This chapter examines how local residents were informed and rallied by the Internet and mobile phone messages for an unprecedented protest against the construction of a hazardous chemical plant in Xiamen, China, and how the municipal government responded by encouraging public participation in environmental decision making via the same communicational platforms. Using combined research methods including interviews and secondary data analysis, this research investigates the role of the Internet and cell phone message in mobilizing the general public to participate in the environmental protection movement in China. The role of Word Of Mouth (WOM) in the environmental movement is discovered for the first time. The unique mechanism of cellular telephones and the Internet in public participation involving multiple stakeholders in China’s environmental policy-making process is also discussed.

<p>This research examines problems that arise and become obstacles in the process of organizing general elections and the challenges of the General Election Commission (KPU) in increasing voter participation in general elections.</p><p>The purpose of this study is to find out what obstacles arise in the implementation of the General Election related to the role of the KPU to increase public participation in general elections. This type of research is empirical research and the data used are primary data by conducting interviews with KPU commissioners accompanied by an analysis of secondary data in the form of legislation. The results of this study indicate that barriers that can interfere with the process of holding elections, arise from news hoaxes and some obstacles that are classified based on the group of voters. Every segment of society has different needs, so the method used to increase community participation is tailored to the needs of the community in each segment.</p>

In this paper we discuss the impact of modern transformation of the economy and the society on the processes of strategic planning on the basis of network interaction. We define the notion of network communities and highlight the opportunities and problems of interaction between government and these communities in the process of strategizing. As one of the manifestations of the global trend of “networkization” of the economy and society, the transition to cluster interaction based on regional collaborative communities and the model of “Cluster Governance” are considered. Ideal models of public administration for the state and municipal government are considered in the context of the challenges of “networkization”, which allows us to trace and justify the evolution of public administration. There is a connection between the issues of organizing stakeholder communication and public participation in the strategy process with a change in public administration model. A typology of network communities in the context of the problem of organizing communication of stakeholders and public participation in the process of cities and regions strategizing is proposed. The various formats of communication and collaboration with network communities in the process of cities and regions strategizing, as well as prospects for using digitalization tools in this communication are considered.

Secondary data from the Internet is used, including from the website of the Federal State Statistics Service. The review made it possible to consider the current state of affairs in the field of innovation management in the Russian Federation, to make comparisons on individual indicators in territorial and sectoral contexts. The main problems and possible ways of development of innovative activity are revealed; the role of the state in the development of innovative policy of the country, regions, specific industries and enterprises is shown.

Human–wildlife conflict is a barrier to achieving sustainable biodiversity conservation and community development in protected areas. Tourism is often regarded as a tool to mitigate such conflict. However, existing studies have mainly adopted a socio-economic perspective to examine the benefits of tourism for communities, neglecting the ecological effects of tourism. This case study of macaque tourism on a peninsula in China illustrates that tourism can escalate rather than mitigate human–wildlife conflict. Fifty-three stakeholders were interviewed and secondary data were collected to understand the development of rhesus macaque (Macaca mulatta) tourism and community–macaque conflict. The results show that food provision and tourist–macaque interactions rapidly increased the macaques’ population, habituation, and aggressive behaviors, which led them to invade the surrounding community more often and exacerbated human–macaque conflict. Meanwhile, low community participation in tourism generated few benefits for residents and did not help alter residents’ hostile attitudes towards the macaques. Local residents gradually retreated from agriculture as the macaques became more intrusive. A holistic approach to evaluating the role of wildlife tourism in resolving community–wildlife conflict is proposed and practical suggestions for alleviating such conflict are given.

The pragmatic nature of the Me too speech act is studied in two different areas of functioning: outside the Internet environment and in cyberspace. It is noted that in normal communication Me too is a response cue that closes an adjacency pair and does not have a persuasive potential. On the Internet, this speech act undergoes radical changes, turning into a stimulus statement that initiates the mass participation of a certain target audience in the movement against sexual harassment. It is shown that the pragmatic transformation of the phrase is due to the action of both linguistic and extralinguistic factors. The transition from a responsive cue to an initial utterance is ensured by a common presupposition for all addressees, while the versatility of intentions acquired by the speech act (affirmation, recognition, accusation, appeal) together with the deictic pronoun of the first person endow it with a high degree of persuasiveness. As the psychological basis for the effective impact of the phrase, the ideas of the American psychological school about the importance of empathy and the therapeutic effect of public actions - confessions are successfully introduced into the consciousness of a globalized community. The novelty of the study is that for the first time the fact of the limited relevance of individual postulates of pragmalinguistic theories for the Internet space is established. The relevance of the work is associated with the need for a comprehensive understanding of the phenomenon of repragmatization of the Me too , which receives the role of a semiotic marker and a cultural symbol of a new wave of the feminist movement.

