New information technologies penetrate all areas of the modern economy, including organizations of higher education. Ways to improve the management process of educational activities of a higher educational institution considered. It is advisable to reorganize the educational process at the management system of the university to improve the quality of specialist education. The urgent task is to build a holistic model of the educational institution management system. In the framework of the consideration of theoretical aspects, definitions of the concepts “system” and “system model” given, and it also indicated why the system model developed and what it describes. The general structure of the model of the university’s educational activities management system is presented, which includes the main subsystems: “Educational process planning”, “Educational process management”, “Monitoring the educational process,” including processes and subprocesses. The results of this study presented in table form. The theoretical aspects of the IDEF0 notation of the SADT methodology considered. The feasibility of applying this methodology to create a functional model of the educational process of a higher educational institution is substantiated. The rationality of using IDEF0 modelling for conducting a complex (structural-functional) analysis of the educational process management system of an educational institution argued based on the main advantages of the named methodology. The presented structure of the system allows obtaining a general idea of ​​its elements and relationships between them. Functional charts of the main business processes of managing the educational activities of the university are given. The presented functional models reflect the structure and functions of the system, as well as the flows of information and material objects converted by these functions. The functional model for managing educational activity is constructed from the perspective of the administration because the model purpose is to analyze the business processes of a higher educational institution, that are part of the complex of managerial tasks facing the university’s leadership. This paper presents the developed functional model of the subsystem “Planning the educational process”, which includes IDEF0 charts of several levels. The top-level chart - the context chart - is detailed by child charts containing subprocesses, functions and specific procedures, as well as incoming and outgoing data flows, control information and resources. The article presents an integrated approach to the study of the system "Management of educational activities of the university". The given study allows us to select the main ways of improving key management processes of the educational activities of the institution, in particular, to optimize the transition from “patchwork” university informatization to integrated management of the entire system as a whole.

To increase education quality and a range of services a considerable increase of higher educational institution effectiveness control is required. The investigation of the educational activity of a higher educational institution and the ways for management activities reorganization of a higher educational institution is carried out. There is drawn a conclusion on the purposefulness of the methods use for re-engineering business-processes which are used effectively in modern business. There are offered recommendations for the further updating of the educational activities control of a higher educational institution including a transition to a complex automation of all fields of institution activities. It is shown that re-engineering business-processes of the educational activities of a higher educational institution, representing a system reorganization of material information flows, will allow simplifying a company organization structure, redistributing and minimizing the use of different resources, reducing the terms for realization of department requirements, increasing considerably volumes and quality of educational services offered. This, in its turn, will increase substantially the effectiveness of educational process control in a higher educational institution and its competitive ability.

The article argues that the relevance of providing the quality of the official website content of modern universities is predetermined by the objective requirements of the present day, such as the priority of the state policy in the field of integration of higher educational institutions into the European education space, the globalization of information technologies and increasing of the Internet activity among the population. The subject of the study is the features of the websites' information content of the universities from different countries. It is determined that the website content of a modern institution of higher education contains information on various types of university activities (educational, scientific, pedagogic, financial, and marketing). The content of websites of foreign and universities was analyzed according to the following criteria: language; informativeness; utility; administrative and financial transparency; technical design. The analysis of website content of various universities was carried out in accordance the availability of information of university’s general characteristics, of the organization of the university’s educational process and features of student life, of university's scientific activities, of ways of advertising and the formation of a positive image of an educational institution in the imagination of Internet visitors. The attention is focused on the features of the websites' information content of the leading foreign and domestic universities. The main distinctions are in the ways of positioning the institution in the future; outlining the competitive advantages of an educational institution and highlighting the opportunities for improving the quality of the educational process; popularizing the university's scientific activities, and identifying the ways to confirm the reputation of the university. It is proved that the development of top-quality content contributes to the improvement of the image of the higher educational institution on the Internet, as well as increases the competitiveness of the university in the market of educational services both in the country and abroad. Awareness of the relevance of providing the quality of the official website content of the institution of higher education allows to tackle the problem of creating and distributing vital, unique, classified, and interesting information.

