In recent decades, many countries of the world are faced with the problem of congestion in land transport due to the increase in the volume of transported goods. As a result, much attention is paid to inland waterway transport, which has significant untapped potential. It is also important that inland waterway transport (IWT), in comparison with alternative modes of transport, has such advantages as low cost of transportation, reliability, and environmental friendliness. This article analyzes the experience of financing water transport infrastructure facilities in foreign countries with a developed network of inland waterways, namely, Germany and the United States. The purpose of the work is to generalize the practices of attracting funds for the development of the infrastructure of inland water transport.

The interest in inland waterway transport observed in recent years in Poland has highlighted the imperfections of both the existing infrastructure and the fleet of inland vessels. Therefore, it was necessary to adapt to EU standards, which requires taking actions that will improve the conditions of transport processes using inland waterways. The number, scope and level of introduced new improvement, modernization and innovation solutions determine the modern management of inland waterway transport. The article presents efficiency and its basic indicators in inland water transport. In addition, the impact of innovation on the development of inland waterway transport was discussed. The aim of the article is to identify and analyze factors affecting the efficiency of inland waterway transport, and in particular to assess the impact of applying innovation on the improvement of inland waterway transport.

Topicality. Currently, the demand for transport by inland waterways is constantly growing, especially in economically developed countries. In order to maintain the national economy and create a more efficient and sustainable logistics system in Ukraine, transportation by inland waterways must be developed, because inland waterway transport has a number of advantages over other modes of transport, which creates the preconditions for changing logistics routes. To reduce transport costs, improve infrastructure and logistics in the face of uncertainty, the relationship between the stakeholders of rail and road transport with representatives of water transport is important. Reorientation of transportation from road transport to inland waterway transport, intensification of international trade and attraction of new freight flows to inland waterway transport will contribute to the overall growth of the country's economy and is possible subject to liberalization of transportation.Aim and tasks. The purpose of the article is to substantiate the economic and environmental feasibility of transporting goods by inland waterway transport in the context of the global trend of the need to preserve the environment and rational use of resources.Research results. The port infrastructure of Ukrainian rivers also does not meet modern requirements and is actually in decline. Most of the ports are located in the central areas of cities, causing the destruction of city roads by trucks that are sent for loading / unloading at these ports. In the context of the global trend of the need to preserve the environment for most countries of the world, inland waterway transport is the cheapest and most environmentally friendly mode of transport, suitable for transporting significant volumes of products, mainly raw materials. In Ukraine, the volume of cargo transported by river transport has significantly decreased over the past decade. Of the available volumes of freight transport by river transport, building materials, grain and metallurgy products prevail in the nomenclature. A certain impetus to the development of inland waterway transport was the adoption of the Law of Ukraine "On Inland Waterway Transport", which outlined the prospects for increasing the cargo turnover of river transport. Considering the volume of emissions from river transport, it is the most environmentally friendly compared to road transport. At the same time, the existing rolling stock of water transport is capable of replacing several thousand trucks. It has been established that the Dnieper basin plays the main role in the transportation of domestic cargo and passengers. More than 90% of all river transport in the country is carried out along the Dnieper and its largest tributaries Pripyat and Desna. However, the low operational characteristics of the fleet are one of the factors holding back the development of freight traffic on inland waterways. The four selected shipping companies provide cargo transportation on the Dnieper and Danube rivers, and are also capable of ensuring the potential development and competitive advantages of Ukrainian water transport.Conclusion. The studies carried out made it possible to substantiate the economic and environmental feasibility of transporting goods by inland water transport in Ukraine. Based on the determination of the share of transportations by inland water transport in the EU countries and Ukraine, the potential opportunities for the development of this area were established, taking into account other similar indicators, as well as the growth of export flows of grain and metallurgical products from the central part of Ukraine. Therefore, the development of domestic inland waterways is economically necessary, expedient and will have a positive effect for the entire country and the economy as a whole, given the low level of pollution and environmental pressure on air, land, water resources, biodiversity, which, in turn, affect climate change. , ecosystems in general and public health. Taking into account the total length of the navigable routes of Ukraine and the tendency to reduce the existing fleet, due to moral and physical aging, it is important to assist in attracting investments in the river fleet, will provide potential technical and technological opportunities for the development of all inland water transport and its key players.

