Mechanisms of partnership of various structures in public sector for the decision of society social problems are considered in this article. The state as the subject of activity in public sector, during an industrial epoch was the only guarantor of satisfaction of person’s social requirements, irrespective of his family well-being and incomes. The state sociality is shown that it takes responsibility for a standard of well-being of its citizens and in the modern state should provide with it equal access to getting of social sphere services.

Labour plays a very important role in the industrial production of the country. The human resource managers are concerned with the management of people at work. It is necessary to secure the co-operation of labour force in order to increase the production and earn higher profits. The co-operation of labour force is possible only when they are fully satisfied with their employer and the working conditions on the job. In the past, industrialists and the employers believed that their only duty towards their employees was to pay them satisfactory wages and salaries. But in due course of time, in addition to providing monetary benefits, human treatment given to employees started to play a very important role in seeking their co-operation. Labour or employee welfare activities benefit not only the workers but also the management in the form of greater industrial efficiency. The welfare activities pay a good dividend in the long run, because they contribute a lot towards the health and efficiency of the workers and towards a high morale. On the other hand, social security has come up as a dynamic concept which is considered in all advanced countries of the world as an indispensable chapter of the national programme. Social security is that security which the society furnishes through appropriate organisation against certain risks or certain contingencies to which its members are exposed. These risks are essentially contingencies against which the individual cannot afford by his small means and by his ability or foresight alone. As the name stands for general well- being of the people it is the duty of the state to promote social security which may provide the citizens with benefits designed to prevent or cure disease, to support him when he is not able to earn and to restore him to gainful activity. The state as an employer has provided for certain measures for the welfare and social security of the labourers, who contribute towards the economic development of a country and in this regard, the government has to see towards the proper implementation of such measures to maintain a harmonious industrial relation on the one side and on the other hand towards the upliftment of the members of the society. Thus, there arise the vital needs for the detailed assessments of the measures so provided, its quality of implementation so far and the level of satisfaction of the same among the different class of employees. The present study acts as a working paper with an objective to gather the opinion of the organized workforce in the Central Public Sector Enterprises with regards to their acceptance and satisfaction level of the various ‘Employees welfare and Social Security’ measures by the employers. However, the present study is restricted to two enterprises only and is undertaken with the following objectives: To analyze the opinions of the employees in respect of the labour welfare measures & social security benefits. To analyze the level of satisfaction or otherwise of the workers in respect of social security measures.

