) to Morocco.

The deepening of economic reforms in Uzbekistan is closely linked to the strengthening of macroeconomic stability and the maintenance of high rates of economic growth and competitiveness, the continuation of institutional and structural reforms to reduce the presence of the State in the economy, and the further strengthening of the protection of rights and the priority role of private property, as reflected in the Development Strategy for 2017-2021.
