В статье проведен глубокий научный поиск в области стимулирования труда научных и педагогических работников, результатом которого стали основные принципы разработки системы эффективного контракта в рамках научных дисциплин «Управление персоналом» и «Экономика труда» с точки зрения зарубежных и отечественных ученых. Изучены основные функции оплаты труда для работников сферы высшего образования. Проанализированы основные составные элементы системы оплаты труда работников университета. Представлены ключевые принципы разработки системы эффективного контракта для административно-управленческого персонала. Рассмотрен опыт разработки системы эффективного контракта в Санкт-Петербургском политехническом университете Петра Великого. The article carried out a deep scientific search in the field of stimulating the work of scientific and pedagogical workers, which resulted in the basic principles of developing an effective contract system within the framework of the scientific disciplines "Personnel Management" and "Labor Economics" from the point of view of foreign and domestic scientists. The article examines the main functions of remuneration for employees of higher education. The elements of the University employees ' remuneration system are analyzed. The key principles of developing an effective contract system for administrative and managerial personnel are presented. The article considers the experience of developing an effective contract system at Peter the Great Saint- Petersburg Polytechnic University.

Sustainability has to penetrate more and more into higher education. It should not focus only on traditional elements. It should also enter new, but for future improvement, extremely important areas. Based on this premise, creativity and motivation, when additionally interconnected and supported by trust that is provided and achieved, decide on the progress and sustainability of universities. This connection is gaining importance especially from the point of view of building solid foundations and mechanisms that functionally preserve the potential effects of these elements in the future. For this reason and following the nature, importance, and content of sustainable academic motivation (SAM), the paper introduces two new concepts: sustainable academic creativity (SAC) and sustainable academic trust (SAT). For further original contributions, the paper hypothesizes the existence of mutual—spiral—relations of sustainable academic motivation (SAM), sustainable academic creativity (SAC), and sustainable academic trust (SAT). The empirical section tests the validity of this claim in the universities of two countries: the Slovak Republic and Poland. A survey performed on a sample of n=181 pedagogical, scientific, management, and administrative staff in higher education confirms the existence of these spirals. The results indicate the spiral effect of motivation when connected with creativity and trust and show that it is accented by the crucial principles of sustainability (responsibility, novelty, usefulness, progress, etc.). Therefore, the paper’s conclusion contains the explanations for the potential occurrence of three types of sustainably mutual systems and complexes. These are: (a) individual sustainable systems of SAM, SAC, and SAT; (b) group/sectional sustainable systems of SAM, SAC, and SAT; and (c) the global sustainable complex of SAM, SAC, and SAT in the university.

In the past decades, there has been a growing interest in entrepreneurship education, and many higher education institutions have developed specific programs and courses to support entrepreneurial competencies. However, there have been significant changes in how universities train competences related to business skills and entrepreneurship in practice. Whereas entrepreneurship courses used to focus on the different forms of businesses and drafting business plans, the overall perception of entrepreneurship and entrepreneurial competences has shifted this toward a more holistic educational approach to develop students’ entrepreneurial competencies. In this comparative quantitative case study, we investigate the university students’ perception of the development of their entrepreneurial competencies in the case of Proakatemia (Tampere University of Applied Sciences). The aim was to examine how the entrepreneurial competencies are reflected and strengthened in their thinking and everyday functions through the concept of team learning. The survey involved, altogether, 64 students, of which 21 studied in Proakatemia. The results of this study indicate that the team learning concept of Proakatemia facilitates learning entrepreneurial competencies. Therefore, these results provide insights for universities aiming to develop their curricula, programs and pedagogy, thus promoting sustainable societal development. However, we recommend further studies, e.g., from a qualitative point of view, to assess the effective of the concept in other learning environments.

The study aimed to identify the necessary requirements needed for employing e. learning in the (teaching staff) in the faculty memberof education, from the point of view of the teaching staff. In this study the researcher employed the analytical descriptive method and the size of the sample in which the study was applied was (127) individualsof the teaching staff with a degree of Assistant Professorand above The researcher has employed questionnaire technique as a study tool. The most important findings of the study are: The study has come to the fact that the majority of the researchers managed to answer the study areas which are summarized in (the requirements needed for employing e. learning by the teaching staff، which was specified by this study، these requirements are vitally important from the point of view of the teaching staff. The most important requirements for the use of e-learning in the university faculty member. It consists in possessing the competencies of preparing courses electronically, which means designing the content or electronic curriculum in accordance with the principles of educational design. The most important recommendations of the study are: Providing all the requirements needed to put e. learning into practice (for the teaching staff members) which was determine by the study to employ e. learning in the institutions of the higher education in Sudan.

