Economic transformations of the country due to the development of market relations lead to appropriate changes in the field of social policy, the development of appropriate mechanisms of social protection, based on the principles of self-regulation and mutual support. The scale of economic growth is largely determined by the level of motivation of the behavior of economic entities both in increasing their own financial results and the general economic effect of creating a social product. In this aspect, the social policy of the state becomes a powerful factor in economic growth, with the greatest effect is given by the use of such forms of incentives that realize the public interests of all economic entities, which are not homogeneous in nature. The implementation of these priorities should be aimed at solving major socio-economic problems in order to prevent conflicts and promote sustainable development at the level of enterprises, regions, the country as a whole, so the problem of harmonizing the interests of all economic entities can be identified as a priority. The urgency of this problem is due to the need to increase the level of social protection of the population, which is achieved through the effective implementation of social policy and improving the mechanisms for its implementation from the standpoint of harmonization of interests of all economic entities. It is proved that to form a low-conflict model in which each entity has a clearly defined mechanism for meeting their own needs through the interests of partners, possibly by expanding the scope of market methods of self-regulation in combination with government leverage to influence economic behavior. To implement a more effective social policy, the government proposed a mechanism for expanding and harmonizing the socio-economic interests of the state, business and employees, which summarizes the result of the synthesis of natural and artificial responsibilities for various actors in social policy and social partnership. The proposed mechanism is able to neutralize the problems associated with low wages in the real sector of the economy, poverty and inefficient use of GDP, ensure the transparency of this process, and create a powerful motivational environment for workers and employers.

In modern conditions the existing negative trends in the social sector as well as accumulated social problems create a lot of threats and restrain further development of society; therefore it is crucial to implement the practice of cooperation among the state, business, society and individual, which would enhance the mutual responsibility of all participants of social life by creating the conditions for further stable development of the society based on the widest range of interests. Literature’s review showed the lack of studies concerning the characteristics of development of a social partnership between the authorities, business and workers in crisis in order to develop measures and prevent threats that can destabilize social and other areas stipulated to the purpose of the study. The article analyzes the modern definitions of social partnership, on various grounds, outlines their features. According to the results of the research, the necessity to consider social partnership as part of the social policy of the state from the point of view of different levels was proved. Generalization and systematization of theoretical bases on these issues is of practical value and will help to outline the main ways to improve and form an effective system of social protection of the state. The principles of social partnership concepts in the formation of an effective system of social protection of Ukraine are described. The modern features of modernization of the role of social partnership, which have an impact on social protection of citizens are considered. The study has shown that social partnership has a great influence on social protection of the population, so if to increase the level of social partnership of business, as well as to transfer to the enterprises part of the expenses for the implementation of social policy of the state, it can significantly improve the quality of life of the population. In the conclusions the author emphasizes that there is a close relationship between the components of social partnership and the types of social protection of business, so the adherence to ethical principles of doing business will allow to increase the level of social protection of the population.

At the current dynamic stage of social countries’ development, in line with the chosen social policy, the state acts as the main but not the only institution which must create favourable environment for building an effective, mindful and friendly social climate in the country to ensure safe and decent standard of living for all citizens and to provide full social coverage that has to be in tune with contemporary intensive development trends. Despite the level of economic growth indicators, in each country there are always segments of the population who long for considerable attention and should be protected by both society and the government. As evidenced by reliable best practice in developed countries, the government should place greater focus on protecting vulnerable populations, and this priority direction has to guide the state social policy. The paper discusses the most burning issues in social protection funding, since the societal needs in terms of social protection are increasing, while the living standards of population have dropped dramatically lately. Apparently, major social maintenance categories have been analyzed along with reviewing a range of state-guaranteed social security and social protection services. A special emphasis is made on a specific category of vulnerable Ukrainian citizens, i.e. forced internally displaced persons (being officially recognized since 2016). In addition, the components of social protection policy and types of social maintenance as well as the features of social insurance have been explored.

