Fashion industry as a tool of public diplomacy: Ukrainian and world experience

Problem setting. The success of a country's foreign policy in the modern world is determined not only by its military and economic power, but also by its success in shaping the strategy of public diplomacy. A positive image abroad is a key element of successful international cooperation. A wide range of public diplomacy tools contribute to the establishment of a high level of trust, partnership, economic, political and humanitarian ties in the world. Target of research. The purpose of the article is to determine the potential of the fashion industry as an important tool of public diplomacy of Ukraine, to promote a positive image of the country based on the study of domestic and world experience. Analysis of resent researches and publications. The problems of public diplomacy are actively considered by the scientific community. At the same time, it is obvious that the domestic scientific opinion lacks work on understanding the experience of using the potential of the fashion industry to implement the tasks of promoting a positive image of the state. Article’s main body. The authors of the article proceed from a broad conceptual understanding of public diplomacy as a complex system of institutions and mechanisms, the task of which is to create an attractive image of the country and to support the foreign policy of the state. An analysis of the definition of public and cultural diplomacy in the domestic scientific discourse has revealed the dominance of the traditional approach: the recognition of cultural diplomacy as a key component of public diplomacy, emphasizing its direct connection with the mechanisms of «soft power». A specific form of cultural expression can be considered fashion - one of the most complex phenomena of modern culture, which allows to emphasize social status and meet aesthetic needs. The versatility of the mod determines its great impact on the world economy, political life of society, and the environment. In the modern world, fashion has become one of the strongest diplomatic tools that combine art, creativity and business. For a long time, the fashion industry in Ukraine was not defined as a separate area of socio-cultural diplomacy. However, recently there has been a tendency to draw more attention to the fashion industry as one of the manifestations of cultural diplomacy, which has the potential to become a successful tool in shaping Ukraine's widespread recognition in the world. Studies of our country's experience in the use of the fashion industry in public diplomacy prove the existence of both extensive experience in this area and the existence of untapped opportunities to achieve greater efficiency. Conclusions and prospects for the development. Ukraine is taking various powerful measures at the institutional level to use the fashion industry as a tool of public diplomacy, but our country is only taking the first steps in this direction. The analysis of this experience allows to recognize it rather successful.

The relevance of the topic of scientific researchis due to the active involvement of culture in the foreign policy discourse of states and international organizations, which enhances scientific interest in understanding cultural diplomacy as an extremely important instrument of international cooperation. Target of research. Research of cultural diplomacy of the Republic of Korea as a component of public diplomacy, characteristics of its features, as well as the potential impact of this experience on Ukrainian cultural policy. Analysis of resent researches and publications. Analysis of scientific research allows us to state the growing interest in the stated topic in scientific discourse, as evidenced by the work of such scientists as F. Barghorn, J. S. Nai, Su Huang Young, S. A. Gutsal, J. R. Johnson, E. W. Kim, M. M. Lebedeva, G. I. Lutsyshyn, L. S. Matlay, A. S. Prygunkova, M. V. Protsyuk and others. Article’s main body. A unique example of the effective use of cultural diplomacy is the Republic of Korea, which is increasingly using new public diplomacy in its foreign policy, through which the country promotes its achievements abroad in political, financial, economic, industrial, technological, agricultural, scientific and cultural spheres. and thus enhances the national reputation in the world. The «Korean wave» is a phenomenon of South Korean culture, which contributed to the rapid growth of the popularity of the Korean brand. The article characterizes the main stages of development of cultural diplomacy of the country and their specifics, reveals in more detail the essence, role and influence of K-pop on general political interaction with the world. The importance of the South Korean experience for the development of Ukrainian cultural diplomacy is especially noted. The authors call the following acute problems of Ukrainian cultural diplomacy: - development of a strategy for cultural diplomacy; - awareness of the relationship between the success / failure of cultural diplomacy and the economic condition of the country; - ensuring the attractiveness of Ukraine for its own people etc. An example for Ukraine is a moderate and reasonable combination of borrowed cultural experience and national cultural potential. Conclusions and prospects for the development. The cultural component of the public diplomacy of the Republic of Korea is very actively developing. It is worth noting the relevance of studying the phenomenon of the «Korean wave» as a set of components of mass culture of the Korean people. The «Korean wave» is a clear manifestation of the processes of glocalization, reasonable and balanced unity of the processes of modernization and preservation of traditional values, which provides great opportunities for further cultural and economic development of this country.