The article discusses the potential opportunities for leaders of higher education to monitor and implement development management functions using a system of key performance indicators, which is often used by various business entities. The authors adapted it to the needs of higher education institutions, integrating them with their characteristics.The formation of a system of key performance indicators in the article is disclosed from the point of view of improving the management system and motivation of the management and teaching staff of higher education. Approbation of the proposed methodology was implemented in the Institution of Higher Education, where it showed its effectiveness. The new system allowed the university professors to influence directly on the bonus part of income through their own work and efficiency.

In this article the actual questions arising at the organization and carrying out of discipline of physical education of students of special medical groups in higher education institutions are considered. The authors, based on many years of experience in the University, propose to develop and implement a model of formation of the profile-developing environment for students of special medical groups. Ways to increase the interest of students with disabilities (with diseases of the musculoskeletal system) to systematic physical education are divided into blocks and studied from a scientific point of view. The General model consists of three blocks. In each block, the issues of rehabilitation of students with diseases of the musculo-skeletal system are comprehensively studied. The objective of the study was to examine the impact of organisation of volunteer movement on solving of the University tasks and on motivation of the students, particularly considering the sustainable development goals.The attention has been focused on the analysis of the mechanism and methods of implementing the capacity of volunteer movement, from the point of view of possibilities of forming socially significant qualities and value orientations in students that correspond to the needs of society and development of the transport complex, as week as the skills of legal culture and behaviour of future transport employees. A conclusion is drawn about the need to use the opportunities of volunteering as a means of self-development of the student’s personality.The study was particularly dedicated to examining the experience of the Resource Training and Methodological Centre for Training Disabled Persons and Persons with Disabilities created and operating in Russian University of Transport, main directions of increasing the efficiency of activities to create necessary conditions for accessibility of higher education for persons with disabilities in transport universities.Social survey allowed to reveal and assess the correlation of motivation and interest of participants in volunteer movement in training on the programs offered at Russian University of Transport and in participating in volunteering since most important incentives spread among the students comprise desire to help people to feel needed, as well as the desire to master new skills and acquire competences.

Abstract The paper addresses the impact of higher education reforms on academic teaching and the concrete implications of the new academic teaching requirements for the professional practice of professors. It explores how labour market requirements change the university from the point of view of professors and how they deal with these changes. The paper draws on 64 interviews with professors from Germany, which were conducted as part of a qualitative study on the consequences of performance evaluation procedures at German universities.

