Socio-economic development scenarios of the White Sea regions.

In the process of creating a national system of strategic planning and within the framework of normative economics, the scenario approach provides opportunities for constructing goals and directions of socio-economic territories development. Being a planning tool the scenario approach allows forming the directions of regional development. These processes take particular relevance for the regions of our country that are the parts of the Arctic zone, especially in increased interest and attention to these territories resources from other external agents. The main aim of this paper is to elaborate development scenarios for the regions, which are fully or partially included in the Arctic zone and the White Sea catchment area. Based on the dynamics analysis of the main macroeconomic indicators and development trends for 1990–2019, the dependence of indicators for forecasting socio-environmental and economic development of these regions, was built. We applied scenario approach to describe possible development scenarios of Arctic regions in the White Sea catchment area. The novelty of the work is the construction of matrix of development scenarios of the Arctic regions, united by belonging to the White Sea catchment area. The analysis results of macroeconomic indicators for three elements of sustainable development show that the regions have rather weak economic development, stagnation of social indicators and difficult environmental situation. We outlined the problems constraining the development of Arctic regions in the White Sea catchment area and the directions to their solutions. To reach the trajectory of sustainable development is possible under condition of coordination and implementation of the measures taken by the state and regional authorities. This scenario of development strategy according to the innovation trajectory will allow to consolidate activity of federal, regional and municipal authorities of these territories. The integrated development program of the Arctic regions in the White Sea catchment area can be a coordinating platform.

The article is devoted to the analysis of the role of the Northern Sea Route (NSR) in the socio-economic development of the Arctic zone of Russia. The authors believe that climate change, gradually leading to the melting of polar ice, opens up new opportunities for the development of Arctic resources and navigation in the seas of the Arctic Ocean. Of particular interest to the NSR are non-Arctic countries, critically dependent on the supply of foreign mineral and carbon resources, as well as on the export of their goods to Europe. Among them, China stands out, considering the NSR as the Arctic Blue Economic Corridor as part of the global Silk Road system. The NSR is intended to become an essential tool for further development of the Arctic zone of Russia. Development of port infrastructure and creation of a modern ocean and maritime fleet will accelerate the pace of socio-economic development of this strategically important region. To do this, it is necessary to adopt a federal law on special system of preferences for investors, including foreign ones, implementing their projects in the Arctic. Among such preferences there are preferential profit tax rates, reduction in Mineral Extraction Tax (MET) rates, a declarative procedure for VAT refunds, a simplified procedure for granting land plots and unchanged conditions for the implementation of investment projects. In addition, it is important to make the NSR safe and profitable both in terms of quality of service and of price for the shippers. In particular, the payment for icebreakers’ escort of vessels should be competitive and reasonable. The largest Russian private and state-owned companies should be involved into Arctic projects. It is important to synchronize the Arctic oil and gas projects with nuclear and LNG icebreakers’ construction, as well as with the launch of two logistics hubs in Murmansk and Kamchatka. In this case, year-round NSR navigation will be organized, which will ensure the high competitiveness of Russian products supplied to the Asian Pacific markets.

The morphological and anatomical features of the specimens of the brown alga Laminaria solidungula collected in the White Sea are provided. Environmental conditions for the growth and reproduction of this species in the White Sea are analyzed. The probable timing of penetration of this species into the White Sea and possible scenarios of changes in its distribution in response to global warming are discussed.

The purpose of the study was to analyze the structure of the economic space of the Russian Arctic within the framework of determining the prospects for the economic development of the Arctic regions. The unevenness of the economic space of the Russian Arctic and the focus on the extraction and export of natural resources are determined. It is revealed that vertically integrated structures play a key role in the Russian Arctic. It is determined that the specific feature of this region is the ethnoeconomics, the long-term development of which is the dominant direction of the national policy in the field of agriculture of the Russian Arctic.