Problem setting. The study of the potential of cultural diplomacy has been growing rapidly in recent times. This is due to the realization of the failures of traditional and «force» diplomacy, which often demonstrate the inability to ensure the successful solution of important international problems. Researchers note the need to use cultural diplomacy to intensify and increase the effectiveness of international cooperation. Target of research. Understanding the actualization of cultural diplomacy of Ukraine in the modern world, an attempt to analyze its legal basis. Analysis of resent researches and publications. The concep «cultural diplomacy» is more common in scientific discourse. Scientists such as D. Vedeneev, V. Kostrov, T. Peresunko, N. Musienko, V. Tsyvaty, M. Kulinich, O. Rozumna, and others have contributed to the development of the role of cultural diplomacy in the foreign policy vector of the Ukraine. Political science works predominate among the researches. Few works analyze the legal aspects of cultural diplomacy. Article’s main body. In the context of globalization there is a loss of national origins. Therefore, states must use all their potential to preserve and enhance their own and the world’s cultural heritage, mutual understanding and support of interethnic harmony. International legal thought defines the concept of «diplomacy» in different ways, sometimes identifying it with international law or foreign policy. However, diplomacy is one of the most important tools of foreign policy, along with its components such as the armed forces, intelligence, economic ties, and so on. Cultural diplomacy is a type of diplomacy that uses the country’s cultural heritage as a means to an end. The role of cultural potential in international relations is highly valued. It is cultural diplomacy, not the use of force to impose political, ideological ideas, which aims to unite countries. Ukraine is returning to the active use of cultural diplomacy tools in the XXI century, when there was an urgent need for broad international support for the implementation of ambitious European integration plans. The system of coordination, stimulation and organization of cultural activities at the international level allows identifying the tasks of cultural diplomacy of Ukraine. Ukrainian cultural diplomacy based on international legal instruments ratified by Ukraine and acts of national legislation. The analysis of the problem allows determining the urgent task of creating a favorable legislative framework for the maximum effectiveness of cultural diplomacy. Conclusions and prospects for the development. The filling of legal gaps in cultural diplomacy should take place in the vector of recognition of culture as a subject of foreign policy, awareness of its reputational and social potential. Ukraine faces the task of updating old and finding new cultural images and symbols to create a decent image of the country, as well as to create an appropriate legal framework for the effective implementation of the tasks of cultural diplomacy.

Abstract The article is devoted to the study of “cultural diplomacy” of France in recent history. The relevance of the topic is conditioned by the fact that states use new, non-leverage levers of influence more and more, striving to spread their values and culture in the world to expand and strengthen their presence in the international arena. The French Republic, in order to revive its former greatness, has accelerated the activities of its institutions over the past decades, which can be interpreted as the manifestations of “soft power” in general, and “cultural diplomacy” in particular. The increase of the French language, culture and history status among the population of Europe, America, Africa and the Middle East is becoming an increasing priority task of the state foreign policy. This, in particular, is evidenced by the statements of the French leadership, as well as the reforms carried out in internal structures to increase the effectiveness of its “cultural diplomacy” concept implementation. The authors of the article concluded that over the past ten years, France has not only stepped up and renewed its cultural and partnership relations around the world, but also opened up new opportunities for the dissemination of information and cooperation, adapting to the diverse expectations of the audience, taking into account, first of all, the factors of multilateral diplomacy and interculturalism. This, in its turn, makes it possible to expect the increase of France foreign policy potential in the international arena. The obtained results are consistent with the conclusions of a number of researchers and expand the existing ideas about the nature, the application of “cultural diplomacy” approaches and the specifics of its influence in the world. The reliability of the study is based on a wide range of published materials, and the obtained results make a significant contribution to knowledge expansion about this problem. At the end of the article, on the basis of France experience study, they determined the potential opportunities for the development of “cultural diplomacy” of Russia.

