Based on the analysis of educational and regulatory documents, the main pedagogical principles of the State Service for Education Quality of Ukraine (SSEQU) are summarized: a) basic pedagogical principles of SSEQU’s activity, which are defined by the legislator as basic principles of state educational policy (people orientedness; primacy of the law; ensuring the quality of education and equal access to education; humanism; democracy; unity of teaching, upbringing and development, etc.); b) principles that determine the legal sphere of the SSEQU’s activity (institutional separation of control functions and functions ensuring the activities of educational institutions; transparency and publicity of management decisions; responsibility and accountability of education authorities and educational institutions to society; public administration; public partnership etc); c) pedagogical principles that guide and structurally organize SSEQU’s activities (universal design and reasonable adaptation; scientific nature of education; diversity of education; integrity and continuity of education; integration with the labor market; freedom of choosing the types, forms and pace of education, educational program, educational institution; academic integrity; academic freedom, etc. Empirical data analysis based on the educational process participants’ views on the factors, which comprise educational quality, revealed that the interviewees valued most the level of qualification, experience, knowledge and skills of their teachers, educational and methodological support, the use of new technologies and innovations in teaching for achieving quality education. Interaction and cooperation between education stakeholders was identified as important by teachers and students, and less important – by parents. Interviews with students - prospective educational experts revealed that they valued the sequence of communication skills, knowledge and skills of expert activity, experience and knowledge of pedagogical activities. Islamic boarding school is the oldest educational institution by the nation that participated in creating literate society. In the midst of this globalization era, Islamic boarding schools maintain both classical and modern education and teaching systems. In educational institutions need to pay attention to the quality management of education in order to improve and develop educational institutions for the future. The reality that we get in guaranteeing the quality of education in Islamic boarding schools is that there are many obstacles that must be resolved. With this the author intends to examine several management systems or quality management based on Islamic boarding schools. This study used qualitative research methods. This research is specifically directed towards descriptive qualitative research design. Trying to solve the problem based on the data concerned with the concept of quality management based on Islamic boarding school. The concept that has been prepared in the management of education quality in Islamic boarding schools is oriented to improving the quality of education by referring to the values ​​of Islamic boarding schools / Islamic society that have been entrenched among Indonesian people, by using tools, techniques and philosophies to create quality education in order to achieve educational goals.

The article offers consideration of the results of the analysis of the State Service for Education Quality in Kyiv of the sites of educational institutions of communal, state and private forms of ownership of the city of Kyiv in relation to their availability and occupancy on 21 indicators: charter of educational institution; licenses for educational activities; structure and governing bodies of the educational institution; staff in accordance with the license conditions; educational programs implemented in the educational institution and the list of educational components provided by the relevant educational program; service area assigned to the educational institution by its founder (for preschool and general secondary education institutions); licensed volume and actual number of students; language (languages) of the educational process; availability of vacant positions, procedure and conditions of the competition for their replacement (in case of its holding); material and technical support of the educational institution (according to the license conditions); results of monitoring the quality of education; annual report on the activities of the educational institution; admission rules; conditions of accessibility of the educational institution for training of persons with special educational needs; tuition fees for private schools); list of additional educational and other services, their cost, procedure for provision and payment; rules of conduct for students; a plan of measures aimed at preventing and combating bullying in the educational institution; the procedure for submitting and reviewing (with confidentiality) applications for cases of bullying (harassment) in an educational institution, response and responsibility of persons in an educational institution involved in bullying (harassment). The authors of the article developed 518 sites of schools of various forms of ownership: state and communal forms of ownership - 437, private - 81. On average, according to 21 indicators, 56% of schools publish the necessary information on the websites of general secondary education institutions. The authors hope that the comments and suggestions set out in the conclusions to the article will help schools to systematize information about their lives and prospects.

