Deutschland landet in europäischen Rankings zur Verwaltungsdigitalisierung regelmäßig im hinteren Mittelfeld. Die bisherige Bilanz der Digitalisierung für die deutsche öffentliche Verwaltung ist trotz verstärkter Anstrengungen aller föderaler Ebenen, wie sie insbesondere in der Umsetzung des Onlinezugangsgesetzes (OZG) zum Ausdruck kommen, nach wie vor als eher ernüchternd einzuschätzen. Vor diesem Hintergrund beschäftigt sich der vorliegende Beitrag mit der Umsetzung, den Hürden und ausgewählten Wirkungsaspekten der Verwaltungsdigitalisierung auf kommunaler Ebene. Die empirische Basis bildet eine 2019 abgeschlossene Studie zur digitalen Transformation in einem Schlüsselbereich bürgerbezogener Leistungserbringung, den städtischen Bürgerämtern, welche die am meisten nachgefragten kommunalen Dienstleistungen bereitstellen. Aus der Analyse lassen sich wichtige Erkenntnisse für die zukünftige Entwicklung der Digitalisierung öffentlicher Leistungserbringung in Deutschland ableiten. Germany regularly lands in the lower midfield of European public administration digitalization rankings. Despite increased efforts at all levels of government, particularly in implementing the so-called Online Access Act (OZG), the digitalization record of the German administration continues to be rather sobering. Against this background, the following article analyses the practice, hurdles and selected effects of digitalization at the local level of government. It draws on data obtained from an empirical study carried out by the authors in 2019. The study investigated the digital transformation in local one-stop shops, a key area of citizen-related service provision which deliver the local public services most frequently requested by citizens. Based on our analysis, we draw some important conclusions regarding the future developments of the digital transformation in German public service provision.

This research focuses on change within informal service provision networks, specifically examining the impact that changes within a key organization can have on the larger network. Employing a before and after survey design with a treatment at the midpoint and participant observation, it asks: What is the impact of a major change within one organization on the larger external network? What is the nature of the organizational ties? and, How do political factors exogenous to the network impact the network evolution process? The findings suggest that internal change within a focal actor can have ripple effects throughout the network increasing density. Public service provision at the local level can be enhanced through an increase in partnerships between the public and nonprofit sectors. However, network evolution can be limited by the larger political environment and lack of a coordinating role on the part of local government.

With full-scale digital transformation of oil and gas an inevitability, the industry can benefit by examining the strategies of industries such as automotive, manufacturing, marine, and aerospace that have been early adopters. This paper discusses how digital technologies are being applied in other verticals and how they can be leveraged to optimize life-cycle performance, drive down costs, and decouple market volatility from profitability for offshore oil and gas facilities. Barriers to Digital Adoption Despite the recent dramatic growth in use of digital tools to harness the power of data, the industry as a whole has remained conservative in its pace of digital adoption. Most organizations continue to leverage technology in disaggregated fashion. This has resulted in an operating environment in which companies can capture incremental inefficiencies and cost savings on a local level but have been largely unable to cause any discernible effect on operating or business models. Although the recent market downturn constrained capital budgets significantly, an ingrained risk-averse culture is also to blame. Other often-cited reasons for the industry’s reluctance to digitally transform include cost of downtime, cyber-security and data privacy, and limited human capital. A single offshore oil and gas facility failure or plant trip can result in millions of dollars in production losses. Therefore, any solution that has the potential to affect a process or its safety negatively must be proved before being implemented. Throughout its history, the industry has taken a conservative approach when adopting new technologies, even those designed to prevent unplanned downtime. Although many current technologies promise increases of 1 to 2% in production efficiency, these gains become insignificant in the offshore industry if risk exists that deployment of the technology could in any way disrupt operations. Cybersecurity and data privacy are perhaps the most-significant concerns related to adoption of digital solutions by the industry, and they are well-founded. Much of today’s offshore infrastructure was not designed with connectivity or the Internet of Things in mind. Digital capabilities have simply been bolted on. In a recent survey of oil and gas executives, more than 60% of respondents said their organization’s industrial control systems’ protection and security were inadequate, and over two-thirds said they had experienced at least one cybersecurity attack in the previous year. Given this reality, it is no surprise that offshore operators have been reluctant to connect their critical assets. They are also cautious about sharing performance data with vendors and suppliers. This lack of collaboration and connectivity has inevitably slowed the pace of digital transformation, the extent to which it can be leveraged, and the value it can generate.

Over the past two decades, exemplary practices regarding support services have been shifting away from specialist-reliant models and toward approaches that rely more on natural supports. This study explored attitudes regarding educational and related service-provision practices from the perspective of professionals and parents ( n = 119) who were educational team members for students with deaf-blindness and multiple disabilities in general education settings. The findings highlight sample respondents' agreements and disagreements with exemplary practices, as well as differences across subgroups and within teams. Analyses suggest some internal inconsistencies regarding important service provision practices, as well as continuing gaps between attitudes and proposed exemplary practices.