The main issues in this paper are as follows judge's role in court to eradicate corruption according to law number 20 in 2001 (Study of Decision 16/PID.SUS.K/2011/PN.MDN). This type of research is normative or normative juridical or library legal research which can be interpreted as legal research by examining library materials and secondary materials.The nature of this study is descriptive analytical.This research will be carried out by the researcher is Medan Disrict Court, having his address at Court Road No. 8 Medan Medan City, North Sumatera Province This research will be carried out by researchers starting in December 2018 until completion Data collection techniques are used in writing this essay are through library research techniques and also through the help of electronic media, namely the internet, and the method of data analysis conducted by the author is to use a normative legal approach that examines secondary data. The result shows that the role of the judge in an effort to eradicate corruption cases in the Medan District Court contained in the Decision Study 16/PID.SUS.K/2011/PN.MDN, namely to prosecute the process of corruption cases and impose corruption penalties with imprisonment during 2 (two) years 6 (six) months and a fine of Rp. 50,000,000 (fifty million rupiahs), provided that the fine is not paid, it must be replaced with imprisonment for 2 (two) months.

This article examines the dynamics of the method local integration of ex-East Timorese residents in the refugee settlement area of Kupang Regency, East Nusa Tenggara Province.The author uses the Functional Theory by Talcott Parsons and the Local Integration concept by UNHCR as set out in Refugee Convention 1951. While related to research method, the author uses qualitative methods with descriptive approaches and secondary data. The results showed that the implementation of local integration of ex-East Timorese was not as expected. This is due to obstacles in every level of the local integration process, both related to legality, economy and socio-culture. Social harmony between local residents and ex-refugees isn’t always become the commitment of the central and regional governments, but requires the role of the informal sector, especially local communities at refugee settlement areas. The process of local integration that is not going well can lead to social conflict in the community.

Purpose The topic is examined with a view to ascertaining the various methods by which indigenous oil companies can participate in petroleum development contract in Nigeria. Also, the raison d’etre of the policy will be considered to see whether the government has achieved its primary aim and how successive government has approach the issue with a view to determining the best policy to adopt. The challenges facing this policy will be considered with a view to unfold whether the Petroleum Industry Bill proffers solution. Design/methodology/approach This methodology of research is doctrinaire and analytical. The author used the available statute and case law in extrapolation of the views expressed in this paper; where necessary, secondary data as sourced from existing literature was used. Findings This paper revealed that the existing laws in Nigeria do not support public participation in the petroleum sector. so much is in the hands of the government. The paper also found that this government's monopoly of the sector is one of the reasons for the slow level of development in the sector. Originality/value This paper is original to the extent that it focusses on a relatively new area of public participation in the upstream petroleum sector in Nigeria. Most papers have often focussed on the downstream sector; however, this study seeks to re-direct the debate to the upstream sector.

This study aims to determine the extent of the role of zakat in alleviating identified as mustahiq inentrepreneurship. Zakat intended for mustahiq can be used as business capital where businessesdeveloped by mustahiq are generally still small-scale, which is not accessed by bank financialinstitutions. The mentoring process includes planning, implementing, supervising and controlling andevaluating the program, becoming one of the amil zakat programs in managing productive zakat so thatit is expected to create economic circulation, increase the productivity of community businesses,increase income / economic results, and be sustainable. The methodology used in this study is adescriptive qualitative method to see the effect of productive zakat on the empowerment of the poorthrough the poverty index. This study consisted of primary data and secondary data. Primary dataobtained from the survey results or the results of questionnaires and conducted in-depth interviews withproductive Zakat program managers in Baznas and mustahiq as participants of the communityempowerment program through productive zakat. While secondary data is obtained from the BAZNASProgram Report on the internet, several kinds of literature, articles both magazines, journals,newspapers and the internet. The results of the study show that overall mustahik considers that theproductive zakat program by Baznas has run very well.

The interpretation, application and understanding of community participation in the South African local government discourse in particular, is ambiguous, thus, creating a more simplistic and superficial meaning for operationalization. This paper seeks to challenge the notion that community participation is a substitute in its ontological and epistemological form and connotation for public participation. Many scholars in public administration have jumped on the bandwagon of dispensation, thus creating a misnomer in relation to a distinct nature of community participation and public participation which clearly undermines the authenticity of conception within the discipline and scholarship in general. Using a variety of qualitative secondary data collection and analytical techniques, this paper interrogates the misnomer in public administration scholarship in relation to the use andapplication of community participation specifically in local government. To successfully demonstrate this misnomer regarding the use, application and understanding of the concepts and their impact on scholarship, five selected articles on community participation and five others on public participation on local government published in the Journal of Public Administration (JOPA) were reviewed. The paper therefore concludes that the influential role of public administration as a scientific discipline is to forge relations with public administration as a practice for the purposes of conceptualizing and operationalising concepts and terminologies. This will ensure conciseness and bypass the contradictions which have potency of denting both scholarship and practice.
