An Implementation of a New Type of Online Auction

In recent years, there has been an increased interest in the types of online auction. Yet many auctions with fixed-end times are experiencing “sniping” or submission of bids in the final minute of an auction. Late bidding deprives rivals of the ability of seeing one’s bid and undercutting it. Late bidding facilitates colludes or independent pricing well above that predicated by auction mechanism. This article aims to propose and implement a new type of online auction called Least and Unique Price (LUP). In the LUP auction, the winner will be the bidder who submits the least and unique price. Moreover, late bidding and specific closing time also be overcome by the LUP auction. In addition, this article presents the practical implementation of the proposed auction. In order to evaluate the proposed auction a comparative analysis of different auction types and the proposed one has been done.

The relevance of the work is determined by the fact that the right to life belongs to the basic constitutional human rights, therefore, its observance and protection is the duty of the state. Despite its undeniable importance, today the right to life anywhere in the world is not really ensured in sufficient quantities. The constitutional consolidation of the right to life raises a number of issues related to the concept, nature, legislative and practical implementation of this right. It should be noted that various aspects of the human right to life were considered in the scientific works of G.B. Romanovsky, O.G. Selikhova, T.M. Fomichenko, A.B. Borisova, V.A. Ershov and other Russian authors. The aim of the study is to study and comparative analysis of the legal content of the constitutional norm that defines the right to life, to comprehend and identify possible problems of the implementation of this right. To achieve this goal, this article discusses relevant issues of ensuring the right to life, proclaimed by Article 20 of the Constitution of the Russian Federation and Article 27 of the Constitution of Azerbaijan Republic. The results of a comparative analysis of these constitutional norms and the relevant norms of industry law allow us to determine, that there is no contradiction between Article 20 of the Constitution of the Russian Federation and the norms of the criminal legislation of the Russian Federation, which imply the death penalty as an exceptional measure of punishment, because a moratorium has been imposed on the death penalty in the Russian Federation since April 16, 1997. However, after the abolition of the death penalty in the criminal legislation of the Republic of Azerbaijan in 1998, there was a discrepancy between parts II and III of Article 27 of the Constitution of the Republic of Azerbaijan and the criminal legislation of Azerbaijan Republic that requires the introduction of the necessary changes in the content of the analyzed constitutional norm. The value of the work is determined by the fact that the introduction of appropriate changes will contribute to the further improvement of the Constitution of the Republic of Azerbaijan and the effective implementation of the right to life of everyone.

Corporate social responsibility is one of the activities that goes beyond philanthropy, based on volunteerism in line with the responsibilities of enterprises towards society. This concept, which offers businesses the opportunity to look after and develop their brand image in the eyes of society, has become a necessity, not a choice, especially in today's world. In order to meet social expectations, the effectiveness of static and dynamic advertising messages implemented in all social benefit-based studies for human development such as environment, health and education is very important in terms of ensuring audience communication. In the second half of 2019, people were confined to homes and life came to a standstill all over the world in order to reduce and prevent the impact of the pandemic within the scope of the “New Type Corona Virus” (COVID-19) measures, which are from the sars-cov-2 coronavirus family, which is spreading rapidly globally starting from Wohan, Hubei Province, China. As a basic protection module for humanity against corona virus, it has incorporated the concept of social distancing into their lives in order to reduce the contact of staying at home and increasing hygiene, except in mandatory situations. During this extraordinary period, many brands on a global scale have included the concept of “social distance” in their advertising messages with the awareness of corporate social responsibility and have started to inform and educate the community about this issue by emphasizing the importance of the process. Within the scope of this research, advertising designs prepared by brands acting with corporate social responsibility awareness through the concept of social distancing during the Pandemic period were discussed and how the meaning structures behind the messages were created and transmitted. The research is limited to 3 (three) advertising designs determined by the 'judicial sampling' method (selective method). In the sample of the study, advertising narratives of brands in different sectors were explained in general framework and similar and different aspects of messages were uncovered by performing comparative analysis between messages in line with the findings obtained from the narratives. In this context, it was determined that the contrasts of “pessimism and optimism, hope and despair, happiness and unhappiness, death and life, strong and powerless, youth and old age, unity/togetherness and separation, struggle and defeat, nature and culture” were constructed as the main discourse.

This article is devoted to solving the problem of systematizing the existing concepts of innovation in higher education, reflecting the new vision of the university by modern scientists. The author studied the content and conducted a comparative analysis of various concepts relating to the emergence of the future image of the University. First of all, these are the works of the classics of post-industrialism, who defined science and education as a new industry within the emerging knowledge economy and noted the need to form, in this regard, a new type of University. Important potential for understanding the role and place of the University, as well as to get an idea of its supposed (futuristic) model in the new realities have the concepts of innovatization of higher education, the analysis of which is given most of the article. Under the concepts of innovatization of higher education in the article we understand the concept of modern scientists who consider the transformation of the traditional University in its innovative model that meets the needs of the economy and society focused on innovation. The concepts of innovatization are also divided into several types, grouped according to the relevant features, which suggests the possibility of transition to the innovative model of the University in different ways.

