The significance of regions’ budget security as a component of financial self-sufficiency in the conditions of public administration decentralization is revealed. The definition content of «region’s budget security “ is defined from the standpoint of balance of local budgets in terms of revenues and expenditures, risk and threat assessment, sufficiency of financial support for the execution of functions and powers entrusted to local governments. The budgetary security of the region is proven to be a condition that ensures the balance of local budgets in terms of revenues and expenditures in current and strategic dimensions, which allows the local governments to fully fulfill their functions and powers, to neutralize the existing risks, threats and dangers. The author’s approach to rating regions of Ukraine is outlined. It is carried out on the basis of such key indicators as balance of the regional budget in % to GRP, budget’s revenues of the region per capita, budget expenditures per capita, ratio of the amount of received transfers to the sum of budget expenditures of the region in the consolidated state budget, the ratio of tax and non-tax revenues to the local budget, the share of tax revenues in the total budget of the region, the share of official transfers in the total local budget revenues, transfers from the state budget in % to GRP. This allows for determining of the level of budgetary security of territorial entities. The main methodological principles for the rating of regions are defined: the selection and evaluation of absolute indicators, the analysis of relative coefficients, the choice of integral indicators and the formation of rating estimates. The results of the analysis of the budgetary security of the regions revealed significant disparities in the formation of local budgets in terms of revenues and official transfers from the state budget and their significant budgetary differentiation. The uneven amount of transfers in total local budget revenues and the substantial dependence of territorial communities on public funding are emphasized.

The report identifies the development of e-government in Ukraine as the main trend in the transition to digital government. It is noted that the digital transformation helps to increase the efficiency of providing administrative services to citizens and reduce their cost and generally leads to savings in the state budget. It is claimed that Ukraine is gradually bringing its current regulations in the field of digital transformation in line with European legislation in three areas. The importance of creating state institutions in Ukraine, the activities of which are aimed at the digital development of the state, is emphasized. It is proposed to supplement the principles of the state policy of digital development in Ukraine in order to overcome the negative trends that arise in the process of digital transformation of society. It is concluded that Ukraine has all the conditions for the transition of public administration to a higher technological level of development.

The allocating revenue to the individual budgets of self-governments in the Slovak Republic is a highly sophisticated process. Redistribution of resources using fiscal decentralization is an effective instrument through which the government attempts to eliminate subsidizing of municipalities and self-governing regions from the state budget and thus achieve higher stability of the economy. The function of municipalities and higher territorial units is secured by so-called special purpose tax revenues, which do not go into the state budget but directly into the budgets of self-governments. This research contribution focuses on the revenue side of budgets of public administration institutions for the period of the last five concluding budget years. The analysis demonstrates the meaning and importance of tax revenues for the mentioned institutions as well as the expenditure side of the state budget. In this contribution, a comparative study identified the changes that occurred in the individual years of the presented range and subsequently, evaluated fiscal decentralization and its influence on the revenue side of budgets of municipalities.

This study examines the practice of integrating technology into the activities of anti-corruption bodies in Ukraine and ways to use technology to ensure accountability of public authorities. To analyze the state and identify prospects for the use of modern technologies in the field of anti- corruption in public administration, the materials of bodies in the field of anti-corruption activities of Ukraine were used. Methods of statistical analysis and content analysis were used to identify the state of e-government in the field of anti-corruption. In Ukraine, the processes of formation of anti-corruption infrastructure are taking place through the creation of specialized bodies for combating corruption and automation, digitalization of their activities. It is determined that in Ukraine the processes of development of e-government of anti-corruption bodies are actively taking place, which ensures accountability and transparency of activity in various directions. Among the main areas of technology implementation, where there is the highest level of corruption risks: investigation of corruption offenses; digitalization of privatization processes, which increases revenues to the state budget by 6 times compared to the planned volumes; digitalization of declaration of income and property of public authorities; development of websites and portals of open data on the activities of public authorities; digitalization of administrative services; digitalization of public procurement. Among the main areas of use of technologies to combat corruption – accountable automated processes of privatization of state property. Development of information and analytical support is aimed at automating the processes of pre-trial investigations and criminal proceedings, information protection. As a tool for accountability, information and analytical systems may be ineffective due to the abuse of power by higher anti-corruption bodies due to political pressure from elite structures.

The relevance of the textbook is determined by the state and public request for an appeal to values as a management category that responds to world challenges that determine the search for identical grounds for the existence of national states, their sovereignty. General methodological principles of reliance on values in building public administration practices are presented. The world historical experience on realization of valuable translations through various niches of public life and communications - formation, the periodic press, TV, the Internet, theater, music, cinema, sports, etc. is analyzed. Great attention is paid to the definition of Russia's fundamental civilizational values. It is proved, with reference to the research of various "scientific schools", the specificity of the Russian valuable model. The connection between the factor of civilizational identity and the state administration of Russia is shown. The disclosed problem of the management of values is considered in the focus of wars and revolutions of a new type, the use of modern technologies of non-force desuverenization. For the first time in the Russian training practice of training political scientists, the task of developing theoretical bases and skills in managing valuable potentials is emphasized and solved. The textbook conforms to requirements of the Federal state educational standard of the higher education of the last generation. The textbook is focused on the students studying in the direction of training of bachelors "Political science" and also can be used within preparation in other social and humanitarian directions "History", "Sociology", "Cultural science", in educational activity and practice of public administration.