Discussed is upon the issue of state management of the socio-economic development of the Arctic zone of the Russian Federation. The special role of the Arctic territories in the economic development of our country is noted. The need is indicated to look at the problems of the Russian Arctic from the other side — from the side of human potential, which is one of the driving forces of the economy. The authors present some of the results of a sociological study conducted by them in the Arctic territories of Russia (in particular, in the Arkhangelsk region). The study is devoted to the intergenerational differentiation of value orientations. Its methodological basis, among others, was formed by the scientific views of R. Inglehart and K. Welzel, who believe that the condition that precedes socio-political and economic modernization is the transformation of the value orientations of the majority of the population. The value system, according to scientists, is quite stable within the life of one generation, and therefore, it makes sense to track changes based on the differences between generations. On the basis of the Theory of Generations, a toolkit was developed that makes it possible to identify the parameters of the value system of residents of the Arctic zone of the Russian Federation (AZRF) belonging to different generations. The main method for collecting empirical data was a semi-structured in-depth interview with representatives of the selected generations.

The author of the paper analyzes the prospects for the poverty level reduction in the Republic of Sakha (Yakutia) and its Arctic regions in terms of achieving the national development goals of the Russian Fed-eration by 2030. On the basis of official statistics and data from open sources, the factors and the downside risks to the socio-economic situation of the people of the region are assessed. The paper considers measures poverty reduction, provided for in the “Strategy for the socio-economic develop-ment of the Arctic zone of the Republic of Sakha (Yakutia) for the period until 2035”. The conclusion is made about the limited effectiveness of such methods of improvement in this area as a social contract, stimulation of self-employment and em-ployment in traditional economic sectors and a low feasibility of a twofold decrease in the poverty level in the Arctic zone of the Republic by 2030. The pos-sibility of achieving this goal exists only if there are system changes in the socio-economic sphere and the comprehensive effort at all levels of government. The importance of an equal distribution of income for the accelerated reduction of the number of citi-zens, who are unable to meet the social and general-ly accepted standards in society owing to a lack of money, is noted.

A priority task for facilitating the development of the Arctic zone of the Russian Federation is to design new blasting technologies to be efficiently used in extremely difficult climatic, mining and geological conditions at remote operations. This is further motivated by the fact that up to 40% of Russia's gold reserves, 60–90% of its natural gas resources and 100% of its primary diamond deposits are located in the Arctic zone. The article analyses the problems of blasting operations while developing deposits in the Arctic zone. The main formulations of ordinary explosives are reviewed that allow to solve a number of challenges associated with blasting operations in remote and hard-to-reach Arctic regions. Based on the performed analysis of existing methods, further areas of research are identified that can improve the quality and safety of blasting operations: 1) determination of optimum weight and dimensions of boosters based on ordinary explosives depending on the initiating borehole size; 2) determination of the relation between the particle size / composition of the booster and the detonation velocity; 3) determination of physical parameters of transition from deflagration to detonation and gaining sensitivity to the initiating pulse from the detonator cap by the ordinary explosive compositions.

In recent years, a new market trading in cryptocurrencies and instruments based on them has been formed. The market of This paper The goal of the study is to analyze the degree of differentiation of the Arctic regions of Russia by the key indicators of socioeconomic development, dependence of their economic development on the raw materials industries, which should be accounted to shape an efficient regional policy by the state and achieve the strategic goals for the reclamation and development of the Russian Arctic zone. The methodology of the study is based on a systematic approach to assessing the socioeconomic and sectoral differentiation of the Arctic regions of Russia. A set of general scientific and special research methods was used. The conducted analysis indicates that all the Arctic regions under study have a narrow raw materials nature of the economy, the sectoral structure is poorly differentiated. The policy of equalizing the per capita income and the cost of living in the Arctic regions with other regions of Russia largely determined the outflow of population from the northern regions. The state regional policy in relation to the Arctic regions should take into account their heterogeneity in order to achieve the results outlined in the strategic documents.

The complex natural and climatic conditions of the Arctic Zone of the Russian Federation (AZ of the RF) make it necessary to put forward special requirements for all types of ground equipment used to solve transport problems in this region. At present, the increase in economic costs in the operation of machinery is primarily due to the mismatch of the design of the vehicles used in the climatic zone. A set of measures for land transport that allows to ensure the socio-economic development of the AZ RF.