This article argues that key elements of contemporary social policy can be fruitfully analysed through the lens of waste. Drawing on work identifying the importance of waste and waste disposal in the history of modernity and early liberal theory, this article develops two concepts of waste – waste as inertia and waste as excess – and uses these to shed light on aspects of recent social policy in the areas of unemployment, healthcare and higher education. In particular, it is argued that the theme of waste is able to capture the desire of recent governments to deploy social policy explicitly to economic ends – including economic growth and capital – and the consequences it sets in motion for citizens who fail to comply with stipulated obligations. It is also argued that the government of waste is a source of political legitimacy for the state.

The article defines the content of welfare as a measure of socially oriented efficiency of economic growth, which reflects the appropriate level of providing the population with material and spiritual goods with the formation of favourable conditions for human development and capitalization of human potential in a competitive mobile space. The modern theory of welfare testifies to the deepening of scientific discussions on the transformation of economic welfare into mobile and inclusive, as well as the opposition of competitive and social protection welfare policy. Another milestone in the evolution of welfare theory is the individualization of its provision. Conditions of competition and mobility increase the importance of households in providing their well-being with further reflection on the processes of economic growth of the community, region, and state. This gives grounds to actualize the issues of household welfare research and strengthening economic growth based on behavioural economics. The needs, interests, motives, and incentives determine the economic behaviour of households. At higher levels, it defines an economic culture that is closely linked to the national mentality. In this regard, the main models of economic and social behaviour of households – socialization, adaptation, integration, values, regulation, and the definition of financial development strategies are outlined. Theoretical approaches to the explanation of economic behaviour are generalized, namely religious-ethical, psychological, substantive theories, theories of motivations and acquired needs, process theories, theories of justice, and others. Based on the ideas of foreign scientists, the main determinants of the economic policy of households are proposed. Political, stabilizing, and economic determinants are distinguished in the group of general determinants. In the group of determinants directly related to households, the financial, demographic, cultural, social, empirical, and psychological are suggested. The author’s emphasis is placed on the importance of the impact of financial determinants of the households’ economic behaviour, the central place among which is occupied by savings.

The growth of renewable energy sources (RES) shows the desire of the government of Kazakhstan to meet challenges that affect the welfare and development of the state. National targets, government programs, policies influence renewable energy strategies. In the future, renewable energy technologies will act as sources of a green economy and sustainable economic growth. The state policy in the field of energy in Kazakhstan is aimed at improving the conditions for the development and support of renewable energy sources, amendments are being made to provide for the holding of auctions for new RES projects, which replaces the previously existing system of fixed tariffs. It is expected that the costs of traditional power plants for the purchase of renewable energy will skyrocket, provided that the goals in the field of renewable generation are achieved. This article provides an assessment of international experience in supporting renewable energy sources, as well as analyzes the current situation in the development of renewable energy in Kazakhstan and the impact on sustainable development and popularization of the «green» economy. The study shows that by supporting the development of renewable energy sources, economic growth is possible, which is achieved in an environmentally sustainable way.

The article analyses the present state of Russian society in the context of overcoming economic stagnation and activating the mechanism of economic growth. The author examines the possibility of mobilizing human capital; social attitudes and their dynamics; the institutional structure of Russian society, implicating the principles of solidarity and coordination of interests within the framework of various voluntary unions and associations.  The analysis allows the author to define the social conditions for the activation of economic growth as complex, ambiguous and requiring a significant adjustment of social policy. At the same time, there are certain manifestations of Russian society’s interest in self-development, consolidation, and more active socio-economic transformations. The social demand for progressive sustainable economic development being obvious, the government will be able to launch economic growth by shifting from a policy of social protection to a policy of social development, with adequate goodwill and flexibility.

As a result of the global financial and economic crisis, social problems have sharpened significantly. They affect the interest of the most population of the country. The efficiency of anti-recessionary measures and their productivity in the social field are analyzed in the article. According to the adjusted estimates of the RF Government, decrease in actual income of the people will continue and only by the end of 2012 a growth by only 3% to 2008 level is projected. The degree of elaboration and scientific justification of the state turnaround policy are getting special significance.

