SITUATION WITH FIRES CAUSED BY ELECTRICAL PRODUCTS AND DEVICES AT DIFFERENT OBJECTS IN THE RUSSIAN FEDERATION IN 2011-2020

Представлены результаты статистического анализа показателей обстановки с пожарами, произошедшими в Российской Федерации в 2011-2020 гг. от электрооборудования. Рассчитаны значения как абсолютных, так и долевых показателей данных пожаров в общих значениях по России. Приведены распределения показателей пожаров от электрических изделий и устройств по различным объектам пожаров. По результатам исследования установлено, что наибольшее число пожаров от электрооборудования произошло на трех группах объектов: здания, сооружения жилого сектора; транспортные средства; общественные здания, сооружения. Основная часть погибших и травмированных людей, а также наибольший прямой ущерб соответствуют группе объектов «здания, сооружения жилого назначения, надворные постройки». There are presented the results of statistical analysis of parameters characterizing situation with fires caused by electrical equipment that occurred in the Russian Federation in 2011-2020. Both absolute and shared parameters of these fires in general values among Russia are calculated. The distributions of parameters of fires caused by electrical products and devices on different objects of fires are sited. According to the results of the study it was found that the largest number of fires caused by electrical equipment occurred on three main groups of objects: buildings and structures of residential sector; vehicles; public buildings and structures. The major part of fire deaths, fire injures and also the largest direct material loss from fires corresponds to the group of object “residential buildings and structures, outbuildings”.

В статье анализируется динамика количества пожаров, происходящих вследствие нарушения правил эксплуатации и установки печного оборудования, количество травмированных и погибших в результате пожаров в жилом секторе. Рассматриваются основные нормативные правовые акты, действующие на территории Российской Федерации в области установки и эксплуатации печного оборудования. Сформулированы основные правила эксплуатации печного оборудования в жилых домах. The article analyzes the dynamics of number of fires caused by violation of rules of operation and installation of furnace equipment. And also there are analyzed the number of injured and dead as a result of fires in the residential sector. There are considered the main regulatory legal acts in the field of installation and operation of furnace equipment on the Russian Federation territory. The basic operating rules of furnace equipment in residential buildings are formulated.

The paper is devoted to the regulation of natural and artificial lighting, the harmonization of nighttime lighting requirements for residential and public buildings in order to prevent the total illumination of windows of residential buildings from outdoor lighting (from the roadway, dynamic video advertising lighting installations, etc.) with the current sanitary legislation and other industry regulatory and methodological documents. An optimization of a number of standards on the basis of scientific data is carried out.We calculated the maximum allowable brightness of advertising video screens. The materials of the study were laws and regulations of the Russian Federation. The obtained results will allow to avoid ambiguous interpretation and application of regulatory and methodological documents in practice.

Subject. The article focuses on the dynamics of individual deposits in the Russian systemically important banks as a factor of the stability of available resources. Objectives. I assess the threat of individual deposits outflowing from the Russian too-big-to-fail banks within 2015–2019. I correspondingly outline recommendations for mitigating the threat in the future. Methods. The study is based on methods of logic, comparative and statistical analysis. I devised and applied our own algorithm for classifying too-big-to-fail banks by threat of individual deposit outflow and its level. Results. Systemically important banks were found to have not been exposed to the high threat of bank run within 2015–2019. Three fundamental credit institutions were constantly exposed to the threat of individual deposit outflow. One of eleven systemic banks continuously demonstrated the low threat of individual deposit outflow. The rest of the banks were migrating among the low-threat and high-threat classes. Conclusions and Relevance. The Russian systemically important banks can refer to our findings to articulate their deposit policy, set and use digital accounts of retail customers. The Bank of Russian can rely on the analysis of the threat of individual deposit outflow and other data on financial and business operations of the banks and its sustainability as part of bank oversight procedures.