Введение. Правильный и рациональный выбор своей будущей профессии является определяющим фактором в жизни любого человека. Большинство абитуриентов на момент поступления в какой-либо вуз зачастую не имеет представления о роде деятельности, не может проанализировать все позитивные и негативные стороны работы, что препятствует выбору подходящей им специальности ввиду отсутствия интересов и склонностей к данному виду занятий. Решением проблемы здесь может выступить профориентационная работа. Цель – обосновать целесообразность проведения вузами профориентационной работы для оказания помощи абитуриентам в выборе будущей профессиональной деятельности на примере Санкт-Петербургского университета государственной противопожарной службы МЧС России. Материал и методы. Для оценки значимости профориентации в Санкт-Петербургском университете ГПС МЧС России был проведен ряд экспериментов. Объектом исследования был выбран контингент из бакалавров, магистров и профессорско-педагогического состава. Цель проведения экспериментов – определение облика выпускника – высококвалифицированного специалиста методом проведения анкетирования. Результаты и обсуждение. Полученные статистические данные рассчитывались при помощи специальной компьютерной программы. Проводится анализ профориентационной работы в вузе: ее актуальность, значимость, необходимость для обучающихся. Приводится анализ исследований, проведенный в трех группах (бакалавров, магистров и профессорско-преподавательского состава), по определению облика будущего специалиста. Показывается подход к ее проведению в выпускных классах школ, во время «Дня открытых дверей» в аудиториях, учебном центре. Профориентационная работа позволит привлечь в Санкт-Петербургский университет ГПС МЧС России значительно больше поступающих по специальности «Пожарная безопасность» и направлению подготовки «Техносферная безопасность», тем самым поднять рейтинг вуза, а абитуриентам сделать правильный выбор в определении будущей профессии. Заключение. Профориентация должна явиться одним из основных инструментов, позволяющим абитуриентам понять, осмыслить, оценить свои желания, возможности, сопоставить их с требованиями, предъявляемыми к данной специальности в вузе. Introduction. The right and rational choice of the future profession is the determining factor in the life of any person. Most applicants at the time of admission to a university often have no idea of the type of activity, cannot analyze all the positive and negative aspects of the work, which therefore prevents them from choosing a suitable specialty due to lack of interests and propensity for this type of occupation. The solution to the problem here can be career guidance work. Aim and objectives. The purpose of the article is to justify the expediency of conducting vocational guidance work by universities to assist applicants in choosing future professional activities on the example of Saint Petersburg University of State Fire Service of Emercom of Russia. Result and discussion. A number of experiments were carried out to assess the importance of vocational guidance at the Saint Petersburg University of State Fire Service of Emercom of Russia. The subject of the study was a contingent of bachelors, masters and the teaching staff of the faculty. The purpose of the experiments is to determine the appearance of a highly qualified graduate by means of a questionnaire. The statistics obtained were calculated using a special computer program. The article analyses vocational guidance work in the university: its relevance, importance, necessity for students. The analysis of studies carried out in three groups: bachelor, master and faculty to determine the appearance of the future specialist is given. An approach to its implementation in the final grades of schools, during the «Open Day» in classrooms, in the training center is shown. Vocational guidance work will allow to attract to Saint Petersburg University of State Fire Service of Emercom of Russia much more applicants in the specialty «Fire safety» and the direction of preparation «Technospheric safety», thus to raise the rating of the university, and applicants to make the right choice in determining the future profession. Conclusion. Authors consider that career guidance has to be one of the main tools allowing entrants to understand, comprehend, estimate the desires, opportunities, to compare them with requirements imposed to this specialty in higher education institution.

After several years of discussions on the future shape of higher education in Poland, both at the systemic and institutional level, on July 20, 2018, "The Law on Higher Education and Science," from now on referred to as the Law, was enacted. Together with a package of ordinances, this regulation broadened the autonomy of universities in terms of organization and management while substantiating the importance of their accountability. Strengthening the rector's authority resulted in a change in the perception of universities as dispersed organizations (Weick, 1976) towards compact organizations (Brunsson and Sahlin-Andersson, 2000). The authors noticed that the concept of the university, in line with the letter and spirit of the Law, does not pay due attention to the relations between university employees. Therefore, the article aims to present a proposal to implement the elements of the turquoise organization concept (Laloux, 2015), which is more and more often described in the scientific literature - and at the same time evokes extreme emotions - into an academic institution. The article indicates the unused, in the authors' opinion, possibilities of organizational and management changes created by the Law and describes selected features of the turquoise organization, relating them to an academic institution. It also compares the characteristics of a traditional university, entrepreneurial, and a university with a shade of turquoise. The research part analyzes interviews with deliberately selected employees of the Gdańsk University of Technology. During individual conversations, they expressed their opinions on new organizational and management solutions proposed by the article's co-author. In summary, an attempt was made to answer the question formulated in the title.

This paper is a reflection on the new university models that emerged in Brazil from government of Luis Inácio Lula da Silva (2002-2010), continued from the former government of Dilma Roussef. In our view, they represent a “transgression” in relation to the classic models of the university and a national response against the hegemonic lines of power (conceptual and political) of a wider process of reconfiguration of higher education in the contemporary world. We take as case studies for this debate the federal universities of Fronteira Sul (UFFS), based in Chapecó, Santa Catarina, and Sul da Bahia (UFSB), based in Itabuna, Bahia, because they are institutions that assume commitments with the ecology of knowledge (Santos, 2004; Benincá, 2011) and with the omnilateral cognitive democracy (Romão, 2013), which places the university at the service of historically oppressed populations and promotes the inclusion of other territories, cultures and epistemologies. In their founding documents both institutions claim the condition of radically democratic and strongly inclusive universities, as well as proposing a focus on regional integration. We defend the claim that such models are close to a popular perspective of higher education, from the point of view of its institutional and curricular matrices or their inclusion policies. This text is guided by the analysis of data collected with research professors of the project “Monitoring the Popular University in Brazil,” developed by the Program of Graduate Studies in Education, University Nove de Julho (PPGE-Uninove).