In modern conditions, there is a competitive struggle among educational institutions for applicants in the educational space. Success is achieved only by an educational institution that has its own brand, based on high-quality education and the demand for its graduates in the real sector of the economy. Can increase your competitiveness by improving the quality of the educational process. This is possible through regular improvement of the educational process, introduction of new pedagogical technologies, and improvement of teachers pedagogical skills.The main directionsfor improving the quality of the educational process are work in the audience and work in the outside audience with students, as well as the activation of their scientific activities. It is possible to improve the quality of education by increasing the interest of students in the profession they are learning, so they will have internal motivation for better mastering the material and activating their educational and scientific activities. But to do this, the teacher must use modern pedagogical techniques and constantly develop himself. The article is written on the basis of the author’s own pedagogical experience. The article systematizes the directions of quality assessment, which can be used both for the organization of mechanisms for internal and external assessment of the quality of the educational process. Examples of experience in organizing the educational process are given.

Quality of education is a benchmark for achieving national education standards. Changes in the world of education in the era of disruptive innovation require a quality education system and fulfill the feasibility of achieving the wishes of the community. This study used big data analysis techniques from Google Trends database for the 2014-2018 period that focused on the Indonesian region. The results of the study showed that the community doesn’t understand the quality of education, accreditation, and its relevance. The community has also not been involved by the educational institution, in the process of meeting the Indonesian national education standards. The instrument of accreditation of educational institutions should be more focused on: (1) performance of the educational institutions development; (2) evaluation of the innovation of the educational process carried out by an educational institution; (3) accountability, effectiveness, and practicality of learning processes by the educational institutions; and (4) curriculum development, learning outcomes, and assessment systems used by the educational institutions.

To determine the quality of teacher performance, an educational institution must conduct a process of evaluating the performance of its teachers. MTsS YASPI College Foundation Labuhan Deli is one of the educational institutions that always improves the quality of education in schools. Teacher performance appraisal at Labuhan Deli YASPI schools is still done conventionally, so there are many assessment criteria and it takes a long time to evaluate the teacher's performance. This study aims to optimize the teacher performance appraisal process to be faster and more precise. The method used is Profile Matching. The results of this study can determine the teacher's performance more precisely by 100%. So that this research can be recommended as an appropriate system in evaluating teacher performance in schools

The article examines the ideas of educational shift relevant to the quality of education developed during the Lithuanian Education Reform as formulated by Meile Luksiene in her writings. The research is based on an analysis of scientific literature concerning the concepts of shift and quality, regulating educational documents as well as an empirical study, i.e. the data collected from a qualitative analysis of the scientist’s writings. The problem of the research: how are the ideas formulated by M. Luksiene relevant to the education development quality? The object of the research: shift as a prerequisite for a new education quality as expressed in the writings of M.  Luksiene. The goal of the research: to emphasize the significance of M. Luksiene’s ideas of shift oriented towards the quality of education. Having performed the research tasks, which include presenting theoretical research presumptions on the basis of analysis of scientific literature and educational documents, comparing the concepts of shift and presumed education development quality as formulated by M. Luksiene to those developed on the theoretical level, exhibiting M.  Luksienes’s shift ideas oriented towards the education quality on conceptual, personal, organizational and governmental levels by means of an empirical study, comparing the presumed education quality in M.  Luksiene’s writings to the content of present concerted education quality examining the vigor of M.  Luksiene’s ideas, the authors draw the following conclusions: The concept of shift modeled by M. Luksiene in her writings on educational issues is close to the theoretical one formulated by scientists, i.e. to that of a shift during a confrontation between two social powers, stages of a shift, the concept of a shift as of a long-lasting process, perspectives of a shift. The presumed education development quality implied by M. Luksiene in her writings is close to the theoretical quality concept formulated by scientists in terms of integral parts of holistic quality, i.e. the quality of primary conditions, educational process and, partly, of consequences, where consequences is understood as cultural maturity of a nation and society. The quality of results is mentioned indirectly, whereas the surplus value, an integral part of holistic quality, is not directly discussed. The presumed education development quality implied in M. Luksiene’s writings is closely related to the theoretical scientific quality concept expressed in terms of greater humanistic values, such as relation to an individual, as well as of civil, social values, and partly of the ethical values of public service. The economic values related to education quality are not directly approached. Basically all education quality subcategories defined in M. Luksiene’s writings have their equivalents in the present concerted criteria for school self-evaluation, which allows maintaining that the content of education development quality modeled by M. Luksiene and the one created at present are akin. It has been noted that the main value based educational principles, by means of which education quality can be expressed and which were emphasized by M. Luksiene, i.e. those related to humanity, democracy, nationality and renewal, have only been maintained in the regulating educational documents of independent Lithuania irregularly. The closeness of the presumed education development quality content modeled by M. Luksiene in her writings to modern concerted education quality criteria indicate, that the scientist’s ideas are relevant in the present stage of Education Reform.

