PRACTICAL APPROACHES TO PREVENTION OF FIRES IN RESIDENTIAL BUILDINGS DUE TO VIOLATION OF RULES OF INSTALLATION AND OPERATION OF FURNACE HEATING

В статье анализируется динамика количества пожаров, происходящих вследствие нарушения правил эксплуатации и установки печного оборудования, количество травмированных и погибших в результате пожаров в жилом секторе. Рассматриваются основные нормативные правовые акты, действующие на территории Российской Федерации в области установки и эксплуатации печного оборудования. Сформулированы основные правила эксплуатации печного оборудования в жилых домах. The article analyzes the dynamics of number of fires caused by violation of rules of operation and installation of furnace equipment. And also there are analyzed the number of injured and dead as a result of fires in the residential sector. There are considered the main regulatory legal acts in the field of installation and operation of furnace equipment on the Russian Federation territory. The basic operating rules of furnace equipment in residential buildings are formulated.

Представлены результаты статистического анализа показателей обстановки с пожарами, произошедшими в Российской Федерации в 2011-2020 гг. от электрооборудования. Рассчитаны значения как абсолютных, так и долевых показателей данных пожаров в общих значениях по России. Приведены распределения показателей пожаров от электрических изделий и устройств по различным объектам пожаров. По результатам исследования установлено, что наибольшее число пожаров от электрооборудования произошло на трех группах объектов: здания, сооружения жилого сектора; транспортные средства; общественные здания, сооружения. Основная часть погибших и травмированных людей, а также наибольший прямой ущерб соответствуют группе объектов «здания, сооружения жилого назначения, надворные постройки». There are presented the results of statistical analysis of parameters characterizing situation with fires caused by electrical equipment that occurred in the Russian Federation in 2011-2020. Both absolute and shared parameters of these fires in general values among Russia are calculated. The distributions of parameters of fires caused by electrical products and devices on different objects of fires are sited. According to the results of the study it was found that the largest number of fires caused by electrical equipment occurred on three main groups of objects: buildings and structures of residential sector; vehicles; public buildings and structures. The major part of fire deaths, fire injures and also the largest direct material loss from fires corresponds to the group of object “residential buildings and structures, outbuildings”.

В статье представлены результаты оценки внешних и внутренних факторов, оказывающих влияние на реальный объем инновационных товаров, работ и услуг посредством построения модели по панельным данным за 2011-2018 годы по семидесяти двум регионам Российской Федерации. Было выявлено приблизительно тождественное влияния численности научно-исследовательского персонала и вводимых в действие общих площадей жилых домов на зависимую переменную. Также представлены результаты проведенного опроса собственников малого бизнеса на предмет выявления факторов-ограничителей, препятствующих инновационной деятельности. The article presents the results of assessing external and internal factors that influence the real volume of innovative goods, works and services by building a model based on panel data for 2011-2018 for seventy-two regions of the Russian Federation. It was found that the influence of the number of research personnel and the total area of residential buildings put into operation on the dependent variable was approximately identical. Also presented are the results of a survey of small business owners in order to identify factors-constraints that impede innovation.

Introduction. The article analyzes statistical data for the period of 2006-2018 and presents an assessment of fire hazard levels in residential sectors of the constituent entities of the Russian Federation, which were determined on the basis of an integral socio-economic indicator of fire risk. It also considers the problems of assessing fire hazard in the residential sector as in a complex social and economic systems. The purpose of the study is to determine the levels of fire hazard and build a model for managing fire risks in residential sectors of the constituent entities of the Russian Federation. Research methods. To solve the research problems, the methods of system analysis, statistical analysis, mathematical statistics, etc. were used. Research results. A number of statistical dependencies of the fire situation in the Russian Federation have been analyzed and obtained. The indicators with the most fire hazardous level in the residential sectors of the constituent entities of the Russian Federation were determined by calculation. A block diagram of a model for managing fire risks in the residential sector using the integral socio-economic indicator of fire risk (ISEPPR) is built. Conclusion. The values of the fire hazard levels obtained in the work and the model of fire risk management in residential sectors of the constituent entities of the Russian Federation make it possible to improve management decisions in the field of supervisory activities and preventive work of the Federal State Fire Supervision Authorities. The main factors of choice of thermal energy source for residential and public buildings in case of central heat supply unability are viewed. The current regulatory documents of the Russian Federation in the matt er of design of decentralized heat supply sources - independent boiling rooms and individual boilers - are analyzed. The comparative analysis of proposed fi ndings is made.

Проведен анализ оперативной обстановки с пожарами в Российской Федерации вследствие нарушения правил установки и эксплуатации газового оборудования. Подготовлены основные правила пользования бытовыми газовыми приборами. The article provides an overview of regulatory legal acts and specialized regulatory documents on fire safety in the field of rules for gas equipment installation and operation. There is carried out the analysis of operational situation with fires in the Russian Federation due to violation of rules for gas equipment installation and operation. The basic rules for use of household gas appliances are prepared.

The topic of the article is relevant due to changes in urban planning legislation. The new legislation is explained by the tasks set by the authorities of the Russian Federation to improve the quality of life, to ensure favorable living conditions and health of citizens of the Russian Federation. The new requirements for the development of territories in the Russian Federation provide not only for changing the procedure, but also for providing transport, social and other types of infrastructure during the construction of the object. A new concept in urban planning legislation — the activity of integrated and sustainable development of territories-entails a whole range of measures necessary for adoption not only by the authorities, but also in the design of the activities of construction companies. First of all, urban planning changes will affect such a legal act as the Rules of Land Use and Development. They will not only have to be structurally updated, but also adopted in accordance with the procedure established by the legislation of the Russian Federation. Construction companies are forced to coordinate the construction of an object, especially residential buildings, with organizations that regulate transport and social accessibility. Additional requirements for construction, imposed by modern urban planning legislation, will also entail a change in the price policy in the field of housing. The authors try to anticipate the pos sible legal consequences of the new changes in the legislation regulating urban planning legal relations.

Since January 1, 2019, Federal Law No.217 dated July 29, 2018 “On the introduction by citizens of gardening and gardening for their own needs and on amending certain legislative acts of the Russian Federation” (hereinafter referred to as Law No.217). Changes that occurred with gardening and dacha plots in connection with the adoption of the new federal law caused a number of problems with its implementation. This law has caused a big resonance among citizens, and among management structures, and among the community of cadastral engineers. Land plots that are located in the dacha and garden associations now fall into the development areas of individual and low-rise residential buildings, blocked residential area development. And houses on these sites can acquire the status of individual houses. In this regard, there will be and will arise many questions and problems with the use and management of territories and the registration of rights to real estate.

The problem of energy efficiency in multi-apartment residential buildings (hereinafter - MKB) arises as a result of changes in the legal and regulatory framework of the Russian Federation, which is adapting to it. In this regard, it becomes necessary to bring the condition of buildings in line with the newly introduced requirements, including those related to energy efficiency. The solution to this problem can be achieved due to the identified organizational, technical and economic reserves and energy efficient measures implemented in practice during the operation and overhaul of MKB.
