The article researches the problems of assurance of European quality standards of domestic higher pharmaceutical education at the institutional level. Obtaining the quality education is claimed to directly depend on the quality of the requirements (goals, regulations, and standards), resources (programs, human resources, entrants, resource-and-technical support of an educational process, finance, etc.), and educational processes (scientific and educational activities, management, educational technology, etc.). The European experience concerning the quality of higher education is analyzed. The basis for the development of higher pharmaceutical education quality system in Ukraine is defined.

Abstract This article examines ways of improving the quality of higher education in Ukraine in context of European quality standards for University educational space. The European standards and guidelines are considered in relation to internal quality assurance. The paper describes interdependence between the education quality of the University and the ICT competence’s level of its educators. It presents the indicators to achieve internal quality standards in educational process. There are results from the questionnaire of the Borys Grinchenko Kyiv University’s educators about dependence between the level of educators’ ICT competency formation and the quality of educational services. We describe the model of ICT competence corporate standards for the educators developed in the Borys Grinchenko Kyiv University. There are also presented the indicators and tools to measure the level of educators’ formation in the corporate standards.

Innovations in the educational sphere is a matter of wide talk everywhere. Yet these discussions deal with the only issue of innovative forms of education in the first place, especially the so-called distance learning and intersubject communications. Also much discussed is the issue of education quality control, while the recently adopted Law of the Russian Federation On Education has become a subject of extensive and loud discussions. However, there is an evident lack of examination and research on the issue of management in education, whereas it is essential for creating a solid basis for improving the graduates’ quality of knowledge. The good news is that the importance of managing educational processes is already grasped, which is confirmed by the fact that a new major course for “management in education” profession is established. The use of such a term, as management, proves that educational institutions are considered now as commercial organizations, just as towns and cities in recent years are meant to be corporations and as such are qualified as subjects of exchange relations. Accordingly, such a stance may also be extended by analogy on educational process, which may well result in special treatment of managing such kind of education. The author considers the whole issue to be determined by unavoidable imperative of our time.

The main key to quality education management is how to carry out good and quality education to give birth to a generation of people who have potential, abilities, talents that grow and develop in all areas of life so that they are able to compete globally. For the implementation of quality education (quality), quality organizational management is also needed, one of which is by implementing Total Quality Management. Efforts to standardize quality and guarantee the implementation of higher education must meet quality standards in an effort to maintain and improve the quality of education nationally. In general, the definition of quality assurance in higher education is: The process of establishing and fulfilling education quality standards consistently and continuously so that customers get satisfaction. The process to ensure that the quality of graduates is in accordance with the specified/promised competencies so that quality can be consistently maintained and continuously improved.

The article analyzes the problem of ensuring the quality of higher education. Ukraine aims to be in the European trend towards modernization of higher education. Ensuring the quality of higher education is much planned and at the same time the availability of the necessary resources (academic and administrative staff, students, academic and administrative leaders; financial, material, informational, scientific, educational resources etc.); organization of educational process that most adequately reflect modern trends in the development of national and world economy and education; the control of educational activities at the higher education sector and the quality of training of specialists at all stages of training and at all levels: the higher education institution, for higher education in different national and international (European) level. Quality assurance requires a lot of preparatory work. This is an extended process that requires continuous improvement of the achieved performance. The general tendency of professional training of specialists in the countries of the European space is determined. It is to ensure the quality of higher education. The quality assurance of higher education is governed by the legal framework of the countries (the Law on Higher Education and related by-laws). Higher education quality assurance tasks are carried out by the Agency for the Supervision and Quality Assurance of Higher Education, in accordance with EU legislation and recommendations in the field of higher education quality. It is noted that the mechanisms of quality assurance of higher education are constantly being improved, which is the key to the development of higher education systems in the countries of the European area. Quality assurance is a priority of the Bologna Process, but its mechanisms are not seen as a goal. Their ultimate goal is to improve the quality of teaching and research. The quality assurance bodies support the institutions in their further development and, equally, play a key role as defenders of the public interest. Key components of the quality assurance system of higher education is to ensure the quality of education at the Universities, processes of quality assurance in education teaching and learning; approval monitoring and periodic review of programs for assessing the quality of teaching staff, educational resources and support for students of information systems

