The paper is devoted to the regulation of natural and artificial lighting, the harmonization of nighttime lighting requirements for residential and public buildings in order to prevent the total illumination of windows of residential buildings from outdoor lighting (from the roadway, dynamic video advertising lighting installations, etc.) with the current sanitary legislation and other industry regulatory and methodological documents. An optimization of a number of standards on the basis of scientific data is carried out.We calculated the maximum allowable brightness of advertising video screens. The materials of the study were laws and regulations of the Russian Federation. The obtained results will allow to avoid ambiguous interpretation and application of regulatory and methodological documents in practice.

Представлены результаты статистического анализа показателей обстановки с пожарами, произошедшими в Российской Федерации в 2011-2020 гг. от электрооборудования. Рассчитаны значения как абсолютных, так и долевых показателей данных пожаров в общих значениях по России. Приведены распределения показателей пожаров от электрических изделий и устройств по различным объектам пожаров. По результатам исследования установлено, что наибольшее число пожаров от электрооборудования произошло на трех группах объектов: здания, сооружения жилого сектора; транспортные средства; общественные здания, сооружения. Основная часть погибших и травмированных людей, а также наибольший прямой ущерб соответствуют группе объектов «здания, сооружения жилого назначения, надворные постройки». There are presented the results of statistical analysis of parameters characterizing situation with fires caused by electrical equipment that occurred in the Russian Federation in 2011-2020. Both absolute and shared parameters of these fires in general values among Russia are calculated. The distributions of parameters of fires caused by electrical products and devices on different objects of fires are sited. According to the results of the study it was found that the largest number of fires caused by electrical equipment occurred on three main groups of objects: buildings and structures of residential sector; vehicles; public buildings and structures. The major part of fire deaths, fire injures and also the largest direct material loss from fires corresponds to the group of object “residential buildings and structures, outbuildings”.

В статье представлены результаты оценки внешних и внутренних факторов, оказывающих влияние на реальный объем инновационных товаров, работ и услуг посредством построения модели по панельным данным за 2011-2018 годы по семидесяти двум регионам Российской Федерации. Было выявлено приблизительно тождественное влияния численности научно-исследовательского персонала и вводимых в действие общих площадей жилых домов на зависимую переменную. Также представлены результаты проведенного опроса собственников малого бизнеса на предмет выявления факторов-ограничителей, препятствующих инновационной деятельности. The article presents the results of assessing external and internal factors that influence the real volume of innovative goods, works and services by building a model based on panel data for 2011-2018 for seventy-two regions of the Russian Federation. It was found that the influence of the number of research personnel and the total area of residential buildings put into operation on the dependent variable was approximately identical. Also presented are the results of a survey of small business owners in order to identify factors-constraints that impede innovation.

A common practice of imposing various prohibitions and rules in the constituent entities of the Russian Federation, owing to the need to solve acute social problems and achieve constitutionally significant goals, draws attention to the problem of restricting by the law of the constituent entity of the Russian Federation fundamental rights and freedoms of the man and citizen. Using the regulation of retail sale of non-alcoholic toning drinks as a case-study, the paper discusses the relevant legislative work, court practice, conditions and content of imposed restrictions. The laws of the constituent entities of the Russian Federation provide for prohibitions imposed on the sale of non-alcoholic tonic drinks to minors, retail trade in educational and medical organizations, as well as in places holding activities with the participation of young people and the consumption of such drinks by minors in public places. Attempts have been made to adopt a federal law with similar content, but taking into account the negative attitude of the Government of the Russian Federation and arguments concerning the absence of unambiguous scientific data with regard to the harm caused by ”energy” drinks, the State Duma rejected four draft laws. The regional laws’ analysis is carried out in the context of delineation of jurisdictions and powers between federal bodies of state power, sectoral legislative regulation and provisions consolidated in Part 3 Article 55 of the Constitution of the Russian Federation. Restrictions on the sale of “energy” drinks are considered within the framework of the content of the legislation regulating the protection of rights of the child, civil legislation and other legal acts, as well as legal stances of the Constitutional Court of the Russian Federation. The paper has revealed uncertainty in the interpretation of the constitutional provision restricting human rights and freedoms by the federal law, which leads to contradictions in court practice.

The main factors of choice of thermal energy source for residential and public buildings in case of central heat supply unability are viewed. The current regulatory documents of the Russian Federation in the matt er of design of decentralized heat supply sources - independent boiling rooms and individual boilers - are analyzed. The comparative analysis of proposed fi ndings is made.

