The city development goal of Harbin is described as be suitable for living, be suitable for venture, and be suitable for the comprehensive development of people. In recent years, Harbin residential environment construction has already been improved under the guidance of this development concept. The article summarized the advantages and disadvantages of our city’s residential environment basing on the overall investigation of representative 15 residential districts current situation, so as to provide the references to build the harmonious and boom residential environment.

Formulation of the problem. Kharkiv region has recently been increasingly positioned as a "smart region" and Kharkiv as a "smart city". Moreover, the emergence of "smart economy" and the availability of people with jobs is one of the strategic objectives for the city development by 2020. The formation of Kharkiv region as an "intelligent region" with "smart economy" implies, among other objectives, a comprehensive development of innovation and investment activities in the region, its transformation into a Ukraine's leading innovation and investment center. A mandatory condition of the region’s progressive socio-economic development is the economy of innovation type, which is impossible without investment. The purpose of the article is to analyze the innovation and investment potential of Kharkiv region as a factor of its smart transformation, to identify the features of its formation and use in the aspect of the formation of Kharkiv region as a "smart-region". Results. In this paper positioning of Kharkiv region and the city of Kharkiv as a smart region has been defined. The key goals and objectives of development towards a "smart economy", as well as basic factors of becoming "intelligent (smart) economy" are given. The authors analyze innovation and investment potential of Kharkiv region as a factor of its smart transformation; reveal the features of its formation and use in terms of Kharkiv region’s formation as a "smart-region". The place of Kharkiv region in the national dimension was determined according to individual indicators of innovation and investment activity and, in general, according to the innovation and investment potential with the help of the mathematical and statistical analysis. In particular, it is noted that Kharkiv region occupies the 2nd place in Ukraine in terms of the integral indicator of the formation and use of innovation and investment potential yielding only to Kyiv. According to the results of factor analysis, the factors of formation and use of innovation and investment potential of the Kharkiv region (socio-economic, resettlement, housing and trade and socio-demographic), their content (factor loadings) and intraregional peculiarities of influence (factor scales) were substantiated. Using a cluster analysis (Ward’s method, Euclidean distance), grouping of cities and districts of Kharkiv region was conducted based on the similarity of their innovation and investment activities (4 groups of cities and 5 groups of districts were identified). The results of cluster analysis made it possible to conclude that Kharkiv region is characterized by considerable territorial differentiation of the peculiarities of the formation and use of the innovation and investment potential of its administrative and territorial units, which is primarily due to the specifics of their socio-economic development. The undisputed leaders are the city of Kharkiv and Kharkivsky and Dergachivsky counties, which are characterized by the highest investment attractiveness and innovative activity, and in general, the largest innovation and investment po-tential. Thus, clustering allowed defining the features of innovation and investment potential in territorial distribution of the region, identifing problems and outline prospects for further use of the region’s available resources.

The paper deals with issues of high-rise building development and contemporary problems related to the formation of city development vision in Lithuania. The analysis focuses on the possibilities and problems arising in the process of developing the Special Plan of high-rise building arrangement in Klaipėda in the formation of the visual image of the city. The methodology of this Plan is discussed by the author in two papers. The present paper is the first one and analyses two stages of the plan development. The first stage is the analysis of the current situation in Klaipėda and possibilities to introduce high-rise buildings into the city morphostructure. This stage comprises 7 aspects: evaluation of the territory development from the point of view of investment possibilities; historical development of the city structure; hierarchy of values of preserved territories; analysis of the territory planning documents regulating townscape formation; evaluation of visual peculiarities; definition of visual identity zones, analysis and evaluation of important mass view points as well as evolvents of views seen from them. The second stage of developing the Special Plan constitutes efforts to define the conception of high-rise buildings arrangement on a city scale, central part scale and old-town scale. Santrauka Straipsnis skirtas aukštybinės statybos plėtros klausimui ir su tuo susijusioms šiandieninėms miesto plėtros vizijos formavimo problemoms Lietuvoje. Nagrinėjamos Klaipėdos miesto vizualinio įvaizdžio plėtros galimybės ir problemos rengiant Klaipėdos miesto aukštybinių pastatų išdėstymo specialųjį planą (SP). Šio plano metodikai aptarti autorė numatė parengti du straipsnius. Šiame, pirmajame, liečiamos dvi plano rengimo stadijos. Pirmoji – tai esama Klaipėdos miesto būklė, galimybės miesto morfostruktūroje rastis aukštybiniams pastatams; jos aptarimas apima 7 aspektus – miesto teritorijos pagal investicines plėtros galimybes vertinimą; miesto struktūros istorinę raidą; saugomų teritorijų vertybinę hierarchiją; dokumentų sprendinių, turinčių įtakos miestovaizdžių formavimui, analizę; vizualinių ypatumų vertinimą; miesto vizualinio identiteto zonų nustatymą ir svarbiausių masinės apžvalgos taškų bei iš jų matomo vaizdo išklotinių tyrimą ir nustatymą. Antroji plano rengimo stadija – tai aukštybinių pastatų išdėstymo koncepcijos paieškos miesto mastu, centrinės dalies mastu ir senamiesčio mastu.