The relevance of the article. Economic developments of the society is the top state priority in economy and guarantee of economic potential strengthening. The economic crisis caused by Covid-19 has revealed a number of social problems in Ukrainian society that prevent economic and social transformation and Ukraine integration into the international financial space. Purpose setting is in the studying deformations in the social sphere and assessment of the state of system threats to economic security of the country. Presentation of the main material. Threatening character of deformations in the Ukraine social sphere requires introduction of social indicators monitoring which have influence on the state of economic security. It is proved that social and demographic component of economic security characterizes the possibility of the state to guarantee adequate and qualitative standard of living for population, favorable conditions of human capital development and level of labor resources provision that provide its sustainable growing. It is found out that among social problems in the society, and then the threat to economic security is worsening population health level, reduction in life expectancy, availability of high-quality treatment, high death rate, and decrease of employable population. It is defined that the poverty is caused by deficient labor legislature and social vulnerability, and labor migration threats social security. According to different resources from three to five million Ukrainian citizens live outside the country. Assessing of a statistic reveals that population employment doesn’t protect families from poverty, and 93,5% of poor people are individual homes with a single employable person and this shows low wages. It was established that there is a great difference in payments for work in Ukraine and European countries for the current year. Conclusions. Economic growing and reforming of national economy is necessary for Ukraine for encouraging people to stay in the country and invest in their future in Ukraine. With implementation of comprehensive economic reforms Ukraine has the chance to create favorable conditions for economic strengthening and social development which can improve people expectations for their living in Ukraine in comparison with potential countries for employment. This article deals with international experience integration of openness and transparency level evaluation of activities by non-governmental organizations (NGOs) into the Russian practice. The object of this study is socially oriented non-governmental organizations — both those that receive financial support from the state and those that do not. The subject of the study is the transparency and openness of the socially oriented non-governmental organizations of the Sverdlovsk region. The article proposes the following hypothesis: the government provides financial support to exceptionally transparent and open socially oriented non-governmental organizations; the most popular socially oriented non-governmental organizations are considered the most transparent, and the state financial support is provided to them. To evaluate the level of openness and transparency of non- governmental organizations the authors use quantitative methodology for websites monitoring of non-governmental organizations. The indicators proposed allow for the evaluation of the current level of openness of socially oriented non-governmental organizations. In addition, the article assesses available statistics to evaluate the popularity indicator of specific socially oriented non-governmental organizations. Introduction. An important prerequisite for the successful implementation of the social state concept in the country is the effective development of social partnership. Firstly, within the framework of partnership interaction of social subjects the social dialogue is provided, secondly, the social responsibility of business structures and financial institutions is activated, and thirdly, certain social problems and conflicts are leveled. Therefore, the issue of activation of social partnership in Ukraine as an attribute of a developed state and the introduction of an effective mechanism for its development is one of the primary ones, requiring special attention and determination of the ways of solution.Purpose. The goal of the research is to outline the role of social partnership in ensuring the social and economic progress of the state and to outline the practice and problems of its implementation in Ukraine.Methods. Research is based on the dialectical method of scientific knowledge and a systematic approach to the study of the ideology of social partnership and its role in socio-economic development of the state, using the methods of scientific abstractions and analogies, analysis and synthesis.Results. The nature of social partnership is considered and the main arguments and conditions that ensure its existence in the state are defined. The key tasks that are achieved through the effective implementation of the mechanism of partnership interaction in terms of solving a number of social problems and ensuring socio-economic development of the state are highlighted. The index of social development of countries of the world is investigated and the place of Ukraine in the global social space is analyzed. The most important social problems that have arisen in the domestic social sphere and the features of the current system of social partnership have been identified. The necessity of the development of social responsibility in corporate management, social dialogue and the use of economic incentives for the activation of entrepreneurship to ensure the priorities of socio-economic growth of the state has been argued. Prospects. Further research is important to focus on improving the effectiveness of social responsibility management of business as a condition for enhancing its competitiveness and ensuring sustainable development.

“Who loves the state these days?” Frances Cairncross rhetorically asked in The Times Literary Supplement at the height of the Thatcher era. “People have become more cynical,” she went on, “about the central tenet of socialism: the concept of a wise and beneficent State, representing the best interests of the community at large.” The skepticism about the state as a provider of national well-being which Cairncross was referring to was of course not confined to Britain. Nor was it, in Britain, simply to be identified with “Thatcherism.” Rather, such disillusion developed over a period of several decades and across the political spectrum. As significant in this development as the thunderings of Thatcherites were the reconsiderations of those further left; David Marquand spoke for many when he declared his own tradition of Croslandite social democracy virtually bankrupt, flawed to the root by its statism, through which “civil society was seen, all too often, not as an agent, but as a patient.” The deep shift of opinion embodied in such observations has made its mark in a variety of realms, one of which is the subject of this essay: an alteration in the interpretation of British history, in particular of the nineteenth and early twentieth centuries, the era in which this newly problematical state began to grow into its modern form.It has become something of a truism that historical writing is a part of the wider field of social discourse.

The actual condition of health care system is characterized as a progressive-modernizing one, that actualizes issue of specifi city of public health care policy as a form of conscious impact on social sphere of life activity of population with the purpose of its alteration in interests of participants of these relationships. The implementation of public health care policy has distinctive traits that are analyzed in the article. The subject and object of implementation of public health care policy is people and the process is carried out also between people. Hence, implementation of public health care policy is a social fact requiring special attention because it is a matter of health and well-being of society as a whole.