The article deals with urgent problems of transport system development in Russia, paying the particular attention to inland waterway transport. The research is focused on the investment in the development of road infrastructure and methods of investing transport projects using public-private partnership mechanisms. The main reasons constraining the development of inland water transport in Russia are the insufficient amount of funds contributed to the development of the industry and their occasionally unreasonable use. In recent years, the world trend is to attract not only owners, but also infrastructure users to finance the inland waterway transport industry at a time when the financing gap is significant. The authors concluded that the simultaneous implementation of measures combining the introduction of fees paid by user and involving the improvement of water transport infrastructure through the public-private partnership mechanisms would promote attracting additional sources of investment. These investments will help to accelerate the industry modernization and implement the innovative scenario for the development of national economy. The authors developed the new model of state policy on attracting extra-budgetary sources of financing to the inland waterway transport industry.

The article describes the program-target approach to the state management of the economy and transport complex of Russia, supplemented by the authors. The introduction describes the main programs for the development of branches of the national economy and justifies the relevance of the study. Further, in the section "methods", the tasks of logistics development of inland water transport infrastructure are set by implementing program-target forms of interaction in the implementation of national development goals. The results of the analysis of the draft strategy for the development of transport in Russia for the period up to 2035 are also presented, on the basis of which the authors propose projects for the strategic development of transport by inland waterways. The target indicators of the development of the water transport complex of Russia are proposed on the basis of the scheme of program-target forms of interaction for the implementation of national development goals. In the final part of the article, the results of the study are presented for further discussion, indicating the need for an integrated and systematic approach to the final formation of the Transport Strategy of the Russian Federation until 2035.

Among different transportation modes, inland water transport is recognized as a low-cost, environmentally friendly way of transporting. The use of this mode in Poland encounters many challenges. Thus, the investigation of development possibilities by analysing the revitalization profitability and navigability restoration of Lower Vistula river should be explored. Following this, the article includes the summary of obtained results of the project INWAPO carrying out and regards development of infrastructure and sea/river ports, demand forecast for transportation, external costs estimation and the main benefits from lower Vistula river revitalization. The main analysis is done with the assumption of IV (or higher) navigable class of the Vistula river.

Urgency of the research. The institutional basis that creates the asymmetry of transport markets is due to the disadvantages of the relevant legislative provision, which reorientation of traffic flows in the other direction. Target setting is the analysis of the current legislation for the purpose of assessing the regulatory impact on transport services markets and identifying the conditions that constitute those or other obstacles. Actual scientific researches and issues analysis. Back in the 1980s and 1990s, the theory of asymmetry. Uninvestigated parts of general matters defining. Asymmetry is conditioned by external and internal factors: institutional barriers and lack of institutional support. The research objective. Investigation of the institutional basis's influence on the level of asymmetry of the transport market and identification of the direction of its elimination The statement of basic materials. Considers the content of the institutional basis work that creates the asymmetry of transport markets, which mainly affect the creation of artificial barriers to the free-of-charge ironing of goods in inland waterways of Ukraine. So, analyzed the situation on the domestic transport services market in Ukraine in comparison with other countries of the world. As well as analyzing two major draft laws on inland water transport presented to the Verkhovna Rada of Ukraine, which will determine and regulate the further situation. Deficiencies and failure to take into account some of the pointsare identified. This will allow the creation of the same conditions for the transport of river transport for national and foreign carriers. What to reduce the level of asymmetry in the domestic transport market of Ukraine. Conclusions. Elimination of the asymmetry of the domestic transport market of Ukraine should be linked to such basic requirements for the development of appropriate institutional arrangements that should be in line with the existing system of international agreements and regulations, as well as create a level playing field for all participants in the water transport market, regardless of ownership.