A good daylighting strategy is necessary in order to decrease energy consumption for artificial lighting. To provide effective internal illumination, the placing of the right openings in the right positions with suitable type of window and glazing is important. This study focused on the various types and materials of the glass and window, in order to identify the quantity and quality of daylight that penetrates into the residential buildings. Based on a series of measurement, it was identified that type of glazing and window gives major significance on the performance of daylight and thermal performance in residential buildings. Unauthorized construction, including unauthorized reconstruction, is a frequent violation of building and land management norms in the regulation of low-rise residential development in the Russian Federation. Giving the status of legality to such buildings is possible only in court, which is always accompanied by a judicial land management (cadastral) examination. At the same time, there are currently no requirements for its implementation. The author also observes a tendency for a lack of a unified approach to measurements, to state cadastral registration and to the life cycle of an unauthorizedly reconstructed building. In this article, using the example of the analysis of compliance with the distances from newly erected walls or other elements of the construction object in the process of (unauthorized) reconstruction to the boundaries of the land plot and to neighboring buildings, for the first time, an approach to the forensic land management examination of this type is systematized.

The deadline for the development of the final draft of the new radiation safety standards RSS-2019, harmonized with international recommendations, including the regulation of radon content in the indoor air of residential and public buildings is expected to be finished in 2019. We estimated the possibility and expediency for replacement of the hygienic standard established in RSS -99/2009 with the reference level recommended by the International Basic Safety Standards of IAEA GSR Part 3 on the basis of data analysis results on radon content levels in indoor air of residential and public buildings on the territory of subjects of the Russian Federation. An analysis of the array of measurements results for radon content with a volume of 680,301 measurements taken during the period from 2001 to 2017 in the subjects of the Russian Federation collected as part of Unified State System for Control of Individual Exposure Doses and stored in the Federal database of exposure doses of citizens of the Russian Federation due to the natural and man-made background radiation was carried out. Absolute and relative estimates of the number of radon EEVA values exceeding 200, 150 and 120 Bq/m3 were obtained, both for individual regions and for the country as a whole. The results show that the reduction of hygienic standard of radon EEVA will increase the share of the non-compliant regulatory instruments of residential and public buildings up to 150 Bq/m3 almost in 2 times, up to 120 Bq/m3 almost in 3 times on average in Russia. We formulated a number of proposals aimed at harmonizing the Russian standards of radon content in indoor air with the IAEA recommendations taking into account the economic feasibility and while maintaining the possibility of monitoring compliance with the requirements of radiation population safety.

В статье проведен обзор нормативных правовых актов и специализированных нормативных документов по обеспечению пожарной безопасности в области правил установки и эксплуатации газового оборудования. Проведен анализ оперативной обстановки с пожарами в Российской Федерации вследствие нарушения правил установки и эксплуатации газового оборудования. Подготовлены основные правила пользования бытовыми газовыми приборами. The article provides an overview of regulatory legal acts and specialized regulatory documents on fire safety in the field of rules for gas equipment installation and operation. There is carried out the analysis of operational situation with fires in the Russian Federation due to violation of rules for gas equipment installation and operation. The basic rules for use of household gas appliances are prepared.

The article analyses the experience of the Russian Federation and the Kyrgyz Republic in implementation of the provisions of the UN Convention Against Corruption on the necessity to assess relevant legal documents in order to determine their conformity from the anti-corruption point of view. The article compares regulatory actions for the subject of anti-corruption expert examination, the concept of ‘laws and regulations’ as a subject of anti-corruption expert examination, powers of bodies and organizations that conduct the examination, methodology of conducting anti-corruption expert examination, response measures when corruptogenic factors are reveled. General and special methods form the basis of the research methodology: dialectic, comparative legal, analytical method and others that are used in juridical sciences. Following the results of the research, the author sets forth the conclusion that the legislation of the Russian Federation and the Kyrgyz Republic, regulating carrying out of the anti-corruption expert examination, requires improving: it is necessary to specify the subject of the anti-corruption expert examination, in the Russian Federation it is necessary to legislate the concept of a regulatory act, and in the Kyrgyz Republic, for the efficient corruption prevention, it is necessary to confer the powers to carry out the anti-corruption expert examination to State government bodies, not to scientific organizations.

According to the Law of the Russian Federation “On the All-Russian Population Census” (2002) a household is considered as a group of people living in a dwelling house, apartment or room, or part of a dwelling house or apartment that jointly provides itself with the necessary means of subsistence and which unites all or part of its income, or a person residing in a residential building, an apartment or a room, or a part of an apartment house or apartment and independently providing itself with the necessary means of subsistence.According to the calculations of 2009, based on Rosstat’s forecast, the number of households in Russia was to make up from 52.5 million by the low estimate to 58.9 million by the high estimate in 2030. Like any forecast, these estimates require regular revision, refinement due to the appearance of new data.Based on the current trends in the development of households in the world and in Russia, the article attempts to provide updated estimates of changes in the number and structure of Russian households at the end of 2030.