The article reveals the significance of the usage of France’s nuclear status as a tool for the realisation of its foreign policy interests in the International Arena, especially in the context of necessity to ensure its security. A well-formulated and scientifically grounded, clear and reasonably transparent strategy for Foreign Policy ensures state security and is an inalienable attribute of a civilised, contemporary International Actor. One of the most critical aspects of France’s Defence strategy is based on its nuclear status. Therefore, it is essential to understand its role and function in the formulation of the foreign policy strategy. In particular, the concept of «nuclear diplomacy» is explored on the example of the French Republic. This concept describes the possibility of using nuclear status in various fields of foreign policy to achieve the interests of the state in the world arena. The survey describes political, economic and security aspects of the disposition of nuclear diplomacy in foreign policy. Also, the historical experience of exercising the nuclear status as a tool has been analysed. Relying on the analysis made it has been found that the practice of using nuclear status as a tool for conducting international dialogue has its several advantages, the main of which is the efficient protection of the national interests of the state. The author emphasises the fact that the wise usage of all nuclear status benefits, in the present conditions of growing instability and turbulence in international relations is a vital requirement for the development of France, especially as for nuclear-weapon state and a significant actor in the international arena. It has been argued that the nuclear status is inextricably associated not only with the formation of a state security strategy but also with the development of the image and geopolitical component of security, aimed at providing the necessary conditions for the realisation of French national interests in the International Arena, as one of the most effective methods of guaranteeing security and independence in the modern world. The modern world is the world of pervasive transformations and breakthroughs connected with the degeneration of traditional and modern structures. Although today the world is interconnected and united more than ever before, it is necessary to respect and estimate the idea of boundaries, sovereignty, and independence of a state, the right of a state to lead its policy. So, the best guarantee of directing separate political line it is wise using of one of the most effective and impressive tools, in a Foreign Policy too, that is nuclear status.

The work is also attributable to the intensified use of methods and technologies for forming the foreign policy image of the state at the level of modern world politics. Currently, there is a widespread perception that the media occupy one of the main places in the modern political process, so they can have a significant effect on the image and foreign policy of the state in the consciousness of the masses of their country and the world stage as a whole.

The research aims to delve into the problem of systematic neglecting and denying of the tools of soft power in Ukrainian foreign policy. The key issue of the project is to disclose the importance of cultural diplomacy and explore the significance of different countries’ cultural institutions abroad. The research highlights the examples of successful implementation of cultural diplomacy cases and its role in crafting the approaches in bridge-building between Ukraine and the world during the years of its gaining independence. The objective is to point out the value and the potential of such institutions in today’s globalized world. Noteworthy, the Ukrainian Institute (UI) was established by the Ministry of Foreign Affairs of Ukraine in 2017. The key message of ours is to show that Ukrainian Institute could make drastic changes in the approaches to the cultural diplomacy of Ukraine by promoting a positive image of Ukraine around the world, fight stereotypes, foster business connections, facilitate mutual understanding, attract investments and tourist, and put our country on the map. We also have to deal with the syndrome of the international community fatigue in terms of Ukraine and its careless attitude and disconnectedness in reforming and advancing of key branches of the Ukrainian society as well as unsuccessful tackling of corruption issues. Thus, we need to concentrate our efforts on showing relatively new Ukraine, fight international community’s unawareness and recognition of Ukraine, and give the voice to our rich and vibrant cultural sector. Cultural Diplomacy can most aptly be defined as a course of actions centered on using the interchanging of views, ethics, customs, and other features of a culture. Cultural Diplomacy is employed by the public sector, private sector, and civil society to either accelerate socio-cultural collaboration, fortify the relationship or endorse the state wellbeing. Pakistan has long been suffering from a negative image globally on account of her poor foreign policy and her adversaries’ vile propaganda. Notwithstanding Pakistan is archaeologically, historically, and culturally rich and a thriving country and is home to an assortment of cultures but she could never efficaciously liberate herself from the stigmas attached to her. Cultural Diplomacy is one of the most noteworthy tactics that can pull Pakistan out of this mayhem and restore her image internationally. In academic discourse, public diplomacy is often regarded as an instrument of foreign policy most suitable for small states, which enables them to compensate for the lack of military and economic capabilities. Paradoxically enough, studies on public diplomacy usually focus on the activities of the leading actors of world politics. However, it is exactly the case of small states that, according to the author, allows better understanding of the role of public diplomacy in the contemporary foreign policy agenda. The author examines the evolution of the Slovak public diplomacy, and distinguishes two stages in it. The firststage (from 1993 to 2004) was characterized by the establishment and consolidation of the Slovak system of public diplomacy, aimed primarily at promoting the main goal of the government — the country’s integration into the European Union. By means of advocacy and cultural diplomacy, in particular through the system of Slovak Institutes, Slovakia tried to convince politicians, journalists, members of the academic and business communities, and non-governmental organization activists in Europe that the country was ready to join the EU. During the second stage (from 2005 to the present day) a national branding, aimed at promoting a positive image of the country has come to play (along with cultural diplomacy) one of the key roles within the Slovak public diplomacy. It was at this time that the government initiated the National Scholarship Program of the Slovak Republic and launched an information campaign with the slogan ‘Slovakia is a Good Idea’, which had made a significant contribution to the dissemination of accurate information about the country and strengthened relations with the neighboring states and trade partners. The author concludes that in nearly three decades Slovakia has managed to establish a modern competitive system of public diplomacy, which possesses the following characteristics: a high level of coordination between the key actors, a wide range of working methods, and an effective dialogue with the people of the country on the main foreign policy objectives (domestic public diplomacy).