The article attempts to differentiate between public administration as a subject of legal relations and as a relevant activity, a function that is inherent in it. It is stated that public administration as a separate legal institution within the framework of administrative law is at the stage of development in post-Soviet countries, including Ukraine, competing with theories and sciences of public administration, which a large number of experts recognize as inappropriate with modern public administration. and administration. At the same time, there is no unanimity of views, terminology is used, which has a double meaning. In the administrative law of Western European and North American countries, public administration is mainly defined as a set of bodies and institutions that exercise public power through the implementation of laws, regulations and other actions in the public interest. There are a large number of scientific definitions of public administration and public administration. The definition of "public administration" has the following closely related meanings - an integrated state apparatus (policies, rules, procedures, systems, organizational structures, staff, etc.), which is funded by the state budget and is responsible for managing and coordinating the executive branch and its interaction with other stakeholders in the state, society and the external environment; - management and implementation of various government measures related to the implementation of laws, regulations and decisions of the government and management related to the provision of public services. Thus, it would be logical to follow a structural approach, according to which public administration will be considered primarily as a set of state bodies and other public institutions designed to organize the effective functioning of society.

The structure of the state budget expenditure of the USSR in its historical dynamics during the 1950s — 1980s is considered. The sources were statistical collections published by the Ministry of Finance of the USSR in the period under review, on their basis the electronic database “State Budget of the USSR” was created, according to which all the calculations presented in the article were carried out. It is noted that the dynamics of the state budget expenditures of the USSR during the entire period of the 1950s — 80s was positive. It is indicated that there was a constant increase in expenditures, which had an average annual value of about 6.5 %; in total, during the period under study, the expenditure part of the state budget increased by 11.6 times, and in per capita terms only by 7.3 times. It is shown that the structure of expenditures of the state budget of the USSR in the 1950s — 1980s included expenditures on the national economy, social and cultural events, public administration and defense. The author concludes that the construction of a welfare state in the USSR in the 1950s — 1970s, along with the burden of military spending, became a heavy burden on the budget system, limiting the government’s room for maneuver in the context of the budget crisis that broke out in the second half of the 1980s.

Agrobiological characteristics of grapevine va-riety Nizina is given. The variety was breeded by joint effords of breeder- experimenter Kraynov V.N. and ARRIV&W – Branch of Federal State Budget Scientific Institution «FRARC» as a result of interbreeding of varie-ties Talisman and Kishmish luchistyy. The vari-ety was handed over to the State Test in 2013. It received patent No. 7680 dated 04.02.2015 and was included in the State Register of Breeding Achievements admitted for use in 2015. The variety is of early maturation of table use. The duration of the production period for 5 studied years was 115 days with the amount of active temperatures to full maturity of berries 2673°С. The variety is characterized by high winter hardiness, the percentage of breaking buds varies from 49 to 100 %. With a total amount of minus temperature 519 0C and the absolute minimum temperature of minus 24,6 оC, bud break was 58,5 %. 90-100% of shoots were fruitbearing, fertility ratio 0.6. On a sin-gle-plane trellis, with a planting scheme of 3 m × 1.5 m, the yield from a bush was 5,5 kg or more. Ampelographic description of the variety: flower is complete, clusters of medium density, cylindrical & conical with 1-2 wings, weigh 544 g. The comb is long, the crest is green, herba-ceous. The berry is dark red-purple, widely el-liptical with a pruina coating, weighing about 7.3 g, the parameters of the berry are 24,3 × 21,0 mm. The pulp is meaty. It has moderate sugar accumulation and moderate acidity. The variety has high resistance to mildew and oidi-um. The variety is pointed out as a donor of mildew resistance. It is used for fresh consump-tion. The tasting rating of fresh grapes averages 8.5 points on a ten-point rating scale.

The article substantiates the expediency of using marketing tools to increase the investment attractiveness of the united territorial communities. Positive tendencies of creation and unification of territorial communities in Ukraine have been identified. This is primarily due to raising public awareness of the decentralization process, awareness of the positive results of the merger, including an increase in financial revenues from the state budget. Changes in the structure of state financing of local and regional development are studied. It is established that since 2017 the most important financial source for ensuring the development of territorial communities was the State Fund for Regional Development. Since 2016, a gradual increase in financial support by the state for infrastructure development, and in 2017 in the structure of state financial support there are funds for the construction of sports facilities and their share is growing steadily in 2018–2019. The specifics of the content of “state marketing” and “public marketing”. It is established that technological marketing in public administration does not differ significantly in essence from state marketing, but today it is more appropriate to use the term «marketing in public administration», which fully covers all subjects and objects of public administration, including territorial communities. The specific features of the marketing concept implementation in the activity of the united territorial communities have been identified. The components of the marketing complex of the united territorial communities are determined, in particular the goods, price, promotion, place, people, process, environment, i.e. the marketing of the united territorial community is carried out according to the principle “7p”, which is characteristic of marketing of all service organizations. The mechanism and key marketing tools for influencing the capacity of the united territorial communities have been identified. The essence of the concept of “investment attractiveness of the territorial community” is formed. The main tasks to be solved by the united territorial community in order to increase its own investment attractiveness have been identified.