Abstract The World Health Assembly Resolution on Digital Health unanimously approved by WHO Member States in May 2018 demonstrated a collective recognition of the value of digital technologies to contribute to advancing universal health coverage (UHC) and other health aims of the Sustainable Development Goals (SDGs). The World Health Organization has just released first ever guideline on digital interventions for health system strengthening. Et the European level, in June 2018 the WHO Regional Office for Europe launched the WHO/Europe initiative for Digitalization of Health Systems and in February 2019 organized the first Symposium on the Future of Digital Health Systems in the European Region. The European Commission in April 2018 published a Communication on Digital transformation of health and care in the digital single market and requested the Expert Panel on effective ways of investing in health (EXPH) to release an evidence-based opinion on how to assess the impact of digital transformation of health services. In such context, the European Public Health Association (EUPHA) has at an early stage acknowledged and understood the crucial importance of applying the potential offered by digitalization to public health. Not only its most prominent members work and research as WHO and EC experts on how to plan, implement and evaluate effective digital public health interventions, but EUPHA itself - as umbrella organization representing public health associations and institutes across Europe had: i) actively participated to the WHO Euro Symposium successfully co-organizing a session on the ‘beautiful marriage’ between digitalization and public health, ii) supported the publication of a EJPH supplement on digital health and iii) has planned to create a EUPHA Section on Digital Health. With the overall goal of positioning the proposed EUPHA Section on Digital Health in the enriching and constructive context of the European Public Health Conference the workshop specifically aims to: present a comprehensive conceptual framework for the application of digital technologies to public health in Europe;present and report on EUPHA collaborative action on digital health, aligned with European institutions;present the structure and content of the EJPH supplement on digital health;present the general aim, specific objectives, scope, mission and preliminary outputs of the proposed EUPHA Section on Digital Health, as well as its synergy with other EUPHA’s Section workPresent the results of two/three specific projects on digital public health to serve as concrete examples of the application of digital solutions to public healthEngage with the audience to promote the active participation of the broader EUPHA community to the activities of the Section, collect interests and best practices, and share ideas and projects worth scaling up at the Section-level. Key messages The ‘beautiful marriage’ between digitalization and public health has to be concretely planned, implemented and evaluated. EUPHA action on digital public health can be further strengthened through the collaborative action and work of its dedicated Section.

This article addresses the issue of Public–Private Partnership (PPP) as a potential tool for urban renewal, in view of budget constraints and a lack of financial resources that affect public authority. In fact, there is increasing application of PPP, driven mainly by municipalities and other local-level entities. The paper reports on two analyses. The first is a comparative study of 15 cases in Italy. The second is research on experiences in two districts of Budapest, Hungary. These analyses offer proposals to facilitate the application of PPP tools, in light of the Italian technical standard UNI/TS 11453 of 2012. This way it is possible to develop a methodology to properly assess the feasibility and financial viability of a project, ensuring transparency in the execution of European public works.

Sustainable development is a global imperative, and strategic partnerships involving business, government and civil society may present a successful approach for the development of communities around the world. Business Partners for Development (BPD) is an informal network of partners that seeks to demonstrate that partnerships among these three sectors can achieve more at the local level than any of the groups acting individually. The Water and Sanitation Cluster of the BPD has been working with eight partnership projects around the world to determine the efficacy of the partnership approach in providing water and sanitation to the poor. Measuring the effectiveness of these partnerships, however, proves challenging. Different interested and affected groups will measure the success of the initiative along different sets of criteria. Partnership elicits qualitative values such as trust, responsiveness and flexibility that are more likely to be “measured” by gut reactions rather than by more mechanical means. However, the creation and maintenance of a carefully selected set of indicators for a specific partnership project should enhance relations by increasing clarity and building stronger communication channels. The paper below provides considerations for the creation of partnership indicators.

Abstract Background and Aims Interventional Nephrology is a renal procedural sub-speciality that provides procedures the following procedures necessary for the maintenance of dialysis access and renal diagnostics: In most centres regionally and nationally, these procedures are performed by a mix of nephrologists, radiologists and surgeons. In many centres haemodialysis catheter procedures are performed by nephrologists but without fluoroscopic guidance, with only those procedures which fail to be completed being escalated to interventional radiology. Access to real time imaging improves safety and quality of patient experience by reducing the rate of procedural failure and can the rate of serious complications. The Sunderland Diagnostic and Interventional Nephrology (SDIN) service was launched in 2018. Briefly, this is a ‘one stop shop’ for all of the above procedures with pre-procedural assessment and post-procedural recovery provided in a dedicated renal day-case area. Procedure lists run Monday to Friday, 52 weeks per year, and are provided by four interventional nephrologists. Method Data was collected retrospectively on all activity under the Sunderland Diagnostic and Interventional Nephrology service. Results The service has delivered the following benefits: Conclusion A dedicated interventional Nephrology service leads to significant benefits for the providing unit and leads to efficiency savings. Most importantly, patients receive safe and efficient care leading to improved experience and in the long term improved clinical outcomes.

AbstractDespite strict state controls, negative news about local officials is reported in China. Faced with political constraints and the incentive and pressure to earn profits, municipal television news programmes have developed and adopted the life news model (minsheng xinwen), which aims to help citizens solve problems. The production process of this news model has transformed the political role of the broadcast media at the local level. Many life news reports focus on disputes between citizens and local officials. Thus, addressing citizen grievances essentially facilitates public service provision. Based on an ethnographic case study of a municipal television news programme, this article finds that the production process of life news reports can facilitate public service provision by correcting local officials’ behaviour, regardless of whether the news reports are eventually broadcast. This unintended role is a result of the power negotiation between local officials and journalists who face immense commercial pressure.