Topicality. The river potential of Ukraine has great prospects in the direction of connecting with Europe at the expense of increasing the transit capacity of the Danube and the Dnieper rivers taking into account the access to the Black Sea. River transport has a number of advantages over land, in particular: ready natural ways; use of water flow; the ability to transport any cargo and passengers simultaneously; safety and environmental friendliness; high bandwidth; high degree of reliability and timeliness of delivery; low cost of transportation, which leads to fuel economy, etc. It should be noted that to date, taking into account the uplift tariffs for transportation by rail and inconvenience of use of motor transport, organization of container service on the Dnieper is the most promising and in demand.Aim and tasks. The aim of the article is to determine the organizational and economic bases of river container transportation in Ukraine. In accordance with the stated aim, it is necessary to analyze the cargo base of river container transportation in Ukraine; to formulate priorities of development of river navigation of Ukraine; to substantiate the efficiency of using container technology of cargo transportation by inland waterways of Ukraine.Research results. The complex of measures for the development of container cargo transportation by inland waterways of Ukraine was proposed, the analysis of the market of river container transportations in Ukraine in comparison with the countries of the European Union and the USA was carried out, the main problems of development of inland water transport were identified and measures for their further development and operation of inland waterways of Ukraine taking into account the prospect of their integration into the European transport network.Conclusion. Ukraine has significant potential for organizing logistics schemes for cargo transportation involving river transport in several directions. The presence, albeit somewhat obsolete, a powerful infrastructure base, a convenient geographical location and the availability of traffic flows that can potentially be transported by inland waterways, creates the preconditions for the restoration and development of this transport area.

The article is devoted to the study of operating conditions of Ukrainian water transport enterprises and the identification of barriers for its effective development. Classification of all problems by groups such as natural, technical, political and economic ones is carried out. Reasons of high cost of river traffic, low level of infrastructure and non-compliance of legislative base with modern requirements are analyzed. A comparison of approaches to solving the identified problems in Ukraine and EU countries is conducted. Climate changes require special attention and global monitoring. Impacts on nature and industry are increasingly evident. Water transport could be the backbone of the future European combined transport system. Unfortunately, risks in water transport are perhaps an under researched area and consequently, this article outlines a rationale, why it is necessary to develop competence about risk in water transport. The development of the cargo transport in river traffic depends directly on technical-exploitative characteristics of the network of inland waterways. Research of navigational abilities of inland waterways always comes before building ships or making a transport schedule. Navigation characteristics of rivers have to be determined as precise as possible, especially from the aspect of determination the possible draught of vessels.River transport due to their operational business and environmental conditions faced with several risks having different degrees of consequences. Current risk assessment methods for water transport just consider some dramatic events. We present a new method for the assessment of risk and vulnerability of water transport where river depth represents a crucial part. The analysis of water level changes on Serbian rivers during the last sixty years was done.

The option of choosing to continue the route of goods arriving on waterway routes and have destinations within its territory and vice versa of internal waterways depends on many factors. We intend to analyze the optimizing conditions of inland waterway transport so that the line of route connections integrate inland water transport as a viable advantageous option. Inland waterway transport accounts for about 7 to 9% of all goods transported within the European territory, the growth opportunity being viable only if this option of transport substantially reduces its weak parts that determine orientation to car or railway transportation. We have to observe carefully the causes of low mobility generated by waterway routes, speed and rhythm of transport streams to different destinations, quality and timeliness of the service provided, the active involvement and integrated of ports as logistic hubs essential in the combined transport of goods. An important step that can generate growth of inland water transport option is how they respond to the request of transport based on development of voyage planning concept, objective that we try to detail in all aspects.