This article examines the problem of distance educational activities at higher educational institutions against the backdrop of pandemic. The article compares the work of foreign HEIs and the results of their activities. Particular attention is paid to distance education at Russian HEIs, including the Moscow State Technical University of Civil Aviation. The characteristic features of business processes of distance educational activities at the university using applied programs are determined and described. This problem has been little studied and requires further research.

This study aims to investigate the characteristics of professional orientation in pedagogy. Based on the works of I.S. Yakimanskoy, E.V. Bondarevskaya, A.A. Melik-Pashayeva, I.N. Semenova, V.K. Zaretsky and other researchers, the authors clarified the principles of personal orientation of educational activities that contribute to the development of the professional orientation of students of pedagogical specialties at the university. The article also presents the author’s complex of pedagogical conditions ensuring the development of the professional orientation of students of pedagogical specialties in a higher educational institution. The complex includes the following components: identification and formation of value orientations of students of pedagogical specialties; creating in higher education educational environment that promotes self-realization of the individual; accounting of students' subject experience; development of pedagogical abilities of future teachers; development of professional skills of university teachers as the basis for the formation of professional orientation of students of pedagogical specialties. The article also describes the results of experimental work, which confirmed the effectiveness of the developed complex of pedagogical conditions that ensure the development of the professional orientation of students of pedagogical specialties in a higher educational institution on the basis of personal orientation of educational activities.

The article formulates the aims of HEI's activities, as well as approaches to managing all actions that ensure the achievement of the stated aims. The process approach is defined as the main one in the university management system. It is shown that the main directions of improving the activities of the university are the transition to the application of the process approach to the management of HEI and its informatization. On this basis, it is necessary to develop new, more modern university management systems that meet the contemporary requirements for the governance of multifunctional facilities and implement them in the form of process systems. We propose a conceptual model of the implementation of the functions to plan the educational process. The effects on planning functions are presented and the interrelation of these functions in the traditional form of planning is described. The tasks are formulated that need to be solved for modeling and optimizing business processes of planning and monitoring the academic workload to create an effective information technology for automating the functions of information processing. We propose a structural model for the implementation of information and procedural components of IT for planning and monitoring the educational environment. The implementation of this model in software provides the calculation of the optimal planned workload of students and teachers, considering the conditions in which the educational process is implemented.

An Information system for the analyzing the methodical work of higher educational institution department has been developed. It is established that the methodical work of the department is of great importance in ensuring the quality of educational activities of higher educational institutions, which provides in particular the availability educational and methodological support of the educational process and information systems for effective management. Given the important role assigned to the formation and development of the system of methodical work in the educational institution, the modern requirements and conditions of reforming and diversifying the system of higher professional education has been analyzed. Based on the general review of the methodical work of higher educational institutions department, has been revealed that the development of an applied software product for accounting and analysis of the methodical work of both an individual teacher and the department as a whole is relevant. The developed information system of analysis of methodical work of department allows analyzing the methodical work of both individual teachers and the department in general, to asses the quality of educational activities, documentation, and also provides diagnostics and monitoring of methodical work of department for different periods of time, comparison of teachers’ activities and preparation of recommendations for subsequent periods of work. The proposed information system allows to effectively manage the methodical work and to provide recommendations for planning, implementing and controlling the effectiveness of the strategy for improving the educational process and its methodical support. In particular, it is envisaged that the program includes such activities as: accounting for the methodical developments available in the department methodical cabinet with their reference to the name of the discipline; names and codes of the specialty; course; teachers-authors; lectures; study groups; the number of students in the group and general in the stream; the number of copies of educational and methodical literature; time of publication; taking into account the existing methodical developments within the virtual learning environment with their binding to the above parameters, as well as the time of the last editing; the number of lectures and students registered for the educational complex, student activity; accounting for existing methodical developments within the section “Electronic Library” of the department’s website with a separate link to the number of copies by users. The developed information system is being tested at the Department of Applied Mathematics of Lviv Polytechnic National University.

