Problem setting. The relevance of the topic of scientific researchis due to the active involvement of culture in the foreign policy discourse of states and international organizations, which enhances scientific interest in understanding cultural diplomacy as an extremely important instrument of international cooperation. Target of research. Research of cultural diplomacy of the Republic of Korea as a component of public diplomacy, characteristics of its features, as well as the potential impact of this experience on Ukrainian cultural policy. Analysis of resent researches and publications. Analysis of scientific research allows us to state the growing interest in the stated topic in scientific discourse, as evidenced by the work of such scientists as F. Barghorn, J. S. Nai, Su Huang Young, S. A. Gutsal, J. R. Johnson, E. W. Kim, M. M. Lebedeva, G. I. Lutsyshyn, L. S. Matlay, A. S. Prygunkova, M. V. Protsyuk and others. Article’s main body. A unique example of the effective use of cultural diplomacy is the Republic of Korea, which is increasingly using new public diplomacy in its foreign policy, through which the country promotes its achievements abroad in political, financial, economic, industrial, technological, agricultural, scientific and cultural spheres. and thus enhances the national reputation in the world. The «Korean wave» is a phenomenon of South Korean culture, which contributed to the rapid growth of the popularity of the Korean brand. The article characterizes the main stages of development of cultural diplomacy of the country and their specifics, reveals in more detail the essence, role and influence of K-pop on general political interaction with the world. The importance of the South Korean experience for the development of Ukrainian cultural diplomacy is especially noted. The authors call the following acute problems of Ukrainian cultural diplomacy: - development of a strategy for cultural diplomacy; - awareness of the relationship between the success / failure of cultural diplomacy and the economic condition of the country; - ensuring the attractiveness of Ukraine for its own people etc. An example for Ukraine is a moderate and reasonable combination of borrowed cultural experience and national cultural potential. Conclusions and prospects for the development. The cultural component of the public diplomacy of the Republic of Korea is very actively developing. It is worth noting the relevance of studying the phenomenon of the «Korean wave» as a set of components of mass culture of the Korean people. The «Korean wave» is a clear manifestation of the processes of glocalization, reasonable and balanced unity of the processes of modernization and preservation of traditional values, which provides great opportunities for further cultural and economic development of this country.

The success of a country's foreign policy in the modern world is determined not only by its military and economic power, but also by its success in shaping the strategy of public diplomacy. A positive image abroad is a key element of successful international cooperation. A wide range of public diplomacy tools contribute to the establishment of a high level of trust, partnership, economic, political and humanitarian ties in the world. Target of research. The purpose of the article is to determine the potential of the fashion industry as an important tool of public diplomacy of Ukraine, to promote a positive image of the country based on the study of domestic and world experience. Analysis of resent researches and publications. The problems of public diplomacy are actively considered by the scientific community. At the same time, it is obvious that the domestic scientific opinion lacks work on understanding the experience of using the potential of the fashion industry to implement the tasks of promoting a positive image of the state. Article’s main body. The authors of the article proceed from a broad conceptual understanding of public diplomacy as a complex system of institutions and mechanisms, the task of which is to create an attractive image of the country and to support the foreign policy of the state. An analysis of the definition of public and cultural diplomacy in the domestic scientific discourse has revealed the dominance of the traditional approach: the recognition of cultural diplomacy as a key component of public diplomacy, emphasizing its direct connection with the mechanisms of «soft power». A specific form of cultural expression can be considered fashion - one of the most complex phenomena of modern culture, which allows to emphasize social status and meet aesthetic needs. The versatility of the mod determines its great impact on the world economy, political life of society, and the environment. In the modern world, fashion has become one of the strongest diplomatic tools that combine art, creativity and business. For a long time, the fashion industry in Ukraine was not defined as a separate area of socio-cultural diplomacy. However, recently there has been a tendency to draw more attention to the fashion industry as one of the manifestations of cultural diplomacy, which has the potential to become a successful tool in shaping Ukraine's widespread recognition in the world. Studies of our country's experience in the use of the fashion industry in public diplomacy prove the existence of both extensive experience in this area and the existence of untapped opportunities to achieve greater efficiency. Conclusions and prospects for the development. Ukraine is taking various powerful measures at the institutional level to use the fashion industry as a tool of public diplomacy, but our country is only taking the first steps in this direction. The analysis of this experience allows to recognize it rather successful.

To this day political processes are less and less impacted by military force. States are increasingly resorting to the use of means of latent influence or relying on cultural attraction. Such phenomena have led to the emergence of soft power in international relations. Many countries, including the Republic of Korea, effectively use soft power tools in implementing policies at various levels. This manuscript seeks to analyze the main soft power components and tools of the Republic of Korea in foreign policy. The paper examines the background of the formation and development of soft power strategies. Many factors have predetermined the growing popularity of Korean culture, a phenomenon subsequently called the Korean Wave (Hallyu). This paper identifies the main elements of the Hallyu, including public diplomacy and South Koreas cultural economy exporting pop culture, entertainment, music, TV dramas, and movies, and examines how these elements complement each other.