Healthy city is the target of city development, this paper firstly analyzes the construction of healthy city environment factors and their impact on the health of residents, and then explore the causes of constraints these environmental element constructions.Based on this analysis, it proposed the construction of healthy city should change the mode of economic development, increase the city green space construction, improve residents' health consciousness and strengthen the environmental legislation, the reasonable layout of city public space and function, providing a good living environment to residents.

Abstract Abstract has many advantages as has historically been one of the regions leading cultural centers . for centuries , it has been a center of commertial and financial operations in Iraq. it is also rich in archeological sites and natural resources, but because of its wars and implementation of urban development strategies are effective and sustainable , so contracted the secretariat of Baghdad with the company (khatib and scirntiffic) for the preparation of the comprehensive development plan for the city of Baghdad in 2030 and funded by the world bank and the fact that the plan was approved ( three stages of it ) and only one phase remains the fourth stage, which is under discussion the aim of the research is to identify the extent to which it is oriented towards the smart cities approach that the cities of the world are dealing with today through a sample representing the consultative team of the comprehensive plan of the city of Baghdad 2030 and its supporters in the municipality of Baghdad which number (51) people tha data was collected by means of several tools, namely, questionnaire and personal inter views and a number of statistical methods were used to process the information including the comparative rations of the empirical analysis to test the hypotheses of the study, which states that there is a significant correlation between the study variables, there was a significant correlation between the study variable varibles, the effects of significant significance among the variables of all study and the study reached a set of conclusions, the most important of which is the comprehensive development plan for the city of Baghdad requires the integration of all its vocabulary with in the development of smart cities

In the modern world, in using land resources, we are faced with a number of problems, this is more expressed in megacities, because the majority of the population of our planet lives in these territories. The article briefly analyzes the current state of Krasnoyarsk, physical-geographical and economic conditions of the city development. The issues of territorial planning in the city are considered on the example of the microdistrict "Pokrovsky". High-rise buildings and their crowding influenced on the formation of wind flows and dispersion of impurities. It is established that the building affects the wind speed, reducing it by nearly 25-30% compared to the undeveloped urban part. In a dense building, the wind speed can be reduced to 70%. Inefficient land use model is reflected in the quality of the living environment, including the connectivity of the territory. The infrastructure is developed for children of younger preschool age-yard areas are everywhere equipped with children's game elements. Social adaptability for the elderly in the district is poorly expressed. The issue of parking spaces is acute, and their lack indicates the impossibility of creating a neighborhood with a high level of quality of life. Local problems include the construction of noise screens along major highways, which have a low-quality design and technical solution. The provision of public transport is unsatisfactory. Spatially in the "intercession" we need a clear separation of yards and public spaces. Due to this, within the four large neighborhoods-quarters there will be a quasi-quarterly structure that helps to organize the hierarchy of spaces, eliminating or minimizing transit traffic through the yards.

Abstract. This article is devoted to the study of the topical problem of qualitative accounting of socio-psychological conditions of human life in residential architecture, namely in the policy of forming the urban environment. The task of this study can be realized by analyzing the regulatory framework, namely, strategies for the socio-economic and spatial development of cities in parts related to housing construction, housing and communal policy, general planning and territorial principles of city development. Systematization and comparison of this information made it possible to single out the factors influencing the formation of design solutions and development in the city. Another important link in this study is the systematization of factors influencing the solution of the problems of forming a living environment. The aim of this study is to characterize the impact of socio-psychological requirements for environmental comfort in the context of housing policy in large cities. In accordance with the purpose of the study, the following tasks were formed: to streamline the system of socio-psychological factors and methods of their accounting in substantiating the housing policy of urban space; to analyze the socio-economic and spatial development strategies of the city of Ivano-Frankivsk for the last 5 years and sectoral documents of the architectural and construction sector and housing policy; to highlight the factors that underlie the formation of housing policy in Ivano-Frankivsk, to develop recommendations for taking into account the psychological aspects of society in the formation of housing policy in cities. The materials of this study are the aging of the socio-economic and spatial development of Ivano-Frankivsk for the last 5 years, as well as industry documents where the prospects for the development of the housing industry and housing policy are formed. The source base of the study to characterize the factors influencing the formation of the city's residential policy are scientific works on psychology, sociology, architectural sociology and public administration. The main research methods of this article are the method of factorial comparison. The methods of group comparison, and the graphical-analytical method of creating a structural model of factors and determining the place, as well as the role of socio-psychological factors in this model, were also used.

