Social Partnership

Social partnership is a dynamic construction tailored to the context of globalization, the state, time, society, and culture. Snapshots of the experiences of regions and countries globally with modalities of social partnership arrangements are discussed. Further, global reflections on the contexts from which social partnerships were forged—economic chaos and recovery, weak political governance capacities, fractured political regimes, financial instability and governance responses, such as the institutionalization of social dialogue and social partnerships as prerequisites for European accession—are highlighted. Social partnership becomes the outcome of adjustments made by governments, sometimes reluctantly, in power-sharing arrangements, incorporating multiple actors and stakeholders in the way societies are reorganized, to respond and treat with destabilizing forces in the struggle for self-preservation. The chapter concludes around the value and benefits of social partnership as well as some recommendations for effective social dialogue arrangements.

Legal aspects of the social regulator of contractual relations in labor law of Ukraine have been revealed. The concept of social partnership and social dialogue as a legal regulatory mechanism of collective relations has been studied. Legal regulation of labor conditions at different levels, through agreements, reflecting the will and interests of the parties to the agreement, has been analyzed. It has been found out that the personal nature of work, the definition of the specific labor function, duration of working time, remuneration of labor, etc., shall be reflected in a contractual relationship, which requires new forms of relationship between a state, an employer and an employee. Such new forms are acts of social partnership representing the interests of employees, employers, and the state in general. Special attention in this process has been paid to the collective agreement, wherein the interests of the labor collective and the employer are reconciled. The significance of the collective agreement is enhanced in the context of the market economy transformation and the development of new forms of management. Based on international experience it has been proved that problems of economic and public life are addressed optimally, if the orientation is implemented not towards the confrontation, but towards the achievement of social compliance, adjustment of social partnership on the principles of cooperation between employers and employees, which are realized in forms of negotiations, the conclusion of collective agreements and collective arrangements, coordination of draft regulatory and legislative acts and consultation in decision-making by social partners at all levels. It has been defined that social partnership is implemented by means of social dialogue, as a set of coordination procedures of interests of association of employees, employers and the state. Social dialogue helps to provide social harmony and stability in the society, it addresses diverse social and economic problems; it is the universal mean of collective relations for each country, it takes into account its traditions and particularities, and it is based on the significant practical experience of real cooperation.

Introduction. An important prerequisite for the successful implementation of the social state concept in the country is the effective development of social partnership. Firstly, within the framework of partnership interaction of social subjects the social dialogue is provided, secondly, the social responsibility of business structures and financial institutions is activated, and thirdly, certain social problems and conflicts are leveled. Therefore, the issue of activation of social partnership in Ukraine as an attribute of a developed state and the introduction of an effective mechanism for its development is one of the primary ones, requiring special attention and determination of the ways of solution.Purpose. The goal of the research is to outline the role of social partnership in ensuring the social and economic progress of the state and to outline the practice and problems of its implementation in Ukraine.Methods. Research is based on the dialectical method of scientific knowledge and a systematic approach to the study of the ideology of social partnership and its role in socio-economic development of the state, using the methods of scientific abstractions and analogies, analysis and synthesis.Results. The nature of social partnership is considered and the main arguments and conditions that ensure its existence in the state are defined. The key tasks that are achieved through the effective implementation of the mechanism of partnership interaction in terms of solving a number of social problems and ensuring socio-economic development of the state are highlighted. The index of social development of countries of the world is investigated and the place of Ukraine in the global social space is analyzed. The most important social problems that have arisen in the domestic social sphere and the features of the current system of social partnership have been identified. The necessity of the development of social responsibility in corporate management, social dialogue and the use of economic incentives for the activation of entrepreneurship to ensure the priorities of socio-economic growth of the state has been argued. Prospects. Further research is important to focus on improving the effectiveness of social responsibility management of business as a condition for enhancing its competitiveness and ensuring sustainable development.


This chapter explores themes surrounding social partnership, the epistemological and etymological relations of social dialogue, models, and associated themes. Theories, concepts, and dimensions of social partnership, its characteristics, emergence, and etymology are deconstructed. Various perspectives on the meaning and interpretation of associated interpretive themes such as partnership, trust, mutual benefit, and social capital are explored, including typologies of partnership. This conceptual review covering social partnership examines the discourses and knowledge associated with social partnerships and the philosophy of social partnership. The language of partnerships and social dialogue are embedded within the context of the International Labour Organization's (ILO) epistemological discourse and practice. This chapter provides a comprehensive framework for the purposes of understanding and identifying the philosophies within the current global discourses of social partnership and an appreciation of how our experiences have been influenced and interpreted through the lens of the parameters of the global discourses.