There are three principal reasons for undertaking the present paper. First, although all the dimensions of diffusion of drug abuse are still uncertain and the existence and extent of Drug Abuse Networking (DAN) is certainly not the only factor determining the likelihood of the spread of drug abuse. Nevertheless, one of the prime modes of its spread is through DAN. The extent of DAN and the diffusion of drug abuse in society are closely related to each other [Brook, Nomura and Cohen (1989, 1989a, 1992); Kornhauser (1978); Elliott, Huizinge and Dunford (1983); Delemarre (1993)]. Second, the network analysis provides an important instrumental element to deal with social problems and to uncover the information for intervention in specific groups of the community for the well-being of its members [Uehara (1990); Wellman and Scott (1990); Brook, Nomura, and Cohen (1980); Coombs (1973); Thompson (1973); Eggert, Thompson, Herting, Nicholas and Dicker (1994); Gould (1991)]. Last, the issues of DAN’s dynamics and its control have received little attention in literature relevant to Pakistan or elsewhere. It is also considered important from the policy point of view to determine the dynamics of DAN in Pakistan on the basis of experimental research.1 It is hoped that this paper will help in the attainment of these goals. It addresses the subject from different perspectives, but the major aim is to help develop and establish methodologies in the context of Pakistan. One of the important tasks of social policy is to ensure the social security and development of a state. Protection of the individual, society and the state from internal and external threats is ensured by social security. Social development is reflected in the effective implementation of social programs aimed at improving social welfare and the well-being of citizens. The article is aimed at suggesting some approaches to define social policy as a basis for the formation of social security of a state. Legal documents regulating security formation in the social sphere are considered. The components of social security are identified. Approaches to define the social policy of a state in the context of social security formation are offered. The types and models for carrying out social policies in the view of forming the social security of a state are analyzed. Ukraine’s social policy needs to be transformed, as it is characterized by low economic efficiency, this being the reason for the state’s inability to ensure a high level of well-being for all its citizens. Domestic social policy is characterized by a low level of security and limited social benefits for ordinary citizens, but the elite can use a whole system of social benefits and privileges. All this threatens the social security of the state. The ideology of domestic social policy makes the citizens highly dependent on the state, instead of promoting the citizens’ initiatives. However, the social security formation is impossible without improving life quality and bringing in social welfare, and without reforming and developing the social sphere. It can only become possible if social consensus is reached between different groups of political and economic interests and the state.

Part II brings together four articles dealing with aspects of the secularity of the modern state. It opens with one of Böckenförde’s most widely cited articles—translated into seven languages—‘The Rise of the State as a Process of Secularization’ published in 1967, in which he lays out the emergence of the modern state as a process of emancipation from the influence of religious authority that occurred in three distinct stages. Although less well-known internationally, the second article included here is no less important in Böckenförde’s intellectual development. It deals with ‘The Fundamental Right of Freedom of Conscience’ (1970), which Böckenförde regards as the cornerstone of the religiously neutral modern state and as the cardinal individual liberty, from which all others spring. In the third article, ‘Remarks on the Relationship between State and Religion in Hegel’, written in 1982, Böckenförde reviews Hegel’s major writings on questions of religion and the state to guide him in his own quest for the ‘inner regulatory forces’ and the binding ethos that keep democratic societies together. The interest in this binding ethos and the Hegelian notion of freedom places the article in a direct line with Böckenförde’s 1967 secularization essay as well as his 1978 article on ‘The State as an Ethical State’ (included in volume I). In the fourth article in this part, ‘The Secularized State: Its Character, Justification, and Problems in the Twenty-first Century’ of 2007, Böckenförde returns to the core ideas of the 1967 secularization essay fifty years later, asking what is the secular state, and how can it deal with a plurality of worldviews? Böckenförde lays out the cornerstones of his views on the desirable relationship between religion and state in contemporary democracy by juxtaposing his concept of ‘open encompassing neutrality’ vis-à-vis that of ‘distancing neutrality’, of which he regards the French laïcist model as paradigmatic.
