REALIZATION OF THE REQUIREMENTS OF EUROPEAN CERTIFICATE IN PSYCHOLOGY IN PREPARING PRACTICAL PSYCHOLOGISTS IN UKRAINE

The article examines the experience of implementation of requirements of the «European Certificate in Psychology» in educational programs of Borys Grinchenko Kyiv University. The upgrade of educational programs is described in the context of unification with European standards for future psychologists training. Programmatic innovations designed to provide for necessary qualifications and competitiveness of future MA holders. Program consist of modules which include: compulsory subjects aimed at creating general and professional competences, optional subjects, different practices and the final student examination. The purpose of the article is to present the experience of practical implementation of educational and professional training program for practical psychologists as the first one in Ukraine that meets the requirements of EuroPsy. The method of proving the effectiveness of the Program was a statistical comparison of performance indicators and quality of students' knowledge conducted in 2016-2017 and 2018-2019 academic years. A comparative analysis of students' marks obtained during two academic years showed the effectiveness of the program. Estimates show a positive trend with the number of «excellent» and «good» marks increasing by 12.64% and 4.59% respectively, and «satisfactorily» marks decreasing by 8.05%. It was concluded that the main contributing factor in the improvement was the students' training in the program.

The article provides a survey of conducted educational programs „Office administration and records management", based on the content of module I. of the professional training in the Croatian State Archives (hereinafter referred to as HDA), which were held in the period from February 2016 to February 2019. The reason for choosing this exact period lies in the fact that since February 2016 a systematic distribution of anonymous polls to all the participants has begun and those polls have served as a basis for creating a compilation of statistical reports and analysis of data obtained from them. Anonymous polls were first experimentally distributed to participants in November 2015, and they were computer processed to serve as a model of experimentally conducted research based on the content of the module I of professional development in HDA. Survey research covers a period of 36 months, in which 10 courses in the period from February 2016 to February 2019 were held, with a total of 417 participants from all over Croatia. This article is conceptually structured according to the methodology which deals with survey research with a help of statistical methods, and the obtained results aim to improve the quality of teaching, to complete teaching materials and improve the insight into the final outcome of the course and the competencies that participants acquire at the end of the course.

For students, graduate students of economic specialties, students of the system of professional training and advanced training of accountants, auditors, financial managers, analysts, arbitration managers, practitioners of financial and economic services of business organizations.

It was found that systematic monitoring of the quality of education is necessary for effective management, informed decision-making, comparison and adequate assessment of the state of professional training. This task is successfully implemented through SWOT-analysis, which identifies strengths and weaknesses, potential opportunities and potential threats, establishing relationships between them, which can be further used to form quality management strategies for the training of future heads of educational institutions. A SWOT-analysis of the system of training future leaders (managers in the education system) was conducted and a matrix was developed on the example of Mukachevo State University. This made it possible to systematize information about internal and external factors that affect the quality of the educational process. Its results allowed to determine the competitive advantages of professional training, to form strategic priorities (ways) and to get a clear algorithm of further actions. In particular: periodically review educational programs, permanently monitor the market of educational services and resources of Mukachevo State University, systematically take measures to ensure the quality of educational services under the master's educational program «Educational Pedagogical Sciences: Management of Educational Institutions». At the same time, the analysis of the research results showed that the management of the quality of training of the future head of an educational institution depends on setting standards, updating educational programs, highly qualified staff, quality organization of the educational process and effective management.

The subject of this article is the problem of detecting unknown signals in conditions of high a priori uncertainty, which can occur during the determination of unoccupied frequency channels in cognitive networks. It should be noted that various sources of radio emissions work on the air, which in turn complicates the solution of the problem of detection, since it is impossible to say what kind of signal will be received. Most existing algorithms require information about the signals for their operation. In practice, it is not possible to have such data on all sources of radio emission due to their diversity. The goal of the article is to study non-classical signal detection algorithms in conditions of high a priori uncertainty, when there is information only about noise, and signals are unknown.  The task: to conduct a comparative analysis of unknown signal detection algorithms based on a set of quality indicators and to determine the set of Pareto-optimal detection algorithms, as well as to identify the best algorithm for a set of quality indicators.  The method of statistical modeling of detection algorithms on samples of real signals and noise is performed. As a result, we obtained estimates of speed of work and quality of signal detection for a number of different variants of unknown signal detection algorithms. Possible variants of implementation of the detectors were summarized in the table. These variants were formed taking into account the dimension of the DPF sample and the number of implementations on which the decision is made. A comparative analysis of different types of detection algorithms is carried out taking into account the set of performance indicators and the quality of signal detection. It should be noted that the values of quality indicators of detection of unknown signals and performance indicators of the algorithms are related and contradictory. Conclusions. A multicriteria selection of a subset of Pareto-optimal variants is performed. Using the conditional preference criterion, the only preferred variant of the algorithm for detecting unknown signals is selected from the Pareto subset. The results of the research can be used in automated radio monitoring in cognitive radio networks

The analysis of scientific researches concerning professional training and qualification certification of engineers-land surveyors in Ukraine and abroad is carried out. The need to study, borrow the experience of one of the countries of the European Union and further adapt this certification in Ukraine is substantiated. Qualification requirements for certification of land surveying engineers in Ukraine and Poland are considered. A comparison of the qualification exam for a certified land surveyor is given. An analysis of the comparison of similar and different indicators for obtaining a certificate of land surveying engineer in Ukraine and Poland. Emphasis is placed on the quality of qualification selection of certified land surveyors. The proposals in the revision of the requirements for obtaining a qualification certificate of a land surveyor in Ukraine are given. In the future, the revision of the qualification certification requirements will help create objective equal opportunities for land relations specialists, improve the quality of land management documentation, as well as facilitate the adaptation of certification with our western neighbors - the European Union.

