Quality of Operations at Private and Public Prisons: Using Trends in Inmate Misconduct to Compare Prisons

A model-based approach was used to develop performance measures from inmate misconduct data to compare public and private prisons. The performance measures indicated the impact of different prisons upon raising or lowering the probability of inmate misconduct. Data for all misconduct and for two categories of misconduct, violent and drug, were generated for the 36-month period between January 1999 and December 2001 for all prisons within the Federal Bureau of Prisons (BOP) and one low-security private prison under contract to BOP. The private prison performed within the lower range of performance for low-security prisons within BOP.

Platformization affects the entire urban transport sector, effectively blurring the division between private and public transport modalities; existing public–private arrangements have started to shift as a result. This chapter analyzes and discusses the emergence of a platform ecology for urban transport, focusing on two central public values: the quality of urban transport and the organization of labor and workers’ rights. Using the prism of platform mechanisms, it analyzes how the sector of urban transport is changing societal organization in various urban areas across the world. Datafication has allowed numerous new actors to offer their bike-, car-, or ride-sharing services online; selection mechanisms help match old and new complementors with passengers. Similarly, new connective platforms are emerging, most prominently transport network companies such as Uber and Lyft that offer public and private transport options, as well as new platforms offering integrated transport services, often referred to as “mobility as a service.”

Encouraging sustainable behaviors regarding food choices among the public is crucial to ensure food systems’ sustainability. We expand the understanding of sustainable behavioral change by assessing engagement in local food systems (LFSs) in the context of agritourism experiences. Using theory of planned behavior (TPB) and personal norms, we conducted pre–post-surveys at agritourism farms to measure the impact of changes in the TPB behavioral antecedents as predictors of the following behavioral intentions regarding LFS engagement: (1) purchasing local food (private-sphere behavior), (2) increasing monthly budget to purchase local food (private-sphere behavior) and (3) advocating for local food (public-sphere behavior). Our findings indicate that strategies to encourage LFS engagement should seek to activate moral considerations that can motivate action across private and public behaviors, which applies to various demographic groups. To stimulate collective action, strategies should target subjective norms specifically (e.g., encouraging social interaction around local food), while strategies encouraging private behaviors should focus on easing perceived barriers to buying local food (e.g., promoting local food outlets). As agritourism experiences effectively modify the three above-mentioned behavioral antecedents, we advocate for holistic experiences that provide opportunities for deeper engagement with local food, stimulate the senses, and facilitate social interaction around LFSs.

Given the limited frequency band resources and increasing volume of data traffic in modern multiservice networks, finding new and more efficient radio resource management (RRM) mechanisms is becoming indispensable. One of the implemented technologies to solve this problem is the licensed shared access (LSA) technology. LSA allows the spectrum that has been licensed to an owner, who has absolute priority on its utilization, to be used by other participants (i.e., tenants). Owner priority impacts negatively on the quality of service (QoS) by reducing the data bit rate and interrupting user services. In this paper, we propose a wireless multiservice network scheme model described as a queuing system with unreliable servers and a finite buffer within the LSA framework. The aim of this work is to analyze main system performance measures: blocking probability, average number of requests in queue, and average queue length depending on LSA frequencies’ availability.

During the post-war years many European countries have implemented far-reaching but diverse pension systems with the objective of providing those in retirement with adequate incomes. In this study, we explore the link between pension systems and the adequacy of retirement income. We analyse the mix of public and private pensions and consider the impact of different policies on poverty rates amongst pensioners. We suggest that only a few European countries have been successful in providing combinations of private and public pensions that improve the adequacy of retirement income.

This paper seeks to identify the drivers of the variations in the impact perceived by managers of the implementation of performance measures (PM) across European local governments. We argue that insights from the use of PM for managerial processes and human resources (HR) management features condition the perceived impact of PM systems. The data was collected through a questionnaire answered by local governments of 16 European countries. The results show that the higher the use of PM in performance-oriented budgeting processes, the higher the impact of PM on improvements in the quality of decision-making. Monetary incentives linked to performance better explain the actual results in PM implementation than the kind of HR system of the cities and the academic backgrounds of their senior managers.

Prison privatization has generally been associated with developments in neoliberal punishment. However, relatively little is known about the specific impact of privatization on the daily life of prisoners, including areas that are particularly salient not just to debates about neoliberal penality, but the wider reconfiguration of public service provision and frontline work. Drawing on a study of values, practices, and quality of life in five private‐sector and two public‐sector prisons in England and Wales, this article seeks to compare and explain three key domains of prison culture and quality: relationships between frontline staff and prisoners, levels of staff professionalism (or jailcraft), and prisoners' experience of state authority. The study identifies some of the characteristic strengths and weaknesses of the public and private prison sectors, particularly in relation to staff professionalism and its impact on the prisoner experience. These findings have relevance beyond the sphere of prisons and punishment.

Following WWII, America committed itself to a system of mass liberal education with a core component of the humanities, a system designed to improve the quality of people's lives and strengthen the social bond. This linkage of private and public ends was both symbolized and secured by the combination of public and private support for higher education. Today, the American system is in jeopardy because the private and public entities that support the university have largely turned away from the educational mission even as they have dramatically increased their support for research and other activities. The resulting alteration in the character of the university necessarily comes at a cost to the democratic aspirations and the vision of human flourishing that higher education has traditionally served.

Construction companies always attempt to improve their productivity. Trust is the best way to achieve its goal, because it is a very useful way to improve employees and organizational productivity as well as effective strategic plans implementation. In this research, we examine how a trust climate provides a favorable environment for the performance of employees and the development of organizational efficiency and effectiveness. Also, this study has analyzed the trust effects on the performance of employees. The population of this study is private and public sector projects from which a sample of (26) projects in Iraq are chosen. Data are collected and the test of the model is on (140) respondents (project team members and workers) of construction companies in Iraq. The evaluation the concepts data is analyzed by using descriptive statistics, correlation, and regression tests. Hypothesis results indicate a positive relationship between the independent variable and dependent variable. Lastly, research limitations, recommendations for future research, and conclusions are discussed in details.

ABSTRACTPrevious research has shown that mobility and the ability to leave the home are among the essential aspects of older people's quality of life. However, surveys of older people's access to transport resources and the impact of mobility on welfare and wellbeing are few. Many previous studies are based on small samples or qualitative data. The questions addressed in this paper are how transport resources are distributed among different groups of older people, to which degree the transport needs of these groups are met and how this is related to their wellbeing. The empirical analysis is based on a Norwegian nationwide survey among 4,723 respondents 65 years and older. The respondents were asked about their access to transport resources, both private and public, health problems connected to use of transport modes, their daily activities and mobility, their uncovered transport needs and the importance of different activities for their life quality. The analysis reveals great differences between groups; especially between men and women, but also between different age groups and by different place of living. The special transport offered by the local authorities is seen as insufficient, and with increasing age a great deal of older people have low mobility and an uncovered transport need that reduces their life quality.