В статье представлены результаты оценки внешних и внутренних факторов, оказывающих влияние на реальный объем инновационных товаров, работ и услуг посредством построения модели по панельным данным за 2011-2018 годы по семидесяти двум регионам Российской Федерации. Было выявлено приблизительно тождественное влияния численности научно-исследовательского персонала и вводимых в действие общих площадей жилых домов на зависимую переменную. Также представлены результаты проведенного опроса собственников малого бизнеса на предмет выявления факторов-ограничителей, препятствующих инновационной деятельности. The article presents the results of assessing external and internal factors that influence the real volume of innovative goods, works and services by building a model based on panel data for 2011-2018 for seventy-two regions of the Russian Federation. It was found that the influence of the number of research personnel and the total area of residential buildings put into operation on the dependent variable was approximately identical. Also presented are the results of a survey of small business owners in order to identify factors-constraints that impede innovation.

Introduction. The article analyzes statistical data for the period of 2006-2018 and presents an assessment of fire hazard levels in residential sectors of the constituent entities of the Russian Federation, which were determined on the basis of an integral socio-economic indicator of fire risk. It also considers the problems of assessing fire hazard in the residential sector as in a complex social and economic systems. The purpose of the study is to determine the levels of fire hazard and build a model for managing fire risks in residential sectors of the constituent entities of the Russian Federation. Research methods. To solve the research problems, the methods of system analysis, statistical analysis, mathematical statistics, etc. were used. Research results. A number of statistical dependencies of the fire situation in the Russian Federation have been analyzed and obtained. The indicators with the most fire hazardous level in the residential sectors of the constituent entities of the Russian Federation were determined by calculation. A block diagram of a model for managing fire risks in the residential sector using the integral socio-economic indicator of fire risk (ISEPPR) is built. Conclusion. The values of the fire hazard levels obtained in the work and the model of fire risk management in residential sectors of the constituent entities of the Russian Federation make it possible to improve management decisions in the field of supervisory activities and preventive work of the Federal State Fire Supervision Authorities. Объектом статьи выступает региональная инфраструктура цифровой экономики, а предметом - институциональные механизмы распространения инфраструктуры от карскаса расселения к малым населенным пунктам на периферийных территориях региона. Выполнен анализ объемов, структуры и приоритетов финансирования национального проекта «Цифровая экономика». Сделан прогноз финансирования НИОКР в РФ в период 2019-2024 на основе правительственных документов, прогнозов ВВП и курса рубля. Выполнен сравнительный анализ достаточности финансирования НИОКР в РФ. Определена проблема, с которой столкнутся регионы России при переходе к цифровой экономике - дефицит инфраструктуры цифровой экономики и выявлены пространственные характеристики этого дефицита. Сформулированы понятия объективного (структурного) и субъективного (стратегического) барьеров на пути инвестиций в региональную инфраструктуру. На основе статистического анализа, разработаны методы решения вскрытой проблемы реиональными силами. Сформулированы региональные задачи снижения субъективных барьеров на пути развития инфраструктуры и доказана возможность их решения. Regional infrastructure of the digital economy is the object of this paper. And the subject is the institutional mechanisms for the infrastructure distribution from the urban lattice to the small rural settlement in the districts peripheral territories. Authors made analysis of the volumes, structure and priorities of the national project "Digital Economy" financing. A forecast is made for financing R&D in the Russian Federation in the period 2019-2024 based on government documents, forecasts of GDP and the ruble exchange rate. A comparative analysis of the adequacy of R&D funding in the Russian Federation is carried out. The problem that Russian districts will face in the transformation to the digital economy is identified - a deficit in the infrastructure of the digital economy and the spatial characteristics of this deficit are revealed. The author formulated the concepts of objective (structural) and subjective (strategic) barriers to investment in regional infrastructure. Methods for solving a district level open problem based on statistical analysis are proposed. Based on the institutional approach, two tasks have been set for the district authorities and the possibility of solving them has been proved.
