The present tools of career and educational guidance provided by educational organizations do not seem to address the problems faced by students, and graduates for applying to their promised job. The growing benefits of cloud software as services increase the requirements of implementing novel applications for career and educational guidance as a cloud service provided by the universities' portal. In this research, the authors present the benefits of using career guidance apps and introduce the implementation of career and educational guidance system (CEGS) in Higher Education. The system is designed specifically for school-level, university students, and graduates. Fuzzy logic operations were used to represent the system inputs, outputs, and rules. The paper aims to present a career and educational guidance application as a digital transformation application in the area of career counseling. The proposed system provides a student with interactive tools to select suitable colleges that match their educational skills and help graduates to select suitable careers for their practical experiences as well as provide them with essential training programs that are needed for particular jobs. The authors used the 2*3 factorial design method for the initial evaluation of the proposed system and to evaluate both students' and graduates' feedbacks. The researcher also uses the one-way ANOVA to find out if there is a remarkable difference between the users' perceptions scores.

The career guidance process for graduates and students is affected by many factors; this, in turn, has motivated researchers to use a variety of scientific methodologies and techniques for proposing career guidance systems and solving related problems. The choice of right career not only positively affects the professional life of graduates, but also the academic life of students. As a result, the significance of developing career and educational guidance systems has increased. In this paper, the researcher discusses the effectiveness of using the proposed cloud-based career and educational guidance system to help students and graduates move to the professional world. The main objectives of the system include helping students choose their majors; helping graduates choose a career that is appropriate to their educational skills, practical experiences, and scientific ability; providing graduates and students with training courses required for specific careers. The proposed system is presented as a “Career-as-a-Service” cloud model. In this paper, the use of Fuzzy Logic for defining system inputs, processes, and outputs as a new representation for career and educational guidance system parameters is introduced. Cronbach’s alpha tests are used for measuring the validity and reliability of the study questionnaires’ content. In this study, several analysis methods such as Spearman correlation, stepwise multiple linear regression, skewness, mean, and standard deviation have been used to determine the effect and performance of the proposed system through dominating factors such as gender, age, class standing, enrolment status, specialization, and city.

Vocational and Technical Education forms a very key foundation in enabling a nation to achieve aspired MDGs and SDG. Kenya as a country highly depends on technical skills to achieve the Vision 2030 and Sustainable Development Goals. However, this can only be achieved through proper and realistic career counseling information provided by the counseling teachers at the secondary school level. According to KCSE results released every year, the majority of the candidates score below grade C+ especially in 2016 and 2017 though above D- which is the requirement for entrance for proficiency level for TVET courses. However, the majority of students do not join Vocational or Technical Education due to a missing link between the natures of career counseling services offered at the secondary school level. Counselors have expectations and premise that the majority of the candidates join training at university levels thus package their counseling information on the few ignoring other students. The objective behind this study was to examine the final results scored by students and the subject choice at secondary school, various career theories, and models that guide career choices formed the foundation for the study. The study used a descriptive design where data was collected through past existing data review from KNEC and one Technical Training Institute over a period of four years. Data was analyzed and presented in tables and figures. Findings revealed that the majority of the candidates (86.92%) of the KCPE candidates scored less than C+ and had no career information on Vocational and Technical Education. The study recommends reengineering of the career guidance in Kenya education system to involve the Ministry, professionals and Human Resource Management experts.

The army has been a central part of Rwanda’s political system from the precolonial period until the early 21st century and is intrinsically part of the construction and politics of the state. Civil–military relations in Rwanda demonstrate not only the central features of transitioning a rebel group to a national defense sector but also how some states construct their armed forces after a period of mass violence. Since the civil war and genocide in the early 1990s, the Rwandan military has been the primary actor in politics, the economy, and state building as well as in regional wars in central Africa and the Great Lakes region. Practical experiences of guerrilla insurgency and conflict in Uganda and Rwanda, postconflict military integration, and the intertwining of political and economic agendas with the ruling party have shaped civil–military relations in Rwanda and have been central to how the Rwandan defense sector functions. Contemporary Rwandan civil–military relations center around the two elements of service delivery and control, which has resulted in the development of an effective and technocratic military in terms of remit and responsibilities on the one hand, and the creation of a politicized force of coercion on the other hand. The military in Rwanda therefore reflects the pressures and dynamics of the wider state and cannot be separated from it. The Rwandan army is thus a “political army” and is part and parcel of the political structures that oversee and govern the Rwandan state.

Marshmallow belongs to a high-calorie food that requires a low-calorie substitute for sucrose, one of which is sorbitol. Marshmallow has the potential to become a functional food with the addition of inulin contained within white sweet potatoes. Inulin refers to a type of fructan carbohydrate which contains fiber and has the potential as a prebiotic that is beneficial for the human’s body. This study aims to determine the effect of the addition of white sweet potato (Ipomea batatas L.) inulin extract and sorbitol on the physical, chemical and organoleptic characteristic of marshmallows and to obtain the best marshmallow’s formula through white sweet potato (Ipomea batatas L.) inulin extract and sorbitol addition. The completely randomized design method (CRD) applied in this study consisted of one factor, namely the difference in formulation between the concentration of white sweet potato inulin extract (2% and 3%) and the concentration of sorbitol (25%, 50%, and 75%). The statistical analysis utilized the One Way Analysis of Variance (ANOVA) method using SPSS. The results of this study indicated that the addition of white sweet potato inulin extract and sorbitol had a significant effect on tensile strength, density, moisture content, ash content, total calories, dietary fiber, and organoleptic characteristics of marshmallows. The best formula for marshmallows was formula 4 with the addition of 2% white sweet potato inulin extract and 50% sorbitol.

For many scientific domains such as hydrology, ocean sciences, geophysics and social sciences, geospatial observations are an important source of information. Scientists conduct extensive measurement campaigns or operate comprehensive monitoring networks to collect data that helps to understand and to model current and past states of complex environment. The variety of data underpinning research stretches from in-situ observations to remote sensing data (e.g., from the European Copernicus programme) and contributes to rapidly increasing large volumes of geospatial data.

However, with the growing amount of available data, new challenges arise. Within our contribution, we will focus on two specific aspects: On the one hand, we will discuss the specific challenges which result from the large volumes of remote sensing data that have become available for answering scientific questions. For this purpose, we will share practical experiences with the use of cloud infrastructures such as the German platform CODE-DE and will discuss concepts that enable data processing close to the data stores. On the other hand, we will look into the question of interoperability in order to facilitate the integration and collaborative use of data from different sources. For this aspect, we will give special consideration to the currently emerging new generation of standards of the Open Geospatial Consortium (OGC) and will discuss how specifications such as the OGC API for Processes can help to provide flexible processing capabilities directly within Cloud-based research data infrastructures.

Globally, the right and appropriate selection of tertiary programmes by potential students in education corroborates every nation's development progress. In order to explore the effect of career counseling and development in high schools in Ghana with a focus on some selected senior high school (SHS) students, this paper utilized a quantitative (questionnaire) research instrument to corroborate the development a web-based expert system for tertiary programme selection. An analytical summary of questionnaire responses received from the selected SHS students showed that due to limited career assessment processes, SHS students in Accra, Ghana arbitrary select tertiary programmes without realizing how such selections can affect their future careers. In terms of user acceptance testing (UAT), 80% of the selected SHS students (100) found our proposed system to be very useful. Such a system will therefore solve and improve career guidance, counselling, and development problems of SHS students in Ghana.
