According to the Law of the Russian Federation “On the All-Russian Population Census” (2002) a household is considered as a group of people living in a dwelling house, apartment or room, or part of a dwelling house or apartment that jointly provides itself with the necessary means of subsistence and which unites all or part of its income, or a person residing in a residential building, an apartment or a room, or a part of an apartment house or apartment and independently providing itself with the necessary means of subsistence.According to the calculations of 2009, based on Rosstat’s forecast, the number of households in Russia was to make up from 52.5 million by the low estimate to 58.9 million by the high estimate in 2030. Like any forecast, these estimates require regular revision, refinement due to the appearance of new data.Based on the current trends in the development of households in the world and in Russia, the article attempts to provide updated estimates of changes in the number and structure of Russian households at the end of 2030.

The emergence of the SARS-CoV-2 pandemic in the beginning of 2020 led to the deployment of enormous amounts of resources by different countries for vaccine development, and the Russian Federation was the first country in the world to approve a COVID-19 vaccine on 11 August 2020. In our research we sought to crystallize why the rollout of Sputnik V has been relatively slow considering that it was the first COVID-19 vaccine approved in the world. We looked at production capacity, at the number of vaccine doses domestically administered and internationally exported, and at vaccine hesitancy levels. By 6 May 2021, more first doses of Sputnik V had been administered abroad than domestically, suggesting that limited production capacity was unlikely to be the main reason behind the slow rollout. What remains unclear, however, is why Russia prioritized vaccine exportation. We provide three hypotheses that may contribute to explaining the slow domestic rollout: a generalized vaccine distrust among the Russian population, a desire to help less technologically advanced nations, and possible geopolitical incentives.

The paper presents a review of some trends observed on the world market of rare-earth elements (REE). This review takes into account actual changes in the commercial and industrial policy of China and the current trends of REE consumption. Main characteristics of the modern REE markets are considered. The paper provides an assessment of world production volumes, world trade and prices. The article describes the REE market behavior in 2000–2020 and provides a forecast of main indicators and prices up to 2020. It contains a description of current world REE resources, production and trade over the main countries. In addition, the prices and the main buyers of REE are specified indicating the forecast of consumption. The prospects of the Russian REE market are estimated taking into account the «Development of the Rare and Rare-Earth Elements Industry» subprogram implemented as part of the State Program of the Russian Federation «Industry Development and Competitiveness Improvement». The purpose of the subprogram is to create a competitive rare-earth industry of an integrated production cycle in the Russian Federation in order to satisfy the needs of the domestic defense industry complex, civil industries and enter the foreign markets. It is noted that this subprogram should be upgraded with regard to changes in the market conditions and development of rare-earth elements production in the Russian Federation including by means of statutory, non-tariff and technical regulation. Loparite and apatite will remain the main sources of rare-earth elements as raw materials for industrial processing in Russia in the near future, while REE production from apatite will increase. It is emphasized that the prospects of REE development in Russia consist not so much in increasing the primary production as in establishing new plants consuming rare-earth products.

The present scientific research examines the current state of the Liquefied Natural Gas (LNG) market, as well as the role and place of the Russian energy resources on the world stage. The article highlights the features of the Russian LNG market development, the existing barriers and prospects. The work includes a dynamic analysis of the global market conditions, current trends and emerging risks caused by modern political and economic realities. In conclusion, the authors suggested a set of measures for increasing competitiveness of the Russian Federation in the global LNG market.

The article is devoted to the development of the Muslim community of the Republic of Tatarstan (RT) in 2021. The author continues a series of articles exploring the Muslim community of Tatarstan in 2000–2010-s. The article concludes that stability in the religious sphere is generally maintained in the Republic of Tatarstan. In the context of the continuation of the pandemic, social activities are becoming increasingly important. The most important socio- political plot for the Tatar religious fi gures of Russia was the preparation and participation in the All- Russian Population Census of 2021. The VIII Congress of the Muslim Spiritual Administration (MSA) of the Republic of Tatarstan retained the former Mufti and Bash-qadi (the main Sharia judge) of the MSA of the Republic of Tatarstan in their posts. Law enforcement agencies continue to identify the activities and punish representatives of radical organizations banned in the Russian Federation

The Russian Federation is responsible for information technology and communications. The digital transformation of the powers of penitentiary institutions requires a detailed study of the theoretical and practical issues of implementing the constitutional foundations of the digital state. In this article, the author analyzes the experience of the Federal penitentiary service in implementing the constitutional foundations of the digital state. The author considers the international and Russian experience of digital transformation of the powers of penitentiary institutions. The relevance of the topic is due to current trends in building digital states in the world, which in turn requires the creation of a special legal regulation. The article analyzes the experience of the Federal Penitentiary Service of Russia in implementing the tasks of the penitentiary system using digital technologies, and highlights the reasons that hinder this process. The methodological basis of the research is the method of scientific knowledgea comparative legal method. The efficiency of digital transformation of the powers of the Federal penitentiary service as part of the digital state is determined. The author came to the conclusion that in order to implement the basic principles of the constitutional system of the digital state within the powers of the Federal Penitentiary Service of Russia, it is necessary to create a special digital platform, provide technical capabilities, and make changes to the Criminal Executive Code of the Russian Federation.

Cruel and inhumane acts that harm human life and health, as well as humiliate the dignity, are prohibited in most countries of the world, and Russia is no exception in this issue. The article presents an analysis of the institution of responsibility for torture in the Russian Federation. The author comes to the conclusion that the current criminal law of Russia superficially and fragmentally regulates liability for torture, in connection with which the author formulated the proposals to define such act as an independent crime. In the frame of modern globalization, the world community pays special attention to the protection of human rights, in connection with which large-scale international standards have been created a long time ago. The Universal Declaration of Human Rights and other international acts enshrine prohibitions of cruel and inhumane acts that harm human life and health, as well as degrade the dignity.Considering the historical experience of the past, these standards focus on the prohibition of any kind of torture, regardless of the purpose of their implementation.