Professional development is one of the types of professional training for University teachers to develop their level of theoretical knowledge and competencies, improve practical skills and abilities that increase in accordance with the requirements of state educational standards for the quality of education in higher education institutions. This article attempts to review and analyze the current system of professional development in Russia, various approaches to its organization, technologies and forms. The combination of professional knowledge and information and communication technical skills is extremely important today for the professional and personal development of staff of higher educational institutions and improving the quality of training of students. Despite serious theoretical justification and diverse experience of professional development of teaching staff in universities, the current system, as practice has shown, is far behind the requirements of the time and needs urgent improvement, both in the content of courses of disciplines and in their practical implementation.

The article deals with the specifics of the training of future specialists in entrepreneurship, trade and exchange activities in multy-degree system of education. The research on the identified problem is found out in the areas of: professional pedagogy, competency approach in the educational process; professional competence of future specialists of economic direction, including entrepreneurship; multy-degree system of education. The purpose of the article is to reveal the peculiarities of the training of future specialists in entrepreneurship, trade and exchange activities based on the volumes of educational programs under conditions of multy-degree system of education. Objective: to find out the requirements of the Standard of Higher Education in specialty 076; to disclose the content of educational programs at the educational qualification level «junior specialist», educational degrees «bachelor», «master»; to submit proposals for the improvement of educational programs according to the specialty. The theoretical and practical training in the college is analyzed, in accordance with the Standard of higher education of Ukraine, the competence, which should be possessed by experts: integral, general, special. The author analyzes the content of educational programs, the share of disciplines of professional training, practical training at college and university. It is determined that the specialty of specialist training under the «Master» program is that it provides for the provision of fundamental scientific and methodological and applied knowledge of economic processes and regularities of the functioning and development of a trading company, organization of trade and exchange activities; realization of commoditymarketing and commercial tasks concerning the assortment and quality of goods; making operative decisions within the limits of its competence concerning preservation of the quality of goods in the process of commodity turnover; evaluation of the quality of the main groups of goods in market conditions, taking into account the current legislative framework. Proposals for improvement of educational programs according to the specialty are submitted. In particular, an increase in the number of credits for practical training on the educational level of «bachelor», as in accordance with the Law of Ukraine «On Higher Education» it is a completed course in the training of a future specialist; the introduction into the educational program of the Master’s degree in credit for psychological and pedagogical training, respectively, the availability of pedagogical practice that will provide pedagogical activities in educational institutions.

The professional development of teachers has a definite impact on the improvement of the entire educational system (OECD, 2018; Darling-Hammond, 2017). For this reason, the main international organizations - OECD (2013 ), European Commission (2012 ) - ask countries to establish feedback and accountability procedures for in-service training (ITT), for the ‘process by which teachers engage in further education or training to refresh or upgrade their professional knowledge, skills and practices in the course of their employment’ (UNESCO, 2019). Researchers state that here are numerous factors to be considered in carrying out this work: the type and quality of training, school climate, students’ skills, knowledge domain, etc. (Lipowsky & Rzejak, 2015). After a brief presentation of how the most recent systematic reviews on the topic have been conducted (Filges et al, 2019; Egert et al, 2018; Kalinowski et al., 2019), this article presents the results of a study on the terms and constructs in use in the context of the researches into in-service teacher/continuing professional training, impact/effect, and programs/instructions. The data and information collected offer a comparative analysis (Esser & Hanitzsch, 2012), based on systematic reviews (Polanin et al., 2019) and a meta-analysis, useful for setting up further meta-analytical investigations on the topic especially in terms of the disambiguation of terms and the narrowing of the field. The training of in-service teachers in many countries has been made compulsory and structural and is conceived as an opportunity for growth and professional development for the entire school community, and a strategic and functional logic for improving the quality of the school system (Perla, 2019). However, ministries of education do not yet have a univocal model and shared procedures capable of describing and analysing the impact that the training provided has in the terms set out in the European Commission (2020): output - results achieved immediately, i.e. increase in skillsfocus subject to training; outcome - wider benefits for involved teachers - improvement of teaching practices of teachers involved in training; outreach - effects on the institutional and social context of the school where and of the territory within which the teachers involved in the training.

The article presents the actualization of the methodological base for the design and realization of educational programs for professional training of pedagogues under the socio-economic conditions of the higher education system. The study objective is to identify and describe the principles of the design and realization of educational programs for professional training of pedagogues in modern socio-economic conditions. The main methods of the study include a comparative analysis of scientific literature and modeling. Based on the interdisciplinary comparative theoretical analysis of economical concepts and education system phenomena, the principles of the design and realization of educational programs in modern socio-economic conditions are defined as the result of the study through the means of modeling the processes of professional pedagogues’ training.

Transitory obstacles – random, short-lived and unpredictable objects – are difficult to capture in any traditional mapping system, yet they have significant negative impacts on the accessibility of mobility- and visually-impaired individuals. These transitory obstacles include sidewalk obstructions, construction detours, and poor surface conditions. To identify these obstacles and assist the navigation of mobility- and visually- impaired individuals, crowdsourced mapping applications have been developed to harvest and analyze the volunteered obstacles reports from local students, faculty, staff, and residents. In this paper, we introduce a training program designed and implemented for recruiting and motivating contributors to participate in our geocrowdsourced accessibility system, and explore the quality of geocrowdsourced data with a comparative analysis methodology.