Public diplomacy of Great Britain is one of the most developed in the EU and in the world. The United Kingdom has developed an extremely efficient public diplomacy mechanism which includes BBC World Service (which due to its popularity boosts the reputation and the image of Great Britain), Chevening Scholarships (provides outstanding foreign students with opportunity to study in Great Britain and thus establishes long-lasting relations with public opinion leaders and foreign countries elite) and the British Council, which deals with international diplomatic ties in the field of culture. The British Council is a unique organization. Being technically independent, it actively and efficiently works on consolidating Great Britain’s interests in the world and contributes to the development of public diplomacy in Great Britain.   The author studies the efforts of the British Council as a unique public diplomacy tool of the United Kingdom. Special attention is paid to the role of British Council, which is independent of the governing board and at the same time finds itself under the influence of the latter due to the peculiarities of the appointment of Board’s officials, financing etc. The author concludes that the British Council is a unique organization established in 1934, which is a non-departmental state body, charitable organization and public corporation, technically independent of the government. The British Council, thanks to its commercial activities covers the lack of public funding caused by the policy of economy conducted by the government. It has good practices in this field worth paying attention by other countries. It is also worth mentioning that the increment in profit was getting higher last year, however the issue of increasing the influence of the government on the activities of British Council is still disputable. Although the Foreign Minister officially reports to the parliament on the activities of the British Council, approves the appointment of the leaders of organizations, the British Council preserves its independence of the government, which makes it more popular abroad, and makes positive influence on the world image of Great Britain. The efficiency of the British Council efforts on fulfillment of targets of the United Kingdom public diplomacy is unquestionable, no matter how it calls its activities: whether it is a cultural relations establishment or a cultural diplomacy implementation. The article is devoted to identifying the role of the Confucian component in shaping China’s foreign policy during the period of “reforms and openness”. The author analyzes the Chinese “soft power” model and its differences from the classical one, the theoretical foundations of which were formulated by J. Nye, and discovers the China’s “soft power” features in foreign policy and establishes its meaningful connection with Confucian values and concepts. The article provides an overview of “soft power” interpretations in the main works of Chinese scholars, examines the reflection of Confucian “soft power” ideas in the state and party documents and decisions of the period of “reforms and openness”, shows the application of Confucian principles in the foreign policy of China. It is shown that the creation of effective Chinese “soft power” tools is becoming a part of a purposeful and long-term policy of the state. Such tools include the swift reform of leading media, TV and radio companies using modern technologies and focusing on foreign audience abroad, promoting China’s traditional and modern culture in foreign cultural markets, increasing China’s presence on the world market, spreading and promoting the Chinese language, “Education Export” and widening educational contacts, economic ties development and scientific and technical cooperation, public diplomacy development, support of the compatriots living abroad. Geopolitically, China’s soft power strategy is focused on developing relations with its close neighbors and creating a security belt around China. It has been proved that modern China seeks to proclaim itself as a new “soft power” center, the creation of which is a part of the State purposeful long-term policy. It is accompanied by the active appeal of Chinese ideologists to the country's traditional cultural heritage and basing of this new foreign policy on the conservative values of Confucianism, which is a kind of civilizational code determining all aspects of social life for China.