The paper is devoted to the substantiation of the approach to diagnosing the comfort of the urban environment from the position of the city marketing theory, namely, based on the management and commodity concept. The latter is characterized by the obligatory consideration of interests and their interconnection of all stakeholders residents, authorities, business community, etc., and also the focus on solving both tactical and strategic tasks of the city development. An overview of the main approaches and methods for studying the comfort of the urban environment is presented. The comfort of the urban environment determines the level of urban development as a whole. Therefore, it is necessary to treat this concept as a system-forming, and not a particular one, in contrast to the position of many authors. The basis of the proposed approach is a system of criteria that collectively reflect the functional, social and psychological requirements of citizens to the comfort of their living environment.

The article deals with the problem of the discrepancy between the quality of the external residential environment of the local level and the current needs of the townspeople and the problem of formalizing the approach to the transformation of public spaces of the residential environment. The search for solutions is proposed to be based on individual features of the elements of the residential environment of the city and the specifi cs of local public spaces in them. An important factor in choosing measures for the transformation of local public spaces (LPS) is the study of the historical background and degree of «centrality » of the territories. The evolution of residential quarters from the position of public spaces formed in them is considered. The typology of residential cells and public spaces in the process of formation and at the present stage is revealed. The types of planning structure of residential elements of the urban environment in Samara are analyzed in chronological order from the time of the fi rst regular city plan to the present.

Abstract The article analyses theoretical aspects of a city brand definition, applying cases of various brands of Lithuanian cities. A brand is any sign or symbol which helps to distinguish goods or services for one person from the goods or services of another, and which may be represented graphically. The brand can be a variety of symbols, their combination, and other visual manifestations of information, such as words, names, slogans, letters, numbers, drawings, emblems; or spatial characteristics of the product itself – its image, packaging, shape, color, color combination or a combination of all these. City development usually includes an image dimension. The common ground for this is that a well-known toponym often generates events, investments, etc. Many cities are actively positioning and promoting their strategic intentions. Often times a city brand is associated with its fight for investment, tourist numbers, or successful businesses. Objective: To scrutinize relevant theories applicable to city visual branding; to look through various definitions of the city branding and envisage some advantages and disadvantages they might pose; and to analyze various case studies so that we could summarize the methodologies of why and how we could better position our local products globally. Methodology: The case study methods were used as part of a complex study and combined with in-depth interviews as well as benchmarking methods from various sources. In-depth interview method was used to obtain expert opinions on the subject. The in-depth interview method helped to analyze logo usage, goals, define pros and cons, and evaluate the results of logo design in urban development. This method was chosen to collect detailed and authentic material based on the attitudes and experiences of those involved in such a creative process. Findings: The conclusion was reached that since a place prompts a lot of variables, in the future we need to consider more numerous components, such as population, industries, landscape, economies or history, etc. The hypothesis was confirmed about the variables of the city to be further considered for (re)branding, such as the cost, semantic complexity, societal charge, and the dynamics (changeability, or rigidity). As for the methodologies, we arrived at the conclusion that the best way to create a viable city brand is a collaboration between different stakeholders. Value Added: The article adds to European experts’ suggestion of rethinking the concept of design itself, as until now a one-sided approach to design as a means of schematizing a product has prevailed. This approach, even regulated by Lithuanian law, does not cover the whole process of creating and implementing an idea. “Design is a problem-solving approach that focuses on the user during its development. It can be applied in both the public and private sectors to promote innovation in products, services, processes and even legislation,” says Dr Anna Whicher, expert on design policy and strategy of the European Commission. In other words, design has been increasingly integrated into the science, business, social and service sectors to maximize innovation. As many as 63 percent of Lithuanian businesses do not use design solutions (product design, stylization or business strategy development) at any stage of production. This figure is below the EU average, where almost half of all businesses already integrate design solutions into their operations. Lithuania is also one of the 13 countries in Europe (out of 28) that does not have design policy documents or a community uniting organization, such as design centers in Great Britain, Denmark, Estonia or other countries. The paper invites Lithuania to re-think its design development policies at large, paying attention to urban design solutions in particular. Recommendations: In further research, while selecting potential expert for city logo development, it is recommended that priority should be given to (a) responsible experts in strategic / territorial and national policy making or related activities, (b) experts with knowledge of sustainable development, (c) independent sustainable development analysts / consultants / private and academic or who have implemented specific project-based SDs both nationally and internationally. The stakeholders in this process should be representing: 1) Public Sector, 2) NGOs, 3) Private Sector, 4) Academy and 5) Independent Experts.

In recent years, the energy revolution has become a key in city development and leading economy. This article analyzes the current situation of energy development and city. Firstly, this article analyzes four aspects of problem of coordinated development. Then, this article has classified the city into two major systems. Finally, the correlation between energy and city is analyzed. Not only energy acts as a breakthrough in city development, but also the evolution of urban spatial form affects energy supply patterns.