Comparative analysis of cluster instruments for economic development of Ukraine and Vietnam is carried out. The study showed that the absolute majority of the clusters operating in Ukraine have significant strategic gaps between strategic goals and resources for their implementation. In order to eliminate strategic gaps, a set of practical recommendations has been substantiated, which generally consists of the following main elements: inclusion in the current legislation of the concept of "innovative industrial cluster of the sixth technological order"; providing the subjects of such clusters with innovative tax benefits; provision of concessional lending for intra-cluster innovation projects. In terms of the effectiveness of the use of cluster instruments for economic development, Vietnam is significantly ahead of Ukraine. The highest efficiency of cluster development was achieved in Vietnam for fourteen of the sixteen positions we analyzed, and in Ukraine, the highest efficiency was not achieved for any position. For each of the ten cluster instruments of economic development that are not used in Ukraine, we substantiated the feasibility and effectiveness of their implementation in our state. In order to introduce each of the most important cluster instruments of economic development, an appropriate legislative framework should be created in Ukraine, as well as a system of by-laws for its practical implementation. Vietnam has been well done in the cluster industrial policy. To the end of 2020, there are 260 industrial parks in the whole country (besides, there are some industrial parks acquired licensing but not yet constructed or having planned but not yet approved). Hanoi plans to build 43 industrial clusters in 2021. To ensure efficient operation of industrial clusters, Hanoi would provide supporting policies for enterprises and business households relocating their operation into industrial clusters, while setting up a list of service fees for all industrial clusters in the city. Hanoi plans to further promote investment and higher occupancy rate in industrial clusters, gradually transforming the current management model towards greater efficiency in operation of industrial clusters.

Periodical mixers are considered. The expediency of developing a new type of mixer is presented. Features of the material movement in the mixer allow to speak about the presence of elements of a gyroscopic effect. The mixing chamber is rotated by means of belt, chain and conical transmission. The resulting complex spatial movement of material particles can be controlled by a frequency Converter and the selection of appropriate gears or using a belt drive. An algorithm for modeling the drive unit of a mixer with a bidirectional rotational effect on the material is presented. The features of the drive unit and its components are considered. The task is to build a model of deformation of the drive unit of the mixer. The finite element method (FEM) for the drive unit of the mixer is used. Machine experiments are performed that implement fatigue calculations of the drive unit with a study in the SolidWorks Simulation environment. The results of static analysis of the drive unit operation in determining the deformation, static analysis of the drive unit operation in determining the voltage with varying torque are obtained. A variant of static analysis is presented when using a belt drive instead of a gear drive. The practical implementation of the mixer drive unit in metal is shown. Conclusions on modeling are made.

This chapter describes applications of the discrete events simulation (DES) and queuing analytic (QA) theory as a means of analyzing healthcare systems. There are two objectives of this chapter: (i) to illustrate the use and shortcomings of QA compared to DES by applying both of them to analyze the same problems, and (ii) to demonstrate the principles and power of DES methodology for analyzing both simple and rather complex healthcare systems with interdependencies. This chapter covers: (i) comparative analysis of QA and DES methodologies by applying them to the same processes, (ii) effect of patient arrival and service time variability on patient waiting time and throughput, (iii) comparative analysis of the efficiency of dedicated (specialized) and combined resources, (iv) a DES model that demonstrates the interdependency of subsystems and its effect on the entire system throughput, and (v) the issues and perspectives of practical implementation of DES results in health care setting.

The article examines the experience of implementation of requirements of the «European Certificate in Psychology» in educational programs of Borys Grinchenko Kyiv University. The upgrade of educational programs is described in the context of unification with European standards for future psychologists training. Programmatic innovations designed to provide for necessary qualifications and competitiveness of future MA holders. Program consist of modules which include: compulsory subjects aimed at creating general and professional competences, optional subjects, different practices and the final student examination. The purpose of the article is to present the experience of practical implementation of educational and professional training program for practical psychologists as the first one in Ukraine that meets the requirements of EuroPsy. The method of proving the effectiveness of the Program was a statistical comparison of performance indicators and quality of students' knowledge conducted in 2016-2017 and 2018-2019 academic years. A comparative analysis of students' marks obtained during two academic years showed the effectiveness of the program. Estimates show a positive trend with the number of «excellent» and «good» marks increasing by 12.64% and 4.59% respectively, and «satisfactorily» marks decreasing by 8.05%. It was concluded that the main contributing factor in the improvement was the students' training in the program.
