The article considers the possibility of amending the licensing requirements regarding the confirmation of the qualifications of permanent employees who are the license applicants (licensees). Fulfillment of the specified requirements is mandatory if it is intended to carry out (implement) fire fighting activities in settlements, at industrial facilities and infrastructure facilities, as well as activities for installation, maintenance and repair of fire safety facilities for buildings and structures. The analysis of regulations on licensing of fire safety activities, approved by the resolutions of the Government of the Russian Federation is carried out. These regulations are implemented as part of realization of “regulatory guillotine”. Furthermore, the general mechanism for formation of the system for independent qualification assessment, including in the field of fire safety is analyzed as well as the prospects for amending licensing requirements were considered. The above mentioned analysis is carried out using the provisions of regulatory legal acts of the Russian Federation and regulatory documents. It is concluded that the nature of predictable changes should correspond to the general direction of development of the unified National qualification system. The article also considers the current state of formation stages of professional standards in the field of fire safety. The development of such standards is assigned to the Council for professional qualifications in the field of safety in emergency situations.

This note is a response to the criticism of colleagues who expressed their opinion about the publication: Razumov V.I., Orekhovsky P.A. Carnival Time: Russian Higher Education and Science in the Postmodern Era // Ideas and Ideals. – 2020. – Vol. 12, N 3, pt. 1. – P. 77–94. The article received ten different responses, including both agreements with some of the theses, and objections, as well as alternative proposals. The works represent a wide scientific geography from Abakan to Moscow, although the bulk of the reviews came from Novosibirsk. The authors represent various humanitarian specialties. An analysis of the works published in Ideas and Ideals allows us to conclude that the reforms of science and education undertaken by the Government of the Russian Federation are alarming. At the same time, attention is drawn to both dissatisfaction with the current state of affairs and a wide range of ideas about what strategy for the development of science and education is required in modern Russia. Similarly, very different positions are presented in relation to postmodernism and its role in changes in science and education. The authors make an attempt to characterize the grounds for the coincidence and difference of the positions of the debaters and authors.

The article is devoted to the actual topic of providing conditions for the safe evacuation of people from educational institutions. The analysis of the requirements of regulatory legal documents in the field of fire safety and statistical data on fires is carried out. The issue of improving the level of fire protection of educational facilities was planned to consider at the meeting of the Government Commission for the Prevention and Elimination of Emergency Situations and Ensuring Fire Safety during the Board Meeting on the results of the Ministry’s work on the main areas of activity in 2020 and on the tasks for 2021 of EMERCOM of Russia. Moreover, the President of the Russian Federation instructed the Government of the Russian Federation to introduce a unified approach to ensuring the security and anti-terrorist protection of educational organizations in the very near future in May of this year. The supervisory authorities of the EMERCOM of Russia conduct practical training on evacuation of people regularly, but for their successful implementation it is necessary for each head of educational organization to know what time is allocated for organizing and conducting the necessary evacuation of people during fire at the facility. Article 53 of Federal Law No. 123 of 22.07.2008 “Technical Regulations on fire safety requirements” defines that the safe evacuation of people from buildings and structures in case of fire is provided if the time interval from the moment of fire detection to the completion of people evacuation to a safe area does not exceed the required time for evacuation of people in case of fire. The buildings of educational organizations were designed at different times, respectively, the objects have different layouts, number of floors, and degree of fire resistance. Therefore the individual approach to each object of protection is necessary to determine the essential evacuation time. Determining the time of people evacuation from buildings and premises will have a positive impact on the effectiveness of practical training, will help to determine whether people have time to evacuate from the building at prescribed time. The Rules for conducting calculations on fire risk assessment is approved by the Decree of the Government of the Russian Federation No. 1084 dated July 22, 2020. The Methodology for determining the calculated values of fire risk in buildings, structures and fire compartments of various classes of functional fire hazard is approved by the Order of EMERCOM of Russia No. 382 dated June 30, 2009 (as amended by Order of EMERCOM of Russia No. 632 of 02.12.2015). This Methodology establishes the procedure for determining the necessary time for the people evacuation from the objects of protection. The implemented work will allow the bodies of the state fire supervision of EMERCOM of Russia to increase the quality index of administration of control and supervisory functions at the objects of protection of this category.

