The article formulates the aims of HEI's activities, as well as approaches to managing all actions that ensure the achievement of the stated aims. The process approach is defined as the main one in the university management system. It is shown that the main directions of improving the activities of the university are the transition to the application of the process approach to the management of HEI and its informatization. On this basis, it is necessary to develop new, more modern university management systems that meet the contemporary requirements for the governance of multifunctional facilities and implement them in the form of process systems. We propose a conceptual model of the implementation of the functions to plan the educational process. The effects on planning functions are presented and the interrelation of these functions in the traditional form of planning is described. The tasks are formulated that need to be solved for modeling and optimizing business processes of planning and monitoring the academic workload to create an effective information technology for automating the functions of information processing. We propose a structural model for the implementation of information and procedural components of IT for planning and monitoring the educational environment. The implementation of this model in software provides the calculation of the optimal planned workload of students and teachers, considering the conditions in which the educational process is implemented.

New information technologies penetrate all areas of the modern economy, including organizations of higher education. Ways to improve the management process of educational activities of a higher educational institution considered. It is advisable to reorganize the educational process at the management system of the university to improve the quality of specialist education. The urgent task is to build a holistic model of the educational institution management system. In the framework of the consideration of theoretical aspects, definitions of the concepts “system” and “system model” given, and it also indicated why the system model developed and what it describes. The general structure of the model of the university’s educational activities management system is presented, which includes the main subsystems: “Educational process planning”, “Educational process management”, “Monitoring the educational process,” including processes and subprocesses. The results of this study presented in table form. The theoretical aspects of the IDEF0 notation of the SADT methodology considered. The feasibility of applying this methodology to create a functional model of the educational process of a higher educational institution is substantiated. The rationality of using IDEF0 modelling for conducting a complex (structural-functional) analysis of the educational process management system of an educational institution argued based on the main advantages of the named methodology. The presented structure of the system allows obtaining a general idea of its elements and relationships between them. Functional charts of the main business processes of managing the educational activities of the university are given. The presented functional models reflect the structure and functions of the system, as well as the flows of information and material objects converted by these functions. The functional model for managing educational activity is constructed from the perspective of the administration because the model purpose is to analyze the business processes of a higher educational institution, that are part of the complex of managerial tasks facing the university’s leadership. This paper presents the developed functional model of the subsystem “Planning the educational process”, which includes IDEF0 charts of several levels. The top-level chart - the context chart - is detailed by child charts containing subprocesses, functions and specific procedures, as well as incoming and outgoing data flows, control information and resources. The article presents an integrated approach to the study of the system "Management of educational activities of the university". The given study allows us to select the main ways of improving key management processes of the educational activities of the institution, in particular, to optimize the transition from “patchwork” university informatization to integrated management of the entire system as a whole.

Today there are new opportunities for the comprehensive development of students of the XXI century, new, more effective information and communication technologies (ICT), in particular cloud- oriented learning environments (COLE), are developing rapidly. The problems of the development of theoretical and methodological foundations for designing a cloud-oriented educational environment of the university and the justification of the structural scheme of its interaction with the methodological center of the ministry based on the use of cloud technologies are analyzed. It is necessary to introduce such models of the learning environment, which will allow to fully satisfy the demands of teaching staff on the organization and conduct of classes of a new type, the activation of educational activities of students, the formation of digital competence and the comprehensive development of personality. This work considers the use of digital traces in the educational environment and the specifics of their collection and analysis at the university. One way or another, all participants in the educational process, as well as those who can potentially become them, for example, applicants, leave digital traces in the digital environments of the university and the Global Network in general, and these traces can be analyzed. At the same time, even the university itself as an organization leaves a certain digital footprint on the Internet. At the moment, most researchers are very optimistic, contemplating on what positive changes can be brought by the analysis of digital traces of applicants, students and teachers for the development of the university itself, the educa-tional process, and the formation of individual learning paths. In contrast to this, the author identifies a number of possible prospects for the analysis of Big Data and the use of Artificial Intelligence for education at the university of the future. Attention is focused on how this can affect the safety of the environment and conflict with ethical standards. Participants in the educational process, falling under the analysis of their digital traces, can both suffer because of them, even if their activities have not been in any way connected with the university, and begin to hide their true digital identity, creating «false» digital traces and becoming anon-ymous. The author assumes that an increase in such control covering actions, thoughts and emotions naturally results in the emergence of the concept of a «Dark» University, which distances itself as much as possible from such methods of analyzing personal data.

The relevance of the research is due to the fact that the educational environment of the university is an integral element of the educational process, which is constantly changing, even at a fairly high speed. In this regard, pedagogical design in such conditions concerns not only educational programs, but also the environment itself. The author considers a new category «pedagogical design», defines how the pedagogical designer differs from the methodologist or methodologist; Why is a pedagogical design design mechanism needed? The empirical basis of the study was the data of international studies by Deloitte «Digital Education Survey», Goldman, EFMD, Metaari, Technavio, as well as data from domestic studies by HR-academy and the Sberbank Corporate University. The novelty of the research lies in the fact that the author presents a mechanism for designing the pedagogical design of the educational environment of the university, based on obtaining, comprehending, checking one’s own experience and analyzing best practices. The practical significance of the study lies in the fact that the results obtained will allow educational institutions to structure their work in such a way as to calmly relate to changes, responding to requests from the labor market, while making changes made the training solution the most effective.

One of the current approaches to performance management is based on examination of organisational performance through measurement and evaluation of the processes. Processes provide an excellent basis for the arrangement of a measurement system and performance management. The application of the process approach in performance management is based on the evaluation of processes rather than on the output results. Based on our research, we bring findings about approaches to process performance evaluation of companies operating in Slovakia. The aim of our research is to assess current approaches for evaluation of process performance in the context of application of process orientation in companies operating in Slovakia. We used questionnaires to collect data. Our sample consists of 137 companies from various sectors, sizes and age to obtain a broader overview. The results show the level of utilisation of process management and approaches to evaluation of process performance towards process improvement. One of the ways to solve the problem of preparing competitive graduates of the University is to create an effective information and educational environment. At the present stage, such an environment should include the means of realization of educational, scientific and management activities; support environment for collective and individual communication; objects of educational activity and interaction; training platforms and security tools. Taking into account the requirements for ensuring not only the functioning but also the system development of the university, the general principles of management and the principles of the development of educational systems as the guiding principles of designing the information and education environment we are guided by the principles: system approach; modular structuring of information and data; modifications, addition and permanent updates; adequacy; providing the necessary and sufficient information; sharing data. A prerequisite for the creation of the university's information and educational environment is the availability of electronic content, technologies and the electronic communication of all participants in the educational process. Modeling a qualitative and effective information and educational environment is possible only with the development of all its components - managerial, content, organizational, technological. To the managerial component, we include educational policy, management standards and electronic control that perform planning, organizational, motivational and controlling functions. The semantic component includes scientific, educational, controlling and information and methodological resources that are aimed at providing cognitive, creative and value functions. Organizational component contains, respectively, the organizational structure, normative base, corporate standards and performs the integration, systematization and information functions. In the technological component, we allocate centralized and decentralized services, which are aimed at implementation of modeling, productive and instrumental functions. An example of designing such a model is an effective information and educational environment aimed at training competitive specialists at the Borys Grinchenko Kyiv University.