Korean wave has became a current booming popular culture; reaching all continents of the world. This phenomenon is the result of cooperation from various actors, namely state and non-state actors. This paper aims to determine the role of the South Korean government in the accomplishments achieved by the Korean wave to date, by studying the literature that focuses on the Korean wave success. This paper concludes that the South Korean government acts as a stimulator, regulator and facility provider for the cultural industry to develop. While the success of the Korean wave in penetrating the world market is the result of the formulation of strategies and promotions conducted by non-state actors involved in the process of producing the Korean wave.

South Korea is an example of a country that realizes the strategic meaning of public diplomacy. Korea uses public diplomacy with the Korean Wave or Hallyu being one of the media. The public diplomacy carried out by South Korea through Hallyu attracted the attention of many groups. Hallyu itself refers to all aspects of South Korean culture, including television dramas, films, music, fashion, hairstyles and cosmetics that spread throughout the world. This paper aims to describe the achievement of state interests through the implementation of public diplomacy. The research method used is normative research using conceptual and historical approaches and using literature study. This paper finds that public diplomacy has succeeded in increasing the popularity of South Korea. The South Korean government then uses this popular culture as a diplomatic strategy.

This article explores the process of formation of foreign policy ideology of the Republic of Korea. The object of this research is the national ideology of the Republic of Korea, while the subject is the ideological concepts of its foreign policy. Analysis is conducted on the historical background, cultural and sociopolitical context, which affected the formation of South Korean ideology. The article describes the foreign policy concepts of the Republic of Korea, using the example of ideological course of the administrations of Lee Myung-Bak, Park Geun-hye and Moon Jae-on. The author applies the comparative-historical and problem-chronological methods, as well as content analysis in examination of the texts of documents for determining conceptual grounds of foreign policy. The Russian Korean Studies do not feature comprehensive research on the topic of ideology in the sphere of foreign policy of the Republic of Korea, which defines the scientific novelty of this work. The following conclusions were formulated: 1) Historically, Korea was in a state of foreign policy dependency, which impacted the formation of nationalistic views among the political elite; 2) The peculiarities of development of the Republic of Korea led to the division of political forces into two main groups that vector the foreign policy within the framework of genera paradigm, characterized by nationalistic context and the strive to ensure sustainable development of the country and regional security; 3) The ideological concepts of political groups mark a number of differences in the attitude to the alliance with the United States and interaction with the Democratic People's Republic of Korea. However, the implementation of foreign policy strategy of the Republic of Korea depends on a particular situation, thus the ideological course of foreign policy does not always reflect the real government actions. The ideological differences in foreign policy of the rightwing and leftwing forces become more conditional – the pragmatic objectives aimed at preservation of stable relations and balance of forces, as well as maintenance of regional security, come to the forefront.

Public diplomacy of Great Britain is one of the most developed in the EU and in the world. The United Kingdom has developed an extremely efficient public diplomacy mechanism which includes BBC World Service (which due to its popularity boosts the reputation and the image of Great Britain), Chevening Scholarships (provides outstanding foreign students with opportunity to study in Great Britain and thus establishes long-lasting relations with public opinion leaders and foreign countries elite) and the British Council, which deals with international diplomatic ties in the field of culture. The British Council is a unique organization. Being technically independent, it actively and efficiently works on consolidating Great Britain’s interests in the world and contributes to the development of public diplomacy in Great Britain.   The author studies the efforts of the British Council as a unique public diplomacy tool of the United Kingdom. Special attention is paid to the role of British Council, which is independent of the governing board and at the same time finds itself under the influence of the latter due to the peculiarities of the appointment of Board’s officials, financing etc. The author concludes that the British Council is a unique organization established in 1934, which is a non-departmental state body, charitable organization and public corporation, technically independent of the government. The British Council, thanks to its commercial activities covers the lack of public funding caused by the policy of economy conducted by the government. It has good practices in this field worth paying attention by other countries. It is also worth mentioning that the increment in profit was getting higher last year, however the issue of increasing the influence of the government on the activities of British Council is still disputable. Although the Foreign Minister officially reports to the parliament on the activities of the British Council, approves the appointment of the leaders of organizations, the British Council preserves its independence of the government, which makes it more popular abroad, and makes positive influence on the world image of Great Britain. The efficiency of the British Council efforts on fulfillment of targets of the United Kingdom public diplomacy is unquestionable, no matter how it calls its activities: whether it is a cultural relations establishment or a cultural diplomacy implementation. AbstractSince December 1997, the Democratic People’s Republic of Korea (DPRK), the People’s Republic of China (PRC), the Republic of Korea (ROK), and the United States have met in a series of talks aimed at promoting peace and stability on the Korean peninsula and in the region. According to a November 1998 U.S. Department of Defense report, the discussions have created a “diplomatic venue for reducing tensions and ultimately replacing the Armistice Agreement with a permanent peace settlement.”1 Amidst the tragic human suffering which has occurred in North Korea, there have been some encouraging developments on the peninsula. The 1994 Agreed Framework between the United States and North Korea placed international controls on North Korea’s atomic energy program and cautiously anticipated the normalization of U.S.-DPRK relations. Since assuming power in early 1998, South Korean President Kim Dae Jung has vigorously pursued a policy of engagement with P’yo¨ngyang, known as the “sunshine policy.” Over the past decade, North Korea has also reoriented its foreign policy. In the early 1990s, the regime’s social and economic crisis led to a rethinking of its autarkic economic system. By early 1994, the state had created new free trade zones and relatively open foreign investment laws.2 By complying with the Agreed Framework, the DPRK has also shown a willingness to work with the international community on sensitive issues affecting its internal sovereignty and ability to project power beyond its borders.