The article describes experience of creating and implementing information-managing educational environment at university. The model of creating information-managing educational environment of university with elements of artificial intelligence and indicative management is described. This environment contributes to improve quality of training and management of educational processes and resources. The stages of creating and implementing information-managing educational environment are considered systemically, as continuous process focused on a consumer. The inhibitory and facilitating conditions for introduction of the model at university are described. To provide subject-oriented approach to the use of information resources of environment, recommended clusters of information subsystems for each category of users are described.Practically implemented scientific and methodological recommendations for subjects of educational process to overcome resistance to innovations introduced in educational organizations are proposed.Features of adaptation of the developed information-managing educational environment for schools are presented.

The problem of ensuring the quality of higher education and the formation of a culture of quality causes a significant interest. That determines the practice of collecting, analyzing, and taking into account information about the academic environment, requires identifying and constantly monitoring of factors that affect the effectiveness of curricula, and determines student success. To better monitor the effectiveness of the proposed approaches, keep up with emerging challenges, and adjust decisions, it is necessary to develop special tools to study participants’ opinions of the educational process. Such tools should have sufficient validity and meet current trends and approaches. The purpose of the study was to check the internal structure and validate the Ukrainian version of the content part “Experiences of teaching and learning” of the ETLQ tool. Materials and methods. The study involved students (n = 632, 59.81 % were women; age (M±SE) – 21.5±0.2 years old) of Ivan Boberskyj Lviv State University of Physical Culture, who studied in the specialty 227 “Physical therapy, occupational therapy”. Data collection was conducted during the 2019/2020 and 2020/2021 academic years upon completing mandatory special subjects. The convergent, discriminant, and criterion validity of the “Experiences of teaching and learning” part of the ETLQ tool were evaluated. Exploratory and confirmatory factor analyses were used in the research; α-Cronbach values, composite reliability coefficient, and average extracted variance were calculated. Results and discussion. Based on the results of the work, a modified version of the questionnaire was proposed, which contained 29 questions and had a sufficient level of validity. The final model consisted of four factors, which explained 51.353% of the total variance (the first factor – 39.339 %, the second – 5.224 %, the third – 4.281 %, the fourth – 2.509 %). The model was characterized by satisfactory indices: χ² / df (920/344) = 2.67, CFI = 0.923, TLI = 0.935, RMSEA = 0.055, SRMR = 0.058. Based on the validation results, a modified Ukrainian version of the questionnaire “Experiences of teaching and learning” was proposed, which is one of the content parts of the ETLQ tool. It consists of separate scales “Organization and structure,” “Teaching, learning, assessments and other set work”, “Teachers’ enthusiasm and responsiveness to students”, “Climate and support from peers”. The proposed questionnaire has sufficient validity to assess the quality of the academic environment, the effectiveness of specialists’ educational process in physical therapy, occupational therapy, and physical culture and sports

Based on the analysis of educational and regulatory documents, the main pedagogical principles of the State Service for Education Quality of Ukraine (SSEQU) are summarized: a) basic pedagogical principles of SSEQU’s activity, which are defined by the legislator as basic principles of state educational policy (people orientedness; primacy of the law; ensuring the quality of education and equal access to education; humanism; democracy; unity of teaching, upbringing and development, etc.); b) principles that determine the legal sphere of the SSEQU’s activity (institutional separation of control functions and functions ensuring the activities of educational institutions; transparency and publicity of management decisions; responsibility and accountability of education authorities and educational institutions to society; public administration; public partnership etc); c) pedagogical principles that guide and structurally organize SSEQU’s activities (universal design and reasonable adaptation; scientific nature of education; diversity of education; integrity and continuity of education; integration with the labor market; freedom of choosing the types, forms and pace of education, educational program, educational institution; academic integrity; academic freedom, etc. Empirical data analysis based on the educational process participants’ views on the factors, which comprise educational quality, revealed that the interviewees valued most the level of qualification, experience, knowledge and skills of their teachers, educational and methodological support, the use of new technologies and innovations in teaching for achieving quality education. Interaction and cooperation between education stakeholders was identified as important by teachers and students, and less important – by parents. Interviews with students - prospective educational experts revealed that they valued the sequence of communication skills, knowledge and skills of expert activity, experience and knowledge of pedagogical activities.
