Shocks vs. Impulse-Propagation Model of Economic Dynamics

Ragnar Frisch, the Nobel prizer in economics, drew attention to two phenomena: propagation problems and impulse problems in dynamic economics. His deep scientific contribution relates to the interpretation of business cycle transformed under the influence of impulses (shocks). But some terminological misunderstandings arose. One of them forced the authors to focus on the phenomenon of systems' self-movement: their self-organization in statics and their self-development in dynamics. Another one relates to exogenous nature of impulses (shocks) that forced the authors to prove the endogenous embeddedness of shocks into the mechanisms of dialectical laws implementation. Eugen Slutsky demonstrated the stochastic approach as to random fluctuations as a source of cyclical processes in the economy. The confusion in the concepts of cycles and waves predetermines the need to create a wave theory of systemic self-organization (Chapter 2). Modern shocks theory develops a new approach which makes it possible to eliminate misconceptions of past theories.

It is valuable to be researched in the application of science of complexity to the forest ecosystem. Forest ecosystem is an adaptive complex system which is suggested to be at the edge of chaos or at the criticality. The inner interaction of a forest ecosystem is the main driving force for the self-organization, complexity and order in the forest ecosystem. Forest ecosystem complexity is one of the research frontiers of ecological and evolutionary problems presently. The application of science of complexity to the forest ecosystem complexity studies, its concept, background, methodology and theory are briefly introduced. The forest ecosystem complexity is defined as the structure and function diversity, self-organization and the order of an ecosystem. Its main methods include the cellular automaton, genetic algorithm, game theory, complex network, etc. This paper has discussed mechanism and development of forest ecosystem complexity, by applying the principle and methods of science of complexity, which is a new approach for understanding ecological and evolutionary problems.

Today, the focus should be on the personality of the scientist, her unique inner world. The main goal of the modern teacher should be to choose such innovative methods and forms of organizing the educational activities of students, which will be aimed at the comprehensive creative development of the person. This includes not only new technical means, but also new forms and methods of teaching, a new approach to organizing the learning process and communication between participants in the educational process. Renewed education should be based on entering the innovative mode of work and professionalization of teachers, their creative self-determination, focus on self-education, self-development and self-improvement. Only the teacher's indifference to knowledge and the use of innovations in his activities will contribute to the education of a successful person. The strategic directions for the development of education, defined within the framework of the implementation of state programs and national projects, determine the formation of the intellectual and cultural potential of the nation by ensuring the constant spiritual improvement of the person. Transformational processes in education provide for the development of the creative, initiative side of a person who is able not only to translate knowledge, but also ready to create new world models of culture and spirituality, new interesting skills.

The long history of complication of static economy objectively leads it to exhaustion of self-organization potential and to the point of no return – a leap into dynamic state with self-development mechanism. In the new quality, the dynamic economy is regulated by the dialectical law of negation of negation with new functions of shocks in its operation. As for self-organizing systems, shocks are determined to destroy the structural links that weaken systemic integrity. In order, the static system could jump into a dynamic state, shocks realize the first negation, destroying the vertical hierarchy of structural links, and as for the second negation, shocks destroy basic structural level as well. The epochal task is associated with construction of new dynamic systemic integrity on the modern technological base by forming new structure since the previous structural hierarchy has been completely destroyed by shocks embedded into the dialectical law of double negation.

This chapter deals with self-organization teaching technologies as the best instrument of generating, development and using of the innovative methods in education. As a process of spontaneous, dynamic motion of the components of a socio-system, self-organization can randomly generate new (often attractive) structures, processes, and situations. Self-organization of a student group can generate new techniques and ideas for learning and under the knowledge contents also increases students' motivation to learn, interest to the discipline, encourages teachers to professional self-development and to a deeper understanding of the subject matter and techniques. The section suggests several key ways to initiate the self-organization of a group of students or teachers: heuristic methods, interdisciplinary explication, educational heterosis, developing of managerial competencies of a teacher. Factors enhancing the use of self-organizational teaching technologies are disclosed.

Abstract Statistics New Zealand is one of the few national statistical agencies to have applied a stochastic (probabilistic) approach to official demographic projections. This article discusses the experience and benefits of adopting this new approach, including the perspective of a key user of projections, the New Zealand Treasury. Our experience is that the change is less difficult to make than might be expected. Uncertainty in the different projection inputs (components) can be modelled simply or with more complexity, and progressively applied to different projection types. This means that not all the different demographic projections an agency produces need to adopt a stochastic approach simultaneously. At the same time, users of the projections are keen to better understand the relative certainty and uncertainty of projected outcomes, given the important uses of projections.

We report on a number of new effects of self-organization at nanoscale, leading to creation of new functional nanomaterials, including carbon and carbon–metal nanotoroids and nanodiscs and self-assembling of magnetic nanoparticles into helices and chains. We also extensively used a new approach of biopattern nanoengineering to create DNA-based complexes with metal or CdSe / ZnS core-shell nanorods (22 × 4.5 nm) which possess strong linearly polarized photoluminescence due to unidirectional orientation of nanorods along DNA filaments. Optical, electrical, and topological (geometrical) properties of such complexes were investigated. This work is a result of a coherent effort (since 1980s) of a consortium of Russian research groups in Nano-technology (INTC: Interdisciplinary Nanotechnology Consortium) aimed at creating molecular electronic devices based on individual and collective properties of specially designed and fabricated nanoclusters.