Regulated market occupies a place of foremost importance in the contemporary agricultural marketing scenario of Tripura. It is very much helpful for economic growth of a state and as well as for a country. At present, there are 21 regulated markets in the state of Tripura. In this state, the first regulated market was establisl1ed in the year 1964 at Bishalgarh, west Tripura. Afterward, 3 markets were regulated in 1981 and 17 markets were regulated in 1986. Since 1986, no market of Tripura has been regulated. The Government of Tripura has taken several steps to streamline the regulated market system. But, the improper functioning of most of the regulated markets and other handicaps has not changed the conditions noticeably. Still a major part of rural markets are working outside the frame of regulated market. As a matter of fact, in Tripura the structure and system of marketing and consumer distribution is mostly dominated by private traders causing a hassle in the overall development of the regulated markets. To improve the prevailing conditions of these markets, at that instant, market regulation becomes further essential. The paper overviewed the regulated markets of Tripura focusing on its present status, market practices, problems and performances. In this regard, the study basically has analyzed the physical and financial performance of regulated markets in Tripura. It provides few guidelines for the primary producers to get the best possible returns from the agricultural regulated markets. At last, some valuable suggestions have also been offered for rapid development of regulated markets in the state.

Introduction. In the conditions of digital society formation, the informatization of the social security sphere is a necessary component and guarantee of successful implementation of social policy aimed at quality and timely satisfaction of citizens' needs. Therefore, a prerequisite for the effective functioning of social protection and public service authorities is the development and technical innovation of social services and channels for their implementation through automated information systems, should be consistent with the innovation strategy of development of the social sphere as a composite digital economy of the state. Purpose is to substantiate the expediency of application of the newest digital technologies in the sphere of social security and novelization of social services on this basis, as well as to reveal features and advantages of social protection of the population through automated information systems and channels of their implementation. Results. The necessity and role of informatization in the modern digital society and the main challenges that lead to its implementation in the field of social security have been substantiated. The key automated information systems, which contribute to the construction of a common information space of the social sphere and allow to increase social protection of the population in domestic conditions, as well as the emergence of a new service-oriented social service with a wide range of information and communication services, have been analyzed. The necessity of training and retraining of highly qualified creative specialists of new specialties was noted and generalized principles of systems of skills development in the conditions of informatization, which are important in the selection of social workers, were defined. Conclusions. Social protection and social welfare institutions, when formulating their own strategies, should consider the information and communications technology vector of development as an essential means of improving their functioning, since this will determine the effectiveness of social policy implementation in the State and the level of satisfaction of citizens with social services. The results of informatization of social processes are manifested in the implementation of automated information systems and the construction of a single unified information space of social security, the development of new service products, electronic filing of documentation and simplification of procedures for obtaining social security, transparency of social security and, as a result, successful social policy.

Rising economic inequality becomes an important concern for both advanced and developing countries. Nonetheless, political and business elites around the world never question the neoliberal agenda, despite economic crises happening every now and then. The year 2007 may mark the turning point of neoliberal globalisation. As the global financial tsunami kicked off from the burst of the subprime mortgage bubble in the United States in 2007, the global economy is facing an economic hardship never heard of since the Great Depression in the 1930s. Hong Kong as a highly open economy is also severely hurt by the financial tsunami. In every economic recession, all Hong Kong people suffer, but lower classes suffer most. This raises a serious question about whether the current social protection system adequately protects people against an increasingly risky global economic environment. By examining the social policy package adopted by the HK government in fighting against the financial tsunami, we show the lack of long-term strategies and commitments of the government in protecting HK people against globalisation risks and economic insecurity. By drawing experiences from other countries, we suggest that active labour market policies (ALMPs) may be the social policy tools the government can use to reform the social protection system.