Abstract This study intends to explain the portrait of educational institutions fostered by Muslimat Education Foundation (YPM) NU in Kediri Regency, and try to describe the effectiveness of Muslimat NU in Kediri Regency in improving quality. This study seeks to describe in depth the problems in accordance with the data obtained in the field and on the interpretation of researchers. Muslimat NU is one of the organizations of many organizations in the community. Muslimat NU is a community organization and is an autonomous body of Nahdlatul Ulama whose task is helping to implement policies on women members. Among YPM's work programs in order to improve the quality of education in the district of Kediri are improving the quality of Al-Qur'an Kindergarten and play group, including on managerial aspects, facilities and infrastructure, administration, curriculum and Human Resources (teachers, managers and employees). Muslimat NU adalah organisasi masyarakat dan merupakan badan otonom Nahdlatul Ulama yang bertugas membantu melaksankan kebijakan pada anggota perempuan. Diantara program kerja YPM dalam rangka meningkatkan mutu pendidikan yang ada di kabupaten Kediri adalah; Peningkatan kualitas Taman Kanak-Kanak dan Taman Pendidikan Al-Qur'an, di antaranya pada aspek manajerial, sarana dan prasarana, administrasi, kurikulum dan Sumber Daya Manusia (guru, pengelola dan karyawan). The economic and innovational development depend on the quality of human capital, which is determined by the quality of education. The quality of training of pupils and students depends not only on traditional factors (amounts of funding, composition of groups), but also on the qualification of teachers, the level of introduction of new technologies in the educational process. A significant role in increasing the competitiveness of national education systems is played by the English language, which is an imperative condition for innovative breakthroughs, scientific achievements, mastery of new technologies. There is a redistribution of spheres of influence in the field of secondary and higher education at the global level, where the countries of the East Asian region are at the forefront. Attention to postdoctoral training as a prerequisite for improving the efficiency of the innovation process is significantly increasing. The necessity of finding a balance in the teaching of humanities and natural sciences and engineering disciplines in order to reveal the innovative potential of societies in the conditions of rapid technological changes is substantiated.

An insufficient level of legal awareness of Russian citizens is a serious problem of ensuring law and order and forms a general destructive background for the development of corruption. Important factors influencing the formation of anti-corruption justice are the quality level of upbringing and training in educational institutions, the consolidation and development of the principles of legal awareness among students, the change in the quality of education and training of educational institutions, including the consolidation and development of the principles of anti-corruption legal awareness among students, and traditions of respect to the law as the predominant model of social behavior, as well as overcoming legal nihilism. It is at school age that active legal socialization occurs. The main burden in the formation of value attitudes towards anti-corruption behavior should be taken by school legal education. The purpose of the study was to study the laws of the educational process on the formation of anti-corruption legal awareness among students, the development of value orientations on the inadmissibility of corruption in the future.

Innovations in the educational sphere is a matter of wide talk everywhere. Yet these discussions deal with the only issue of innovative forms of education in the first place, especially the so-called distance learning and intersubject communications. Also much discussed is the issue of education quality control, while the recently adopted Law of the Russian Federation On Education has become a subject of extensive and loud discussions. However, there is an evident lack of examination and research on the issue of management in education, whereas it is essential for creating a solid basis for improving the graduates’ quality of knowledge. The good news is that the importance of managing educational processes is already grasped, which is confirmed by the fact that a new major course for “management in education” profession is established. The use of such a term, as management, proves that educational institutions are considered now as commercial organizations, just as towns and cities in recent years are meant to be corporations and as such are qualified as subjects of exchange relations. Accordingly, such a stance may also be extended by analogy on educational process, which may well result in special treatment of managing such kind of education. The author considers the whole issue to be determined by unavoidable imperative of our time.