The article is devoted to the study of the peculiarities of the organization of educational activity in a higher educational institution. It is prepared on the basis of monitoring results of students of higher educational institutions in Penza. More than 410 students from 6 regional universities took part in the monitoring. Elements of educational activity of students, such as participation in the educational process, building relationships in the university, independent work of students are considered. The main problems of students in the organization of the educational process, the features of the activity of students in training classes, during the passing of tests and examinations are revealed. The psychological atmosphere in higher education institutions in which students are trained, the level of building relationships in the student environment is analyzed. The answers to many questions on the educational activities of students are answered. Based on the results of the study, recommendations were developed to improve the effectiveness of student learning activities.

Under the current conditions of market economy a higher education institution must increase considerably the efficiency of its educational activities control to improve its competitive ability. At present one of the most promising methods for educational process control reorganization is a business-process re-engineering. It is necessary to carry out a profound analysis of technologies for educational activities control and determine certain business-processes which require re-engineering. In the Bryansk State Technical University there is carried out a re-engineering of basic business processes of the admission campaign: a school leaver invitation, documentation reception, entrance examina-tions carrying out and their analysis, an enrollment for training. To solve this problem there was used IDEF0 methodology and developed a functional model mani-festing a structure and functions of an information sys-tem, and also information flows connecting these func-tions. A decomposition of a complex system into more simple automated processes and sub-processes in order that each of them could be designed independently is carried out. The work fulfilled allowed realizing the re-engineering and automation of the admission campaign business-processes of the Bryansk State Technical University and ordering qualitatively the activities of the entrance commission that decreased labor expendi-tures at all stages of the admission campaign increased the effectiveness of the entrance commission activities and allowed making qualitative decisions affecting institution functioning on the whole.

IIntroduction. The relevance of training modern educators is due to the new requirements and the use of innovative technologies, methods, and tools in the educational process of higher educational institutions. The paper aims to describe the experience in adopting the workbook “Diary of a Creative Person” in the preparation of students (future kindergarten teachers) and building their creative competence. Materials and Methods. The paper discusses the contents and structure of the Diary of a Creative Person, the experience in its adoption in the framework of mastering the disciplines of Fundamentals of Research Activity, and the Formation of Teacher’s Creative Competence in Scientific Co-creation in two organizational options. The effectiveness of the Diary has been proved experimentally, using the following methods: analysis of processes and products of the activity, observation, questionnaire, survey, design, and qualitative analysis of quantitative parameters. The results of the research were evaluated from the perspectives of the subject acquisition, research project creation, and creative competence formation. The obtained positive results indicate the feasibility of introducing the presented workbook in the educational process of the University with the view to building a creative competence and organizing research work of students. Conclusion. The practical significance of the research is determined by its focus on the improvement in the future training of kindergarten teachers in a modern context and the formation of their creative competence. The prospects for this direction in science are determined by the need to develop creative competence in practicing kindergarten teachers and improve the contents of the workbook. The talent management concept is the most consistent with the task of developing human resources for a higher educational institution. On the basis of the synthesis of theory and practice, the authors have developed a number of practical recommendations aimed at improving the efficiency of the university's human resources management: substantiated the need to create a Coordination Council for the development of the university's human resources; development of the concept of the Center for Personnel Development, designed to provide access to a new level of talent management at the university; the issues that require special attention for the search for management decisions in the field of policy for the development of the university's personnel potential are identified. The current transformations of the domestic system of higher professional education, including the transition to a multilevel model of education, the introduction of new educational standards, the development of innovative methods of organization and management of the educational process, diversification and expansion of educational programs, necessitate strengthening the development of human resources implementation of modernization processes. Thus, the issue of building a management system for the development of higher education staff, which takes into account the specifics of the main categories of employees: teaching staff, scientists and administrative staff. In general, the system of personnel development management as a set of interrelated actions, covering such subsystems as the development of strategies and policies for human resources development, training, work with the human resources reserve, talent management, career planning and support, competence and performance management, requires certain decisions in the field of organizational design. In other words, the effectiveness of the implementation of a systematic approach to the development of human potential of the university depends, among other things, on the degree of rational distribution of areas of responsibility and the performance of relevant functions between its structural units.