Introduction. Due to the updating of the legislative framework, the possibility of introducing the so-called "seamless" interdepartmental processes in the field of fire control and supervision is considered. The paper shows how insufficiently well-regulated actions of departments can become a factor that reduces the efficiency of work in this area and hinders its development. The importance of Federal Law No. 248-FZ of July 31, 2020 "On State Control (Supervision) and Municipal Control in the Russian Federation" was noted. At the same time, significant difficulties of its practical application are recognized. With references to the sources, it is shown that, addressing this problem, scientists demonstrate either a global, enlarged approach, or, conversely, study particular cases within the borders of one region, in relation to a specific group of objects of fire control and supervision. The relevance of the presented work lies in the fact that the authors offer an adequate solution to universal organizational problems. Problem Statement. The starting point in solving the tasks of this scientific work is the study of the text of Federal Law No. 248-FZ of July 31, 2020 "On State Control (Supervision) and Municipal Control in the Russian Federation". From the point of view of law enforcement practice, the authors had to evaluate innovations in the activities of the state fire supervision bodies of the Ministry of Emergency Situations of Russia, identify weaknesses if possible, make arguments in favor of organizational and, in particular, communication processes, identify ways to solve the problems. Theoretical Part. The new document is considered as an element of the evolutionary process of state policy in the field of monitoring the compliance with mandatory requirements, including in the field of fire safety. The main imbalances that can potentially reduce the efficiency of the relevant departments of the Ministry of Emergency Situations have been identified. Thus, the Regulation on Fire Safety provides for the collection, clarification and annual updating of accounting information about the objects of supervision. At the same time, only the names of procedures are given in the document. There is no scheme of actions that links the object of supervision with such features of the subject (official) as: knowledge, experience, workload, Internet skills, computer or digital technology, technical and organizational availability of information resources. According to the statistics, the urgent need for appropriate adequate solutions is dictated by objective reasons. Constructive and relatively easy-to-implement measures to overcome the identified imbalances are indicated. Conclusions. The results of scientific work presented in this article demonstrate the direction of further improvement of the professional activities of specialists in fire control and supervision, as well as the department as a whole. The results of the research suggest that at the present stage in Russia (and, in particular, in the Rostov region) the information base is sufficient to improve departmental processes. Two factors should be recognized as the main weaknesses of the system. This is clearly insufficient digitalization of departments and the lack of high-quality communications between departments of various levels and profiles.

The article analyses the current state and trends of the processes of digitalization of the economy in the Russian Federation, and also collates the levels of penetration of digital technologies in the structure of the economy of Russia and foreign countries-competitors. As a basis, the set task of achieving technological superiority in key sectors of the digital economy has been adopted. The paper shows that although the Russian Federation occupies a prominent position in the world in terms of the introduction of digital technologies, it is not included in the group of leading countries in the digitalization process. As of the end of 2019, it can be stated that Russia, if the current course continues, will remain among the countries of “catching up development”. The authors show that the lag in the Russian Federation is observed in almost all components of digitalization processes. The efforts made by the government of the country in recent years to accelerate the digitalization processes have not been sufficient. Although they produced results, the main opponents of Russia on the world stage pursued a more intensive policy in the same direction, which ensured their current separation. To achieve technological superiority, a cardinal change of policy is necessary, which should reorient to new, more productive than the current mechanisms for the development and implementation of new digital technologies with the simultaneous intensification of both state and private efforts. Deepening the industry specification of digitalization policies will also have a positive effect. In addition, it is necessary to actively engage in digitalization processes and strengthen the role of scientific organizations (both academic and other).