This paper examines the empirical evidence on social cohesion and perceived horizontal inequalities in two neighbouring districts in Central Sulawesi, Indonesia. Despite having similar sized groups (religiously polarised, ethnically fragmented) and the opportunity to mobilise during the national political transition beginning in 1998, only one of the districts had serious violence. First, the evidence suggests that such violence was linked to perceived horizontal inequalities in terms of access to the state, particularly in terms of religious identity in the district affected by con?ict. In the same district, there was also evidence of weaker social cohesion: there were more pervasive negative stereotypes of other groups along religious lines, and the least inter-religious mixing in terms of everyday interaction and friendships. These attitudes and less frequent mixing were more likely, too, among the group that was initially marginalised from the state when power-sharing arrangements broke down. Meanwhile, in the district with less violence, there was more frequent inter-religious group mixing overall but particularly on the part of the group that did not dominate the state. That is, frequent inter-religious group mixing and the absence of negative attitudes on the part of this group towards others may have signalled that it was not a viable group to be mobilised for political gain. Instead, in this more peaceful district, ethnic identity was the more salient form of political capital, but demographically the district is ethnically fragmented. Inter-ethnic rather than religious mixing was less frequent in this district, but it was worst among the dominant political group along religious and ethnic lines. Yet, the negative attitudes and stronger in-group (rather than out-group) bonds between members of the dominant political group did not translate into violent con?ict because there were minimal challenges to their power during the transition. Finally, the evidence suggests that the associational membership of mixedethnic or religious organisations is less likely to explain violence prevention, given that membership of such organisations was greater in the con?ict-affected district. The evidence overall suggests that demographic divides are not always an indicator of political divides and the propensity for con?ict, but rather this is related to the politics of exclusion. Furthermore, it indicates that to some extent increased crossgroup contact can act as an indirect con?ict intervention mechanism.

Economic transformations of the country due to the development of market relations lead to appropriate changes in the field of social policy, the development of appropriate mechanisms of social protection, based on the principles of self-regulation and mutual support. The scale of economic growth is largely determined by the level of motivation of the behavior of economic entities both in increasing their own financial results and the general economic effect of creating a social product. In this aspect, the social policy of the state becomes a powerful factor in economic growth, with the greatest effect is given by the use of such forms of incentives that realize the public interests of all economic entities, which are not homogeneous in nature. The implementation of these priorities should be aimed at solving major socio-economic problems in order to prevent conflicts and promote sustainable development at the level of enterprises, regions, the country as a whole, so the problem of harmonizing the interests of all economic entities can be identified as a priority. The urgency of this problem is due to the need to increase the level of social protection of the population, which is achieved through the effective implementation of social policy and improving the mechanisms for its implementation from the standpoint of harmonization of interests of all economic entities. It is proved that to form a low-conflict model in which each entity has a clearly defined mechanism for meeting their own needs through the interests of partners, possibly by expanding the scope of market methods of self-regulation in combination with government leverage to influence economic behavior. To implement a more effective social policy, the government proposed a mechanism for expanding and harmonizing the socio-economic interests of the state, business and employees, which summarizes the result of the synthesis of natural and artificial responsibilities for various actors in social policy and social partnership. The proposed mechanism is able to neutralize the problems associated with low wages in the real sector of the economy, poverty and inefficient use of GDP, ensure the transparency of this process, and create a powerful motivational environment for workers and employers.

The events analysis since the beginning of the aggravation of relations between Ukraine and Russia evidences about the inefficiency of information policy, incoordination of activity of different subjects of ensuring the information security of the state, the weak presence of Ukraine in the world information space etc. At the same time, the problems of ensuring the information security of the state and realization of effective set of counter-propaganda measures, realization of information policy, aimed at consolidating Ukrainian society and the international community for the purpose of suppression of armed aggression are identified by the higher military-political governance of Ukraine as the most priority. Various internal and external factors negatively affect at the ability of Ukraine to adequately respond to challenges and risks in the military sphere. The insufficient and unprofessional efforts of Ukraine’s state authorities in the field of counteraction to the Russian Federation’s propaganda and information-psychological operations are the most important ones. That’s why there’s necessity of development the system of opinions and determination of the plan of the higher military-political governance’s of Ukraine actions regarding the implementation of state information policy and providing of information security of Ukraine and legislative definition of a conceptual document. Besides the importance of this fact consist in that after the restoration of the territorial integrity of Ukraine the main aims of military policy will be prevention the emergence of new armed conflicts, systematic strengthen the state's defense capability and increasing the role and authority of Ukraine in the international area.

Abstract When violence occurs, the state has an obligation to respond to and reduce the impacts of it; yet often the state originates, or at least contributes to, the violence. This may occur in a variety of ways, including through the use of force by police, pretrial incarceration at local jails, long periods of incarceration in prisons, or abuse and neglect of people who are incarcerated. This essay explores the role of the state in responding to violence and how it should contribute to reducing violence in communities, as well as in its own operations. Finally, it explores what the future of collaboration between state actors and the community looks like and offers examples of successful power-sharing and co-producing of safety between the state and the public.

Mechanisms of partnership of various structures in public sector for the decision of society social problems are considered in this article. The state as the subject of activity in public sector, during an industrial epoch was the only guarantor of satisfaction of person’s social requirements, irrespective of his family well-being and incomes. The state sociality is shown that it takes responsibility for a standard of well-being of its citizens and in the modern state should provide with it equal access to getting of social sphere services.