Problem setting. The study of the potential of cultural diplomacy has been growing rapidly in recent times. This is due to the realization of the failures of traditional and «force» diplomacy, which often demonstrate the inability to ensure the successful solution of important international problems. Researchers note the need to use cultural diplomacy to intensify and increase the effectiveness of international cooperation. Target of research. Understanding the actualization of cultural diplomacy of Ukraine in the modern world, an attempt to analyze its legal basis. Analysis of resent researches and publications. The concep «cultural diplomacy» is more common in scientific discourse. Scientists such as D. Vedeneev, V. Kostrov, T. Peresunko, N. Musienko, V. Tsyvaty, M. Kulinich, O. Rozumna, and others have contributed to the development of the role of cultural diplomacy in the foreign policy vector of the Ukraine. Political science works predominate among the researches. Few works analyze the legal aspects of cultural diplomacy. Article’s main body. In the context of globalization there is a loss of national origins. Therefore, states must use all their potential to preserve and enhance their own and the world’s cultural heritage, mutual understanding and support of interethnic harmony. International legal thought defines the concept of «diplomacy» in different ways, sometimes identifying it with international law or foreign policy. However, diplomacy is one of the most important tools of foreign policy, along with its components such as the armed forces, intelligence, economic ties, and so on. Cultural diplomacy is a type of diplomacy that uses the country’s cultural heritage as a means to an end. The role of cultural potential in international relations is highly valued. It is cultural diplomacy, not the use of force to impose political, ideological ideas, which aims to unite countries. Ukraine is returning to the active use of cultural diplomacy tools in the XXI century, when there was an urgent need for broad international support for the implementation of ambitious European integration plans. The system of coordination, stimulation and organization of cultural activities at the international level allows identifying the tasks of cultural diplomacy of Ukraine. Ukrainian cultural diplomacy based on international legal instruments ratified by Ukraine and acts of national legislation. The analysis of the problem allows determining the urgent task of creating a favorable legislative framework for the maximum effectiveness of cultural diplomacy. Conclusions and prospects for the development. The filling of legal gaps in cultural diplomacy should take place in the vector of recognition of culture as a subject of foreign policy, awareness of its reputational and social potential. Ukraine faces the task of updating old and finding new cultural images and symbols to create a decent image of the country, as well as to create an appropriate legal framework for the effective implementation of the tasks of cultural diplomacy.

A keen interest in the culture and economic development of the Republic of Korea has resulted in establishing business relations between Korea and various countries all around the world. The Korean War (1950-1953) is said to be the catalyst for Korean Studies, since it has generated a considerable interest in Korean history, language and culture. Yet, when the Korean Language Education (henceforward KLE) is being referred to, usually the years when the boom for "everything that is Korean” started, which could be attributed to the successfully organized Summer Olympics in 1988 and co-organized Asian World Cup in 2002, are being mentioned. This was when the world saw a different side of Korea. However, also thanks to the enormous popularity of Hallyu and the support of the South Korean Government given to initiatives, which among others, popularize the Korean language, the interest in various aspects of Korean culture as well as the language itself, has become higher than ever before. Since the turn of the 21st century, South Korea is perceived as one of the world's leading exporters of culture and tourism, and Hangeul became one of the exported goods.The aim of this research is to analyze the situation of KLE in the era of globalization, which along with the spread of lingua franca, among them English, is endangering the language variety of the world. In order to do so, several significant dates and initiatives showing how Korean scholars and the Government have influenced and shaped the language policy and thus have contributed to the popularization of the language all around the world will also be referred to. Government sponsored institutions providing Korean language classes, as well as books and other teaching materials, will be discussed and classified. The article will also try to answer the question concerning the future of the KLE.

The place and international position of Lebanon in the world political arena today is changing and transforming under the influence of globalization. Thus, this is not deprive, but changes the vector on the international arena and does not exclude the already acquired conservative character. Prime Minister Tamam Salam, who is the executive of the President of the Republic of Lebanon, is reforming and liberalizing the law and changing the vector of foreign policy. He doing this without leaving the traditions and religious views, also without rejecting the conservative nature of foreign and domestic policies. Although Lebanon is part of the League of Arab States, which is accused of non-democracies, it has a democratic regime for a long time. Balancing the policy of the Lebanese Republic between conservatism, traditionalism, democracy and liberalization makes Lebanon a great country for analysis, since it provides an opportunity to reflect the coexistence of democracy with the stereotyped vision of the “Islamic world”.
